    In accordance with the binding regulations of the EU law, each institution participating in the EU funds management process has in place relevant procedures preventing fraud and corruption and discouraging people from taking such actions. Managing institutions that work in cooperation with organisations which participate in the implementation of EU funds ensures the operation of an effective fraud risk management system and the implementation of effective anti‑fraud means which are designed to protect the financial interests of the European Union. The ethical norms and principles implemented in institutions which coordinate the process of EU funds management are of great importance for the process of reducing fraud related to EU funds. It was confirmed with the results of research carried out that clearly defined standards of employee conduct and determining procedures in the management and control system were the most important factors mitigating the irregularities. A special place was reserved for complying with the norms of ethical conduct and honesty by the employees of institutions managing the EU funds and development of a Code of Ethics which describes the conduct of the employees of institutions participating in the EU funds management process. The anti‑fraud procedures presented herein stem from EU law and are applicable in Poland.

    From 19th January 2013 there have been changes in the operation of driver training centres due to the legislation regarding vehicle drivers coming into force. Changes related to the conduct of driving schools concern four major areas. The first one is a new form of enrolment on driving courses by candidates for drivers, which is done by using the so-called Profile of Candidate for Driver (PCD) generated by the county authorities. The second aspect is the new formula of the theoretical state examination. The third issue is the introduction of cash registers for the operators conducting drivers’ education. The fourth feature is the introduction of new categories of the driving license, in particular a category including two-wheeled vehicles. The existing regulations, as well as the huge competition in the market, have contributed to the fact that the activity of training of candidates for drivers has been dominated by the principle according to which the service must be performed in a cheap and fast way. It automatically translates into the low quality of training and the disregard of procedural steps associated with it. In practice, the lack of adequate control on the part of the state is the reason for the fact that driving has become an arbitrary function based on ruthless marketing and low-cost services. In this situation, ethical dilemmas arise that, in the author’s opinion, will not necessarily be resolved by the new legal standards for drivers.

    This article examines the linguistic expression of moral values in selectedGerman phrasemes which have the potential for formulating judgements concerning humanattitudes based on ethical criteria. An attempt was made to identify factors affecting therobustness of that potential, the ways in which that potential is manifested, and the type ofrelationships between the analyzed phrasemes and moral values. The moral convictions oflanguage users that are embedded in the German language were also analyzed. The studydemonstrated that in colloquial German, morality is portrayed in an intellectual and emotivecontext as the essence of subjective human experience. Linguistic data confirm that moralnorms are perceived by language users as an objective truth that should be respected. Thepotential of phrasemes for passing ethical judgements stems from the relationship betweenphrasemes and their characteristic formal attributes, including their figurative and expressivemeaning. This potential is manifested explicitly or implicitly, and its perlocutionary strength isoften determined by the metaphorical motivation of a given phraseme. The analysis confirmedthat the potential of phrasemes is also influenced by the connotative dimension of the lexicon n specific phrasemes. In the most general and broadest sense, the potential of phrasemes forformulating ethical judgements about human attitudes is conditioned by the anthropocentricinterpretation of reality. The study revealed that phrasemes with a potential for making ethicaljudgements are bound by three types of relationships with morality: they should be regarded asa tool for assessing human attitudes, as a source of knowledge about moral values preferred by language users, and as carriers of moral values that are co-responsible for embedding thesevalues in collective memory. The results of this study have practical implications for researchin axiological linguistics and applied ethics.

    Authors in this article deal with the ethical aspects of nursing care for acute conditions from the perspective of ethical and legal standards. Today's time already think about this problem through various schemes, regulations, standards and codes. One of the main subjects that are concerned by ethics is nursing. Here, thanks to everyday work with peole, must everything work for the benefit of morality. Code of Ethics sets and modifies certain rules in spe- cific fields. They determine or recommend certain patterns of behaviour. For nurses indicate the direction the International Council of Nurses. Here it is described that the nurse has a duty to care for the health, alleviate suffering, prevent disease and restore health. Emergency medicine is in these modern times pushing the boundaries of therapy. From this point of view implies not only respect to the rights of critically ill patient and their implementation in intensive care. This is happening despite the efforts and need for constant professionalism and conditions of available methods and procedures. Provi- sion of acute care medicine is today very complex.

