Opis:
Providing a robotic-assisted service in scenarios involving multiple Unmanned Vehicles (UVs) in possible beyond-visual-Line-Of-Sight (LoS) operations, safety and security are critical concerns. We develop a web-oriented, human-in-the-loop infrastructure to explore how the service provider can secure their system, enforce instant access control over dynamic operator-robot connections, and ensure the integrity, availability, and traceability of communicated data. Our proposed minimal viable solution requires an authentication server to verify user identity, a back server with a database to handle user requests and state-transition events, and a RabbitMQ (RMQ) server to trace the origin of data.

This article seeks to investigate whether the election committees that won seats in the 2019 parliamentary elections had noted the public concerns about the issue of air not meeting the normative standards, and whether they offered Poles a specific vision of an air protection policy in their election manifestoes. This analysis concerns the proposals of election committees to limit low-stack emissions. Answering the research questions posed: (1) to what extent do election manifestoes address the issue of air pollution in Poland?; (2) are the tools for the implementation of environmental policy as concerns the reduction of low-stack emissions indicated, and can they be effective? leads to the conclusion that the successful election committees noted public concerns about air pollution, and addressed air protection policy to a varied extent, though not always presenting specific solutions to eliminate low-stack emissions To achieve the purpose of the research the methods of source and comparative analysis were used.
Cel artykułu stanowi zbadanie czy komitety wyborcze, które w wyborach parlamentarnych z 2019 r. zdobyły mandaty dostrzegły zaniepokojenie społeczeństwa problemem powietrza niespełniającego normatywnych standardów i zaproponowały Polakom konkretną wizję kreowania polityki ochrony powietrza w swoich programach wyborczych. Analiza koncentruje się na propozycjach komitetów wyborczych ograniczenia tzw. niskiej emisji. Odpowiedzi na postawione pytania badawcze: (1) w jakim zakresie programy wyborcze odnoszą się do kwestii zanieczyszczenia powietrza w Polsce?; (2) czy wskazano narzędzia realizacji polityki ekologicznej w aspekcie odnoszącym się do ograniczenia niskiej emisji i czy mogą one być skuteczne? prowadzą do wniosku, że zwycięskie komitety wyborcze dostrzegły zaniepokojenie społeczeństwa problemem powietrza niespełniającego normatywnych standardów, odnosząc się jednak do polityki ochrony powietrza w zróżnicowanym zakresie, a co za tym idzie, nie zawsze przedstawiając konkretne rozwiązania wyeliminowania niskiej emisji. Próbę odpowiedzi na wskazane pytania podjęto przy wykorzystaniu metody analizy źródeł oraz porównawczej.

The aim of this paper is to identify the scale of ambient air pollution in Poland and to assess the threats it poses to human security. Answering the research questions posed: (1) the concentrations of which pollutants pose the greatest threat to the life and health of Poles, and what are the sources of their emissions?; (2) what acts of law have been introduced by the national authorities in order to ensure that air quality conforms to European standards as concerns the pollutants posing the greatest threat to the life and health of Poles?; (3) are the solutions adopted sufficient, and if not – what course of action should be taken into account to ensure human safety in terms of clean air? leads to the conclusion that low quality air is among the major environmental threats to Polish people. Admittedly, the constitutional duty of the public authorities to take adequate measures aimed at limiting the level of air pollution and its negative effect on human life has not fulfilled at a sufficient level yet.
Celem artykułu jest identyfikacja skali zanieczyszczenia powietrza zewnętrznego w Polsce oraz ocena zagrożeń, jakie stwarza ono dla bezpieczeństwa jednostki ludzkiej. Odpowiedzi na postawione pytania badawcze: (1) stężenia których zanieczyszczeń stanowią największe zagrożenie dla życia i zdrowia Polaków oraz jakie są źródła ich emisji?; (2) jakie działania podejmowane są przez władze centralne w celu zagwarantowania jakości powietrza zgodnej ze standardami europejskimi w odniesieniu do zanieczyszczeń stwarzających największe zagrożenie dla życia i zdrowia Polaków?; (3) czy przyjęte rozwiązania są wystarczające, a jeśli nie – jakie kierunki działań powinny być wzięte pod uwagę, by zapewnić bezpieczeństwo jednostki ludzkiej w odniesieniu do czystości powietrza? – prowadzą do wniosku, że powietrze niskiej jakości stanowi jedno z najważniejszych zagrożeń środowiskowych dla polskich obywateli. Konstytucyjny obowiązek podjęcia przez władze publiczne działań, które ograniczą poziom zanieczyszczenia powietrza oraz jego negatywny wpływ na zdrowie ludzi, nie jest realizowany w sposób wystarczający.

