In the paper the system of digital marine forecast, covering the Polish area of the Baltic Sea, developed in the Department of Operational Oceanography, Maritime Institute, for the needs of rescue services and marine administration, is described. The present system uses data from different Polish and foreign operational centres, and generates its own forecast, as it is in the case of wind waves or object drift. The combined forecast is processed into the formats demanded by the services and is available also in Internet at Department 's web site.

Plastics are widely used in industry as well as in a daily lives. Large amounts of plastics debris are delivered into environment, especially into aqueous ecosystems and transformed into microplastics. The present work describes microplastics as the marine environment contaminants, their sources and also methods of their identification in the environment. Moreover, the ability of plastics to acculumation of organic and inorganic contaminants and possible harmful effect on the aquatic organisms is also discussed in presented work.

In order to develop management strategies for sustainable use and conservation in the marine environment, reliable and meaningful, but integrated ecological information is needed. Biological valuation maps that compile and summarize all available biological and ecological information for a study area, and that allocate an overall biological value to subzones, can be used as baseline maps for future spatial planning at sea. This paper provides a concept for marine biological valuation which is based on a literature review of existing valuation criteria and the consensus reached by a discussion group of experts.

Plastic littering has recently become one of the most highly recognized dangers to the marine environment. The problem of marine plastic pollution is not new and was identified more than half a century ago. Recently, however, with increased media coverage and focusing events such as the discovery of the Great Pacific Garbage Patch, the problem can no longer be ignored. Several legal instruments address this problem. IMO norms aiming to reduce plastic debris were adopted 30 years ago. The MARPOL Convention includes annexes designed to help fight plastic debris. Other maritime legal instruments can also be leveraged to challenge this problem. As with other marine environment problems, the primary source of the problem, and thus the key to addressing it, is located on land. EU directives can serve as an interesting model for reducing marine pollution. The European Commission proposed new EU-wide rules in May, 2018 to target the 10 single-use plastic products most often found in Europe’s coastal habitats, as well as lost and abandoned fishing gear. Together these constitute 70% of all marine litter items. The adoption and implementation of this instrument may represent a game changing approach in the battle against marine pollution.

Effectiveness of the contemporary maritime transport depends largely on already implemented intelligent shipping and maritime environment monitoring systems, which are simultaneously responsible for improvement of the maritime transportation process, management and widely understood safety and security. Recently noticed, diversification of existing shipping monitoring systems is based on a different range of covered areas, direct benefits for end-users as well as technical specifications of modern maritime sensors. Nowadays, a totally new approach has been developed as a response to growing demand for integration of all existing maritime systems and building a common platform for maritime data exchange. This solution is expected to be a cost-effective tool in gathering, transforming and dissemination of an integrated and comprehensive recognized maritime picture and relevant maritime data. This paper represents the holistic approach to identification of important factors having impact on possible implementation of such a system. The working hypothesis stating that there are systematic reasons for implementation of a single, common and integrated platform of maritime data exchange has been positively proved. As an example of efforts already taken by European Maritime Safety Agency (EMSA) on the EU seas, the experimental Integrated Maritime Data Environment (IMDatE) solutions have been presented.

This paper presents an innovative technology of building the coastal dams with the use of soil-ash composites. A natural- scale test stand and results of the performed environmental tests are presented ; they have been compared with standards for purity of soils and waters. Also, an analysis of the obtained results and discussion of trends and anomalies in the observations, are given.

The development of petroleum extraction and transport technology does not ensure complete isolation of these substances from the natural environment. This problem is exacerbated by the location of mining equipment on the sea shelf and the fact that numerous submarine pipelines, tankers and handling terminals can also emit oil pollution. Therefore, the possibility of detecting oil dispersed in the water is particularly important. This paper reports the efforts to identify methods of characterization of the water containing the crude oil emulsion in a very low concentration (a few to several tens of ppm). Due to this, the effect of emulsion concentration on the possibility of its objective characterization using synchronous fluorescence spectra was studied. The similarity of spectra at various oil concentrations was analysed. It has been shown that the stabilization of the shape of synchronous fluorescence spectra occurs at relatively low oil concentrations.

The Baltic Sea area has already been intensively used by variety of maritime economic sectors such as marine transport, fishing, tourism, extraction of sand and gravel and oil and gas exploitation. This is also an area of relatively intense military penetration. In addition, this is a place of various other investments, e.g. coastal technical infrastructure (port and transhipment terminals constructions, as well as technical measures of the shoreline defence against transgression of the sea), electrical energy transmission systems (high voltage cables plus large scale electrodes) and natural gas transmission huge pipelines. Over the next decades, the use of the Baltic Sea will expand rapidly, particularly due to constructions of new coastal and offshore wind farms, electrical energy transfer network, further intensification of various forms of shipping, development and construction of new ports and terminals and installing new oil extraction platforms. Some of these activities influences natural spatial distribution of physical properties of the sea space (such as acoustic field, magnetic field, salinity distribution etc.) as well as disturb different natural processes (such as natural coastal dynamics, sedimentation, migration patterns of mobile species etc). In order to present this problem, most important existing activities as well as the most recent large-scale constructions in the Baltic Sea are selected and presented in this study (with emphasis on the Polish Exclusive Economic Zone). Moreover most likely disturbances of natural distributions of physical properties of marine space are analyzed in light of the impact on the environment

The current identification algorithm using sonar signal parameters of bandwidth, frequency, duration and pulse waveform which are easy to detect and imitation, to identify the identity of sonar signal, resulting in part of the sonar signal identity is not easy to distinguish. Therefore, an algorithm based on signal feature extraction and digital watermarking is proposed to recognize the uncertain sonar signals. The algorithm embeds the digital watermark into the detection signal from the uncertain sonar. The identity of the signal is recognized by detecting whether the received signal contains watermarks. Experimental results showed that the proposed algorithm can effectively improve the recognition performance of sonar signal source.