    Postulowane normy etycznej analizy badawczej dotyczą w znacznej mierze poziomu percepcji w sposobie budowania narracji historycznej. Z problemem tym przychodzi zetknąć się również na polu badań historycznych prowadzonych w obrębie aspektu cywilizacyjnego kontekstu wojen, który przeobraża rzeczywistość, odciskając na niej swoje piętno, zarówno erodujące ład systemu geopolitycznego, jak i krystalizujące nadejście nowego. Odniesienie zagadnień etycznych teorii wojny, jako głównego czynnika cywilizacyjnego, do wytycznych historiografii i uwarunkowań na nią składających się pozwala nakreślić tło dla analizy pojęcia etyki w badaniach naukowych. Autor przedstawia zbiór istotnych z punktu widzenia rzemiosła historycznego norm uprawiania nauki w praktyce wyzwań, jakich nastręczają mu uwarunkowania metodologiczne, dydaktyczne i terminologiczne w zestawieniu z badanym zjawiskiem dziejowym. Pozwoliło to na dogłębne przyjrzenie się wyzwaniom, przed jakimi staje historyk w toku pracy nad hermeneutyką źródła.
    The proposed norms of ethical research analysis largely concern the level of perception in the way historical narration is constructed. This problem may also arise in the field of historical research conducted within in the civilisational context of wars which transforms reality and leave their mark by eroding the previous order of geopolitical system and creating a new one. The inclusion of ethical issues of the theory of war as the main factor of civilisation to the guidelines of broadly understood historiography allows us to outline the background for the analysis of the concept of ethics in the scientific research. The author of this paper presents a set of historically relevant norms related to historical research taking into account practical challenges posed by methodological, didactic and terminological conditions in relation to historical phenomena. This allows for an in-depth look at the challenges a historian faces when working on the hermeneutics of a source.

    W ten oto sposób pojawia się nauka jako specyficzny rodzaj poznania. Epistemicznie więc nauka jawi się wpierw jako jednolity układ sądów logicznych, posiadających swoje uzasadnienie, jak też wewnętrzny porządek. Wynika on z metodycznie prowadzonego procesu poznawczego, uzasadnionego w racjonalny sposób i posiadającego swój wyraz w informatywnym, jak też intersubiektywnie sensownym języku, za pomocą ogólnych pojęć. Istotnym jest, aby zwrócić uwagę na fakt, iż uzyskiwana na naukowym polu wiedza powinna być systematyczna, planowa i metodyczna; innymi słowy - dobór i układ dokonywanych aktów poznawczych normowanych przez odpowiednie reguły postępowania, powinien być podporządkowany określonemu celowi. Przypatrując się więc istocie nauki, należy wskazać na konieczność istnienia jej spójnego charakteru logicznego, a więc na jej racjonalność poznawczą, oraz na sprecyzowanie jej dążności do konkretnego celu, a więc na jej sensowność. Właśnie ów sens staje się jednym z najbardziej charakterystycznych wyznaczników nauki. Chcąc więc traktować różnego rodzaju sfery poznawcze w sposób naukowy, koniecznie trzeba zachować owo kryterium. W kontekście niniejszego rozważania, zagadnienie to zostanie zaprezentowane w odniesieniu do problematyki public relations.
    The sense is fundamental for human cognitivism. Thanks to it, a man can be sure that what he recognized is true. For this reason a scientific perception must be based upon the sense. Otherwise it becomes a sum of own believes (outlook or ideology). The sense emerges when fundamental issues of a certain thing or phenomenon are pinpointed. The sense is in things that aim towards a defined objective. The sense relies upon mind in a way that it can be encompassed and assessed by mind - it is logical. PR actions belong to the process of interpersonal communication, that is aimed at exchange of thoughts and information sharing. They lead to dialogue between an organization (or person) and its environment. Sound PR must be rooted in the sense, i.e. must be reliable, purposeful and realistic. Black PR is a propaganda - it destroys the sense or creates its own substitute - far away of the truth.

