The text discusses the issue of long-term discrimination against women in history, especially in the professional sphere. The authors point out that although women played important roles in ancient societies as mothers, priestesses and wives of rulers, they never had access to the highest positions or decision-making roles. The text emphasizes that beliefs play a key role in shaping society and influence our choices. However, good or bad choices are often imposed by society, which operates on the basis of specific cultural patterns. The text distinguishes three types of activities affecting discrimination: The authors note that the dominance of certain beliefs over others leads to long-term discrimination. In the context of professional discrimination against women in Poland, the text points to the repetition of cultural patterns and disregard of women's interests by men, often under the pretext of tradition and a hypocritical interpretation of the Catholic faith. Finally, the authors emphasize that assessing the actions of the government and non-governmental organizations is difficult because it is influenced by powerful corporations and their economic interpretations, which are often placed above ethical and moral issues. The text points to the need to fight discrimination in the professional sphere and change society's beliefs.

In its principles, the Third Republic was based on the Enlightenment and the French Revolution legacy. In practice, it was confronted to many paradoxes already identified by women’s history. But one of them still remains: exactly at the same time that philosophy was considered as the most republican practice, based on universal concepts, the Ministry of Education banned the teaching of philosophy for women. This article brings elements to build a history of women philosophers during the Third Republic, years before Simone de Beauvoir success, and reminds the existence of the fight for the right to philosophize as men.

Out of John Rawls’s theory of just state, the author builds up four models containing the solution to the contradictories between capitalistic rule of freedom to multiply goods and the democratic rule of equal changes. Neoliberal and conservative models both emphasize the importance of the equal start in the competition for the privileged positions and equal rights of individuals in their efforts to access the elites. On the other hand, distributive democracy models stress rather the role of structurally-granted equal access to education of all levels and equal presence of schools and universities students coming from different social groups. Commonly rejected is the model of equal results postulated by most radical leftist ideologies.

Opis:
Teaching children and youth with disabilities is an integral part of the education system in Poland. In publication is provided selected issues from the many legal instruments pertaining to the principles of the organization of special education pupils with a disability in the aspects of: 1) the strategy deciding on equalization of educational opportunities of disabled people, 2) ensuring conditions for learning by preschool and school chosen by the parents, 3) implementation of special education on the basis of quantitative analysis SIO Ministry of National Education. This is in close connection with the creation of legal arrangements giving the chance to earn an adequate education and equal participation in the life of people with disabilities. Based on the analysis of desk research/quantitative data obtained from of Educational Information System (SIO), showing that in the school year 2013–2014 in all kinds of kindergartens and schools has educated a total of 135 506 pupils with various disabilities. Public primary schools were the most frequently chosen for childrens: with low vision (~43.4%), hearing impaired (~41.4%) with autism/ Asperger’s Syndrome (~39.4%), with movement problems (~39%), the blind (~19.8%), with multiple disabilities (~16%), deaf (~12.5%). While the a total of students (135 506) with a disability education in mainstream secondary schools continued 7 222 (approximately 5,3%) of students. In special secondary schools continued training 13 027 (approximately 10%) of the students. Students with the ruling about the need for special education due to different of disability have the right to education at all levels of education in the school chosen by the parents, but not all graduates in gymnasiums are enrolled high schools.

Cardinal Stefan Wyszyński in his Primatial teaching was often returning to the issue of the female world. This issue was discussed against changing socioeconomic conditions. He did not remain, however, at the level of analysis, but entrusted women with specific tasks. He strongly emphasised the role of women, their tasks in a family, professional, social and even in political life. He entrusted this social group with keeping guard over the fulfilment of Jasna Góra (Eng. Luminous Mount) Vows of the Polish Nation from 1956. Thereby, he called women to defend life, accept life, to realise their main vocation – maternity. He stated that the future of nation is largely dependent on women, on the way of educating a young generation, transferred values. He also called women to fight for sobriety of their families, for order in these families. He thought that women should be involved in social and political life, although simultaneously he warned against dangers, which they have to wisely omit. Being aware of these dangers, Primate Wyszyński was looking for a role model, which would be worth imitating. He was portraying Mary, Virgin and Mother, Her cooperation with Jesus to them. He stated that the contemporary world also needs a harmonious cooperation of men and women.

