Opis:
Reduction of pollutant emission by exhaust systems due to stricter limits has drastically increased the impact of previously ignored factors on the results of emission tests. One such factor is the cooling of the engine by the chassis dynamometer's external fan. Improper cooling can increase the temperature of the engine and the catalytic converter. Preliminary studies conducted by the Motor Transport Institute have confirmed that the configuration of the cooling fan influences exhaust system emissions. This article discusses the results of tests aimed at identifying the cause of changes in emission levels. To achieve this aim, emission levels were measured for various configurations of the chassis dynamometer (including both the fan speed and the distance from the front of the vehicle). During the tests, measurements were taken of temporary pollutant levels in the CVS and of the temperature of exhaust before and after the catalytic converter. The results confirmed the findings of preliminary tests. Increased exhaust emission levels were noted, though not, as anticipated, during the urban driving cycle, but rather during the final phase of the extra-urban driving cycle. Measurements were taken using a single-roller chassis dynamometer equipped with a cooling fan with a regulated fan speed specified by a second-degree curve.

Opis:
The results of shear strength investigations of the selected lead free-solders/substrate couples are presented. A modified shear test of a half of the lead-free solder/substrate couple has been proposed. A comparative assessment of the solder droplet size effect as well as a composition of intermetallic layer and its morphology is presented. The results achieved provide the explanation of the mechanism of solder droplet size influence on the joint quality. If the lead-free solder droplet is bigger, the time of its solidification is longer, and consequently, the varied droplet structure can be observed. In the case of a bigger droplet size, its microstructure close to the surface is composed of the crystals orientated in the same direction as the heat transfer. The layer of directionally solidified crystals weakens the joint. A morphology of the selected intermetallic layers was presented as the second problem of couples quality. In comparison to the locally discontinuous layer, the higher shear strength was obtained in the case of continuous intermetallic layer. The paper contains the results of: wettability, microstructure of soldered joints (lead free solder/Cu substrate) and shear tests investigations. The results make possible to formulate the following remarks and conclusions: the lowest shear strength was observed for the joint of pure Sn with Cu substrate, the highest shear strength was observed for the joint of SnBi solder with Cu substrate; practically, two times higher than for pure Sn with Cu substrate and solder SnIn with Cu substrate or solder SnZn with Cu substrate, in the case of double alloys SnZn the lower contact angle results in higher shear strength, however, for remaining investigated alloys such tendency was not observed, the structure of the intermetallic layer on the border of the solder/substrate plays the essential role in the final shear strength of the received joint, the shear strength results characterize the small scatter what indicates the rightness of applied device design as well as correctness of sample preparation and measurement procedure.

Racjonalne korzystanie ze środowiska naturalnego to jeden z najważniejszych priorytetów w polityce ekologicznej państwa. Gminne programy ochrony środowiska stanowią lokalne narzędzie realizacji tego celu. W artykule zaprezentowano aktualny stan wybranych komponentów środowiska naturalnego na terenie gminy Gródek nad Dunajcem: wód powierzchniowych i podziemnych, powietrza atmosferycznego, środowiska akustycznego, gleb, naturalnych uwarunkowań przyrodniczych, jako czynników sprzyjających rozwojowi turystyki. Zwrócono uwagę na zagrożenia dla środowiska naturalnego, jakie niesie za sobą stale narastająca antropopresja, oraz wskazano krótko-i długoterminową strategię działań na rzecz ograniczenia jej negatywnego wpływu na środowisko. Ponadto omówiono problematykę występowania zagrożeń naturalnych na terenie gminy, jako czynnika ograniczającego rozwój gospodarczy, oraz przedstawiono podstawowe założenia gospodarki odpadami dla gminy.
Rational use of natural environment is one of the most important priorities in the ecological State policy. The communes environmental protection programs are the local tools for this aim. The paper contains a detailed assessment of selected natural environmental element in Gródek above Dunajec river: surface and ground waters, air, environment, soil quality and nature, as a natural capacity of future tourist project. Authors have presented main antropogenic special threats on this area, as well a short- and long-term strategy of protection were given. Furthermore, the problem of natural threats (slides and flood) as a limiting factor of local development were discussed. The article presented the Waste Management Program for a commune as well.

The presented bill of amendment transposes the provisions of Directive 2019/904 of the European Parliament and of the Council (EU) on the reduction of the impact of certain plastic products on the environment into the Polish legal order. It provides for a ban on the marketing of single-use plastic products. Traders will be required to ensure the availability of reusable packaging or alternative packaging to single-use plastic products. It also introduces a number of requirements to be met by businesses marketing certain types of single-use plastic products. The author considers the proposed solutions to be reasonable and correct.

