The article analyzes the crisis of political and medical elites in the context of honesty, reliability and diligence. The starting point is the notion of “professional elite” and the differences between representatives of both groups. The text emphasizes the public resonance and interpretation of both professions. According to E. Freidson’s theoretical model, the physician`s and politician`s authorities have different reasons, functions and legitimization. Both professions are based on public trust in interaction practices. The public expectations are focused mostly on instrumental and axiological trust. Obeying various rules and norms is expected from both professions but the social control and sanctions are different. Both physicians and politicians have their own ethical codes; the problem is that they are not always respected. The article concludes with discussion on the notion of risk in both professions and presents suggestions about what elites should do to maintain or regain public trust.

The following paper presents Christian vision of time and history created in the beginning of the sixth century. We can find the most developed version of this way of thinking about time and history in "The City of God" by St. Augustine. However, the author of this article focuses on St. Augustine's disciple - Orosius who wrote his work before his great master. In "Historiarum adversus paganos" (rather unknown and forgotten) Orosius shows the history of the humanity interpreted by the Incarnation and the idea of Divine Providence. All the events, even if they are cruel and frightening, are not able to destroy Orosius' historical optimism because time and history are determinate by God and his will. The only point of reference is the Incarnation, what means that the most important event has already happen. The history of the humanity is the way to God and the waiting for his second coming. What counts from the political point of view is the idea of eternal peace which is really possible in the new Christian world. Orosius shows that the peace isn't only the hope of surviving but the only way of creating the new world - some kind of integration different nations within the church. It's one of the first ideas of the political unity and because of that it's worth of being reminded.

V príspevku je vymedzený pojem bezpečnostné elity (elity bezpečnostného sektoru), s dôrazom na tri možne pohľady ich vnímania: Prvý chápe bezpečnostné elity ako osoby, ovplyvňujúce svojou pozíciou a autoritou zaistenie všeobecnej bezpečnosti. Druhý ich chápe ako osoby, ktoré svojou pozíciou a autoritou zaisťujú bezpečnosť v určitej sfére spoločnosti. Napokon tretí pohľad považuje za elity osoby zaisťujúce bezpečnosť v danej sfére svojou pozíciou a autoritou, ktorú získali špecifickou prípravou (tzv. elitné skupiny).
The article defines the term „security elites“ (security sector elites) and presents three possible approaches towards its perception. The first defines security elites as people who use their authority and position to provide general security. The second approach perceives them as persons whose authority and position provide security in a particular realm of the society. The third approach describes elites as people providing security in a particular field using their positon and authority they gained through specific training (so-called elite groups).

This text discusses the formation of Slovenian local elites in Trieste in the late nineteenth and early twentieth centuries. A significant part of the analysis presented here concerns the habitus of the elite and the attitudes expressed through the significance they attached to being members of the elite. Drawing on the discourses presented in the Slovenian and Croatian press published in Trieste, as well as biographical sources, this article outlines the vision of society held by the political leaders of the local community. It emphasises how the elites gave expression to their habitus in the public sphere through a variety of institutional activities. I argue that the life of the Slovenian politician and social activist Ivan Nabergoj, a figure central to this text, constitutes an ideal-type committed biography. In conclusion, I address the relationship between the elites and the surrounding community, arguing that elites were representatives of the community while also determining the forms of group belonging by their shaping of mechanisms of consolidation. In this article, I also consider the particularities of the political conditions of Slovenians living in the Slavic-Italian borderlands.

