Opis:
The paper presents the framework of usability testing of ECDIS equipment based on the IMO’s Guidelines on Software Quality Assurance and Human-centred Design for e-Navigation. By incorporating the eye tracking techniques into the procedure it was possible to measure the visual attention distribution and the cognitive work-load. The presented method could be used to evaluate usability of every e-navigation system, which is necessary to ensure that the seafarers are able to successfully perform primary operations of systems upgraded with e-navigation functions, regardless of the type and specifications of the system and users’ knowledge and experience with the system. The initial results are presented and discussed as the study is still ongoing.

Virtual electronic aids to navigation are being introduced into the present short range aids to navigation system in the form of Automated Information System radio-based aids. Research is also underway into the development of their equivalents for use in regions that feature hostile environments, are poorly charted and lack any infrastructure whatsoever to support traditional or radio navigation aids. Such aids are entirely virtual in nature and exist only as a digital data object that resides within an electronic navigation chart for display to mariners through an Electronic Chart Display and Information System. They are at present experimental in nature, and are not intended to replace existing physical or radio-based aids to navigation. Results of research are described in terms of fulfilling traditional navigation aid functions and the development of new functions that are only possible using virtual aids. Their advantages in design and implementation are highlighted, as are their limitations and shortcomings as compared to present methodologies. Notable, however, is the approach used to overcome limitations and shortcomings by considering attributes of the physical environment to ensure their proper location and display of correct characteristics. Such an approach is unique in the modern world, yet it emulates ancient methods of navigation using known landmarks and terrain features.

Digital hydrographic products include the ENC Electronic Navigational Charts and the IENC Inland Electronic Navigational Charts used for inland shipping. The process of IENC production comprises data acquisition and editing. Each object belongs to a class specified in the applicable standards and possesses necessary attributes. IENC cells include, among others, data related to depths in a given water body. Contemporary bathymetric measuring systems allow for saving more and more data of increased quality. Examples of systems characterized by the ability to acquisition high density data are interferometer systems. The authors of this article used GeoSwath Plus 250 kHz sonar system to collect bathymetric data. Bathymetric data included in the IENC cell should be up to date, structured and easy to manage. A piece of software by the ESRI Company, also dedicated to creating hydrographic products, allows to do just that. The authors have used a specialized geodatabase during the IENC production, which made managing bathymetric data easier. The article describes an analysis of the geodatabase’s functionality during the production of electronic navigational chart for inland shipping.

Navigational charts are essential tools for marine navigation. But how accurate are the navigational charts that we use when going sailing? Do we really know how much faith can be placed in them? All charts, whether paper or electronic, contain data, which varies in quality due to the age and accuracy of individual surveys. In general, remote areas away from shipping routes tend to be less well surveyed, and less frequently, while areas of high commercial traffic are re-surveyed frequently to very high levels of accuracy, particularly where under-keel clearances are small. It is quite accurate to consider a chart as a jigsaw of individual surveys pieced together to form a single image. Having the necessary skills to determine how much confidence should be placed in the surveys, which combine to form a chart, should be a requirement for any sailor venturing into unfamiliar waters. When the International Hydrographic Organization (IHO) developed the S-57 standard for Electronic Navigational Charts (ENCs), this problem was recognized and it was decided that the quality of survey data used to compile ENCs had to be encoded within a composite data quality indicator ‘Category of Zone of Confidence’ (CATZOC) to assist seafarers in assessing hydrographic survey data and the associated level of risk of navigating in a particular area. According to IHO S-67, the accuracy of Electronic Navigational Charts is not impressive and leaves much to be desired. The author discusses these apparent shortcomings of ENCs and present erroneous approaches to this problem, so common in the seafaring community.

In the paper, the author attempts to isolate, clarify, systematize, and classify various types, models and kinds of electronic chart systems, operating nowadays on the shipping market, which are a perfect example of the use of GIS (Geographic Information System) technology in widely comprehended maritime and inland waterway applications, in particular tries to promote internationally standardized system ECDIS (Electronic Chart Display and Information System), its RCDS mode (Raster Chart Display System), as well as Warship ECDIS (WECDIS), and Inland ECDIS (I-ECDIS). In the paper the author presents the general classification of electronic chart systems taking into consideration the following criteria: international standards, certification by classification society, used data base, updating system and certification by maritime administration.

