    Opis:
    Purpose: The research paper presents the issues of voting with the use of electronic communication, with emphasis on the mechanisms of granting, withdrawal and recovery of permissions covered by biometric methods. Design/methodology/approach: The work presents a theoretical model. Findings: The proposed solutions ensure compliance with the basic requirements for e-voting, including verification of permissions, ensuring the secrecy of the vote and the possibility of verifying the vote cast by the voter. Practical implications: The presented model of granting, withdrawal and recovery of voters’ permission can be used as a part of practical electronic voting systems. Originality/value: The authors presented a conceptual model of the use of biometrics to grant rights. The authors have not encountered in literature any examples of the use of biometrics for this purpose. Actually, anyone practically used system does not use biometry in the described scope.

    One of the most apparent signs of the crisis of the democratic system is a systematically decreasing turnout level in national and supranational elections and referenda. In reports and analyses concerning the level of political participation, experts more and more frequently notice a decreasing tendency of the citizen’s involvement in numerous types of elections. As Ola Pettersson points out, “according to the sources, less and less citizens appear at the ballot boxes”. Jacek Raciborski indicates that one of the most signifi cant consequences of the low citizen’s participation at the election procedures is the considerable legitimacy deficit. A number of countries attempt to prevent these phenomena from happening by undertaking various actions aimed at increasing the level of citizens’ involvement in political life (notably by increasing their participation in elections). That would infl uence the growth of the legitimacy level of the undertaken political decisions. It is worth noticing, that apart from the commonly used ways of increasing election attendance (such as correspondence voting, mobile ballot boxes), over the last few years politicians in many countries have had numerous discussions aimed at the implementation of electronic voting (e-voting). Its followers claim that thanks to e-voting, election and referenda turnout may be increased, as this method enables disabled people and people who are abroad to take part in elections. Furthermore, a considerable advantage of e voting, compared to traditional voting in polling stations is of greater convenience than the former. The aim of the following text is to attempt to provide an answer to the question whether electronic voting can be treated as a panacea for low election turnouts, whether this form of voting may be a warranty of a higher level of voter’s attendance than before. In the article, the author bases on the experience connected with e voting in two European countries – Estonia and Switzerland, which can be referred to as the pioneers in the use of e voting.

    This article presents tests of information democracy process model. Its basic forms were defined as – direct, semi-direct, open source democracy. Following subjects were analyzed: electronic voting, on-line election, on-line referendum, electronic parliament and other process models of information democracy. The paper presents the opportunities and benefits to the citizens in the sphere of information, including the management process and the political system.
    В статье рассмотрена процессуальная модель информационной демократии. Определены основные ее формы – прямая, полупрямая, демократия с открытыми кодами. Проанализированы электронное голосование, э-выборы, референдумные голосования онлайн, э-парламент и другие виды процессуальной формы информационной демократии. Определены их особенности и преимущества, которые они предоставляют информационному гражданину в управление государственными делами и управлении политической системой.

    W wyniku rozprzestrzeniania się koronawirusa SARS-CoV-2 w debacie politycznej powrócono do rozmów nad wdrażaniem alternatywnych metod głosowania dostępnych dla wszystkich obywateli. Jedną ze zdalnych metod oddawania głosu jest głosowanie za pośrednictwem Internetu. Dotychczas jedynie Republika Estonii gwarantuje taką możliwość uczestnictwa w wyborach powszechnych swoim obywatelom. Poniższa praca może stanowić istotną platformę do określenia kierunków zmian potrzebnych do wdrożenia procedury e-votingu zarówno z prawnego punktu widzenia, jak również społecznego czy technicznego.
    As a result of the spread of the SARS-CoV-2 coronavirus, the political debate resumed discussions on the implementation of alternative voting methods accessible to all citizens. One of the remote methods of voting is e-voting. So far, only the Republic of Estonia guarantees this possibility to participate in general elections to its citizens. The work below may constitute an important platform for determining the directions of changes needed to implement the e-voting procedure from a legal, social and technical point of view.

    The article presents the results of the analysis of the political news about electronic voting published on YouTube. The purpose of the research is to reveal an attitude towards electronic voting that is formed in YouTube videos, because it is a powerful channel for forming public opinion. In the focus of attention there are four countries that have made the electronic voting a widely used practice (Belgium, Estonia, Switzerland and Russia). The author bases his research on the hypothesis that the decision of a voter to take part or not to take part in elections will be influenced by the information he or she has learnt about electronic voting from the news – especially attitudes towards the voting, expressed by other users of YouTube. The research results demonstrate that in Belgium the electronic voting is treated neutrally, while in Estonia and Switzerland it is positively regarded. As for Russia, the attitude is negative

    The article concerns the social and economic aspects associated with the possibility of e-voting. The term vote author understands the conduct of elections to the parliament or Senate, presidential elections, the local elections, referendums, etc. The article is an attempt to assess whether it would be reasonable to introduce new capabilities and new ways of voting.

W ramach niniejszego artykułu zostaną przedstawione wybrane aspekty głosowania realizowanego w pełni drogą elektroniczną. Opisano w nim główne zagrożenia i problemy związane z wykorzystaniem elektronicznych kart do głosowania, nadawaniem uprawnień głosującym oraz elementów silnej kryptografii.
    Electronic voting is a form of voting which uses electronic tools of communication. This form of voting may be aided by the visualization of results, supported by electronic or fully carried out electronically via the Internet. This paper present selected aspects of voting carried out fully electronically.
