Opis:
EU Biodiversity Strategy for 2030 aims to restore 25,000 km of free-flowing rivers across Europe. The critical issue is which barriers should be prioritised for removal. In this study, a set of socio-economic and environmental criteria was chosen to rank the dams on salmonid rivers in Lithuania and recommend them for removal. As these criteria usually contradict themselves, the multi-criteria decision analysis tool was utilised. The results showed that the Anykščiai dam on the river Šventoji could be recommended to be removed first. The removal can significantly increase the salmonid population in the river Šventoji over a significant stretch of the river. Also, this dam is in a protected area, is not listed as a national heritage, and does not have a hydropower plant. Although, this study showed that dams with hydropower plants could also be recommended for removal.

Opis:
The European Green Deal is a comprehensive initiative aimed at reshaping the functioning of the European Union towards sustainable development. While the immediate trigger for this initiative of the newly appointed European Commission under Ursula van Leyen was the need to address the challenges associated with climate change and to move towards carbon-free and circular economy – its goals seem to be much more ambitious: to put into practice the concept of sustainable development. Against the background of the concept of sustainability and its various ambiguities and interpretations, the article provides a brief description and analysis of the key pillars of the Green Deal, namely: the financial framework for promoting sustainability, the climate and energy strategy, and the strategy for industry and circular economy. It also presents and critically assesses the horizontal goals of the Green Deal i.e. improving involvement of the public into the decision-making and assuring equal opportunities for marginalised groups.
Europejski Zielony Ład jest kompleksową inicjatywą mającą na celu przekształcenie funkcjonowania Unii Europejskiej w kierunku zrównoważonego rozwoju. Podczas gdy bezpośrednim powodem dla tej inicjatywy nowo wyznaczonej Komisji Europejskiej pod przewodnictwem Ursuli van Leyen była potrzeba rozwiązania wyzwań związanych z zmianami klimatycznymi oraz zapoczątkowania tworzenia niskoemisyjnej gospodarki o obiegu zamkniętym - jego cele wydają się być znacznie bardziej ambitne: realizacja w praktyce koncepcji zrównoważonego rozwoju. Na tle koncepcji zrównoważonego rozwoju i różnych sposobów jej rozumienia i interpretacji, artykuł zawiera krótki opis i analizę kluczowych filarów Zielonego Ładu, a mianowicie: ram finansowych promowania zrównoważonego rozwoju, strategii klimatycznej i energetycznej oraz strategii dla przemysłu i branży i gospodarki o obiegu zamkniętym. Prezentuje również i krytycznie ocenia horyzontalne cele Zielonego Ładu, mające na celu poprawę zaangażowania społeczeństwa w podejmowanie  decyzji i zapewnienie równych szans dla grup marginalizowanych.

Opis:
Assurance of the supervised conditions in all processes affects directly both products and users safety and environmental influence. ISO 9001 and ISO 14001 standards in Operation point require from organisations to implement and control the planned processes by establishing processes’ criteria, assuring the supervised conditions and verifying processes’ conformity. Moreover, in Planning section it is required to plan the processes with the consideration of quality and environmental risk. Therefore research on the practical solutions of operational planning and control in the production processes are of the crucial meaning, especially from the perspective of the integrated fulfilment of the requirements. That is why the value of the paper is being constituted by the authorial methodology of identification of the key-operational criteria, including integrated risk assessment, using the computer support and being a starting point for assurance of the supervised conditions in the key-processes of high risk. The worked out methodology has been implemented in the processes of performance and completing the stirrups, which quality is of the huge influence on the work safety of the mine roadway supports in the mine workings. The aim of the analysis was to identify the operational parameters in the stirrups technological process, to estimate their meaning and to point at the key operational criteria from the point of fulfilling the quality and environmental requirements. Practical implication of the proposed methodology can be applied in case of any organisation which wants to improve the realised processes ensuring the computer supported supervised conditions.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