Plastic debris has become a global problem due to its widespread distribution and accumulation in the marine environment. Indigenous bacteria in the marine environment are able to quickly contaminate plastic surface and assemble to form successional plastisphere-specific bacterial. The formation of microbial biofilms on the plastic surface can indirectly initiate the degradation of plastic polymers. The environmental conditions of the tropical region make the growth of microbial biofilms become faster. However, the study on the biodiversity of microorganisms in marine plastic debris is limited to the northern hemisphere, which includes subtropical and temperate regions. This review provides current studies of biodiversity and community structure of plastisphere in tropical environments, including bacteria and microalgae, and their potential to degrade the plastic polymer. A systematic literature search has been conducted using Scopus with different combinations of keywords. In addition, Google Scholar databases were also used to find more studies on some specific topics, including plastic degrading organisms. The climate-associated areas have been grouped according to the latitude of the study site into tropical, subtropical, and temperate latitudes. The microorganisms analyzed in this review are only bacteria, actinobacteria, and microalgae.

This paper discusses the use of satellite tracking during an environmental disaster at sea, and it assesses the possibility of using remote sensing imagery captured by satellites using multispectral cameras and synthetic-aperture radar (SAR). This study is based on scientific literature and satellite tracking of the X-Press Pearl container ship disaster, which involved the EO-Browser platform. The purpose of this paper is to assess selected remote sensing methods for detecting and tracking marine pollution. The first part of the paper discusses satellite tracking of the X-Press Pearl disaster. The second part focuses on evaluation of the quality of remote sensing imagery from satellites and aircraft, when taking weather conditions into consideration. It should be noted that the research was conducted in real time when the incident occurred. News about the accident was also tracked in real time, allowing for a thorough analysis of the incident and, thus, an assessment of the different sensing systems. Although research on such disasters is crucial for the protection of the marine environment, scientific literature on this topic remains limited. This research area is very important for the protection of the marine environment, in the context of looking for solutions to these issues.

W artykule omówiono problemy zarządzania procesami wymiany, oczyszczania wód balastowych ze statków oraz kontrolą skuteczności ich oczyszczania. Wymaga się spełniania procedur zawartych w Planie Postępowania z Wodami Balastowymi odnośnie osadów z tych wód oraz odpadów z procesu ich oczyszczania. Szereg problemów do rozwiązania powstaje, gdy statek zmieniając akwen musi dokonać obróbki wód balastowych, natomiast znajduje się w strefie poniżej 200 mil morskich od lądu i na wodach o głębokości poniżej 200 metrów.
Recognizing the negative impact of invasive organisms on marine ecosystems, the IMO has developed the 2004 BWM Convention. Paper discussed the problems of exchange ballast water management, water purification from ships and control of purification quality. Ballast Water Management Plan (BWMP) requires to fulfill the procedures concerning to ballast water sediments and wastes from purification process. Some problems occur when the ship changing the sailing area needs the ballast water treatment during operation on the area below 200 nautical miles from shore or on the waters below 200 meter of depth.

The article presents the issue of ballast water management aspect of requirements of International Convention for the Control and Management of Ships’ Ballast Water and Sediments (BWM 2004). This article shows the current state of the ratification of said Convention and has been prepared since the Convention is shortly going to enter into force. The article has been developed based on current data (as on 6 October 2016) provided by the International Maritime Organisation (IMO).

The article presents an analysis of the thesis on the existence of a system of controlling public procurements concerning services of the construction of sea shore protection structures. It reviews the audit of such public procurement carried out by the various inspection bodies and different methods of control. The first part of the study contains the characteristics of inspection bodies which carried out audits of public procurement contracts and whose subject matter was sea shore protection structures. It is also indicated that although indirectly, tax revenue agencies, administrative courts and the Ombudsman play an important role in the system. For the purposes of moving on to the discussion of particular types of inspections carried out by various public bodies and courts. In the article, certain works consisting in strengthening the sea shore have been assigned to the category of hydrotechnical structures, which allowed to move on to the discussion of particular types of inspections carried out by various public bodies and courts and to cite conclusions formulated on their basis. The concept of “coastal protection of the marine environment,” which underpinned the adoption of the resolution of the Supreme Administrative Court of 11 December 2017, ref. I FPS 2/17 was also analysed in detail. In this resolution the position of the authoress of this article, expressed earlier in the commentary to the judgment of the Supreme Administrative Court of 14 April 2015, ref. I FSK 1493/14 and published in “Studia Prawa Publicznego” 2016, no. 1 was shared. The conclusion of the deliberations is that the system for controlling public procurements of services related to maritime coast protection is not coherent and mutually supportive. The results of the study show that many activities under this system relating to coastal protection were subject to control by many different authorities, leading in consequence to different conclusions.
