Statistics, based on grounding incident investigations, is not always sufficient for retrieving objective information and designing comprehensive solutions for improving the ECDIS training process for deck officers and development of methods aimed at reducing the grounding incident rate and improving the effectiveness of navigation. The research studies statistics on deck officers` errors made during training on bridge simulators equipped with ECDIS and provides an analysis of errors distribution among navigators of different ranks. The study shows that in event of the EPFS (Electronic Position Fixing System) failure the likelihood of grounding increases dramatically for all deck officers, irrespective of rank and experience, despite having fully functional radar and ECDIS in dead reckoning mode.

Today’s navigation systems risk information overload and display clutter due to the multitude of available functionalities and information. Different navigational situations present differing challenges to the navigator, because of varying traffic or maneuvering conditions. This suggests that the need for information and functionalities on ECDIS and radar systems depends on the navigational situation, which was investigated by means of an online questionnaire. A sea voyage was divided into three situations, ranging from narrow maneuvering in port areas, to confined navigable waters, and open sea. N = 80 navigators completed the questionnaire. A compound priority measure was calculated to express the need for each functionality. Approximately half of the functionalities were prioritized in a situation dependent manner and substantially more functionalities were prioritized higher on ECDIS than on radar systems. The results have strong implications for aligning navigation systems more with user needs in the sense of a human-centered design approach.

The article analyses systems of electronic information resources (registers and databases) in the field of the healthcare in different countries. Not only do such systems provide information to support the treatment of patients, but they also accumulate large amounts of statistics, thus enabling their qualitative operational analysis. Electronic health systems are particularly popular in the United States, and as regards Europe, in Denmark and Norway. These countries created good conditions for the efficient introduction of new electronic information resources that would store all the accumulated information about the COVID- 19 pandemic. The aim of the article is to summarise information on the use of electronic registers and databases to create an information base for the study of the COVID-19 pandemic and its consequences in different countries, and to formulate proposals for the improvement of electronic health systems in Ukraine. On the basis of the results of their research, the authors propose a list of electronic registers that can significantly improve the analysis of both the course and the consequences of the coronavirus disease. The list includes: the register of immunisations, a specialised register of complications after the recovery from COVID-19, a register of tests for the presence of this disease or the recovery, etc., as well as a register of hospitalisation cases.

In the paper the author presents the general classification of electronic chart systems taking into consideration the following criteria: international standards, certification by classification society, used data base, updating system and certification by maritime administration.

In a connected and uncertain world, where almost two thirds of the world's population are now online, the integration of digital tools in the social and economic context is becoming a priority and an imposed choice for any organization. As a result, the strategic position of the Information System (IS) in these organizations is necessarily linked to performance. The creation of added value or net benefits through the use of these platforms becomes an ultimate and strategic objective for any organization. This study evaluates the success of the information system (IS) for electronic payment of port fees. From a quantitative approach of a hypothetico-deductive nature and using partial least squares structural equation modeling (PLS-SEM), we found that the success of the IS implies a quality of the electronic payment system, as well as the information produced influences the use and satisfaction of the users and finally these last two findings impact the individual and organizational performance of the organizations. The purpose and scope of this paper is to describe the factors to consider when determining Electronic Chart Display and Information System (ECDIS) limitation, data reliability, alarm management and ship’s safety parameter settings. For the optimum situational awareness, navigators must always recognize the level of display for objects presented when using ECDIS. The values for the safety depth and safety contour must be understood and entered to achieve a sensible and considered meaning and alarm settings. The navigators must remember that the display of underwater obstructions or isolated danger symbols can change according to the settings of this safety contour which also marks the division between navigable (safe) and non-navigable (unsafe) water. Improper management of the system may result in the anti-grounding alarms and other indications failing to activate as required for the safe conduct of the navigation. Consequently, it could give a false impression of safe waters around the vessel where some dangers may not be shown due to the limitations imposed by original chart scale. This paper recognizes the limitations of ECDIS display, the significance of appropriate safety settings as well as the alarm management recommended for passage planning & route monitoring on VLCC tankers.

This paper aims to introduce GIS, its definition, principle, application in any discipline particularly maritime, its process, data sets and features and its benefits to maritime and universities. Specifically, the paper intends to provide an overview of its wide applications in maritime including but not limited to marine transportation, marine environment, port management and operation, maritime education and training (MET) and maritime research. GIS simplest task is in mapping and visualization. But its most important function is in spatial analysis. Spatial analysis takes into account the location, geometry, topology, and relationships of geographic data, which lend itself to intelligent decision making. GIS is not just for researchers and students. GIS is especially useful for decision makers such as: managers, administrators, and directors of large and small projects. Scenarios are “seen” and analyzed even before events happen. To planners and decision makers, this is very important because they can assess the impact of events or scenario and may save a lot of time, effort, and money before implementing the actual project. An additional skill on GIS when learned or thought would certainly result to a technically competent maritime global workforce. The paper would provide ideas on possible areas for collaborations among TransNav member institutions for data sharing which may be processed and analyzed by a GIS specialist.