Drawing empirically on the examples of the Church of Latter-Day Saints’ (Mormon) participation in anti-ERA (Equal Rights Amendment) ratification campaign and its latest attempts to influence other political issues of moral consequences (such as same-sex marriage) in the United States, the paper attempts to analyse the dynamics of a contemporary religiously motivated political movement.Despite being, on any of these issues, a part of a wider coalition of political actors, the Mormon church displayed a specifically religious motivation, justification and modus operandi. Owing to strong religious legitimacy of their power – based on the doctrine of continuous revelation and enhanced by a sort of “personality cult” of the Church President-Prophet developing in late 20th century – the leadership of the church has been capable of effective grassroots mobilization, achieved through a disciplined universal priesthood structure.While, from the theoretical point of view, this Mormon political movement is of a traditional, “old” variation (ideological and social cohesion of members, well-defined, stable membership, hierarchical leadership etc.) it has nevertheless been relatively successful in modern political environment. The Mormon engagement, at least in the anti-ERA campaign, had made a difference certainly in Utah, and probably elsewhere as well.

Mentioning Aphia as an addressee of the Letter to Philemon is an important part of considering women’s duties in the early Christian communities. It turns out, that in spite of the role as housewives and mothers frequently assigned to them, some of them became also close and important co-workers of St. Paul. Therefore, contrary to certain opinions of feminist theologians, the Apostle of Nations seems to be the least chauvinist writer of his age. In addition to Apphia, who undoubtedly played an important role in the life of community gathering at Philemon’s home, it is also necessary to mention Priscilla (Acts 18 : 1 ff.), Lydia (Acts 16 : 11–14 ff.) and Phoebe (Romans 16 : 1 ff.). They were St. Paul’s closest collaborators. The service of these women shows that thanks to Christianity, contemporary social divisions had been overcome. The divisions have completely lost their significance or have changed their character, due to overworking them in the spirit of Gospel. 
Wymienianie Apfii jako adresatki Listu do Filemona wpisuje się mocno w zagadnienie posługi kobiet w pierwszych wspólnotach chrześcijańskich. Okazuje się bowiem, że pomimo powszechnie przypisanej im roli gospodyń domowych i matek, niektóre z nich stały się także bliskimi i znaczącymi współpracownicami św. Pawła. Dlatego też, wbrew pewnym opiniom teologów feministycznych, Apostoł Narodów jawi się nam jako najmniej szowinistyczny pisarz swej epoki. Obok Apfii, która niewątpliwie odgrywała ważną rolę w życiu wspólnoty gromadzącej się w domu Filemona, wymienić trzeba także Pryscyllę (Dz 18, 1nn), Lidię (Dz 16, 11–14nn) oraz Febe (Rz 16, 1nn). Są to najbliższe współpracownice św. Pawła. Posługa tych kobiet pokazuje, że wraz z chrześcijaństwem zostają przezwyciężone dotychczasowe podziały społeczne. Zupełnie przestają mieć one znaczenie lub przybierają inny charakter, co wynika z przepracowania ich w duchu orędzia Ewangelii.

Author of the article describes the problems related to the legitimacy and enforceability of judgments which are enforceable later. The obligation to enforcement of the judgment is also stemmed from the rule of law. This principle implies an order to take over in legal authorities and institutions of the measures directly aimed to enforce the provisions of the final judgment by the courts. Namely, in the case of the cassation appeal, if as a result of enforcement side could be caused irreparable damage, the court of second instance may suspend implementation of the contested judgment until the completion of the appeal or make the execution of that judgment – in the event of dismissal of the appeal as court of fi rst instance – from submission through the plaintiff reasonable protection. Conversely, in some situations, the legislator has provided the possibility for a judgment creditor even before the execution of the decree, allowing its immediate implementation. The feasibility of this may be due by law or judicial decision.