Theoretical background: The deteriorating condition of the natural environment, as a result of human activity, is one of the global problems that contemporary business entities must face. Companies in their attempts to comply with principles of environmental protection undertake activities aimed at better utilization of resources, production materials or improved efficiency. Such endeavours include the elimination of pollution, recycling of materials, reduction of waste generated, reduction of fuels and energy consumption, and limiting water usage. This contributes to improving corporate economic performance, thus, making production more efficient, more economical and safer.Purpose of the article: The purpose of this article is to identify the company’s behavior with regard to environmental protection issues. The study tests the research hypothesis that the companies’ characteristics (i.e. company size, type of activity – production/non production, the scale of activity – local and regional, national, international) are factors that significantly differentiate the involvement of companies in activities for the environmental protection.Research methods: The empirical analysis is based on primary data from 68 companies. It was carried out using the Mann–Whitney U test, chi-square independence test, and the correspondence analysis. The strength of the examined relationships was expressed by the V-Cramer coefficient.Main findings: The research showed that the level of implementation of environmental initiatives depended on both the type of business activity and the size of the company. In the opinion of the surveyed entities, the implementation of pro-environmental activities aims at improving the company’s image and, to a lesser extent, at obtaining specific economic benefits. Large companies were often involved in the implementation of pro-environmental activities more than small and medium-sized entities. Production entities were more involved in it, compared to non-production companies.

The environmental impact assessment system is designed to ensure proper environmental protection mainly at the design stage of the planned project. A serious threat to the proper operation of this system is the division of projects into smaller ones, so that they do not fall under this procedure. This practice is called „salami slicing”. One of the reasons for such behaviour of investors and administrative bodies is the misinterpretation of the term „technological connection”, which has not been defined in legal regulations yet.

The construction of building projects will always result in a degree of interference in the local environment. Legal regulations intended for the most effective protection of natural resources involve a range of procedures, without which the imitation of building projects is not possible. It concerns all investments, but the regulations especially emphasize the ones, which may negatively affect the environment. A decision on environment-related conditions, which is foreseen in the process, requires the preparation of many specialist documents which constitute attachments to the application of its issuance. One of the problems related to this procedure is the time lag associated with an environmental decision, which is difficult to determine or predict. The periods of waiting for issuing a decision for building investments of a different character were analysed in the article. The reason for this situation was also analyzed.

The article presents the essence of the relationship between axiology (theory and practice of values) and environmental protection policy mainly emphasising the wealth of concepts, ideas and diversity of activities in this sphere.

In the paper, the author attempts to point out the meaning of procedures for the environmental management system (EMS). Particular attention is paid to form and content as well as to the functions, proprieties and structure of the procedures. The analyses were carried out taking into account a systemic approach of the essential topics to the ISO 14001 standard. Based on the chosen procedure, some fundamental methods of elaborating upon and implementing the EMS procedures were outlined. It was also presented that procedures written in accordance with these rules might provide vital support to the improvement of the organization’s management systems and might optimize the processes in the areas they cover.

Population growth and related progress of civilization and economy, growing consumption, and at the same time economic disparity, and development between countries lead to a significant violation of the natural environment, adverse and often irreversible changes occurring therein. Nowadays demographic threats are one of the main sources of threats for the environment. Though in some countries we can observe the tendency of downward trend in the number of births (for example in Europe), in other countries especially in Africa and Asia the population growth is significant (in comparison to 1960 the population in Africa increased four times to 2010, and 2,5 times in Asia). The extending lifespan and lower infant mortality because of medicine development, changes of lifestyle, nutrition, and improved living conditions are the main factors of population growth in recent decades. The population growth leads to increased unbalanced consumption and increased production. The studies show that we get close to a dangerous boarder for example for biosphere based on indicator EF2.0 (ecological footprint) which now is 21.9 hectares per person, while the accepted ecological limit capacity for the Earth is 15.7 hectares per person. Rapidly progressive population growth on the Earth and changes under its influence can lead to global break of ecosphere. In a perspective avoiding excessive population growth can be one of strategies for sustainable development. Therefore different population growth in different parts of the world leads to specified environmental problems. For example in Africa it will lead to ground degradation and the decrease of food production. In Europe we have to cope with large energy consumption and other resources (for example water), large amount of industrial and municipal waste, poor biological variety and increased level of greenhouse gases. We have to notice that developing anthropopressure leads to new types of environmental threats so-called global ecological problems, problems which have no limits. Human population has two choices for future growth. The first ignoring increasing contamination which will consequently lead to “automatic recovery” that means coming of hunger, epidemics and population reduction in the world. The second choice assumes the need to control the population number and prevent when too high population number threatens to keep the environment in good condition. The main aim of this work is to show the meaning, influence of demographic factor on changes in natural environment. In the article the author points out that there are relations between population growth and changes occurring in the environment, describing respectively causes and projections of population growth, regional environmental problems and global environmental problems. This work is theoretical. The sources which are used are theoretical work included in literature concerning the discussed problem and public statistical data.