In recent decades, Mexico has hit the news headlines due to the high levels of violence, brutality and drug trafficking. Moreover, the links between political power, intelligence agencies, corruption and organised crime have been undeniable in the development of narcotrafficking and violence in Mexico. In this scenario, the following questions are emerging and are intended to be analyzed throughout this text: Why have drug traffickers managed to destabilize the Mexican government? How much responsibilities have the U.S. and Mexican intelligence agencies in the development of drug trafficking and violence? Can Mexico by itself control the development of drug trafficking? Is it possible to establish the rule of law and accountability mechanisms? Does the new government of Andrés Manuel López Obrador represent hope for the control of violence in Mexico?
En las últimas décadas, México ha encabezado los titulares en la prensa debido a los altos niveles de violencia, brutalidad y tráfico de drogas. Además, pocas veces se cuestionan los vínculos entre poder político, agencias de inteligencia, corrupción y crimen organizado en el desarrollo del narcotráfico y violencia en México. En este escenario, emergen las siguientes preguntas, las cuales se intentan analizar a lo largo del texto: ¿Por qué los narcotraficantes han logrado desestabilizar al gobierno mexicano? ¿Cuánta responsabilidad tienen las agencias de inteligencia de los Estados Unidos y México en el desarrollo del narcotráfico y la violencia? ¿Puede México controlar por sí mismo el desarrollo del tráfico de drogas? ¿Es posible establecer el Estado de derecho y los mecanismos de rendición de cuentas? ¿Representa el nuevo gobierno de Andrés Manuel López Obrador una esperanza para el control de la violencia en México?

The discussion about elites is part of a cumbersome and long debate. In the context of a globalized world, the task becomes even more complex to understand. It is because national borders no longer define or, at least, do not define completely, all the loyalties and actions of powerful groups. Meanwhile, the transnational space opens new fields of activity and, along with, gives them new opportunities. In first place, this paper aims to understand the very meaning of a power elite: its significance and its possible implications for some selected economic and historical processes. Secondly, since the elites are largely defined by their social environment, the present paper seeks to understand the particularity of the American case. Finally, we try to explain how this ruling class influenced the consolidation of the United States as the leading world power, participating in the creation of a specific international system, based on institutions and the global regulation.

Internally polarized counter-elites, that are often involved in corporate in-terests, do not have enough power to oppose the negative manifestations of economic transformation. In the countries of the South Caucasus, there are two types of business elites, the internal and the external ones, which „grew up” from the economic trans-formation. The external elites result from the privatization process, in which primarily Russians and Kazakhs are engaged. Concerning their interests in the region, they are lobbying the decision-making processes, while the local elites create the aforementioned mentioned „representative system”. The wealth fac-tor is therefore the way to exercise power. The research on business elites remains a discursive issue, which seems to be an endless subject to develop. Its analysis opens a broad discussion on the methodology of the study of elites, both in terms of their mechanisms and characteristics, as well as the theory itself.

The post-Soviet period in the history of ethnic development of the Buryat people is marked by a mobilization of ethnic identity and ethnoterritorial self-organization. At present, communities based on the territorial principle are losing their importance. Tribal unions of Buryats have become an alternative, and their reconstruction has become an urgent task of modernity. Today, the Buryats of the Khongodor and Khori tribes follow this path of self-organization. The idea has also won support from other groups, like the Bulagats and Ekhirits. In the context of this process, ethnic ideologems and mythologems (the mythical ancestors of the Buryats, epic heroes) serve as mobilization symbols of national cultural revival.

Group identities are often built on genealogies. Buryat culture appears to conform to this general rule. Elaborate Buryat historical genealogies have been written and preserved. Today, scholars regard them as a key source of insight into the structure and character of Buryat society. Most scholars treat Buryat genealogies exclusively as descriptions of kinship systems. In keeping with a rich anthropological literature, Buryat culture appears to fit into the paradigm of kinship as the “irreducible principle,” “atom” or an “elementary structure,” which, as the complexity of society grew, ceased to be the central organizational principle in favor of the state, politics, economy, etc. However, this interpretation occludes the meaning of Buryat genealogies as carriers of historical memory and understanding of the world. By insisting on treating it in ethnographic categories, the academic view of Buryat culture reduces the Buryat society to the level of a primordial one. In this article, I will use the findings of my fieldwork to briefly introduce the historical context of the Buryat genealogies in the broadly defined pre-Soviet, Soviet and post-Soviet periods. I am interested in the motives of those who created these genealogies, and the place these documents occupy in the contemporary Buryat society and culture. I will also note the coincidence of a revival of interest among Buryats in their genealogies in the 1970s and 1980s with the rise of Soviet modernization’s power to suppress local cultures.