Opis:
Ensuring access to sustainable, affordable and clean energy sources is a top priority of the global energy agenda. It is reflected in the seventh goal of the UN Sustainable Development Agenda with the three dimensions of economic growth, social inclusion and environmental protection. The seventh goal is aimed at providing the sustainable development of energy systems whilst taking into account these dimensions. To assess the development trends of national energy systems within the framework of the global energy agenda, certain methods of quantitative measurement have acquired particular relevance. Approaches to assessing energy security mainly depend on the interpretation of the “energy security” concept. The main methods for the integrated assessment of the energy security of states are generally compiled by international organizations. An important indicator for the measurement of the sustainable development of energy systems is the Energy Trilemma Index, built within the framework of the “energy trilemma” concept. It allows quantifying the ability of states to ensure energy security, energy equity and environmental sustainability, taking into account the national context. Special attention is paid to the analysis of the energy systems of Russia, Kazakhstan and Armenia through the Energy Trilemma Index 2022. The studied countries actively participate in the integration processes in the Eurasian and post-Soviet space. Thus, the analysis of the Energy Trilemma Index 2022 allows us to become acquainted with the main trends of the energy sector development in the Eurasian space, exploring the conjuncture of energy markets and their main challenges. The study of the energy systems of Russia, Kazakhstan and Armenia through the energy trilemma index enables the identification the methodological significance of the index for assessing the sustainable development of national energy systems. The practical relevance of the index in the formation of the state energy policy for the sustainable development of the energy systems has also been emphasized.
Zapewnienie dostępu do zrównoważonych, przystępnych cenowo i czystych źródeł energii jest jednym z głównych priorytetów globalnej agendy energetycznej. Znajduje to odzwierciedlenie w siódmym celu Agendy Zrównoważonego Rozwoju ONZ z trzema wymiarami wzrostu gospodarczego, włączenia społecznego i ochrony środowiska. Siódmy cel ma na celu zapewnienie zrównoważonego rozwoju systemów energetycznych z uwzględnieniem tych wymiarów. Do oceny tendencji rozwojowych krajowych systemów energetycznych w ramach globalnej agendy energetycznej szczególnego znaczenia nabrały pewne metody pomiaru ilościowego. Podejścia do oceny bezpieczeństwa energetycznego zależą głównie od interpretacji pojęcia „bezpieczeństwo energetyczne”. Główne metody zintegrowanej oceny bezpieczeństwa energetycznego państw są na ogół opracowywane przez organizacje międzynarodowe. Ważnym wskaźnikiem pomiaru zrównoważonego rozwoju systemów energetycznych jest Energy Trilemma Index, zbudowany w ramach koncepcji energy trilemma. Pozwala na ilościowe określenie zdolności państw do zapewnienia bezpieczeństwa energetycznego, równości energetycznej i zrównoważenia środowiskowego, z uwzględnieniem kontekstu krajowego. Szczególną uwagę poświęcono analizie systemów energetycznych Rosji, Kazachstanu i Armenii poprzez Energy Trilemma Index 2022. Badane kraje aktywnie uczestniczą w procesach integracyjnych w przestrzeni euroazjatyckiej i poradzieckiej. Tym samym analiza Energy Trilemma Index 2022 pozwala nam zapoznać się z głównymi trendami rozwoju sektora energetycznego w przestrzeni euroazjatyckiej, eksplorując koniunkcję rynków energii i stojące przed nimi główne wyzwania. Badanie systemów energetycznych Rosji, Kazachstanu i Armenii za pomocą wskaźnika trylematu energetycznego umożliwia określenie metodologicznego znaczenia wskaźnika dla oceny zrównoważonego rozwoju krajowych systemów energetycznych. Podkreślono również praktyczne znaczenie wskaźnika w kształtowaniu polityki energetycznej państwa dla zrównoważonego rozwoju systemów energetycznych.