The paper presents the framework of usability testing of ECDIS equipment based on the IMO’s Guidelines on Software Quality Assurance and Human-centred Design for e-Navigation. By incorporating the eye tracking techniques into the procedure it was possible to measure the visual attention distribution and the cognitive work-load. The presented method could be used to evaluate usability of every e-navigation system, which is necessary to ensure that the seafarers are able to successfully perform primary operations of systems upgraded with e-navigation functions, regardless of the type and specifications of the system and users’ knowledge and experience with the system. The initial results are presented and discussed as the study is still ongoing.

Virtual electronic aids to navigation are being introduced into the present short range aids to navigation system in the form of Automated Information System radio-based aids. Research is also underway into the development of their equivalents for use in regions that feature hostile environments, are poorly charted and lack any infrastructure whatsoever to support traditional or radio navigation aids. Such aids are entirely virtual in nature and exist only as a digital data object that resides within an electronic navigation chart for display to mariners through an Electronic Chart Display and Information System. They are at present experimental in nature, and are not intended to replace existing physical or radio-based aids to navigation. Results of research are described in terms of fulfilling traditional navigation aid functions and the development of new functions that are only possible using virtual aids. Their advantages in design and implementation are highlighted, as are their limitations and shortcomings as compared to present methodologies. Notable, however, is the approach used to overcome limitations and shortcomings by considering attributes of the physical environment to ensure their proper location and display of correct characteristics. Such an approach is unique in the modern world, yet it emulates ancient methods of navigation using known landmarks and terrain features.

Besides its obvious benefits, the Electronic Chart Display and Information System (ECDIS) continues to develop as a sophisticated, complex system. With ever-growing features and the integration of external data and sources, it is nowadays normally considered as one among the compact elements forming a part of an even more complex Integrated Navigation System (INS). The ECDIS handling requires a certain level of technical knowledge and operational skills to be gained, besides the usual navigational background. In order to utilize the system efficiently and safely, the navigator has to obtain several levels of education. The Generic ECDIS Training (GT), as defined in the respective International Maritime Organization (IMO) Model Course, introduces the navigator with fundamental, required operational (however introductory) and theoretical knowledge. Apart from the GT, there is an optional, ECDIS manufacturer-approved Equipment Specific Training (EST). The latter represents a special type of training where the navigator improves its theoretical knowledge, understanding, and proficiency, together with competence demonstration on a specific approved ECDIS model. This paper elaborates the dynamics of worldwide regulations pertaining to the ECDIS Education and Training (EET) plan. The reference is given to training procedures in the Republic of Croatia, placing its educational framework in the broader context. Although it is of a non-mandatory nature, the EST is unofficially considered that way, and there is a stable and reasonable ground to consider the opinions and arguments of the navigators who prefer the EST. This is also supported by the fact that there is a large number of approved systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), ECDIS models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The survey among navigational ranks was used to support the study and to relate the existing programs with the actual navigational situation. The motivation was the consideration of the current relationship between defined EET programs, their inequalities, and the actual user needs, referring to the systematisation of the fulfillment of the system as a basic navigation tool. The selected questions referred to the possession of ECDIS certificates and basic education and knowledge, and the navigational ranks’ opinions regarding the opportunity to enhance their knowledge during the EST. The latter considered lack of standardisation (including terminology), apart from different levels of education. As expected, the answers were not uniform, revealing differences in opinion as well as in basic system interpretation. The latter could have possible causes and relation to the particular education system in the first place. The current educational framework was discussed in terms of EET enhancements and the development of the navigation curricula. The study results have been presented and discussed systematically, leading to observations on the potential safety of navigation improvement.

The paper presents the processing of EGNOS integrity data received either directly from the satellite network or the Sisnet internet relay. Relationship between the individual frames in EGNOS messages has been described. Usefulness of these data was indicated by the three examples. In the first example data form EGNOS was used to compare integrity parameters and the calculated position error. In further examples the simulated position with error and calculated integrity parameters were implemented together. The results were presented in two ways: with use of dedicated program which presents only ship contours (the one not covering GNSS uncertainty and the one covering this uncertainty called Marine Vessel Protection Area) and as a layer in existing ECDIS.

Practical factor of information resources processing in electronic content commerce systems (ECCS) is related to solving problems with increase in content amount on Internet, active development of e-business, rapidly spreading Internet accessibility, information products and services extension set, increasing demand for content. The aim was to developmethods and software of information resources processing to improve the efficiency of ECCS due to increased sales of content. Article is devoted to the standardized methods and software development of information resources processing in ECCS. In this paper an actual scientific problem of development and research in methods and means of information resources processing ECCS was solved with use of designed classification, mathematical providing and software and generalized ECCS architecture. ECCS classification was researched and improved on the basis of analyzing and evaluating of such systems. It made possible to determine, detail and justify choice of their functional possibilities for content lifecycle designing. The task of developing methods and software formation, management and support of information products resolved with a theoretically grounded concept by automating information resources processing in ECCS to increase content selling for constant user, by involvement of potential users and expanding the boundaries of the target audience.