The rulers of Scythia left kurgans instead of palaces. We know 17 Scythian kings and 14 of them are associated with the steppes of the Northern Pontic area. The period of active kurgans’ building in the steppe began by the time of the Ariapeith dynasty. About 6 or 7 kings can be related with it. At the same time the number of kurgans, that could be looked at as “candidates” for the Scythian ruler’s tombs, reaches six dozens. We can identify centers of regional structures using these kurgans as bearing points of the spatial structure of Scythia. The political centre of Scythia (5 – 3 c. BC) was located near the rifts of the lower Dnieper river. The importance of this area is emphasized by 4 most famous kurgans, probably tombs of the supreme kings. There are also 3 barrows of the second level, two or three times smaller than the royal ones and 10 graves of the third level, which are dozen times smaller than the giant tombs of the kings. The remaining 40 – 45 barrows could be divided in 11 or 12 local groups apparently marking regional centers of the Herodotus`s and Post-Herodotus`s Scythia.

The I National Congress of Delegates of Independent Self-Governing Trade Union “Solidarity [NSZZ “Solidarnos´c´”] meeting in Gdan´sk in September and Ocober, 1981 is considered the crowning achievement of the “Solidarity’s” organizational and ideological development. No serious and comprehensive monography has yet been written, historical or sociological. The lack of a complete text of the eighteen days of talks was one of the reasons. A shorthand report of the first tour which has been made available recently makes it possible to make some preliminary analyses of the Congress’ topics and dynamics, behaviour of the delegates and mechanisms of their decision-making. It also permits to describe their “union-like” way of thinking as well as understanding and practicing democracy. The author of the article recalls the basic statistics of the community of delegates-a sui generis trade union elite. He moreover poses questions regarding the scale of the secret services’ [SB] controlling the course of the Congress. The author favours the assumption that it was surprisingly negligible.

The term stećak (pl. stećci) is used in the Bosnian, Serbian and Croatian languages to refer to mediaeval monolithic tombstones from Bosnia and Herzegovina, as well from the nearby territories of Croatia, Serbia and Montenegro. Their number is estimated at between 50,000 and almost 70,000. The earliest preserved stećci come from the 12th century, whereas the latest date to the beginning of the 16th century. Their forms vary, but most often they have the shape of a slab, vertical or horizontal monolith, or stylized cross. Some of them have images – engraved or carved in low relief – representing, e.g., weaponry, people, animals, genre scenes (hunting, fighting, dancing), various symbols and ornaments, and – very seldom – short inscriptions. In the past, they were attributed to the followers of the Bogomil heresy or the stock-breeding Vlachs, they were also regarded as original products of the mediaeval Bosnian population – created independently from external influences and models, as a sign of the revival of the traditional Slavic pagan beliefs dating back to the times of the Indo European community. According to the currently prevalent assumption, stećci – with their forms and symbols – fit the broad trend of European sepulchral art referring to the ethos of chivalry and Christianity, but at the same time they were a means used to manifest the distinctive character of the local elites and groups aspiring to be included in them. The images present on stećci – especially genre scenes and heraldic motifs – are an invaluable source of information about the culture and life of local elites in mediaeval Bosnia.

The article is devoted to the rational political dialogue as a part of the value of political activity management of Ukrainian society elite in the context of competent political decisions. The author defines various aspects of value rules for the administrative elite. It is shown that mastering the art of dialogue becomes an important indicator of competent approach primarily to problems in the political sphere. It is determined that political dialogue has exceptional importance in public administration , where it serves as one of the key, as it helps strengthen the unity of the political elite and civil society with diverse social interests and ultimately increase political, social and economic stability. It is emphasized that the process of dialogue is the basis for the transformation of the political system of Ukraine. It concerns the problem of relations between different branches of government. The lack of proper interaction between them - especially between the legislative and executive bodies of state power which causes conflict in the Ukrainian society. The attention is focused on political dialogue as essential for the maintenance of confidence in the public authorities, competent decision-making, program support activities of state and government.

The main aim of this article is to identify current issues in the field of local government in Poland, especially the local political elites in the context of their political affiliation. The decentralization process and the gradual transfer of the responsibilities of the national regional and local dimension has led to the development of self-government. This in turn enabled the participation in the process of governance every citizen of the inhabited area. Recent local elections show that localism is a relative term and greatly simplified. Each of the local politician has own connections with a specific option. Those behavior leads to a kind of self-governance crisis that manifests itself among other things: a decrease of public trust, low voter turnout and increase the sense of social alienation.

