Nauka ekonomii ma pokazać, w jaki sposób gospodarować zasobami środowiska (zarówno materialnymi, jak i niematerialnymi) tak, aby w długim okresie generowały one jak największe korzyści dla ludzkości. Jednakże niewiele teorii ekonomii uwzględnia aspekty środowiskowe, co powoduje, że większość decyzji gospodarczych jest podejmowana z pominięciem tych zagadnień. Celem niniejszego opracowania jest zwięzłe przedstawienie analizy porównawczej dorobku teorii ekonomii w zakresie rozwiązywania problemów środowiskowych, które pomoże odpowiedzieć na pytanie, czy problemy ochrony środowiska są wystarczająco poruszane w teorii ekonomii oraz jakie kierunki rozwoju tej nauki dają szansę na większe upowszechnienie tych zagadnień.
Economy as a science of resources management (including natural ones) has an essential influence on the development of environmental protection. Thus, it is necessary to ask whether the current theory of economy is able to justify the need for environmental protection or whether, within its framework, it is necessary to look for new solutions which will allow to identify such evidence? The article is a synthetic presentation of the contemporary theory of economy in the field of environmental protection which can help assess the influence of different economic trends on the development of this issue. In consequence, it may be concluded that the leading economic trends regard natural resources as a marginal issue. Thus, it is important to look for a new direction, the so-called third way. The quoted theories show that the third way may comprise environmental economy, institutional economy, postindustrial economy or a theory based on physics.

The transition from the linear model to the circular economy (CE) model is not an easy task and it requires constant monitoring of the achieved effects. Taking this fact into consideration, in January 2018 the European Union (EU) set 10 indicators to monitor and evaluate the main elements of the circular economy in the EU and its Member States. The list of indicators is short and it is based on the use of current available data. The monitoring results are intended to constitute the basis for setting new priorities towards the long-term goal of the circular economy. In case of companies there is still no framework for monitoring the effects of circular economy at micro level. In practice, various indicators for circularity assessment at micro level are available, but each of the indicators evaluates the complexity of circular economy to different extent. For this reason, there is a need to create a framework for monitoring the circular economy at company level, which would also be based on information already collected by the companies for the preparation of various environmental reports. Therefore, this article presents the results of review 66 environmental statements, which are prepared and updated annually by organizations participating in the Eco-Management and Audit Scheme (EMAS) system in Poland. On this basis, it was determined what circular economy information are already collected and reported by the companies and which information can be included in the framework of circular economy monitoring at company level in the future.

Specjalistom pracującym w dziedzinie inżynierii środowiska potrzebna jest wiedza i umiejętnościw zakresie ekonomiki ochrony środowiska. W artykule przedstawiono podstawowe zagadnienia ekonomiki ochrony środowiska, których znajomość jest potrzebna inżynierom przy współpracy z ekonomistami w procesie opracowywania analiz ekonomicznych projektów inwestycyjnych w ochronie środowiska. Do tych zagadnień zaliczono szacowanie strat spowodowanych zanieczyszczeniem środowiska, kierunki i cele polityki ekologicznej państwa oraz instrumenty ekonomiczne stosowane w ochronie środowiska, koszty ochrony środowiska i źródła ich finansowania, jak również metody oceny ekonomicznej efektywności inwestycji realizowanych w ochronie środowiska. Szczególna uwaga została zwrócona na koszty ochrony środowiska oraz ich finansowanie z funduszy Unii Europejskiej.
Specialists employed in the environmental engineering sector need to have knowledge and skills in the area of environmental protection economics. The paper discusses fundamental issues of environmental protection economics which engineers need during cooperation with economists on development of economic analysis for environmental protection investment projects. These issues estimation of losses caused by environmental pollution, directions and objectives of the state environmental policy and economic instruments used in environmental protection, cost of environmental protection and sources of funding as well as methods for economic effectiveness of environmental protection investment projects. Special attention is focused on the costs of environmental protection and their funding from European Union funds.