Inwestycje celu publicznego stanowią szczególną grupę wśród inwestycji budowlanych. Są one z reguły dużych rozmiarów a ich budowa warunkowana jest potrzebami społeczności lokalnych. Przepisy narzucają konieczność analizy wariantów tego typu inwestycji oraz uwzględnienie rozwiązań powodujących jak najmniejsze szkody dla środowiska. Analizowany przykład jest obiektem specyficznym, głównie z powodu przebywania na nim w trakcie imprez sportowych jednocześnie bardzo dużych grup ludzi. Procedura przygotowania inwestycji powinna uwzględniać różne warianty lokalizacji oraz rozwiązania konstrukcyjno-projektowe. Ocena wariantów inwestycji przeprowadzona w artykule uwzględnia specyficzną funkcję obiektu, a kryteria stosowane w analizie dotyczą takich zjawisk jak: redukcja zanieczyszczeń i hałasu, strefa oddziaływania na otoczenie, kolizje z elementami środowiska naturalnego oraz możliwość bezpiecznego parkowania dużej liczby samochodów. Ze względu na dużą liczbę czynników uwzględnionych w postępowaniu konieczne jest zastosowanie sprawnych metod wspomagania procesów decyzyjnych. W artykule opisano przykład oceny wariantów z zastosowaniem metod analizy wielokryterialnej. Otrzymany wynik badań potwierdził przydatność proponowanej procedury.
Public purpose investments constitute a special group among the construction investments. They are generally large and their construction is conditioned by the needs of the local communities. The regulations impose the need to analyze variants of this type of investment and to take into account the solutions that cause the low environmental damage. The analyzed example is a specific object, mainly due to the presence of very large groups of people during sporting events. The analysis of the evaluation criteria should cover different location variants as well as design and construction solutions. The assessment of investment variants in this paper takes into account the specific function of the facility, and the criteria used in the analysis concern such phenomena as pollution and noise reduction, environmental impact, collisions with environmental elements, and the ability to safely park a large number of cars. Due to the large number of factors involved in the procedure, it is necessary to employ effective methods of supporting the decision-making processes. The article describes an example of evaluating variants using multicriteria analysis methods. The obtained results confirmed the usefulness of the proposed procedure.

In the article considered conditions substantiation of criteria database: immutability legal procedures, the development of legislative support for the implementation of international environmental policy is towards the implementation of the Association Agreement between Ukraine and the EU, the advantage of economic instruments implementation of international environmental policy given incentive and motivating methods, criteria should be formalized and subject monitoring the effectiveness of their performance criteria justified solely for the purposes of international environmental policy, that is, taking into account the specifics of this activity, in other words, the criteria for the claims of uniqueness and commensuration. The international mechanism to implement environmental policy is one of the key elements and components of international environmental policy, in particular, it relies on the solution of international controversies and improving procedures for the implementation of environmental policies at the international level through the institutions and agreements, through monitoring and elements of economic mechanism oriented issues, such as considering multiple stakeholders interstate level or at the level of competence of state bodies or non-governmental or multinational businesses.

Ships have an important role in among the factors causing marine pollution. Marine pollution by ships damages sea life, which effects human health indirectly, in addition it restricts usage of sea for different purposes. Increasing comprehensive and compelling liabilities related with environmental components and subjects day by day are expected results for environmental science and engineering applications according to 60% of our responsibilities of European Union Integration development. In today’s’ world, where global warming is an issue of high priority and makes us feel its impacts in our lives, leaving a livable world to the next generations is now a primary goal for all. Determination of marine pollution caused by ship operations issue is a multiple criteria decision-making (MCDM) problem, and requires MCDM methods to solve it. Therefore, the role of ship factor in maritime pollution and the possible reasons of this argument can be quantitatively evaluated based on expert knowledge and MCDM methodology. To investigate what makes to reduce the first “caused by ship operations " in marine pollution, the decision-making trial and evaluation laboratory (DEMATEL) method approach was applied in this study.

The Slovak Republic, as a Member State of the European Union, is committed to meet the strategic objective, which is to “significantly increase the competitiveness and performance of the regions of the Slovak economy and employment, while respecting sustainable development”. Today's status of environmental pollution is a global problem, especially in the field of air protection, minimization of adverse effects of climate changes, the promotion of renewable energy sources, water conservation and the rational use and protection of land. Sustainable development represents the evolution of human society while preserving the environment for future generations. The article1 is focused on the strategic priorities with the aim of achieving economic growth in conjunction with the ecology and the quantification of indirect effects. The article describes the multi-criteria decisional analysis, which takes into account the indirect effects in the form of environmental aspects. At the end of the article the benefits of research are articulated.

Niniejsza praca opisuje ocenę wpływu wibracji komunikacyjnych na budynki historyczne i ludzi znajdujących się w ich wnętrzach. Tekst opisuje także metody pomiaru i interpretacji wyników badań diagnostycznych. Szczególną uwagę poświęcono problemom wynikającym z braku analiz symulacyjnych w przypadku izolacji wibracyjnych dróg. Ponadto, praca opisuje także przygotowywane nowelizacje norm.
The present paper describes the criteria used to evaluate the effect that road traffic-induced vibration has on historical buildings and on the people inside these structures. The article additionally describes the methodology for measurement and interpretation of the results, adopted throughout the diagnostic procedures. The paper additionally focuses on the issues, resulting from the lack of proper simulation analyses regarding the vibration dampening and isolation methods, when it comes to road design. The author additionally creates amendment proposals, for the standards in force.

The usage of the evaluation concerning IT projects by software producers constitutes a crucial element of their preparation and realization. From many generally accessible methodologies the authors chose two methods (Delphi and UCP1 ) as well as undertook an attempt of analyzing obtained results. Conducted results will support the evaluation of newly realized projects. The objective is an attempt of comparing the efficiency of selected methods of pricing the software with indicating the areas of their usage as well as factors which influence the realization of those projects.

