Elec- tronic government is a standing characteristic of the actively developing countries. A major role in the process of rapid development of state – governance activity is to intensify the governance process through ICT. There have been given the examples of modern foreign and domestic experience of electronic governance development. There have been drawn the conclusions regarding main problems that put the brakes on the electronic governance development in Ukraine and there have been offered ways to overcome them.

Opis:
The article deals with identifying and studying factors influencing the formation and development of digital business according to correlation analysis in order to simulate its development. It proves the relationship between digital business, imports of goods and services and employment rate. The model of digital business development is created. Excluding factors with low correlation based on Pearson’s coefficient and multicollinear factors, the authors create a two-factor model of digital business development. Using trend forecast values of the chosen factors, digital business development forecast is carried out. Autocorrelation of residuals is detected and the simulation modelling is performed.

Opis:
Fast development of electronics in recent years causes that the number of various kind electronic systems is still growing. This causes also that requirements concerning tests of electromagnetic compatibility (EMC) of whole vehicles as well as their electric/electronic subassemblies become more significant. In this paper, the most important requirements of international regulations in the range of EMC, i. e., ECE UN Regulation No. l0 and EU Directive 2004/104/EC, have been outlined. Moreover, results of investigations of electric field strength inside of three chosen vehicles have been presented. The tests have been performed, according to Directive 2004/104/EC, in an absorber-lined shielded chamber in thefrequency band 20MHz to 2000MHz and at the electric field strength in the reference point equal to 30V/m. The most important results of these investigations have been presented in the form of graphs of electric field strength distribution in various points of tested vehicles. Individual electric/electronic devices o f a vehicle are exposed to electromagnetic field with a very wide range of values of electric field strength - depending upon a device position in a vehicle, vehicle type and antenna polarization. Values of electric field strength inside of a vehicle may essentially exceed the values recommended by standards for immunity tests of electric/electronic subassemblies.

It also presents the benefits and difficulties of using these types of new technologies. Electronic documents are a type of document that exists only in digital form. These electronic documents are the information product of the latest electronic information technologies such as Internet technologies, WWW technologies, multimedia. Electronic document circulation is known as a system of electronic document management, the relations between the participants of which are regulated by national law and other regulatory legal acts. On the basis of international legislation and legislation of foreign countries, the analysis of the essence and content of electronic document circulation is carried out, the legal relations that make up this concept are defined, the concepts and use of electronic documents and electronic signatures are studied. The unification of rules on electronic documents and their use in contractual relations are the cause of economic and legal issues. The article examines and conducts a comparative analysis of the features and effectiveness of the laws of United Nations Commission on International Trade Law (UNCITRAL), the directives of the European Union and the Convention laws in the emergence of electronic document management.

Rozporządzenie e-IDAS to nowy akt europejski kompleksowo regulujący zagadnienia związane z usługami zaufania i identyfikacją elektroniczną. Poszerza ono katalog usług zaufania, wprowadza jednolitą terminologię we wszystkich państwach członkowskich UE, nowe standardy, a także obowiązek uznawania i akceptacji podpisów oraz pieczęci elektronicznych w państwach członkowskich UE. Ma to na celu podniesienie poziomu bezpieczeństwa usług zaufania i zwiększenie popularności tych usług wśród obywateli UE.
The e-IDAS Regulation is a new European act that comprehensively regulates the issues concerned with trust services and electronic identification. The e-IDAS Regulation broadens the catalogue of trust services, introduces uniform terminology and new standards in all European Union’s Member Countries, it introduces the obligation to recognize and accept the electronic signatures and seals in European Union’s Member Countries. The main goal is to increase the security level of trust services and to increase the popularity of these services among citizens of the European Union.