While reforming of the Ukrainian state, an important part of ensuring the social process is gender issues, providing equal opportunities for self-realization of a person regardless of gender, age, nationality or social origin. In accordance with the Millennium Development Goals adopted by the world community in 2000, one of the priorities of international development and indicators of social and economic development is ensuring gender equality. The implementation of gender equality ideas contributes to the effective use of human potential and, consequently, to the expansion of human development opportunities. Studying the processes of creation and implementation of gender policy in public administration is one of the new areas of research at the current stage of state formation. Its relevance is due to the processes of democratization of the Ukrainian society and search for ways to increase the effectiveness of public policy concerning equal rights and opportunities for women and men. Nowadays it is paid considerable attention to gender equality aspects by many international organizations. Thus, the United Nations (UN) has developed a number of global Sustainable Development Goals (CDGs) for 2015-2030, which were approved in 2015 at the UN Summit on Sustainable Development and which now all countries are committed to. The fifth of the seventeen CDGs is to achieve gender equality and empower all women and girls. In 2017, the Government of Ukraine presented the “Sustainable Development Goals: Ukraine” national report, which addresses gender equality as an essential task. It is emphasized that in Ukraine it is necessary to create conditions for elimination of all women discrimination forms. In this regard the relevant objectives and basic indicators for their achievement have been identified. Despite the fact that the world pays more and more attention to research in the field of gender equality, in Ukraine this issue remains one of the marginal segments in the public administration science. Therefore a systematic study of the formation of a gender-balanced staff at local executive bodies is becoming important. It is the management staff of local executive bodies that is sharply criticized; its mistakes and misjudgments significantly affect the standard of living, the welfare of citizens of a particular administrative-territorial unit, and the image and authority of government and the state as a whole. In the article it is analyzed the principles and mechanisms of state gender policy in Ukraine in the social and labor area, in particular in the civil service, it is studied the latest changes in the legal framework on gender issues, and it is described the existing legal issues that slow the further development of gender integration in all spheres of public administration, it is developed proposals to improve gender policy legal framework at the current stage.

Niniejszy artykuł stanowi próbę odpowiedzi na pytanie o istnienie przesłanek przemawiających za obligatoryjnym zrównaniem pozycji prawnej kościołów i innych związków wyznaniowych oraz niereligijnych organizacji światopoglądowych. W tym celu przeanalizowany zostanie status prawny badanych podmiotów w prawie polskim, stosunek Unii Europejskiej do rozbieżności występujących w tym zakresie oraz funkcje, jakie badane podmioty wypełniają wobec swych członków. Kontekst dla rozważań stanowią projekty ustaw powstałe w latach 2013–2019 dotyczące zastąpienia Funduszu Kościelnego obywatelskim odpisem podatkowym na rzecz kościołów i innych związków wyznaniowych oraz przyznania niereligijnym organizacjom światopoglądowym prawa do stałego, instytucjonalnego dialogu z państwem.
This chapter is an attempt to answer the question about the existence of premises supporting the obligatory equalization of the legal position of churches and other religious organizations and nonreligious ideological organizations. For this purpose has analyzed the legal status of entities, the attitude of the European Union to the discrepancies occurring in this field and the functions that the entities fulfill towards their members. Context for considerations are bills created in the years 2013–2019, concerning the replacement of the Church Fund tax write-off for churches and other religious organizations, and granting to nonreligious ideological organizations the right to a permanent, institutional dialogue with the state.