This paper is going to discuss the “green economy” idea1 as a possible answer to the global concern of human economic activities and their (harmful) consequences to the future development perspectives for our planet. Inevitably, it has to refer to the tensions between traditional polluting industry and the challenges of innovative economy. We will look at the attempts to solve the emerging problem of how to form economic systems to make them more sustainable. Some elementary answers (e.g. sustainable material cycle thinking, 3R solutions etc.) are already there. Some more complex approaches being currently developed on local, regional, national and global scales are also to be mentioned. The essay will present some strategic policy responses to global environmental problems caused i.e. by tradition-al industrial economic activities and policies. These responses are hidden behind the notions of “green develop-ment”, “green growth” or “green economy”. “Greening the economy” is increasingly perceived as a must and it brings new hopes and inspirations to political debates on different fora (like UNEP, EU, OECD) and political processes (e.g. “Environment for Europe” process within UN ECE, Rio+20 process etc.). We will show how environmental and sustainability challenge created by world economic system is being dealt with and addressed by these fora, what policy tools are being developed, and how it can contribute to more sustainable future. We will refer to main strategies and key instru-ments which are already in place at different levels, indicating some opportunities and challenges, as well some pitfalls and perspectives for success in applying these strategies and instruments. Finally, the paper will point out looming limitations of “green economy” idea and possible implications and perspectives for more complex and durable solutions. Additionally, looking from a broader perspective, a proposal will be put forward for new sys-tematic framework arrangements on global scale to stimulate inclusive and sustainable development of the world. Some institutional changes/reforms are here proposed, including those related to early warning and preemptive monitoring.
Artykuł ten podejmuje ideę “zielonej gospodarki”, jako jedną z możliwych odpowiedzi na problemy o wymiarze globalnym, związane z działalnością gospodarczą człowieka i jej konsekwencjami – często szkodliwymi – dla perspektyw rozwoju na naszej planecie. Wymaga to np. dostrzeżenia napięć jakie powstają, gdy „tradycyjny”, generujący duże zanieczyszczenie środowiska, przemysł staje wobec wyzwań innowacyjnej gospodarki. Warto zwrócić uwagę na próby rozwiązania tych problemów, wymagających odpowiedniego kształtowania systemów gospodarczych, tak aby przyjęły one formy bardziej zrównoważone. Kilka podstawowych odpowiedzi zostało już zaproponowanych (np. material cycle thinking, czy podejście 3R – reduce, reuse and re-cycle). Rozwijane są też bardziej skomplikowane rozwiązania w skali globalnej, regionalnej czy globalnej. W tekście zaprezentowane zostaną niektóre strategiczne odpowiedzi na globalne problemy środowiskowe, po-wodowane między innymi przez „tradycyjną” działalność przemysłową i politykę gospodarczą. Odpowiedzi te kryją się za pojęciami, takimi jak „zielony rozwój”, „zielony wzrost”, czy „zielona gospodarka”. „Zazielenianie gospodarki” jest w coraz większym stopniu postrzegane jako konieczność. Jednocześnie, hasło to wnosi nowe nadzieje i inspiracje do debat politycznych na różnych forach (takich jak UNEP, UE, OECD) i w różnych procesach politycznych (np. proces ministerialny „Środowisko dla Europy”, proces przygotowawczy do światowej Konferencji ONZ ws. Zrównoważonego Rozwoju – „Rio+20” i in.). Artykuł jest próbą ukazania, jak wyzwania dla środowiska i zrównoważonego rozwoju są podejmowane przez te fora, jakie instrumenty politycz-ne są w związku z tym rozwijane i w jaki sposób może się to przyczynić do otwarcia perspektyw dla bardziej zrównoważonej przyszłości. Zostaną tu przywołane główne strategie i kluczowe instrumenty na różnych pozio-mach zarządzania, ze wskazaniem na niektóre nowe możliwości i wyzwania, jak również na niektóre zagrożenia oraz perspektywy pomyślnego zastosowania tych strategii i instrumentów. Ukazane zostaną także wyłaniające się ograniczenia idei „zielonej gospodarki”, jak też możliwe implikacje i perspektywy dla bardziej złożonych i trwalszych rozwiązań. Dodatkowo, patrząc z szerszej perspektywy, zostanie zasygnalizowana propozycja no-wych elementów dot. ram systemowych w skali globalnej, które stymulowałyby rozwój inkluzywny i zrówno-ważony. Proponuje się tu pewne zmiany instytucjonalne, w tym dotyczące wczesnego ostrzegania i monitoringu wyprzedzającego (preemptive monitoring).

It describes all the activities in the European Union designed to implement new tools of the EU environmental policy, such as low carbon economy technologies, tools that improve the efficiency of managing the limited natural resources, the environmentally friendly transport package, etc. All of them are aimed at laying the foundations of the circular economy, which may also be referred to as a closed-loop economy, i.e., an economy that does not generate excessive waste and whereby any waste becomes a resource.

In modern agricultural biogas plants, the biowastes are being increasingly used for the biogas production. The food waste is also widely used in larvae breeding. This is an important because, based on biowaste, its proper management and green energy production is possible. This study aims to determine the biogas and methane efficiency of the Hermetia illucens larvae that were fed using the food waste. In the research on the biogas and methane efficiency, the Hermetia illucens larvae were used. The total solids (TS) of the substrate equals 30.35%, and the volatile solids (VS) content was 92.31% of TS. The larvae were fed only with the food waste of plant origin. The obtained substrates were homogeneous. The experiment was carried out under mesophilic anaerobic digestion conditions – 39°C in the 21-chamber biofermentor set in the Institute of Biosystems Engineering in Poznań University of Life Sciences. The anaerobic digestion process in the batch reactor ran correctly. Fermentation inhibition was not detected. The biogas efficiency for larvae amounted to 198.75 m3∙Mg-1 fresh mass (FM). On the other hand,the methane efficiency, amounted to 127.73 m3∙Mg-1, at the methane concentration of 64.27%. On the basis of the research, it was found that the larvae feeding on food waste can be used directly as anaerobic digestion in the bioconversion process.

