- Providing care and upbringing for children partially or totally lacking parental care and for children not adapted socially have become the concern of the social care which is responsible for creating the system of care for a family and its child. One of the elements of this system is a childcare-tutelary institution such as an emergency shelter. A child should be sent to such an institution only after all other means of help for a natural family or foster family have failed. Work of emergency shelter workers focuses on tutelary and rehabilitative actions. Their aim is to readapt children and young people not adapted to the society. The return of children to their own family, which is a natural place of upbringing and care, is the success of the institution.
