    In the article, the author points to an interesting aspect of e-business models development – namely „intercepting” the value of new technologies and the ability to „unblock” the hidden (potential) values brought by technology. The paper describes the development of consumer finance services and discusses so called two- or multi-sided markets. In addition, the author presents three areas of innovation in retail payment: innovative payment instruments, canals and manners of payment as well as innovative forms of money.

    Celem artykułu jest zaprezentowanie wyników badań pozycji konkurencyjnej producentów i eksporterów wybranych grup towarów wysokiej techniki zaliczanych do specjalistycznej aparatury kontrolno-pomiarowej, ze szczególnym uwzględnieniem: stanowisk badawczych, przyrządów i urządzeń elektronicznych, maszyn i urządzeń do testowania właściwości metali. Inspirację przygotowania publikacji stanowiły prace badawcze, dotyczące rozwoju metod transformacji wiedzy i transferu zaawansowanych technologii, zrealizowane w ramach Programu Wieloletniego PW-004 pn. "Doskonalenie systemów rozwoju innowacyjności w produkcji i eksploatacji w latach 2004-2008", w tym szczególnie temat "Metody kwantyfikacji wytyczonych celów transformacji technologii". Analizą objęto rynek 27 krajów członkowskich Unii Europejskiej w podziale na bardziej zaawansowane pod względem rozwojowym rynki 15 "starych" krajów członkowskich UE i 12 "nowych" krajów członkowskich, które wstąpiły do UE w roku 2004 i 2007. Pozycja producentów i eksporterów z nowych krajów członkowskich jest jeszcze bardzo słaba, ale na analizowanych rynkach cechuje się tendencją wzrostową. Wszystkie badane rynki charakteryzują się dużym potencjałem rozwojowym w analizowanych latach i dobrymi perspektywami wzrostu wolumenu sprzedaży.
    The goal of this paper was to analyse the factors determining the technological competitiveness in the era of the globalisation of the economy and changes in the competitiveness in the market of technology-intensive products, with special reference to electronic instruments and apparatuses, machines and appliances for testing the hardness, strength, compressibility, elasticity or other mechanical properties of metals. The main factors analysed in the paper include the activity of internationalised enterprises exerting the strongest influence on the dynamic and structure of contemporary international trade in the European internal market. Special attention is paid in the paper to the competitive position of New Members of the EU with special reference to Poland.

    The aim of this study is to investigate the development trends of innovation in the market for electronic payments and related challenges for regulation. A key aspect of the regulation of payment systems is the ability to foster innovative solutions created by new technologies and introduce them in the sphere of payment services, taking into consideration efficiency and security. Innovative payment services are services based on new approaches, new technologies and new standards that improve in a substantial, qualitative way the current methods of payments. There are three areas of innovation in the field of retail payments: innovative payment instruments, innovative channels and payment methods, innovative forms of money.
    Celem opracowania jest zbadanie tendencji rozwojowych innowacji na rynku płatności elektronicznych i związanych z nimi wyzwań dla regulacji. Kluczowy aspekt regulacji systemów płatności to zdolność wspierania innowacyjnych rozwiązań, które niosą ze sobą nowe technologie, oraz ich wprowadzania w sferze usług płatniczych z równoczesnym zapewnieniem efektywności i bezpieczeństwa. Innowacyjne usługi płatnicze to usługi, w których zostały wprowadzone nowe rozwiązania, technologie lub standardy zmieniające w istotny, jakościowy sposób dotychczasowe metody dokonywania płatności. Można wskazać trzy obszary innowacji w dziedzinie płatności detalicznych: innowacyjne instrumenty płatnicze, innowacyjne kanały i sposoby dokonywania płatności, innowacyjne formy pieniądza.

    A propensity to use innovative payment instruments depends mostly on: payment habits, "switching costs" connected with the change of instruments used so far and their advantage over traditional instruments in terms of convenience, safety and cost. Empirical research proves that polish consumers still prefer cash in today transactions (however they use more and more often cards) and their propensity to use innovative instruments is low. It is caused by high level of traditional instruments' satisfaction and the fact that according to respondents innovative instruments are not competitive for cash in terms of convenience, speed, cost and safety. They were also graded lower than traditional noncash payment instruments (excluding speed).