The purpose of this paper was to specify what is the share of narrowly understood micro-ideology in the political thought of Law and Justice. Embarking on the analysis of the above-stated problem, we first and foremost fixed particular methodological assumption. As a point of departure for our analysis we adopted the conception of the ideological morphology by Michael Freeden. In line with it, we assumed that ideologies are not fully distinct entities but they interact with one another. They are also partly overlapping and thus they share some contiguous points. In accordance with the concept of populism, as worked out within our framework, we focused our attention on the problematics of elites and the people. As conceived of by Law and Justice, elites did not discharge their duties, alienating themselves from the society and caring mainly about their own socio-economic interest. Furthermore, the critique of elites was mainly related to their non-democratic genesis and artificially created putative “super-expertise”.Eventually, we proved that populism may be regarded as one of the phenomena characterizing the political thought of Law and Justice.

This article pinpoints Polish and Polonia elites functioning in the Black Land in the second half of the twentieth century. The basic sources for this paper was Agata and Zbigniew Judycki’s study entitled Polonia. Słownik biograficzny [Polonia. A Biographic Dictionary]. In this study, 827 figures were shown who lived at the turn of the twentieth and twenty first centuries, and how played the most important role in the Polish diaspora. We find 37 surnames in the dictionaries of those who lived on the African continent; this number made up 4,47% of the total study. This value was deemed relatively high because the general number of Poles and Polonia on the Black Land was estimated at 0,1%. The African Polish and Polonia personalities at the turn of the twentieth and twenty-first centuries, who might be treated as the elite, were characterized by high intellectual and professional standards. Almost all of them had graduated from universities, had learned degrees, and obtained further degrees in their professions or academic specializations. Most of the personalities in question were related to the South African region, especially the Republic of South Africa, but there were also persons living and working in North, West, Middle or East Africa. At the head of the Polish and Polonia African elites we find those working in the exact sciences or engineering. Moreover, the clergy and missionaries constituted a relatively numerous group; they were appreciated by the Catholic Church. The smallest group was represented by the representatives of the humanities and the social sciences. In the representative group one finds no artists, musicians, or filmmakers. It has been pinpointed that in the case of the Polish and Polonia settlements one should not apply the criteria that refer to the way elites function in Poland because a diaspora is characterized by specific traits, thus the elite character of the forms of activity should be understood in a broad sense.

In Switzerland there is a parallel society made up of Muslims unwilling to integrate into the society of the country of residence, preferring Muslim law (Sharia) and - for various reasons - closing on their own "world". This leads directly to the formation of a parallel society, whose functioning can not be reconciled for long term with democratic principles and with the tolerance of religious. For Switzerland, this is a new socio-political situation, additionally difficult because of the decentralized federalism and the direct democracy system in this country. The political elites in Switzerland are blocking political rights of the muslim.

Adam Loga’s journal is a source that details for us the dilemmas of young Poles living under Prussian rule at the beginning of the 19th century. It turns out that they perceived it as an opportunity to further their development and career. At the same time, they strove to keep the memory of Poland’s past alive. Many of the situations, sometimes out of the ordinary, described in the journal reflect their doubts and their search for a place in the world.

Issues related to luxury relics such as silk textiles were associated in most early medieval discoveries with the movement of Viking groups from north to south and back. These priceless relics were found on burial grounds, and their owners undoubtedly belonged to the economic elite of the population. Parallel anthropological studies were carried out to see if this elitism is corroborated by individual morphological characteristics of the deceased persons. However, no significant differences defining the elitism of the studied individuals were uncovered. It is the grave furnishings – silk fabrics in particular – that are the most important element in this regard.