Termin bezpieczeństwo ekologiczne jest rozmaicie definiowany w różnych dziedzinach naukowych oraz w polityce, a ponadto funkcjonuje on również w obiegu społecznym i potocznym rozumieniu. W konstytucji z 1997 roku zapisano odpowiedzialność władz publicznych za zapewnienie bezpieczeństwa ekologicznego. W żadnym akcie prawnym nie zawarto jednak definicji tego terminu, co skutkuje z jednej strony silnymi konstytucyjnymi podstawami, a z drugiej pewną swobodą w interpretacji zakresu tego terminu w praktyce. Celem artykułu jest analiza podejścia i zmian zachodzących w obrębie bezpieczeństwa ekologicznego w Polsce, na podstawie dokumentów strategicznych, na przykładzie zmian w gospodarce wodnej. Analiza ta poprzedzona została głębszymi rozważaniami teoretycznymi związanymi z zakresem i definicją terminu bezpieczeństwo ekologiczne.
The term ‘environmental security’ is variously defined in different fields of science and policy, and in addition it has gained social circulation and popularity in everyday use. The Polish Constitution of 1997 makes public authorities responsible for ensuring environmental security. However, no legal act contains a definition of this term, which on the one hand results in a strong constitutional grounding of the concept, and on the other hand leaves a certain range of freedom in interpreting the term in practice. The purpose of this article is to analyze the approaches and the changes in the area of environmental security in Poland, based on strategic documents. The analysis is based on examples from the area of water management, and is preceded by deeper theoretical considerations related to the scope and definition of the term ‘environmental security’.

The article attempts to present an analysis of the status of the concept of chemisation in selected legal acts at the international, EU and national level, and to outline the legal problems related to chemisation in agriculture. The concept of agricultural chemisation belongs to a conceptual framework of other than law branches of empirical sciences, primarily chemistry, natural sciences and agrotechnics. There is no legal definition and it is dispersed in various legal acts, significantly affecting such areas as environmental protection, food safety, food security, protection of the interests of consumers and agricultural entrepreneurs. Due to the specifics of the study, a dogmatic method was used, which analyzed the research material consisting of selected, key provisions of international and EU law and acts of national law. In order to extend the issues and emphasize the issues that are the subject of the study, the method of content analysis and analysis of documents was used, thanks to which the topicality of the discussed issue and its significant importance from the social point of view were shown. The conducted analysis was aimed at showing and emphasizing the multifaceted and complex nature of the issue.
W artykule podjęto próbę analizy statusu pojęcia chemizacji w wybranych aktach prawnych, zarówno międzynarodowych, unijnych, jak i krajowych, oraz wskazania w zarysie problemów prawnych wiążących się z chemizacją w rolnictwie. Przeprowadzona analiza miała na celu wykazanie i zaakcentowanie wieloaspektowości i złożoności zagadnienia. Pojęcie chemizacji rolnictwa należy do siatki pojęciowej innych niż prawo działów, przede wszystkim chemii, nauk przyrodniczych i nauk agrotechnicznych. Nie ma ono definicji legalnej i jest rozproszone w różnych aktach prawnych, istotnie rzutując na takie obszary jak: ochrona środowiska, bezpieczeństwo żywności, bezpieczeństwo żywnościowe, ochrona interesów konsumenta i przedsiębiorcy rolnego. Z uwagi na specyfikę opracowania wykorzystano metodę dogmatyczną, za pomocą której przeprowadzono analizę materiału badawczego składającego się z obowiązujących wybranych, kluczowych przepisów prawa międzynarodowego i unijnego oraz aktów prawa krajowego. W celu rozszerzenia problematyki i uwypuklenia zagadnień będących przedmiotem opracowania wykorzystano metodę analizy treści i analizy dokumentów, dzięki czemu ukazano aktualność omawianej problematyki i jej istotne znaczenie ze społecznego punktu widzenia. Przeprowadzona analiza miała na celu ukazanie i podkreślenie wieloaspektowości i złożoności zagadnienia.

The aim of the article is to present the position of the Christian Democratic Union of Germany (CDU) and the Christian Social Union (CSU) on ensuring environmental security through international cooperation within the European Union and the United Nations. The election platforms published by the German Christian Democratic parties from 1990 to 2021 for the elections to the Bundestag and the European Parliament are analyzed.
Celem artykułu jest przestawienie pozycji Unii Chrześcijańsko-Demokratycznej Niemiec (CDU) i Unii Chrześcijańsko-Społecznej (CSU) wobec zapewnienia bezpieczeństwa ekologicznego poprzez międzynarodową współpracę w ramach Unii Europejskiej oraz Organizacji Narodów Zjednoczonych. Analizie poddane zostały programy wyborcze na wybory do Bundestagu oraz Parlamentu Europejskiego, które zostały opublikowane przez niemieckie partie chadeckie w latach 1990–2021.