Includes the identification and analysis of the vehicle recycling system using the example of buses in consideration of economic and business issues in Poland, specialising in the collection of cars/buses, their dismantling, segregation of materials and secondary use (recycling), given the regulatory changes proposed by the EU. The operations listed are interrelated. Reusing materials identical to their original purpose (including reuse of steel for car bodies) and assemblies from end-of-life vehicles (after possible reconditioning) can be applied as spare parts for repairs, subject to the observance of certain rules and the law. Life extension activities contribute to reducing the amount of waste sent to landfills. The paper presents a case for dismantling a bus.

Geology, geophysics and environmental protection sciences provide large amounts of data. These data can be stored in various structures. Most of them are stored in files. It is possible to store these data in databases. One example of databases for earth sciences is a Geokarpat database (Kotlarczyk et al. 1997). This database was developed over many years (Piórkowski & Gajda 2009). Other geological databases are, for example, database MIDAS (MIDAS 2015) and central database of the geological data (CBDG 2015). Solutions listed above are based on the relational data model. This model is not perfect for data analysis, as there are a lot of complicated relationships between the entities (Dominguez-Sal et al. 2010). A typical use of SQL in this case requires the creation of multiple joins and a large amount of calculations. Graph data model is gaining popularity because it allows representation similar to the natural network model of relationships between data (Horzyk 2013). Applications of this model within the earth sciences are extensive, including solutions for GIS systems. One of example graph application is the creation of a virtual generator of the city using database Neo4j (Płuciennik & Płuciennik-Psota 2014). Graph structure reproduces biological structure of memory well (Horzyk 2013). Based on this advantage, there are new opportunities to store and analyze geological data. The use of graphs to record those data enables data analyses in similar manner like in associative neural networks (Horzyk 2013). Geological stratum often has a complex structure, for example: around area of tectonic faults (often multiple faults in history), intrusive rocks in stratum. Possibilities of using graph databases for storing geological data were checked. This study focuses on proposing a graph representation of geological stratum. The proposed graph structure was implemented in the graph database. Presentation of the history of geological stratum in relational databases is difficult. Studies show an example of stratum graph model, which enables data mining of stratum history in easy method, because graph database systems are designed to make search queries to find similarity in data. Additionally, the results of this study demonstrated useful query. Moreover, software and possible methods of construction of graph models were studied. As shown by the results, an analysis of complex models of geological stratum can be less complicated. Research shows that finding dependences in the graph representation of the geological layers can be beneficial in geological analyses.

The UN / ECE 115 Regulation concerns technical requirements and methods of measurements for retrofit LPG systems to be installed in the motor vehicles already in operation In Poland, the 115 Regulation was adopted in 2004 but has not been observed. Regulation 115 is used in other countries, which created the need for tests. ITS has been conducted tests according to R115 since 2006. The technical requirements imposed by 115 Regulation include emission test, OBD testing, testing of maximum power at the wheels and testing the methods of the system elements installation in the vehicle. The article presents the requirements of the Regulation and the conclusions of the tests conducted at ITS on over 100 vehicles equipped with LPG systems. The paper presents: vehicle equipped with LPG systems tested at ITS as part of the statutory ITS work, time of switching over from running on petrol to LPG fuel during the driving test following a cold engine start, onset of the emission during the EUDC test following a cold start in respect to the value of the total emission in the emission test in accordance with the Regulation 83.05 during the first 780 seconds of the driving test, registered signals controlling the operation of the petrol and LPG injectors operation in the engine of a spark ignition and direct petrol injection, operating in the gas mode with a periodical switch over of the supply type, an example of determining power criterion for the family of vehicles.

The development of inland shipping with respect to the EC guidelines should support sustainable transport system and its evolution to less energy consuming ecological and safer forms. The waterborne inland transport in Poland has the biggest reserves and its development is best placed in the frames of EU sustainable development policy. The technical state of the national waterborne inland transport in Poland is poor. This is the result of many years negligence in its modernization. Most of inland vessels in Poland were built before 1970 and their parameters do not comply with the present requirements for the power-propulsion systems effectiveness and influence on environment. The implementation of ecological solutions in river vessels design makes possible the passenger and goods transport services expanding to the waterways inaccessible for traditional transport means like Special Protection Areas of Natura 2000 network. The new designs of innovative river vessels should allow for the reduction of environment disturbances and can have a positive impact on the environment. The paper presents the main problems related to the revitalising the river transport in Poland, the potential negative influence of inland waterways on habitats and species under special EU protection, the influence of the regular navigation on the river environment and innovative solutions in waterborne inland transport.