W opisanym w artykule badaniu dokonano analizy przekonań studentów. Jego celem była diagnoza postaw wobec równości praw i równości podziału, odnotowanie ich zmian w czasie oraz ustalenie, czy te postawy są uzależnione od preferencji wartości. Równość praw jest sztandarowym hasłem demokracji, a kwestionowanie egalitaryzmu w podziale dóbr – hasłem gospodarki liberalnej. Sposób rozumienia wartości i postaw (jak również ich wzajemnych relacji) przejęty został z teorii Rokeacha. Uznawane są one za elementy systemu przekonań, pomiędzy którymi zachodzi formalny i funkcjonalny związek. Do badania systemu wartości wykorzystano Skalę Wartości Rokeacha. Postawy diagnozowano na podstawie dwóch par twierdzeń. Badanie przeprowadzono trzykrotnie: w 2003 roku (325 studentów), w 2008 roku (379 studentów) oraz w 2013 roku (368 studentów). Założono, że między trzema grupami ujawnią się różnice w akceptacji postaw oraz, że postawy w stosunku do tych zasad są uwarunkowane systemem wartości, jego zróżnicowaniem w wymiarze indywidualizm – kolektywizm. Okazało się, że z aprobatą spotkała się zasada równości szans (88,31%, 84,43% i 63,59% respondentów w kolejnych badaniach), a z dezaprobatą – zasada równości podziału (68,62%, 65,44% i 66,03% respondentów w kolejnych badaniach). Wskaźniki pierwszej postawy obniżyły się w ostatnim badaniu w stosunku do dwóch poprzednich, z kolei wskaźniki drugiej postawy nie uległy zmianie. Orientacja indywidualistyczna w systemie wartości (relatywnie wyższe preferencje wartości indywidualistycznych) cechowała studentów o postawach merytokratycznych, czyli odrzucających zasadę równości podziału, orientacja kolektywistyczna (relatywnie wyższe preferencje wartości kolektywistycznych) – studentów opowiadających się za zasadą równości praw.
The analysis of students’ attitudes was a subject of the research described in this paper. The research goal was determining the attitudes towards equal rights and equal distribution, capturing their changes in time, and ascertaining whether the attitudes depend on preferred values. Equal rights rule is the principle of democracy, whereas questioning egalitarianism in goods distribution is typical for liberal economics. The way of understanding values and attitudes (as well as their mutual relations) was adopted from Rokeach’s theory. They are regarded as elements of a system of beliefs, among which formal and functional relations take place. To study the system of values, the Rokeach Value Survey was used. The attitudes were diagnosed on the basis of 2 pairs of statements. Examination was conducted in 2003 (sample of 325 students), in 2008 (sample of 379 students), and in 2013 (sample of 368 students). It was assumed that there are differences between this three groups in acceptance of attitudes and that attitudes towards investigated rules depend on value systems, especially on 'individualism – collectivism' dimension. It appeared that equal chance rule was approved (by approximately 85% of respondents in the two first samples, and by approximately 65% in the third sample), whereas equal distribution rule was disapproved (by approximately 65% of respondents in all three samples). The indicator of the first attitude declined in the latest sample, whereas the indicator of the second attitude remained unvaried. Indicators of attitudes did not changed significantly during five year between two surveys. Individualistic orientation in value system (relatively higher preferences of individualistic values) was characteristic for students with meritocratic attitudes i.e. rejected the rule of 'equal distribution', whereas collectivist orientation (relatively higher preferences of collectivistic values) was typical for students who approved equal rights rule.