    Tematyka związana z procesem globalizacji jest niezwykle ważna we współczesnym świecie. Niniejsze opracowanie wpisuje się w nurt licznych rozważań i publikacji dotyczących aktualnych przemian dokonujących się w skali całego globu. Ambiwalentny charakter globalizacji stawia szereg pytań o kształt przyszłej cywilizacji. Wśród tych pytań na pierwszy plan wysuwają się pytania dotyczące etyki i jej znaczenia w procesie globalizacji. Pomimo iż procesy globalizacji niosą ze sobą nowe wyzwania, to założenia etyczne, niezmienne w każdej epoce, pozostają aktualne także w obecnym czasie. Stąd, pośród zmienności świata, istnieje konieczność afirmacji człowieka, wskazania na jego godność osobową, a w konsekwencji kształtowania życia społecznego w oparciu o zasady solidarność i  sprawiedliwości, dopełnione miłością społeczną. Wszelkie próby redukowania człowieka do roli środka produkcji, elementu globalnego rynku sprowadzą proces globalizacji do zjawiska niszczącego to, co tak naprawdę ludzkie. Globalizacja pozbawiona odniesień etycznych prowadzi do wykluczenia jednostek i całych narodów, do nienawiści, pogardy dla słabszych, wzajemnej nieufności, konfliktów. W dobie kryzysu aksjologicznego etyka staje się jedną z najważniejszych dziedzin, które mogą zapewnić porządek społeczny. Celem niniejszego opracowania jest odpowiedź na pytanie: Jak ukierunkować proces globalizacji, aby  uwzględniał normy etyczne i tym samym służył dobru  jednostek i społeczeństw? Opracowanie skoncentrowane  jest kolejno wokół globalizacji i jej podstawowych  wymiarów, etycznych dylematów globalizacji, a w kluczowej części etycznych podstaw tego procesu. 
    The subject of the globalization process is extremely important in the modern world. This study is part of the stream of numerous considerations and publications onthe current changes taking place on a global scale. The ambivalent nature of globalization raises a number of questions about the shape of the future civilization.Among these questions, questions about ethics and its importance in the process of globalization come to the fore. Although the processes of globalization bring with them new challenges, the ethical assumptions, unchanged in each epoch, remain valid also in the present time. Hence, in the midst of the changeability of the world, there is a need to affirm man, indicate his personal dignity and, consequently, shape social life based on the principle of solidarity and justice, completed with social love. Any attempts to reduce man to the role of a means ofproduction, an element of the global market, will reduce the globalization process to a phenomenon that destroys what is really human. Globalization devoid of ethical references leads to the exclusion of individuals and entire nations, tohatred, contempt for the weaker, mutual distrust and conflicts. In the time of an axiological crisis, ethics becomes one of the most important areas that can ensure social order. The aim of this study is to answer the question: How to direct the globalization process so that it takes into account ethical norms and thus serves the good of individuals and societies? The study focuses successively on globalization and its basic dimensions, ethical dilemmas of globalization, and in a key part of the ethical foundations of this process.

    Z punktu widzenia teologii moralnej konieczne wydaje się przebadanie istoty odpowiedzialnego rodzicielstwa w duchu następujących wymiarów. Aspekt religijny wskazuje małżonkom na moralną odpowiedzialność widzenia w każdym akcie prokreacji zbawczego planu Boga Stwórcy. Moralny aspekt oznacza, że odpowiedzialna postawa rodzicielstwa ma się realizować poprzez małżonków za pomocą właściwie formowanego sumienia, by postępowali zgodnie z naturalnymi normami moralnymi i z powołaniem wynikającym z Bożego Objawienia. Wymiar poznawczy, dotyczący biologicznego wymiaru życia ludzkiego, wskazuje na pierwszorzędne Boże obdarowanie człowieka konkretnymi zdolnościami biologicznymi, które powinien on wykorzystać w zgodzie ze swoją naturą. Wolitywny aspekt wskazuje na nieodzowność opanowania własnych popędów oraz namiętności za pomocą rozumu i woli, do czego też małżonkowie (rodzice) są powołani jako istoty rozumne i wolne. Aspekt społeczny podkreśla dialogiczny wymiar życia małżonków w kierunku społeczności w kontekście dobra wspólnego. Chrześcijańscy rodzice są zobowiązani uwzględnić swoje niepowtarzalne warunki, w których przeżywają rodzinną wspólnotę osób. przy czym warunki te mogą mieć charakter różnego rodzaju.
    From the point of view of moral theology it seems necessary to study the essence of responsible parenthood in the spirit of the following dimensions. The religious aspect draws the spouses’ attention to their moral responsibility to see in each act of procreation the salvific plan of God the Creator. The moral aspect means that a responsible parental attitude is supposed to be realized through the spouses by way of a properly formed conscience, so that they could behave in conformity with the natural moral norms and with the calling that results from Divine Revelation. The cognitive dimension, concerning the biological dimension of human life, indicating as of primary importance man’s endowment by God with concrete biological capacities; he should use them in conformity with his nature. The volitive aspect indicates the indispensable task to control one’s own drives and passions by means of reason and will. Spouses (parents) are called to it as rational and free creatures. The social aspect stresses the dialogical dimension of life towards community in the context of the common good. Christian parents are obliged to take into consideration their unique conditions in which they experience the family community of persons, assuming that the conditions can have the character of a different kind.

    The economic crisis of recent years has refuted the myth of homo oeconomicus - rational man working to develop his economical capital. Employment is currently understood as needless burden and return on capital is achieved by egoism, greed and immoral actions. It is necessary to restore ethos of work. The work is for man, not man for a work. Human work must have a personalistic dimension. Analysis of hierarchy of principles declared by students of University of Economics in Katowice proves that the change is possible. One can hope that students indicating moral values will realize - as employees - ethos of work.