The subject of the proposal is an amendment to the Industrial Emissions Directive (so-called IED) as a core legal act regarding the prevention and control of pollution emitted by large industrial installations. The proposed amendments include, inter alia, the tightening of permissible emission limits, the introduction of additional substances and obligations covered by permits, and increased access to emission permit proceedings for third parties. The aim of the proposed solutions is to raise the level of environmental protection while stimulating innovation and ensuring a level playing field in the EU market.

W artykule zostało opisane znaczenie wycieczek w wychowaniu uczniów w zakresie ekologii i ochrony przyrody. Wyjaśniono istotę edukacji i wychowania ekologicznego, zasady edukacji ekologicznej. Opisano wycieczkę jako główną formę organizacji nauczania biologii w szkole. Opisana została również struktura i metodyka prowadzenia przyrodniczych wycieczek. Zostało podkreślone znaczenie połączenia racjonalnego, emocjonalnego i praktycznego aspektu w czasie trwania wycieczki. Przedstawiono wybrane formy pracy w czasie wycieczek, które przyczyniają się do ekologicznej edukacji uczniów, kształtowania u nich zasad postępowania w naturze, troskliwej opieki nad nią i motywacji do działań z zakresu ochrony przyrody w czasie trwania wycieczek. Zostały sformułowane wnioski o znaczeniu wycieczek z biologii w procesie edukacji i wychowania ekologicznego dzieci w wieku szkolnym.
The article covers the importance of excursions in the ecological and environmental protection of pupils’ education. The essence of ecological education and upbringing, the main principles of ecological education are revealed. The potential of the school biology course for the implementation of ecological education and upbringing has been analyzed. The excursion as the leading form of organizing the teaching of biology at school has been described. The structure and methodology of conducting nature excursions are described. The authors made the emphasis on the importance of combining rationality, emotionality and practicality during the excursion. Several excursions working forms were presented that promote the ecological education of pupils, form their rules of behavior in nature, careful attitude to it and the motivation to environmental protection activities during excursions. The authors make the conclusions of the importance of excursions in biology in the process of ecological education, pupils’ education and their upbringing.

Kazakhstan is a country experiencing tangible environmental problems. Currently, it faces numerous environmental problems such as air pollution, water pollution, exploitation of natural resources, negative consequences of mining, etc. In order to cope with environmental problems, a number of legislative acts have been enacted: the Environmental Code, the Water Code, the Forestry Code, a number of laws and government decrees that provide a legal basis for sustainable development. But, unfortunately, these laws and policies were not properly implemented due to issues such as inconsistency, weak enforcement, the presence of internal contradictions, gaps, and discrepancies, etc. As a result, the current legislation in the field of environmental protection does not meet the development objectives of our country, its lack of transparency hinders the development of the economy, and indistinctness reduces the competitiveness of domestic producers in the world market and the volume of investments attracted to the economy. Many aspects of the state's environmental activities remain unregulated from a legal point of view, which, on the one hand, leads to a deterioration in the quality of the environment and the plunder of natural resources, and on the other hand, creates conditions for the development of corruption. This study proposes individual solutions to problems in the environmental sphere by creating new legal norms, as well as eliminating contradictions between existing regulatory legal acts, systematizing legislation and establishing a unified practice of applying norms. It is concluded that the implementation of environmental human rights depends on the quality of regulatory legal acts and their effective application.