The EU regulations concerning electronic money evolved heavily since the beginning of 21st century. The first e-money directive (EMD) was largely unsuccessful as an attempt to regulate this market, partly because of the unclear definition of the phenomenon. The second directive (EMD2) gives more freedom to the market participants and lowers the barriers of entry. Poland still has not fully harmonised its internal rules with the EMD2. It affected negatively the development of electronic money in Poland, forcing the institutions to choose other forms of activity. The expected changes in e-money regulations will form an impulse to the development of electronic money systems. The local entities however will face strong competition from outside the country and will have to find their own market niches. The most lucrative e-commerce niches are already occupied by large multinational schemes, so the most successful way to win the market will be based on innovation.

The study aims to determine the impact of high school students’ socio-demographic characteristics from Podkarpackie Voivodeship on the level of use of modern forms of payment and banking services and to assess the security levels of these tools. The data was obtained through a survey where the research tool was a questionnaire conducted among students. The study of the literature on the subject and reports from other studies on similar topics were used. Research has shown that socio-demographic characteristics influence the level of use of some modern payment and banking services such as secure online payments, mobile applications for online shopping and electronic banking. Young male respondents expressed higher ratings for mobile banking security as well as for electronic payments. Similarly, the level of parents’ education was associated with an increase in students’ positive assessment of the security of mobile banking and electronic payments. The results suggest a need to increase financial knowledge and awareness among young people and their parents in modern forms of payment and banking services.

This study focuses on the new procedure of electronic deliveries in administrative jurisdictional proceedings, as regulated by the provisions of the Code of Administrative Procedure. The primary research objective was to describe de lege lata the modes of individual deliveries, indicating their mutual hierarchy, while also addressing several issues related to the relationship between the Code and the Act on Electronic Deliveries. Both normative acts necessitate co-existence, and thus determining which of them and in which situational variants will be qualified as lex generali. This task is by no means facilitated by the fact that the characteristics of the framework regulation can be found in the Code, while the Act “model” regulates the rules of communication involving public entities. The main thesis presented in the study underscores the need for a systemic interpretation of the provisions of the latter Act. The author also believes that the definition of the scope of exclusions from the application of the Act was not designed appropriately. The issues raised have not been the subject of articles thus far.

The main purpose of our paper is to characterise the electronic currency named bitcoin and discuss its potential role in the global financial market. In order to reach our goal we first present two approaches of defining bitcoin, and then explain the process of its issue and turnover in Internet. Based on our findings, the advantages and disadvantages of using the digital currency are then identified. Later we present a short market history of bitcoin, in which we concentrate on the events crucial for its growth. It helps us to identify and systematise the determinants of market development. We divide those determinants into three groups: macroeconomic, legal and social, and conclude that bitcoin is an alternative payment method which has a chance to become a legal virtual currency in the future.
Niniejszy artykuł ma na celu przybliżenie istoty bitcoin oraz jest próbą odpowiedzi na pytanie, jaką rolę elektroniczna moneta odegra na globalnym rynku finansowym w przyszłości. W pierwszej kolejności w artykule przedstawiono dwa sposoby definiowania bitcoin oraz mechanizm emisji tej monety i obrotu w Internecie. Na tej podstawie wyodrębniono zalety i wady elektronicznej monety w kolejności ich ważności. Następnie zaprezentowano dotychczasową genezę rynku bitcoin, co pozwoliło na zidentyfikowanie i uszeregowanie determinant jego rozwoju. Wśród nich za najistotniejsze uznano ograniczoną podaż bitcoin i rosnący nań popyt, pogłębianie się globalnego kryzysu zadłużeniowego, stopniowe wprowadzanie przejrzystych regulacji prawnych, utrzymanie wiarygodności dotyczącej emisji monet oraz rosnącą akceptację tej formy płatności przez użytkowników Internetu. Na koniec rozważań o bitcoin przedstawiono możliwe zastrzeżenia zgłaszane przez biernych obserwatorów rynku, które wciąż pozostają bez jednoznacznej odpowiedzi. W podsumowaniu przyjęto stanowisko pośrednie, nadające bitcoin status nowatorskiego wynalazku, który dzięki swojej hybrydowej naturze może być pierwszym krokiem do pieniądza przyszłości.