They have become a field of interdisciplinary research, which not only conducts media analysis from different perspectives using diverse tools, but is also a field of mutual dialogue between various media disciplines. One of the important spheres of this dialogue is media axiology, which is becoming a platform integrating numerous cognitive spheres co-creating media studies. The aim of the article is an attempt to justify the title thesis that the analysis of ethical aspects of media is an integral part of media studies – that the modern mediasphere is also a discourse on values. The author strives to prove the thesis that the practical functioning of media, theoretical analysis and empirical media research cannot lack reference to fundamental values: the dignity of a human being, respect for another person, respect for dialogue, basic freedoms, tolerance, respect for personal reference to spiritual values. Referring to these values is not only the criteria of valuing any actions, but is also a determinant of research engagement in discovering the multi-axiological and ethical aspect of media functioning, perused in the interdisciplinary frame of media studies.
    W obszarze nauk o mediach dokonała się w ostatniej dekadzie zasadnicza zmiana. Są one obszarem badań interdyscyplinarnych, w których dokonuje się nie tylko analiza mediów z różnych perspektyw i za pomocą różnych narzędzi, ale stają się one także płaszczyzną wzajemnego dialogu różnych dyscyplin medialnych. Jedną z ważnych płaszczyzn tego dialogu jest płaszczyzna aksjologii mediów, która staje się także platformą integrującą wielość płaszczyzn poznawczych współtworzących nauki o mediach. Celem niniejszego artykułu jest próba uzasadnienia tytułowej tezy, że analiza etycznych aspektów mediów jest integraln ą częścią nauk o mediach. Dlatego staram się pokazać, że współczesna mediosfera jest także przestrzenią dyskursu o wartościach. Starałem się również uzasadnić słuszność tezy, że u podstaw zarówno praktycznego funkcjonowania mediów, jak i teoretycznych analiz oraz empirycznych badań mediów nie może zabraknąć odniesień do fundamentalnych wartości: godności osoby ludzkiej, szacunku dla drugiego człowieka, szacunku dla dialogu, wolności człowieka, tolerancji, poszanowania jego osobowych odniesień do wartości duchowych. Odniesienie do tych wartości stanowi nie tylko kryterium wartościowania wszelkich działań, ale jest także wyznacznikiem badawczego zaangażowania w poznawanie wielorakiego aksjologicznego i etycznego aspektu funkcjonowania mediów prowadzonego w ramach interyscyplinarnej płaszczyzny nauk o mediach.

    Opis:
    Analizując konstytucję apostolską Veritatis gaudium, można dostrzec dwie normatywne perspektywy. Pierwsza oparta jest na woli kontynuacji personalistycznej idei wychowania katolickiego, jak i działalności misyjnej Kościoła. Tym samym wpisuje się w wykładnię, jak dzisiaj należy rozumieć kwestię dotarcia do konkretnego człowieka z prawdą katolickiej wiary, zawartą w kan. 781-792. Druga poszerzona jest o nowe zasady otwarcia się na dialog i kulturę ogólnoludzką. Możemy nazwać to „misyjną normą humanistyczno-teocentryczną”. Znaczy to, że jeśli za kontynuację będziemy rozumieli personalistyczny wymiar doktryny (realizowany w duchu Jana Pawła II), to papież Franciszek wymóg ten przeradza w zasadę wyjścia Kościoła do innych kultur ościennych poprzez nowy paradygmat dochodzenia do prawdy i pojednania, tzn. aktualizacji. Nazwane to zostało „koniecznością przemiany misyjnej Kościoła”. I jeśli w tę podwójną perspektywę została wpisana rola uniwersytetów i wydziałów kościelnych, które mogą dostarczać integrującej wiedzy o człowieku, podając jej naukowe uzasadnienie na zasadzie interdyscyplinarności, to w tym kontekście studia z prawa kanonicznego uzyskują bardzo ważną rolę (jak też sam KPK).
    When analyzing the apostolic constitution Veritatis Gaudium, we see two normative perspectives. The first is based on the will to continue the personalistic idea of Catholic education as well as the missionary activity of the Church. Thus, it fits into the interpretation of how one should understand today the issue of reaching a specific person with the truth of the Catholic faith, as stated in can. 781-792, etc. Secondly, we have here a broadened view of new principles of openness to dialogue and universal human culture. We can call it „integrative humanities” or „missionary humanistic norm”. This means that if the continuation here present is a clearly noticeable personalistic dimension of the doctrine (in the spirit of John Paul II), then this requirement Pope Francis transforms into the principle of the Church’s going out to other neighboring cultures through a new paradigm of reaching truth and reconciliation (i.e. actualization). This was called „the necessity of the Church’s missionary transformation”. And if in this dual perspective is included the role of universities and Church faculties, which can provide integrating knowledge about man, giving scientific justification on an interdisciplinary basis, then in this context studies in Canon law acquire an especially important role (as well as the Code of Canon Law).