Od początku historii ludzkich poczynań konieczność zaspokajania życiowych potrzeb zmuszała człowieka do korzystania z zasobów przyrody i dokonywania w niej zmian. Jed-nakże odbywało się to w takim rozmiarze i takimi sposobami, że uszczuplanie zasobów przy-rody aż do czasów nam nieodległych nie przywodziło poważniejszej myśli o wytyczaniu mu jakichkolwiek granic. Intensywność tego zawłaszczania zwiększała się odpowiednio do wzro-stu liczby ludności i stopnia wzrostu potrzeb człowieka. Rozmiar wykorzystywania zaso-bów przyrody wiązał się z poziomem kultury materialnej i duchowej; geograficznie był zatem zróżnicowany. Lepsze rozumienie praw i znaczenia przyrody doprowadzało na obszarach o wysokiej kulturze do wyzwolenia zaczątków praw ochronnych i kształtujących. Jednak do końca XVIII wieku tendencje ochronne były słabe, rzadkie i oparte na partykular-nych motywach. Mimo utrwalania się eksploatatorskiego i konsumpcyjnego stosunku do przyrody, nie była ona jeszcze zagrożona w sposób istotny, choć kontynuowana działalność dewastacyjna nie raz doprowadzała do trwałych i niekiedy poważnych zniekształceń środowi-ska. Przełom w intensywności korzystania z zasobów przyrody nastąpił w XIX wieku wraz z silnym rozwojem techniki oraz znaczącym przyspieszeniem wzrostu ludzkiej populacji. Jednocześnie uszczuplanie zasobów przyrody, związane z rozwojem przemysłu pociągało za sobą wzrastającą deformację i degradację jej wartości biologicznych i równowagi ekologicz-nej. W XX wieku objawy niszczenia środowiska spotęgowały się. Wprowadzone i masowo sto-sowane technologie wzmagały szkodliwy wpływ produkcji na otoczenie. Wojny światowe i regionalne wzmagały degradację środowiska bądź przez fizyczne niszczenie, bądź przez nadmierną eksploatację bogactw naturalnych. Rosło zagrożenie hałasem. Tempo rozwoju przemysłu w ostatnich dziesiątkach lat i wprowadzenie na wielką skalę chemizacji w rolnic-twie przyczyniają się do pogorszenia stanu wód i gleb, narastają skutki efektu zwanego cieplarnianym. We współczesnej Europie, obok poszanowania różnorodności kultur i języków, powszechną praktyką staje się także poszanowanie wspólnego dobra jakim jest przyroda. Wyrazem tego poszanowania jest wspólna filozofia i wspólna praktyka ochrony przyrody i wiele wspólnie realizowanych przedsięwzięć. Potrzeby ochrony przyrody zostają więc, na równych prawach jak np. procesy gospodarcze, włączone we wszelkie planowanie dotyczące objętego takim zarządzaniem obszaru.

The International Maritime Organization set up a global strategy for reducing emission of sulphur from marine fuels, from 4.5% to 0.5% by the end of the year 2020. In order to such strategy, ship-owners need to fulfil increasing demands according to reduce pollution. New regulations, force ship-owners to reduce production of pollution, but as the devices create to remove some part of pollution are very expensive in use, began to search for cheaper and more effective solutions. The main aim of this article is to present superiority of using gas fuel over liquid fuel on ships. The construction of marine engines, run by a gas fuel is in the scope of interest of scientist’s research during the last couple of years. This branch of technology develops very dynamic recently, according to savings that can be reach while using gas engines on ships. Apart of cost reduction, new types of marine engines are able to cope with more and more restrictive regulations that are published in international convention MARPOL. Such restriction became the reason for the biggest, international corporations, specialists in engines production, to carry on long-term researches on new ways to power ship engines. One of the world’s greatest engine producer is British Rolls-Royce that became pioneer and built the first gas engine. New power unit, Bergen B-gas B35:40V is the one of the most modern type of such engine in the world. The solid construction of this engine was based on engine B32. It became very efficiently because of many rationalizations in maintenance and exploitation. Two main priorities, while developing conception for this model, were minimization of fuel consumption and operating simplification. The authors of these article present advantages of using marine engines powered by gas, according to the international MARPOL regulations that became very restrictive in order to protect marine environment. As the examples were used products of Rolls-Royce Company.

In the paper, the authors made an analysis of mechanisms of the toxic components formation of exhaust gases in the direct injection engines. The genesis as well as the typical engine construction solution with the use of direct injection in diesel engines and these with positive ignition was developed. The typical construction solution of the Common Rail (CR) system, which is one of many elements increasing the purity of exhaust gases, was also presented. The basic advantages of direct injection, especially in case of the positive ignition engine, were also briefly described. Then, the mechanism for the formation of toxic components of exhaust gases in the direct injection diesel engines was presented. Moreover, the definition and dependency on the indicated mean effective pressure were shown, and the closed indicator graph, which is indispensable to calculate values of this pressure, was also (graphically) presented. In this paper, the mechanisms and processes, with the use of which it is possible to reduce the emission of toxic components of exhaust gases, were quoted. The exhaust gas recirculation with the EGR valve, which allows supplying the exact amount of gases to the engine inlet system, is such an example. The advantages of using this type of solutions were described, and a typical construction solution was presented in the diagram. The paper was completed with a conclusion, which emphasised the importance of direct injection on reducing the emission of toxic components of exhaust gases.