    The financial crisis of 2007/08 had shattered the global financial system and led – besides a flood of regulations – to a wide range of new concepts and business models. One of these new concepts was “Bitcoin”, a private digital monetary system, which is characterized by decentralization, transparency and immutability. To date the underlying Blockchain or Distributed Ledger Technology (DLT) has evolved and offers an extensive range of possibilities, particularly in the financial industry. So far, an EU-wide legal basis for Blockchain or DLT applications and services is missing. France and the Principality of Liechtenstein took a step forward and adopted national laws trying to offer legal certainty in this field. This article aims to provide a comparison of the two acts and underline the similarities and differences.

    Już od pewnego czasu zaznacza się wyraźna tendencja do tworzenia przyrządów pomiarowych wykorzystywanych w diagnostyce układów elektronicznych o jak największej uniwersalności i elastyczności. Tendencja ta znalazła swoje odzwierciedlenie w konstruowaniu na coraz większą skalę tzw. wirtualnych przyrządów pomiarowych. Celem artykułu jest próba klasyfikacji tego typu przyrządów wśród przyrządów pomiarowych, przedstawienie kryteriów oceny parametrów tych przyrządów oraz prezentacja wykorzystania wirtualnych przyrządów pomiarowych w zintegrowanym systemie diagnostycznym układów czwórnikowych, w szczególności wzmacniaczy i amplifiltrów.
    For some time now, a clear tendency for designing versatile measuring devices for diagnostics of electronic circuits can be observed. This tendency results in creation of so-called virtual measuring devices. The aim of this paper is an attempt to find a place of this type of devices in general classification of measuring instruments, presentation of criteria of assessment of their parameters and presentation of applications of virtual measuring devices in an integrated system for diagnostics of amplifiers and amplifilters.

    This article aims to investigate the contemporary challenges of electronic navigation and assess the appropriate amendments should autonomous vessel technology becomes widespread in the near future. Vessel control systems and maritime communication are essential and sending and receiving alarm signals is critical to contemporary ship navigation. Numerous location and shipping information systems, such as GPS, Loran-C, and Decca, have arisen in recent decades to improve navigational safety. Other systems, including VHF and Inmarsat, have been developed to enhance the efficiency of maritime communication on board and to transmit risk and safety-related data. Additionally, safe navigation requires systems like Navtex, EGS, DSC, Epirb, and others [1].

    The article highlights and systematizes modern and effective management instruments in the implementation of regional environmental policy. It is determined that the regional environmental policy acts as a component of the national environmental policy, which is based on environmental national and international legislation, standards and norms and contributes to the sustainable development of the region as a socio-ecological-economic system. The following groups of instruments for the implementation of environmental policy at the regional level have been identified: instruments of legal regulation (environmental legislation); environmental management instruments (environmental audit, environmental certification, environmental labeling, environmental marketing, strategic environmental assessment, environmental monitoring, environmental education) financial and economic instruments (environmental taxation, environmental payments and fees, environmental regulation, penalties for violation of environmental legislation, preferential taxes, softloans and subsidies, investment and environmental funds); instruments of intersectoral social partnership (intersectoral communication, intersectoral interaction, instruments of public influence); e-environmental management instruments (information and communication technologies). Based on the results of the expert survey, the most effective instruments for the implementation of regional environmental policy (in order of importance and influence) were identified: environmental management instruments (environmental audit and monitoring), economic instruments and intersectoral social partnership; e-environmental management instruments and such environmental management instruments as environmental marketing, certification and labeling received low scores. Statistically significant differences were revealed in the assessments of the effectiveness of instruments depending on the sphere of professional activity of experts: for the representatives of regional authorities in the field of environmental protection, the most influential instruments are strategic environmental assessment, environmental audit and public environmental control; for the representatives of public organizations in the field of ecology – environmental monitoring, environmental audit and public environmental control; for the representatives of business structures of Zaporizhzhia region – economic instruments, environmental marketing, environmentalaudit, environmental certification and product labeling; for the environmental scientists – public environmental control, environmental impact assessment, intersectoral social partnership, environmental monitoring, strategic environmental assessment. The tendencies and ways of improving the instruments for the implementation of the regional environmental policy are highlighted: development of the strategy of the national environmental policy, taking into account the regional specifics; strengthening the powers of regional environmental management bodies for control and monitoring in the field of environmental protection; introduction of environmental management system instruments in the region; strengthening the role of economic instruments, including creating conditions for the development of a „green” investment climate in the region; creation of an extensive regional environmental monitoring system; introduction of an electronic environmental management system in the region; incorporation of cross-sectoral social partnership in the field of regional environmental management with a well- -defined legal and institutional framework.
