Opis:
This paper describes a way of determining selected water parameters using a prototype of a remote-controlled catamaran. The remote controlling allows to steer the boat and to manage the measurement process from the shore. It is possible to monitor the water parameters online as well as to store them and analyze them afterwards. The measured parameters are determined mainly using potentiometric methods and include several ion concentrations. The system is orientated towards monitoring breeding ponds or other similar surface waters. The mechanical construction of the catamaran, its electronic circuits and implemented software are described in detail in the paper. Conclusions obtained from preliminary tests are also included. The described construction allows analysts to perform simple and inexpensive remote measurements or assessments of water quality and reduces the time of such analysis in comparison to traditional sampling.

Opis:
W artykule zostały zdefiniowane pojęcia usług ekologicznych, rynka usług ekologicznych, a także wskazane warunki wstępne tworzenia przyjaznego środowiska dla rozwoju rynka usług ekologicznych. Zostały zaproponowane zasady doskonalenia systemu relacji interpersonalnych prezentowania usług ekologicznych w kontekście racjonalnego zużycia wody. Także zostały opisane najważniejsze elementy doskonalenia systemu racjonalnego zużycia wody z wykorzystaniem narzędzi rynku w sferze nadawania usług ekologicznych. Zostały przedstawione zasady kształtowania się rynku usług ekologicznych w Europie, a także przeanalizowana problematyka naśladowania danych zasad na Ukrainie oraz proponowane sposoby optymizacji.
This article comprises definitions of environmental services, environmental services market as well as the preconditions for creating a loyal environment for the development of environmental services market. We propose principles of improving the system of relationships environmental services subjects in the context of rational water resources use. The key moments of improving the system of rational water resources use while using market tools for environmental services have been described. We designate the principles of environmental services market forming in Europe. We analyze the issues of inheriting these principles in Ukraine and we propose the ways for their optimization.
В статье определены понятия экологических услуг, рынка экологических услуг, обозначены предусловия создания лояльной среды для развития рынка экологических услуг. Предложены принципы усовершенствования системы взаимоотношений субъектов предоставления экологических услуг в контексте рационального водопользования. Описаны ключевые моменты улучшения системы рационального водопользования, используя рыночные инструменты в сфере предоставления экологических услуг. Обозначены принципы формирования рынка экологических услуг в Европе. Проанализирована проблематика наследования данных принципов в Украине и предложены пути оптимизации.

Ponadto analizie zostały poddane ustawowe formy zasilania Funduszu w środki pieniężne oraz ich wpływy z poszczególnych ekonomicznych instrumentów zasilania w latach 2009-2013.

In this article, the purpose of the research was to study the ecological characteristics of groundwater and central water supply used for drinking and economic activity of the Kievka village. The hydrochemical indicators of the samples were determined with conventional methods, and performed on 16 indicators: pH, electrical conductivity, suspended solids, dry residue, chlorides, sulfates, phosphates, total hardness, sodium, ammonium nitrogen, nitrites, nitrates, chemical oxygen consumption (COD), anionic surfactants (APAS), total iron, and manganese. While assessing the hydrochemical state of drinking water in the village of Kievka, it can be noted the "Altyn-dan" kindergarten and the Kiev secondary school No. 3, exceed the MAC which is determined by certain indicators. As a result of microbiological studies of the water samples from the village of Kievka, it was revealed that the total microbial number is normal. It was determined that a different number of fungi and actinomycites were present in all samples. At the initial concentration, a large concentration of fungi was observed in all samples.

The aim of the article is to explain the key definitions connected with water security and to analyse state relations in the context of water issues. In this context therefore water can be seen to be a precious resource because there it has no substitute. Thus the lack of water security is emerging as one of the major barriers for economic and social growth in developing countries and a source of domestic conflicts. On the other hand, water-related events might result in international cooperation, as Kofi Annan noticed during the celebration of World Water Day: “Fierce national competition over water resources has prompted fears that water issues contain the seeds of violent conflict. [...] If all world’s peoples work together, a secure and sustainable water future can be ours”. What is certain, in the near future any environmental security planning will have to take into consideration the prime issue of water security.