The paper presents the possibility of use of the pneumatic piston engine with two-stroke cycle of the work as an alternative drive source or additional power for the battery regeneration in the electric vehicles. The energy for the engine work is taken from the energy of the air stored at high pressure (about 30 MPa) in the bottle. The pressure in the bottle is reduced to smaller value and the air is injected to the cylinder at short time when piston is in TDC position by the pneumatic injector. The engine has not the transfer ports and its torque depends on the air pressure, injection timing and engine speed. The two-stroke cycle work enables better efficiency and specific air consumption than that with a four-stroke cycle of the work. The pneumatic engine of small dimensions, however with high power fulfil the regulations of the environmental protection with zero emission. The paper presents the mathematical model of the engine based on thermodynamic processes (mass and energy balance). On such considerations the computer program was written by the author for the determination of the most important factors. The results of the calculations are included in the graphs showing the influence of the control parameters (air pressure, injection timing and flow area of the injector on the engine working parameters.

Nie byłoby zapewne nadmierną przesadą powiedzenie, że pojęcie „polityka klimatyczna” dla wielu osób jest niemalże synonimem określenia „polityka Unii Europejskiej” i stanowi główny obiekt zainteresowania Komisji Europejskiej. Jakkolwiek wektory polityki unijnej kształtują się w zdecydowanie bardziej złożony sposób, to nie ulega wątpliwości, że walka ze zmianą klimatu i ograniczanie emisji gazów cieplarnianych zajmują czołową pozycję na liście unijnych priorytetów i nieraz, co nieuniknione, wywołują pewne tarcia w gronie państw członkowskich.

In Polish law there is no comprehensive regulation concerning the implementation of the notification obligations under EU law, which is associated with the need to establish rules that would clearly define the jurisdiction of the authorities in matters of notification and clarify the procedure for transfer of the notified document to the addressee. The author presents possible solutions of this problem, according to which the notification of the Act shall be carried out in two separate procedures, identified and described in the article, relating to the notification document concerning measures that go beyond EU harmonization standards and concerning the notification documentation in relation to technical regulations.

The study is to consider two issues in the field of nature conservation. The first of them comes down to the question, whether the legal regulation concerning the area forms of nature protection is a kind of universal, or contains specific instruments relating only to rural areas. The second of the issues raised, is an attempt to answer the question of whether the legal regulation concerning the protection of nature can be seen as implementing the principle of sustainable development, especially in relation to rural areas. The analysis leads to the conclusion that the legislature does not provide „special” regime of nature conservation in rural areas, and the provisions of the Nature Conservation Act in principle implement the directive sustainable development, despite the fact that the term does not appear in the provisions of this Act.

Abstract: The author has undertaken to classify the legal instruments of environmental protection of in a health resort municipality (a spa commune) in Poland, regarding the aspect of their impacting the state of protection of natural environment. A spa commune has at its disposal a catalogue of its own tasks, which is complemented by those connected with maintaining medicinal functions of the spa and with meeting the requirements of the environment. The analysis of the content of regulations of law on environmental protection allows concluding that in relation to spas there are no – in principle – separate legal norms which regulate questions connected with protection of environment. While identifying the legal instruments of environmental protection, it was necessary to take into account a few normative areas, on the basis of which the following groups of instruments were distinguished: regulatory and “police” type, planning, control and financial. In the study, some selected legal and comparative aspects were also taken into consideration.

The organization of environmental protection in Poland and the European Union is a mutual connection of competencies and a correlation of systems and rights according to national and EU laws. The legal system of the EU is the result of decades of cooperation undertaken by the will of the Member States known as the acquis communautaire. EU law has primacy over national law, which in practice means that in the event of a conflict between the provisions of national law and EU law, the national law is deemed inapplicable and needs to be adjusted by the Member State.

The objective of this paper is to propose effective methods to implement sustainable development principles among young people, both in schools and universities. The authors of this article recognize the significant potential among young individuals whose actions and choices have a substantial impact on the environment. By analyzing the knowledge and behaviors of young people towards sustainable development and environmental protection, based on surveys conducted among pupils and students from the south-eastern region of Poland, this paper identifies gaps that require improvement and proposes actions aimed at raising pro-ecological awareness among the youth. The analysis revealed that only 25% of the respondents have heard about the "Agenda for Sustainable Development – 2030", 20% were familiar with the goals of sustainable development, and few have participated in initiatives for sustainable development. However, 58% of respondents claimed to engage in activities for environmental protection in their daily lives. The article also presents the degree of compliance with the assumptions of the 2030 Agenda for Sustainable Development on both global and local scales. Furthermore, the paper analyzes two aspects of students' awareness of sustainable development: their knowledge of goals and documents, and their pro-ecological behavior in daily life. Based on the findings, this paper proposes ways to introduce sustainable development principles in selected areas of school and university functioning to enhance ecological awareness and shape pro-ecological attitudes among young people. Concrete actions to facilitate implementation are also suggested.