The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

Opis:
The article focuses on the analysis of ecological and energy safety in terms of creating the sustainable development of transport in Poland, which was the main objective of the article. An overview of current state of Polish transport system was presented. The targets and key activities that are applicable for medium- and long-term development of transport in our country, in terms of ecological and energy safety, were determined, basing on the analysis of literature and applicable legal documents.
Artykuł jest poświęcony analizie możliwości zwiększenia poziomu bezpieczeństwa ekologicznego i energetycznego w sektorze transportu. W pierwszej części omówiono wybrane aspekty bezpieczeństwa ekologicznego i energetycznego, mające odzwierciedlenie w polityce transportowej Unii Europejskiej. Następnie dokonano oceny obecnego stanu rozwoju transportu w Polsce. Ocena konsekwencji wzrostu popytu na surowce energetyczne w transporcie pozwoliła na identyfikację czynników, które kreują określony poziom zagrożeń środowiskowych. Zwrócono szczególną uwagę na jakość powietrza i zmiany klimatu. Ponadto, określono katalog niezbędnych działań, które mogą przyczynić się do rozwoju zrównoważonego rozwoju transportu w Polsce z uwzględnieniem aspektów bezpieczeństwa ekologicznego i energetycznego.

Opis:
It is necessary to find innovative ways to improve the environmental performance of production processes and products. The technology of extracting valuable components from raw materials of plant origin is often used in technological processes of the food, pharmaceutical, chemical and other industries. Extraction is the most energy intensive step. The factors contributing to the extraction of humic acids from plant substrates under the action of electric discharge were studied. The purpose of the work was to study the efficiency of humic acids extraction from the biosubstrate under the action of electric discharges. The physical experiment showed that the main factor influencing the intensity of extraction is the degree of grinding of the solid phase of the biosubstrate-water suspension. The efficiency of electric discharge grinding depends on the pressure amplitude at the distance of the inner radius of the chamber and the number of discharge pulses. It was established that the number of chemical reagents (alkalis), usually used in the process of extracting humic acids from peat, can be reduced many times due to the appearance of radicals and peroxide compounds in the peat-water suspension resulting from the action of an electric discharge. The prospects of the non-thermal electric discharge method of intensification of the extraction of humic acids from biosubstrates were determined.

Opis:
The article contains scenarios for the power sector’s development until 2050, as proposed by students of Electrical High School No. 4 in Wloclawek. Many current trends in the development of technology have led the authors to attribute the verisimilitude to their selected visions of the future. The growing demand for energy, while fossil fuel resources and traditional methods of processing them are shrinking, will cause dissemination of the use of so-called environment-friendly sources of energy, such as wind or biomass. Energy will be commonly converted in domestic power stations equipped with energy storage capabilities and integrated with the grid by smart controllers for two-way energy transfer. The power grid role will change, and the existing energy consumers will become its prosumers. In the opinion of the authors the only alternative for this power sector development vision may be thermonuclear generation, which requires, however, incredibly high capital expenditures and level of technological development. However, launching thermonuclear power plants would free humanity from the fear of a future predominated by energy crisis.
Uczniowie Technikum nr 4 w Zespole Szkół Elektrycznych we Włocławku przedstawiają scenariusze rozwoju elektroenergetyki do 2050 roku. Wiele aktualnych tendencji w rozwoju techniki skłoniło autorów do nadania wybranym wizjom przyszłości cech prawdopodobieństwa. Rosnące zapotrzebowanie na energię, przy jednoczesnym kurczeniu się zasobów paliw kopalnych i tradycyjnych metod ich przetwarzania, spowoduje rozpowszechnienie wykorzystania tzw. źródeł ekologicznych energii, takich jak wiatr lub biomasa. Przetwarzanie energii będzie się odbywało powszechnie w przydomowych stacjach energetycznych wyposażonych w możliwość gromadzenia energii i zintegrowanych z siecią energetyczną za pomocą inteligentnych sterowników służących do dwukierunkowego transferu energii. Zmieni się rola sieci elektroenergetycznej, a dotychczasowi odbiorcy energii będą się stawali jej prosumentami. W odczuciu autorów artykułu alternatywą dla takiej wizji rozwoju elektroenergetyki może być jedynie energetyka termojądrowa, która wymaga jednak nieprawdopodobnie wysokich nakładów i poziomu rozwoju technologicznego. Uruchomienie elektrowni termojądrowych uwolniłoby jednak ludzkość od obaw o przyszłość zdominowaną kryzysem energetycznym.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.