Objectives The aim of this work is to initiate or revive a scientific discussion on the impact of professional life on the parameters of human lifespan. Material and Methods Presented analysis is based on 8578 Polish elite or well-known person who died in 2001–2021. Results The results of the conducted analysis indicate that in the case of men the highest values of the median age at death were characteristic of freelancers (median [Me] ± quartile deviation [QD] 85.5±8.5 years), followed by scientists and academic teachers of the biological and medical specialty (Me±QD 84.0±7.5 years) and officers of power structures (Me±QD 83.5±8.5 years). Subsequently, the highest value of the median age at death was recorded for social activists (Me±QD 83.0±9.5 years), clergy (Me±QD 82.0±7.5 years) and scientists and academic teachers of specialties other than biological and medical (Me±QD 82.0±8.0 years). Significantly, at the very end of this list are athletes (Me±QD 77.0±9.0 years). Nevertheless, the results of the analysis confirm that professional athletes are characterized by higher median age at death compared to the general population. Analysis made only within athletes group demonstrated that the parameters of lifespan of athletes of endurance disciplines (Me±QD 78.0±8.0 years) are the most favorable compared to athletes of other disciplines, in particular in compare to team sports athletes (Me±QD 75.0±10.0 years) or combat sports athletes (Me±QD 75.0±7.1 years). Conclusions What is new and innovative in this paper is comparing the lifespan characteristics of athletes in comparison to widely represented group of other professions with higher socio-economic status. Unexpectedly, the lifespan of athletes occurred to be lower than for fast all other analyzed occupational groups, except mainly of entertainment musicians. Finally, the results presented in this paper emphasize the need to analyze the lifespan characteristics of athletes in a broader scope than only in relation to the general population.

The fall of communism in Central and Eastern Europe imposed not only a transition towards a new regime, but also the reconstruction of the democratic institutions. That meant, as Peter Mair puts it, that the firsts to come to power had the great advantage of shaping the administration and government agencies for their own benefit. This consequently led to establishing clientelistic networks and party patronage by spoiling offices. At the same time, the new post-communist democracies had to transform themselves, from a totalitarian regime with a unique party which controlled merely every aspect of politics and society, into pluralistic societies with multiparty systems. That also meant that the political actors had to win their positions through an open and democratic electoral process, thus having to create electoral linkages in order to secure their sits. Many local political figures in post-communist Romania interpreted this new situation by buying the votes and by establishing clientelistic linkages, based on offering various goods, favors or social security benefits in the exchange of the vote and of the electoral support. These practices led to the emergence of powerful local political elites, with increased popular support and significant influence in the party structure due to their electoral linkages, the so-called local barons. This paper seeks to explore the connection between such local electoral clientelistic networks and the populist approach employed by the respective local political elites.

In this article we will consider reconciliation in a post-conflict Macedonia. When Ohrid Framework Agreement (OFA) was signed, the international community greeted the achievements of the international community as it was signed under specific circumstances. Since it stopped the conflict, it had achieved its goal. Legally, the country became a multiethnic one with a power-sharing government. Yet, the political and intellectual elite, which slightly differ from each other, did not invest intellectual and political capital when searching for a specific Macedonian (inter) national identity, which goes beyond the limitations of the ethnic definitions and mythology around them. Instead, the national discourse is emphasized. Using the terms such as multiculturalism, multhiethnicity and polylingualisam creates additional confusion. When media and politicians use these phrases and incorporate their own political discourses, the damage is done. Critical thinking is not on the agenda in the educational process and the young people are expected to listen rather than think. There is a need for a structural communication among the citizens, a social link but also a philosophical and maybe an ideological communication, so as to fill in the gaps and avoid further divisions. The only way to accomplish that is to have an open and inclusive society. In order to achieve this, the culture of dialog should be nurtured. It is not enough for Macedonians and Albanians to know each other’s folklore and cultural history. Coexistence requires knowing the modern reality. Structured communication is a key. Absence of public discourse has a positive effect on the society’s wellbeing. A debate is not a threat to the process of creating politics. Instead, it legalizes the decision-making process. The intellectual elite should take the lead, show its grandiosity, and view Macedonia as a whole in a joint narrative, which considers all the specifics of the different cultures living together and integrates them in a common goal. In that respect, the OFA was the first necessary step, and its treatment as a Holy Grail ignores the fact that the job is not done. Instead it has just started.

The aim of the text is to discuss methodological problems pertaining to understand for concept „women business elites” for the purposes of social studies, including pedagogical and educational research. Political transformation begun process of reconstruction of social structures and including business elites and women business elites. The author sees the need for pedagogical and pedagogical research of women business elites. The research can enrich the scientific potential of pedagogy and the practice of constructing assistance programs.