U podstaw koncepcji równowagi pomiędzy życiem zawodowym a życiem pozazawodowym (work-life balance) leży poprawa jakości życia osoby zatrudnionej oraz jej zrównoważony rozwój. W koncepcji tej sfera zawodowa i prywatna mają równą wartość i powinny się wzajemnie uzupełniać oraz wzmacniać. Celem konwencji nr 156 MOP i powiązanego z nią zalecenia nr 165 MOP jest zagwarantowanie równego traktowania i równych szans w zatrudnieniu i działalności zawodowej pracujących kobiet i mężczyzn wypełniających obowiązki rodzinne. Podobnie stanowi art. 33 ust. 2 Karty Praw Podstawowych Unii Europejskiej oraz Europejski filar praw socjalnych. Trwałość małżeństwa i równouprawnienie małżonków jest jedną z podstawowych zasad polskiego prawa rodzinnego. Równouprawnienie kobiet i mężczyzn w kontekście równych praw osób pełniących obowiązki rodzicielskie i opiekuńcze stanowi fundamentalną zasadę ustrojową w naszym kraju. Konieczne są zatem nowe regulacje prawne na szczeblu unijnym i krajowym w sprawie równowagi w życiu zawodowym i prywatnym rodziców i opiekunów. De lege ferenda należy postulować, aby koncepcja równowagi między życiem zawodowym i prywatnym osób pracujących, pełniących funkcje rodzicielskie i opiekuńcze, była szerzej uwzględniania w przepisach prawa pracy i prawa rodzinnego i opiekuńczego. Wydaje się, że najbardziej istotnym obecnie problemem jest wprowadzenie do kodeksu pracy rozwiązań prawnych z zakresu zwolnień od pracy, urlopów pracowniczych oraz bardziej elastycznego czasu pracy dla pracowników, którzy mają obowiązki opiekuńcze wobec osób starszych lub przewlekle chorych (rodziców, teściów, rodzeństwa).
The improvement in the quality of life of an employed person and his/her sustainable development are the basis of the concept of work-life balance. In this concept, the professional and private spheres are of equal importance and should complement and strengthen each other. The objective of ILO Convention 156 and ILO recommendation 165 related to it, is to ensure equal treatment and equal opportunities in the scope of employment and professional activity of working women and men who fulfill family responsibilities. Art. 33 section 2 of the Charter of Fundamental Rights of the European Union and the European pillar of social rights provides accordingly. The permanence of marriage and equal rights of spouses are among the basic principles of Polish family law. Equal rights of women and men in the context of equal rights of persons carrying out parental and care responsibilities are a fundamental constitutional principle in our country. Therefore, new legal regulations at the EU and national level concerning the balance between the professional and private life of parents and guardians are necessary. It should be de lege ferenda called for the inclusion of the concept of balance between professional and private life of working people who perform parental and guardian functions in labor law and family and guardianship law in a wider scope. It seems that nowadays the most important problem is the introduction of legal solutions in the field of work exemptions, employee holidays and more flexible working hours for employees who have care responsibilities towards the elderly or chronically ill (parents, parents-in-law, siblings) to the Labor Code.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of gender-based violence, discrimination based on gender and domestic violence are more acute than ever before the Ukrainian society. The war became the catalyst that caused not only an increase in cases of such violence, but also complicated the process of identifying and recording them. Despite the military actions, Ukraine continues to take decisive steps to overcome this problem, following the Euro-Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has recognized gender equality as one of the global standards – one of the basic principles of a democratic society, and strives to achieve real, factual equality between women and men. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, and local self-government bodies are being strengthened. Alongside this, statistical research findings suggest that women still have limited access to decision-making in armed conflict, despite their disproportionate contribution to humanitarian aid, and that women remain under-represented in the security and defense sectors , in particular at the level of decision-making, including in military and civilian positions in the Armed Forces of Ukraine, the National Police, in international operations to maintain peace and security. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of equal rights of women and men, prevention and counteraction of any manifestations of discrimination, including on the basis of gender, require a comprehensive approach for their effective solution and consolidation of the efforts of all state and public institutions. Ukraine continues to take decisive steps to overcome this problem, following the Euro- Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has embraced gender equality as a fundamental global standard, a cornerstone of democratic societies. The nation is actively working towards attaining authentic and factual equality between women and men, underscoring its commitment to fostering a society where equal opportunities and rights are afforded to individuals of all genders. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, local self-government bodies are being strengthened. Furthermore, statistical research indicates that women continue to face restricted access to resolutions in armed conflicts, despite their significant contributions to humanitarian efforts. Women remain underrepresented in key sectors like security and defense, particularly at decision-making levels. This includes both military and civilian roles within the Armed Forces of Ukraine, the National Police, and international peacekeeping operations, highlighting an ongoing imbalance in gender representation within these critical areas. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant. The responsibility for implementing a cohesive state gender policy within the units of the National Police of Ukraine lies with the Human Rights Office of the General Inspection and Human Rights Department of the National Police of Ukraine (hereinafter referred to as the Human Rights Office). Despite the considerable volume of the legal framework outlining a diverse range of competences for the Human Rights Office as a subject of administrative and legal relations, it can be confidently stated that there has been no thorough examination of the regulatory and legal aspects governing the activities of the Human Rights Office in the field of implementing the unified state gender policy. This lack of comprehensive study contributes to the presence of numerous gaps in the legislative foundation of the Human Rights Office’s activities. All this actualizes the topic of the corresponding scientific research, testifies to its scientific and practical usefulness, taking into account the recent significant intensification of domestic law-making processes aimed at defining the legal foundations of gender equality and nondiscrimination, the integration of European and international legislation into domestic legislation.

The paper is an attempt to answer the question concerning the extent to which letters written by Rahel Varnhagen von Ense, one of the most important representatives of the women's epistola- ry literature of German Romanticism, touches upon women issues. The analysis of the psychologi- cal and social contexts of women's situation is a crucial motif in the correspondence of the said authoress. In her letters to David Veit, Rebecca Friedlander, and her sister Rose, one can notice harsh criticism of the limited opportunities for the girls from Jewish families as well as of the institution of marriage in its traditional form based on the wife's absolute submission to her husband. As a result, a woman would lose a large part of her personality and freedom. Rahel never changed her opinion on marriage, although her married life with August Varnhagen was an example of an ideal partnership. In her letters, Rahel also deals with the problem of equal rights for women in the fields of art and science. For example, the authoress mustered the courage to voice severe criticism on women writers such as Karoline Schlegel-Schelling and Dorothea Tieck, who would publish their works under male pen names. In her writings, Rahel Varnhagen points out to an extremely hard situation of the well-educated women and demands more personal freedom for them. According to her, this very freedom is a significant factor for women and men to become equal.