W czasach rozwijającego się transportu wodnego, stawia się wymogi aby porty morskie i morsko-rzeczne przyjmowały coraz większe jednostki pływające. Zarządca portu musi spełnić warunek zachowania bezpiecznej głębokości dla wpływających statków, a kapitan lub pilot wprowadzający jednostkę na akwen portowy musi zapewnić bezpieczną nawigację na akwenie portu. Istotnym elementem mającym wpływ na bezpieczeństwo portu są mapy nawigacyjne. Dotychczas stosowane mapy papierowe, zostają stopniowo zastępowane przez elektroniczne mapy nawigacyjne (ang. ElectronicNavigationalCharts, ENC), które odpowiadają szczegółowo opisanym standardom przyjętym przez Międzynarodową Organizację Hydrograficzną (ang. International Hydrographic Organization, IHO).IHO w swoich publikacjach: S-57 oraz S-52 przedstawia format kodowania ENC oraz sposób prezentacji danych na ekranie. Standard S-44 opisuje wymagania dokładnościowe pomiarów batymetrycznych, które są nieodzownym elementem typowej mapy ENC. Do tworzenia map ENC wykorzystuje się dane z różnych źródeł, tj. pomiary terenowe, ortofotomapy, zdjęcia satelitarne, materiały historyczne oraz pomiary batymetryczne. Dane pozyskane z różnych źródeł cechują się zróżnicowaną dokładnością. Kartowanie linii brzegowej uzależnione jest od dokładności rastra i najczęściej wymaga weryfikacji terenowej przy użyciu przyrządów geodezyjnych lub systemu GPS/RTK. Dokładności przy wykonywaniu pomiarów batymetrycznych zależą nie tylko od użytego sprzętu hydroakustycznego, ale również urządzeń peryferyjnych systemu batymetrycznego, np. dokładności pozycjonowania głowicy echosondy Autorzy niniejszego opracowania przedstawili analizę powyższych standardów i ich zastosowanie dotworzenia precyzyjnych map nawigacyjnych ENC. W ramach opracowania przygotowano i opisano geobazę rozszerzoną o dodatkowe obiekty mapowe.
Nowadays, while maritime spedition is still in big progress, the requierements for maritime harbours and sea-river ports are to carry out the larger vessels. It is the harobour manager obligation to ensure the safe depth for entering vessels and the master of the vessel or pilot, to maintain safety of navigation during maneuvering in harbour basins. Used, so far, paper maps are gradually replaced by the electronic navigational charts (ENC), which are corresponding with the standards described in detail by International Hydrographic Organization (IHO). In its publication: S-57 and S-52, the Organization shows the ENCs encoding format and presentation of data on the screen. S-44 Standard describes the bathymetric measurement accuracy. The bathymetry is the essential element of typical ENC charts. Creating the ENC chart requires data from various sources, such as terrestrial measurements, ortophotos, satellite images, historical information and bathymetric surveying. Each of these data has its own precision and therefore has a different accuracy. Mapping of the coastline depends on the accuracy of the raster and usually requires the verification on the land, with usage of surveying tools or GPS-RTK. Precision in bathymetric surveying generates a potential errors of accuracy, due to the use of the acoustic equipment and also bathymetric systems peripherals sensors, such a position from the GPS antenna. In this article, the authors are presenting an analysis of standards and their application in production of the precise navigational charts ENC. Within the framework of this study, the extended with additional mapping objects geodatabase were described and prepared.