Celem artykułu jest omówienie procesu oceny oddziaływania na środowisko (OOŚ) w państwach Grupy Wyszehradzkiej (V4) w zakresie drogownictwa. W pierwszej części pracy analizie poddany został rozwój sieci drogowej w państwach V4 a następnie oceniono kryteria etapu screeningu procedury OOŚ wynikające z podziału przedsięwzięć ze względu na wielkość oddziaływania na środowisko. W drugiej części pracy ocenie poddano wyniki ankiety przeprowadzonej w państwach V4 wśród wykonawców OOŚ. W niniejszej pracy analizowano i oceniono odpowiedzi respondentów, którzy deklarowali swój udział w zakresie związanym z transportem. Ukazano różnice w procedurze OOŚ inwestycji drogowych w poszczególnych krajach V4.
The goal of the paper is to discuss the process of the Environmental Impact Assessment (EIA) in the Visegrad Group (V4) member countries in the field of road construction. Development of the road system in V4 countries was analysed in the first part of the paper and then criteria of the screening stage of the EIA resulting from the division of projects due to their environmental impact were estimated. The second part presents results of the survey carried out in V4 countries among people involved in EIA. Responses given by people who declared their activity in the field of transport were used in the paper. Differences in EIA procedures in road investments in particular V4 countries have been pointed out.

Pollution caused by breaking of tailings dump dams and overflowing of hazardous materials is still present, after several decades, and continue to threaten the environment. This paper presents a method for determining the most appropriate location for the flotation tailings dump using rough set theory. The review of the criteria that influence the choice of flotation tailings dump location is given. Based on these criteria, an analysis and evaluation of the proposed locations for the flotation tailings dump are done using rough set theory and the most suitable location that meets all the requirements is suggested.
Składowiska odpadów poflotacyjnych stanowią potencjalne zagrożenie dla środowiska naturalnego. Dla potwierdzenia, wymieniać można różnorakie katastrofy dla środowiska, które miały miejsce w przeszłości. Skażenie spowodowane przerwaniem tam zabezpieczających składowiska utrzymuje się nadal, nawet po upływie kilku dekad a przelewanie się materiałów niebezpiecznych wciąż stanowi zagrożenie dla środowiska. W pracy przedstawiono metodę wyboru najodpowiedniejszej lokalizacji składowiska odpadów poflotacyjnych w oparciu o teorię zbiorów przybliżonych. Zaprezentowano przegląd kryteriów w oparciu o które dokonuje się wyboru lokalizacji składowiska. W oparciu o powyższe kryteria, przeprowadzono analizę i ocenę proponowanych lokalizacji składowisk odpadów poflotacyjnych przy zastosowaniu teorii zbiorów przybliżonych i na tej podstawie dokonano wyboru odpowiedniej lokalizacji, spełniającej wszystkie powyższe kryteria.

Opis:
Green Public Procurement denotes a proceeding in which the procurement process involves at least one environmental factor already present at the needs assessment stage, when the subject of procurement is defined, its technical specifications formulated, and the procurement criteria or the manner in which it will be conducted are decided upon. The aim of the GPP is to determine the environmental issues in the tendering procedures to the fullest possible extent. The main idea behind the GPP is establishment of clear and challenging ecological criteria for products and services. Green Public Procurements are not obligatory, only recommended, and sadly not at all popular in Poland where ecological criteria in tenders are seldom respected, despite the fact that if properly promoted, in a long perspective GPP could bring considerable profits to all the environment.
Termin „zielone” zamówienie odnosi się do takiego postępowania, w którym zamówienie uwzględnia przynajmniej jeden z czynników środowiskowych już na etapie określenia potrzeb, zdefiniowania przedmiotu zamówienia, sformułowania specyfikacji technicznych, wyboru kryteriów udzielenia zamówienia lub sposobu wykonania zamówienia. Celem zielonych zamówień publicznych jest w możliwie najszerszym zakresie uwzględnianie kwestii środowiskowych w procedurach przetargowych. Główną ideą ekologicznych zamówień publicznych jest ustalenie jasnych i ambitnych kryteriów środowiskowych dla produktów i usług. Nie bez znaczenia jest działalność Komisji Europejskiej w tym zakresie. Należy zachęcać przedsiębiorstwa do rozwijania technologii środowiskowych. Nie wolno zapominać, że bardziej zrównoważone wykorzystanie zasobów naturalnych i surowców będzie korzystne dla środowiska i całej gospodarki. Ze względu na interes społeczny, poprawę jakości życia i stanu środowiska naturalnego ważne jest, aby w zamówieniach publicznych aspekty środowiskowe były uwzględniane w możliwie jak najszerszym zakresie. Należy podkreślić, że co prawda „zielone” zamówienia publiczne stanowią instrument dobrowolny, niestety obecnie kryteria środowiskowe są przez polskich zamawiających stosowane nad wyraz rzadko.