XXI wiek to początek rewolucji w informatyzacji rachunkowości, która jest związana z elektronicznymi dowodami księgowymi, ich podpisywaniem, dekretowaniem oraz przechowywaniem. Obecnie większość dowodów księgowych ma jeszcze tradycyjną, papierową formę, choć z drugiej strony praktycznie wszystkie dowody księgowe są tworzone w środowisku informatycznym (na komputerze), czyli mają postać elektroniczną w momencie, gdy są tworzone. Rozporządzenie eIDAS, które weszło w życie w 2016 roku, stworzyło podstawy prawne do zmiany tradycyjnego dokumentu papierowego na dokument elektroniczny, a budowanie zaufania do transakcji elektronicznych ma olbrzymie znaczenie dla rozwoju gospodarczego i społecznego. W ślad za tymi zmianami muszą podążać zmiany w przepisach i praktyce rachunkowości, gdyż dokument księgowy odgrywa kluczową rolę w rachunkowości. Niniejszy artykuł przedstawia oryginalne omówienie konsekwencji wynikających z Rozporządzenia eIDAS w zakresie przepisów prawnych dotyczących dokumentów księgowych w rozumieniu rachunkowości. Głównym celem artykułu jest uzasadnienie tezy, że elektroniczne dokumenty księgowe w rozumieniu eIDAS staną się wkrótce dominującym sposobem dokumentowania operacji gospodarczych, a ich skuteczne wdroże-nie wymaga zmian przepisów dotyczących dokumentów źródłowych w ustawie o rachunkowości oraz wprowadzenia narzędzi komputerowych służących do ich procedowania wewnątrz jednostki.
The 21st century is the beginning of a revolution in computerization of accounting, which is associated with electronic accounting documents, their signing, account assignment and storage. Currently, most accounting documents still have traditional paper form, but on the other hand, virtually all accounting documents are created in an IT environment (on a computer), and therefore they have electronic form when they are being created. The eIDAS Regulation, which entered into force in 2016, provided the legal basis for changing a traditional paper document into an electronic document, as building trust in electronic transactions is of great importance for economic and social development. These changes must be followed by changes in legal regulations and practice, as the accounting document plays a key role in accounting. This paper contains an original discussion of the consequences of the eIDAS Regulation regarding legal regulations on accounting documents. The main purpose of the article is to support the thesis that electronic account-ing documents as defined by eIDAS will soon become the dominant way of documenting business opera-tions, and their effective implementation requires changes to the provisions regarding source documents in the Accounting Act and the introduction of special computer tools for their handling within the unit.

The aim of the article is to present the results of research concerning the utilisation of different aspects of electronic commerce and business in Polish e-shops, based on a number of comparative analyses performed for the years 2009-2011. Some of the presented data concern also the year 2008. The most important aspects covered by the analyses are: international trade and exports of Polish e-shops, marketing aspects of online businesses, the infrastructure and safety of Polish e-shops, their financial results, and also actions planned in order to minimise the effects of the economic crisis. The main conclusions drawn from these analyses, as well as predictions for the future for the Polish e-market, are also presented.

The term vote author understands the conduct of elections to the parliament or Senate, presidential elections, the local elections, referendums, etc. The article is an attempt to assess whether it would be reasonable to introduce new capabilities and new ways of voting.