The work concerns a detailed analysis of the possibilities of increasing environmental protection by increasing the efficiency of selective collection of municipal waste in the city of Wroclaw and the economic conditions of this activity. The study includes a short introduction and an overview of waste morphology indicators. Then, a research model for the study of the morphology of municipal waste is discussed, based on the example of Wroclaw (Poland). Finally, 3 variant cost models of measures supporting the segregation of municipal waste were described and discussed. The article ends with a numerical example for Wroclaw along with a verification of the applicable rates for municipal waste collection fees, whether sorted or not.

Constitutional principles and norms are the basis of the environmental policy of the Belarusian state at the present stage of its existence. They determine the limits, intensity, methods of its implementation, the degree of participation in the implementation of environmental policy of both the state bodies and civil society institutions. The scientific methods of cognition used in the research include analysis, synthesis, abstraction and comparative method. The study concluded that environmental protection in the Republic of Belarus is a set of measures, a system of state, international and public measures for the rational use, protection and restoration of natural resources, protection of the environment from pollution and destruction in order to create the most favourable conditions for the existence of human society, to meet the material and cultural needs of both living and future generations based on the constitutional principles and norms. Environmental protection can be considered as an independent constitutional principle underlying the modern policy of the Belarusian state.

The authors discuss examples of solutions currently applied in the process of modernisation of main railway lines undertaken by the Polish PKP PLK S.A. in order to =assess compliance with the applicable environmental conditions. The solutions described pertain to nature conservation and restoration in the vicinity of railway routes. They are developed according to three assumptions: protection of animals along transport routes; traffic noise reduction; natural compensation which consists in restoration of the lands adjacent to railway lines in order to enhance water regimes and habitat conditions for animals.

Purpose – The purpose of the article is to present the development of horizontal aid for environ-mental protection and objectives related to green energy in Poland in comparison with other EU countries in 2009-2017. The above category of state aid in Poland has been characterised in detail, considering its sources, forms, entities providing support as well as the main beneficiaries of aid. Research method – The article utilises the analysis of existing data on horizontal aid for environmental protection and energy objectives in Poland and European Union countries. Results – During the period 2014-2017, as part of horizontal aid in Poland, the majority of aid was granted for environmental protection and energy objectives (in 2014 it accounted for 45% of the total horizontal aid). In the European Union, by comparison, a gradual increase in the share of the abovementioned category of assistance in the total state aid granted in the analysed period is noticeable. The largest share of the studied category in total state aid was recorded in Sweden, Austria and Germany, while the largest increase in the share of this aid in total state aid was seen in Bulgaria, the Czech Republic, Estonia and Romania. Originality /value / implications /recommendations - As a result of the strategies implemented in the EU states, the aid for environmental protection and energy objectives is currently one of the most important categories of horizontal aid. This article offers a multifaceted analysis of the above assistance in Poland and a detailed comparison of the level of this support in the EU countries.

Activity connected directly with preventing results of environmental degradation that are negative for health creates for public authority a sphere of action which combines both environmental protection and health protection. Environmental protection is a legal term with its definition in Art. 3 of Environmental Protection Act of 27 April 2001. Direct connection between environmental protection and health protection finds its reflection in the Act of 28 July 2005 on medical care, health care, health care protection areas and health care communities (called the Act on health resorts). This article contains an analysis of legal conditions connected with awarding a community the status of a health resort, according to the provisions of the Act of 27 March 2003 on spatial planning and development, as well as to the provisions of the above mentioned Act on health resorts.

Whilst, in many countries, the scale of forest loss from business-as-usual development is immense, in Poland, this problem does not exist. However, obtaining additional land areas for afforestation is a main issue in Poland. In Poland, after the World War II, the forest area has been systematically growing. In 1945, the forest area was about 6.5 million ha, and the forest cover was 21%. In 2016, the forest area reached 9.2 million ha, and forest cover amounted to 29.5%. Today, there are 0.24 ha of forests per one inhabitant of Poland. The size of wood resources in stands is also changing. In 1945, forest resources on the trunk amounted to approximately 906 million m3 , and in 2016, it reached 2.4 million m3. The problem, however, is the uneven distribution of forests in Poland. Forests in Poland are very strictly protected by law. There are two most important acts, Forest Act of 2001 and Nature Conservation Act of 2004, that regulate principles for the retention, protection and augmentation of forest resources. Over the past decades in Poland, the social demands regarding non-economical functions of forest such as recreational activities, soil and water protection and mitigation of global warming became an important and constantly growing challenge for forest managers. Thus we suggest that, first of all, it is very important to extract the leading function for a given forest area. Interactions between development and conservations policies are very tied and may suggest the need of their integration. In this article, we present the concept of development policy for forest management and forest protection in Poland.