Komisja Europejska i Europejska Agencja Badań Kosmicznych zamierzają zainwestować sumę około 100 miliardów Euro do 2010 roku w infrastrukturę transportową krajów, które wstąpiły w 2004 roku do Unii Europejskiej w uzupełnieniu kwoty 400 miliardów Euro prognozowanych w 1996 w programie transeuropejskiej sieci infrastruktury transportowej (TEN-T). Harmonizacja ekonomii wzdłuż dotychczasowych granic wschodniej i zachodniej Europy jest szczególnie trudnym zadaniem i zadaniem o wysokiej odpowiedzialności uczestników nowej europejskiej rzeczywistości. Odra, dotychczas dzieląca Polskę i Niemcy, jest teraz kręgosłupem transeuropejskiego korytarza logistycznego. W artykule przedstawiono problemy nawigacji w żegludze śródlądowej. Przedstawiono wymagania i standardy międzynarodowe produkcji systemów elektronicznych map nawigacyjnych dla żeglugi śródlądowej (Inland ECDIS). Aktualnie nie istnieją żadne mapy drogi wodnej Szczecin - Berlin zgodne ze standardem Inland ECDIS.
The European Union and the European Space Agency are considering investments amounting to €100 billions until 2010 in the transportation infrastructure of the countries just joining the EU, in order to complement the €400 billions already estimated in 1996, for a Trans-European network of transport infrastructure (TEN-T). The interweaving of the economies along the present European east-west borders is in this scenario a particularly difficult task of high responsibility for the involved actors. The Odra/Oder River, separating - yet - Germany and Poland, is the backbone of such a Trans-European logistics corridor. Problems of inland water navigation are presented in the article. International standards for inland water electronic charts (Inland ECDIS) are presented. At present, no charts in accordance with the Inland ECDIS standard for the Szczecin - Berlin waterway are produced.

Opis:
Implementation of the Marine Electronic Highway (MEH) project in Straits of Malacca and Singapore will complement the efforts taken by Malaysia, Indonesia and Singapore as littoral states in enhancing safety of navigation and the prevention and control of marine pollution in the Straits. The Project Steering Committee meetings of the MEH indicate that, the progress in the implementation of its activities is in the midst of many challenging conditions. The efforts is a testament that the littoral states are working together to ensure the implementation of this project is running smoothly since the donor agencies, user States and the maritime industry have great expectations on its success. The MEH project consists of four important components such as Hydrographic Survey and Electronic Navigational Charts (ENCs) production, Environment Marine Information Overlays, Baseline Survey and Information Technology Structure. This paper will address the current status of the implementation of the four key components highlighting the development of ENCs as a vital tool to sustain the safety of navigation along the straits. The discussion in this paper is based on some preliminary survey findings and from reports of the Project Steering Committee meetings.

Opis:
Selecting the correct sense in a polysemous entry may cause difficulty for language learners. Poor dictionary reference skills of users may account for the problems that students encounter in dictionary consultation. In addition, some dictionary users may have a tendency to consult the first sense of an entry and not the remaining senses [Tono 1984], although the information required for understanding the meaning of a word might be situated in the middle or end of an entry. For these reasons, lexicographers have started introducing sense navigation devices in dictionaries: menus and signposts. The main role of these devices is to assist dictionary users in entry consultation by helping them find the right meaning of a word as quickly as possible. The present paper is a review of nine empirical studies [Tono 1992, 1997, 2011; Bogaards 1998; Lew 2010; Lew et al. 2013; Lew and Pajkowska 2007; Lew and Tokarek 2010; Nesi and Tan 2011] focusing on the effectiveness of sense navigation devices in dictionaries. In general, the studies investigate how menus and signposts in dictionary entries affect sense selection accuracy and entry consultation time. Furthermore, observations are made regarding the effect of entry length and proficiency level of users on sense selection accuracy and entry consultation time in the context of menus and signposts. Also, menu and signpost systems are compared.

This article aims to investigate the contemporary challenges of electronic navigation and assess the appropriate amendments should autonomous vessel technology becomes widespread in the near future. Vessel control systems and maritime communication are essential and sending and receiving alarm signals is critical to contemporary ship navigation. Numerous location and shipping information systems, such as GPS, Loran-C, and Decca, have arisen in recent decades to improve navigational safety. Other systems, including VHF and Inmarsat, have been developed to enhance the efficiency of maritime communication on board and to transmit risk and safety-related data. Additionally, safe navigation requires systems like Navtex, EGS, DSC, Epirb, and others [1].