The fast development of marine transport causes a lot of environmental concerns connected with possible accidents of ships transporting hazardous cargoes as well as oil pollution coming from an exploitation of engine rooms. Moreover, a significant problem is connected with a ballast water handling. The use of ballast water is necessary for the safe movement of large ships. Namely, in maritime transport a ship unloading causes a reduction in its draft - it is a cause of lower steering or even completely prevents the safe movement of the ship. Therefore, in place of the discharged freight the ballast water is collected (often just during the unloading). This water is pumped out from a ship at the site of re-loading. However, this implies the risk of transportation of living organisms over large distances, which (if at the point of discharge of ballast water will find suitable conditions) can become invasive species. Because of the risks involved in carriage of these organisms, the International Maritime Organization (IMO) has developed rigorous standards for permissible amounts of organisms in the discharged ballast water. A number of methods of biological neutralization of ballast water, that meet the requirements of the IMO, have been developed. The topic of this paper is to review currently used methods of neutralization of ballast water. We consider clearing of ballast water from point of view of physics, especially by using electromagnetic radiation and ultrasonic waves.

Opis:
The study shows the biodiversity of Utricularia australis from western to northern regions of Ukraine. The environmental conditions of Ukraine are favourable for the spread and formation of phytocenosis involving U. australis, especially on thermoclimatic, cryothermal and continental scale. A broader range of the species’ relation to humidity has been recorded. The research outcome shows the existence of the species in conditions from shallow, parched reservoirs to deep water habitats which allows the species to withstand temporary drying of reservoirs in summer periods. The resilience of U. australis to some water quality parameters, including nitrogen, phosphorus, iron content, colour, pH and organic contamination was higher than in previous studies and Tsyganov’s ecological scales. Thus, due to its wide range of tolerance to the majority of environmental factors, U. australis tends to spread in contemporary climatic conditions in Ukraine. Considering that the species has category “vulnerable” in the country and is listed in the red data book of Ukraine, its conservation status is likely to be revised further.

The main assumption of the Bill is to reduce the phenomenon of drought. The Bill may contribute to slowing down the outflow of water, water retention in the catchment area, retention of rainwater, protection of aquatic animal species. However, in the author’s opinion, the Bill may at the same time raise doubts, as it may threaten the achievement of other important objectives of the Water Law and other acts. The proposed changes may, inter alia, negatively affect the efficient conduct of administrative proceedings in the field of water management investments, including the development of water energy. The proposed regulations may threaten the protection of life, health, safety of the community against floods, and the achievement of EU renewable energy targets.