The study discusses the topic of planning decisions taken for the purposes of studies prepared on the municipality level and related to the development of landslide areas in Poland. The aim of the research is to demonstrate the scale of the issue consisting in designating areas at risk of subsidence of soil masses for investment purposes. The research emphasises the essential role of planning documentation in the prevention of investment in such areas. Other vital factors also include the SOPO (Landslide Counteracting System) database as well as the staroste, who, in the course of preparation of planning documentation and issuing decisions on development conditions, issues opinions or agrees (depending on the type of document or decision) on the planned investment in areas at risk of landslides. The study shows the complexity of the spatial planning and development system in Poland and the significant influence of bodies and institutions on the planned development of areas prone to the subsidence of soil masses.

The key dissents on the estimation of environmental pollution between some humanists, ecophilosophers, especially devotees of deep ecology and its mass media supporters, and experimental scientists chiefly chemists and toxicologists are presented by a discussion of the most important problems: human health risk from food and nutrition, the expansion of new biological agents (pathogens), fears of chemical and physical agents stimulated opinions of toxicologists (ecotoxicologists) about most of the compounds for food preservation, antioxidants, pesticides, engine fuel components, metals. Subsequently to the above were discussed: the criticism of some misconceptions and the evolution of scientists. opinions about derivations of the greenhouse effect, toxicity and carcinogenesis criteria, evidence supporting the threshold dose versus the linear hypothesis at the evaluation of harmful environmental effects, examples of ecological utopia assuming a possibility of “life in the world without toxins”, the consequences of acts of law created with the idea, untrustworthy examples of alleged hazards, Poland’s law delay with the assimilation of the new toxicological and carcinogenesis evidence, DDT application dilemma concerned with the latter, the acceptance of the threshold dose also for radioactivity, the latest news about ravages of the Chernobyl catastrophe, the author’s belief in better cooperation of humanists, ecophilosophers, scientists and mass media people to create sensible social attitudes of the public in the face of the ecological and civilization crisis.

W opracowaniu zwrócono uwagę na udział gospodarki transportowej w zanieczyszczaniu środowiska i potrzebę innowacyjnego podejścia w tym względzie. Podkreślono jednak rolę transportu w gospodarce narodowej, a w tym także w gospodarce turystycznej. Omówiono każdą z gałęzi transportowych podkreślając mocne i słabe strony. Podkreślono konieczność zwiększenia innowacyjności krajowej gospodarki transportowej poprzez rozwój technologii międzygałęziowych sprzyjających zarówno ekonomice transportu jak i rozwojowi zrównoważonemu. Podano także przykłady dobrej jak i złej realizacji tych zadań w nowym systemie transportowym. Podkreślono, że jedyną alternatywą krajowego transportu jest tylko jego systematyczny i kompleksowy rozwój.
The study highlights the economic contribution of pollution transport and the need for innovative approaches in his regard. However, emphasized the role of transport in the national economy, including the tourism economy. Discussion of each of the branches of transport highlighting strengths and weaknesses. Emphasized the need to increase the innovation of the national economy through the development of transport technology, both inter-friendly transport economics and sustainable development. It also provides examples of good and bad execution of these tasks in the new transport system. It was stressed that the only alternative to national transport only the systematic and comprehensive development.

Depletion of fossil energy sources, and thus the prices increase of conventional fuels such as gasoline or diesel fuel, the energy security and dependence on imported fuels, as well as the deteriorating environment and global warming mean that there are more and more new technologies using renewable energy sources nowadays. In the medium- and long-term perspective a significant changes are needed regarding means of transport in ensuring "sustainable mobility", while the horizon of short-term solution is the implementation of biofuels, including biogas refined to form of biomethane, and renewable alternative fuels. Biomethane is produced from waste organic matter. Directive 2009/28/EC indicates the benefits of using waste for the production of transport fuels, to decarbonisation of the energy sector and requires Member States of UE to use renewable fuels. The paper presents possibilities for the biomethane production, as well as conditions to use it as fuel to power city buses. The level of current use of gaseous fuels in the national urban transport was specified, and also conducted an evaluation of benefits, especially ecological, to use these fuels for these applications.