NaAVIC, is a free and downloadable Electronic Chart System app specifically developed for boats of all sizes looking for safe and reliable professional navigation functionality on mobile devices and/or laptops. The app offers a range of features to make navigation easy and reliable, delivered through a clear and intuitive interface designed specifically for navigating at sea. The capabilities cover the range of essential features needed to maintain safety and situational awareness. Separate processes for download and update of the electronic chart data is not required because data is streamed in real-time from a cloud based open source database. The data is supplied to NaAVIC from Nautilus Cloud, a cloud based infrastructure designed for Marine Data, Solutions and Services for Government Organizations, Commercial Industry and Consumers. Nautilus Cloud is a “cloud native” approach and leverages high quality, open source components as its base technology. It uses open standards throughout to build a low-cost system which is flexible and has a much greater degree of interoperability with pre-existing components. A key feature of the Nautilus Cloud platform is the expansion of data holdings into a much wider family of related geospatial data products including the S-100 framework, harmonized metadata, raster and real-time sources. In essence, NaAVIC can operate on real-time and up-to-date information from charting agencies without a separate updating process. This enables the integration of real-time tides, weather, currents and other oceanographic information.

Opis:
The following article presents researches aimed at the evaluation of precision in determining a ship’s position through comparing a omnidirectional map image to a real vision image of the coast line. The first part establishes the thesis and preparatory forms in conducting the research. It also presents designed and built equipment including a research tool software. A system equipped with a spherical catadioptric camera that aids data collection on board ship designated to processing and analyzing data collected on board in connection with the spherical images of an electronic navigational chart with a software module. The second part explains procedures followed in conducting the research. The foreword note explains the procedure in data collection aboard a ship maneuvering in the port after which the algorithm for position placement and precise parametrical count was presented. The concluding part shows analyses of obtained research result. It bears a performance on the evaluation of precision at determining position. As a measure, an average error value and distance fluctuation of obtained position from referential position. As our conclusion, primary agents having rudimentary influence on the quality of correlating spherical map image to coastline visual image were characterized.
W artykule przedstawiono badania mające na celu ocenę dokładności wyznaczania pozycji statku przez dopasowywanie dookólnego obrazu mapowego do rzeczywistego wizyjnego obrazu linii brzegowej. W pierwszej części opisano założenia oraz sposób przygotowania badań. Zaprezentowano zaprojektowane i zbudowane sprzętowe oraz programowe narzędzia badawcze. W drugiej części przedstawiono sposób przeprowadzenia badania. Na początku opisano sposób realizacji zbierania danych na statku manewrującym w porcie. Następnie zaprezentowano algorytm służący do wyznaczania pozycji oraz obliczania jej parametrów dokładnościowych. Część końcowa jest analizą otrzymanych wyników badania. Przeprowadzono w niej ocenę dokładnościową wyznaczania pozycji. Jako mierniki do tej oceny zastosowano błąd średni i odległość oddalenia wyznaczanej pozycji od pozycji wzorcowej. W postaci wniosków scharakteryzowano główne czynniki mające zasadniczy wpływ na jakość pracy metody dopasowywania dookólnego obrazu mapowego do wizyjnego obrazu linii brzegowej.

Opis:
This paper presents a dynamic hyperboloidal mapping model aimed at building image of electronic navigational chart which constitutes an equivalent to that obtained from a hypercatadioptric camera system. In the 1st part, space and three reference frames located in it are defined. These are: the observer frame and horizontal topocentric frame considered secondary (both connected with water-surface platform), and the geocentric frame, primary one. The 2nd part provides description of a way of interconnection between the observer frame and horizontal topocentric one as well as of determination of their location in relation to the geocentric reference frame, depending on course and position of water-surface platform. In the final part is presented a model of panoramic image mapping in the observer reference frame and principles of generating ENC image by using dynamic hyperboloidal mapping. Finally, conclusions indicating possible applications of the developed model are presented.