Opis:
Groundwater quality monitoring is intended to provide information on chemical status of groundwater, tracking its changes and signalling environmental threats. Monitoring activities allow proper management of groundwater resources and adequate assessment of preventive measure effectiveness. The aim of the study is the analysis of groundwater quality status collected within the area of selected fuel distribution stations in the city of Opole. Samples were taken at monthly intervals during a four-month period. The content of petroleum substances, anions of: F–, Cl–, NO–2, NO –3, PO3–4, SO2–4 and cations of: NH +4, Na+, K+, Mg2+ and Ca2+ was determined. Ion content tests were performed by using the ion chromatography method. Petroleum substances were determined as mineral oil index by gas chromatography method. Conditions for performing the chromatographic analysis are given in the research study. There were also examined the specific electrical conductivity, the pH value, “in situ” temperature, and water level in piezometers. Based on guidelines set out in the Regulation of the Minister of the Environment of 23 July 2008, groundwater quality classes were determined. Furthermore, research results were compared with results characterizing groundwater collected from measurement point located in low-density housing on the outskirts of the city of Opole. A significant impact on the degree of contamination of groundwater samples caused by location of measurement points was discovered. Samples collected within the area of 6 fuel stations, located in the city centre, indicated the highest level of pollution. The test results of six from fifteen tested physicochemical parameters exceeded limit standards determined for waters with good chemical status. In the test water samples, substantially increased conductivity, temperature, contents of chlorides and calcium ions were designated, which classify the water quality to IV class; as well as, the exceeded concentration of petroleum hydrocarbons and ammonium ion determined the level of water quality as of V class. Due to unsatisfactory research results of the analysed samples, further actions should be undertaken to improve the condition of groundwater in the analysed area. Among necessary actions to be undertaken are undoubtedly the elimination of leakage from tanks collecting fuel and checking of installations discharging wastewater.
Monitoring jakości wód podziemnych ma na celu dostarczenie informacji o stanie chemicznym wód podziemnych, śledzenie jego zmian oraz sygnalizację zagrożeń ekologicznych. Działania monitoringujące umożliwiają właściwe zarządzanie zasobami wód podziemnych oraz odpowiednią ocenę efektywności działań zapobiegawczych. Celem pracy jest analiza stanu jakościowego wód podziemnych pobranych z piezometrów znajdujących się na obszarze wybranych stacji paliw na terenie miasta Opola. Próbki wód pobierano w odstępach comiesięcznych przez okres czterech miesięcy. Oznaczono w nich zawartość substancji ropopochodnych, anionów: F–, Cl–, NO–2, NO –3, PO3–4, SO2–4 oraz kationów: NH +4, Na+, K+, Mg2+ and Ca2+. Badania zawartości jonów wykonano z wykorzystaniem metody chromatografii jonowej. Substancje ropopochodne oznaczono jako indeks oleju mineralnego metodą chromatografii gazowej. W pracy podano warunki prowadzenia analizy chromatograficznej. Zbadano również przewodność elektryczną właściwą oraz wartość pH, temperaturę „in situ” oraz poziom lustra wody w piezometrach. Opierając się na wytycznych określonych w Rozporządzeniu Ministra Środowiska z dnia 23 lipca 2008 r., określono klasy jakości badanych wód podziemnych. Wyniki badań zostały porównane z parametrami charakteryzującymi wodę podziemną z punktu pomiarowego znajdującego się w luźnej zabudowie miejskiej na obrzeżach miasta Opola. Stwierdzono znaczny wpływ umiejscowienia punktów pomiarowych na stopień zanieczyszczenia próbek wód podziemnych. Największym zanieczyszczeniem charakteryzowały się próbki pobrane z obszaru stacji 6 zlokalizowanej w ścisłym centrum miasta. Wyniki badań przekroczyły normy graniczne odpowiadające wodom o dobrym stanie chemicznym w przypadku sześciu z piętnastu badanych parametrów fizykochemicznych. W badanych próbkach wód odnotowano znacznie podwyższone wartości przewodności, temperatury oraz zawartości chlorków i jonów wapnia klasyfikujące je do IV klasy jakości, jak i przekroczone wartości stężeń substancji ropopochodnych i jonu amonowego na poziomie odpowiadającym V klasie jakości. W związku z niezadowalającymi wynikami badań analizowanych próbek należy podjąć działania mające na celu poprawę stanu wód podziemnych na badanym obszarze. Do działań koniecznych należy niewątpliwie likwidacja nieszczelnych zbiorników paliwowych, kontrola instalacji odprowadzania ścieków.

Opis:
Today’s ecological policy focuses on preventing anthropogenic environmental hazards. A large share of activities are oriented to the precise recognition of hazards and use of solutions thanks to which the negative environmental effects of mining activity can be considerably reduced. Issues related to the recovery of water after hydraulic fracturing with emphasis on the possible utilization and management of fluids after hydraulic fracturing in Polish conditions are discussed in view of the respective law.