Background. Electronic cigarettes as possibly healthier alternative to conventional cigarettes are gaining popularity worldwide, although they are still hazardous to human health. Partly it is caused by unregulated advertising and online sales. Unfortunately it is more and more popular for youth to try electronic cigarettes. Objective. The aim of the study was to assess the marketing claims used by Polish websites offering electronic cigarettes Material and Methods. A search using Google search engine was performed in July 2015 for two keywords: e-papierosy [e-cigarettes] and elektroniczne papierosy [electronic cigarettes]. First 150 websites (15 pages) were listed. After initial review 86 pages met all inclusion criteria and were included in the study. Pages were searched for presence of 13 selected marketing claims as well as age-related warning and any social websites connections. Results. Age-related warning was present on only 33.72% (n=29) websites. Two thirds has its own Facebook fan-page with average 1922.09 ± 3634.86 likes. Articles about health are available on 10.46% (n=9) websites, 53.49% (n=46) states that e-cigarettes are healthier than conventional ones, 39.53% (n=34) emphasized that during usage of e-cigarettes no tarry substances are produced. Two pages had special article in which conventional and electronic cigarettes were compared. Almost half (44.19%) remarked that e-cigarettes are cheaper in usage than conventional, one third pointed out the simplicity of usage. 32.56% advertised e-cigarettes as aid in quitting smoking. One fourth stated that e-cigarettes are harmless for surroundings. 33.72% marketed them as a way of bypassing public smoking act. 56.98% remarked the variety of liquid tastes offered. Conclusions. Electronic cigarettes and their rising popularity create another new possible threat for public health as the widely available information emphasize safety of e-cigarettes usage and as their availability and usage is not limited or restricted by law.
Wprowadzenie. Elektroniczne papierosy (e-papierosy) jako prawdopodobnie mniej szkodliwa alternatywa dla konwencjonalnych papierosów zyskują coraz większą popularność na świecie, chociaż są szkodliwe dla zdrowia. Częściowo, jest to wynikiem braku regulacji prawnych odnoszących się do reklamowania i sprzedaży internetowej e-papierosów. Niestety, korzystanie z e-papierosów staje się coraz popularniejsze także wśród młodzieży. Cel badań. Celem badania było określenie i analiza praktyk i twierdzeń marketingowych używanych przez polskie sklepy internetowe oferujące e-papierosy. Materiał i metody. W lipcu 2015 z pomocą polskiej wersji wyszukiwarki Google wykonano zapytanie na hasła: e-papierosy oraz elektroniczne papierosy. Pierwsze 150 wyników (15 stron wyników) wypisano. Po wstępnym przejrzeniu 86 stron spełniało wszystkie warunki włączenia do badania. Przeprowadzono analizę stron pod kątem obecności 13 twierdzeń lub technik marketingowych oraz połączeń z mediami społecznościowymi, jak również ograniczenia wiekowego w dostępie do strony. Wyniki. Ograniczenie wiekowe w dostępnie do e-papierosów znaleziono na 29 (33.72%) stronach. Dwie trzecie stron miało fanpage na Facebooku (średnio 1922.09 ± 3634.86 polubień). Artykuły o zdrowiu były dostępne na 10.46% (n=9) stron. Na 53.49% (n=46) stron znaleziono twierdzenie, że e-papierosy są zdrowsze od papierosów tradycyjnych, 39.53% (n=34) stron podkreślało brak substancji smolistych. Dwie strony miały specjalny artykuł porównujący elektroniczne i tradycyjne papierosy. Niemal na połowie analizowanych stron (44.19%) przedstawiano e-papierosy jako tańsze w użytkowaniu, a na jednej trzeciej jako bardzo proste w użyciu. Na 32.56% stron reklamowano e-papierosy jako pomoc w rzucaniu palenia. Jedna czwarta stron zawierała twierdzenie o nieszkodliwości e-papierosów dla otoczenia. Na 33.72% stron reklamowano je jako sposób na obejście zakazu palenia w miejscach publicznych. Na 56.98% stron podkreślano różnorodność dostępnych smaków e-papierosów. Wnioski. Rosnąca popularność elektronicznych papierosów jest nowym zagrożeniem dla zdrowia publicznego, tym bardziej, iż powszechnie dostępne informacje podkreślają wysoki profil ich bezpieczeństwa, a dostępność i używanie nie jest ograniczone.