Acting in a socially responsible manner did not simply materialize in modern times. Social Responsibility has been of concern to mankind since antiquity, being intertwined with the need to help people whose economic and social circumstances may be dire. Adam Smith was the first to introduce the notion of ethics in economic theory while at the beginning of 1920s, the first samples of corporate social responsibility came as a result of social action by enterprises at the time. First, Howard Bowen highlighted CSR in the context of academic research in 1950 whereas in 1992, at the Rio Summit where the representatives of 178 nations gathered, the natural environment got associated, first time ever, with the notions of economic and social development, thus triggering an entire period of developments in the field of CSR. What followed, over the years leading up to date, were actions, decisions and formal initiatives that forged, to a great extent, the perception of CSR. This article points to the most important landmarks of the whole itinerary of CSR and its eventually becoming an institution. It, moreover, provides field researchers with a tool to describe, analyze and proceed with a comparative evaluation of different periods and events.

Celem opracowania jest przedstawienie ekonomicznej problematyki przestrzennych usług środowiska w świetle założeń tworzącej się ekonomii zrównoważonego rozwoju. Jej teoria charakteryzuje się interdyscyplinarnymi podstawami. Uwzględnia dorobek wielu dziedzin naukowych, w tym gospodarki przestrzennej, ekonomii śro-dowiska i ekonomii ekologicznej. W problematyce ekologiczno-ekonomicznej dotychczas najwięcej uwagi po-święcono wykorzystywaniu zasobów naturalnych, produkcji dóbr środowiskowych i ekologicznym uwarunko-waniom wzrostu gospodarczego. W chwili obecnej niezbędnym stało się zdecydowane rozszerzenie analiz eko-logiczno-ekonomicznych o przedmiot usług środowiska, które stanowią jedną z podstaw funkcjonowania makro-systemu środowisko-gospodarka-społeczeństwo. W rzeczywistości nie istnieje realna gospodarka bez procesów ekologicznych odpowiadających usługom środowiska, w tym o charakterze przestrzennym.
The aim of this paper is to present the economic problems of the spatial environmental services in the emerging economy of sustainable development. Its theory has interdisciplinary bases. It is taking into account the achievements of many scientific fields, including spatial management, environmental economics and ecological economics. So far, in case of the ecological and economic problems, most attention was paid to the exploitation of natural resources, the production of environmental goods and environmental determinants of economic growth. Now it became necessary to extend ecological-economic analysis and include environmental services, which represent one of the bases for the functioning of environment-economy-society macrosystem. In fact, there is no real economy without ecological processes connected with environmental services, including the spatial environmental services.

Level of environmental awareness of Polish citizens is still low comparing it to the UE citizens, based on long-term studies conducted by the Institute for sustainable development and recently also by the Ministry of Environment. It may be an obstacle in introduction changes in economy, taking into account the sustainable development as a the base in building of the „green” economy. Aim of the article is to shows original results of the pilot studies about environmental awareness, conducted among college students in Szczecin. Research focused on the size of environmental threats, environments place in value system, respect for the environmental protection in the context of economic activity for the environment, perception of responsibility for solving environmental problems. The results will show detailed size of level of environmental awareness in this social group, which in the near future will be decisive about size and degree of introduction the „green” economy.

The paper discusses the issue of eco-innovation in enterprises in the context of the development of resource efficient and low emission economy. The relationships between design and implementation of environmental innovations as key instruments contributing to modernization of societies and economies and positive impact on the quality of the natural environment are presented. Selected concepts and assumptions related to resource efficient and low emission economy in the European Union, the problem of sustainable development as well as definitions and typology of environmental innovations are reviewed.

Opis:
The paper is devoted to understanding the influence of economic competitiveness and environmental sustainability on education. It was concluded that national economic competitiveness is linked to intellectual and capital and is driven by knowledge, and innovation. Sustainable development requires an understanding of the complexity of the global ecosystem and of creative problem-solving to find solutions to ‘wicked problems’ such as that of reconciling economic activity with a sustainable environment. It was highlighted the following overarching needs to: give a higher profile to the notion of interdependence: how closely one part of an ecosystem is linked to and depends upon another; making humanity more aware of its own fragility on this planet; highlight the role of cooperation: problems faced will only be resolved by international cooperation; develop the notion of a global public good: environmental sustainability can only be achieved by trans ceding particular national or individual needs.

Pojęcie kosztów cyklu życia (LCC - Life Cycle Cost) jest znane od lat 80. XX w. i jest powszechne stosowanie przez ekonomistów. Jednak gdy weźmiemy pod uwagę coraz większy nacisk kładziony na powiązanie oddziaływania na środowisko naturalne z rekompensatami koniecznymi do poniesienia, możemy śmiało zauważyć, że dbałość o środowisko naturalne może się po prostu opłacać.
