    The International Maritime Organization (IMO), through its Maritime Environmental Protection Committee (MEPC), has been carrying out substantive work on the reduction and limitation of greenhouse gas emissions from international shipping since 1997, following the adoption of the Kyoto Protocol and the 1997 MARPOL Conference. While to date no mandatory GHG instrument for international shipping has been adopted, IMO has given significant consideration of the matter and has been working in accordance with an ambitious work plan with a view to adopting a package of technical provisions. Beside the efforts undertaken by IMO, it is assumed that e.g. optimized manoeuvring regimes have potential to contribute to a reduction of GHG emissions. Such procedures and supporting technologies can decrease the negative effects to the environment and also may reduce fuel consumption. However, related training has to be developed and to be integrated into existing course schemes accordingly. IMO intends to develop a Model Course aiming at promoting the energy‐efficient operation of ships. This Course will contribute to the IMO’s environmental protection goals as set out in resolutions A.947(23) and A.998(25) by promulgating industry “best practices”, which reduce greenhouse gas emissions and the negative impact of global shipping on climate change. In this paper the outline of the research work will be introduced and the fundamental ideas and concepts are described. A concept for the overall structure and the development of suggested detailed content of the draft Model course will be exemplarily explained. Also, a developed draft module for the model course with samples of the suggested integrated practical exercises will be introduced and discussed. The materials and data in this publication have been obtained partly through capacity building research project of IAMU kindly supported by the International Association of Maritime Universities (IAMU) and The Nippon Foundation in Japan.

    The essence of staffing of local governments is clarified in the work. It is substantiated that this is a system of principles, forms and methods of forming the necessary qualitative and quantitative composition of local governments, aimed at improving human resources and their effective use. The mechanism of staffing of local authorities effective functioning is offered, the feature of which is the inclusion of the processes of formation and realization. As a target orientation of the mechanism of staffing of local governments, their effective functioning is defined by achieving a certain goal to increase the level of life of the territorial community. The use of the qualimetric approach for construction of the optimum scenario of staffing of effective functioning of local governments is substantiated. The scheme of construction of qualimetric model of an estimation of quality of staffi ng of eff ective functioning of local governments is developed. It is determined that the quality of staffi ng of local governments is determined by analyzing the factors that have the greatest impact on of local governments staffi ng. As part of the study of the Merefa city united territorial community (Kharkiv region) the proposed qualimetric model was tested. Visualization of the level of quality of staffing of Merefa UTC in terms of functional processes allowed to determine that such functional processes as staff motivation and incentives, as well as staff development, professional development are the most important areas for improving the staffing process. The results of the sociological survey confirmed the important role of the level of competence of employees of executive bodies and the level of remuneration in the context of improving the efficiency of UTC. The proposed qualimetric model for assessing the quality of staffing allows not only to determine the effectiveness of local governments staffing, but also to identify those functional processes that require the most attention in terms of improving the functioning efficiency.

    The continuing surge in commercial vessel sizes is putting increasing pressures on the world’s port authorities to adopt effective expansion strategies to ensure that their asset is able to meet growing capacity demands. Among the key challenges is to assure that correct strategic planning and operational measures are adopted to guarantee safe and efficient traffic not only through its shipping channel, but also at the port berthing facilities. DHI and FORCE TECHNOLOGY have collaborated to develop a novel physics-based vessel traffic management system named NCOS ONLINE. It is capable of taking into account of any relevant vessel constraints such as under-keel clearance (UKC), maneuverability and berth configuration that may constrict the movement of vessels through the channel or operability at berth, facilitating scenario planning and capacity assessment of proven unparalleled accuracy. The system incorporates the accuracy of high-end Full Mission Bridge Simulators with regards to vessel response under power and at berth. The underlying computational engines uses a powerful 3D panel method for vessel response calculations in combination with highly detailed environmental data such as wind, waves and hydrodynamics (water level and currents) simulated by use of MIKE Powered by DHI’s recognized and scientific based computational models. The modular and integrated framework-based system has already been adopted by numerous port authorities, terminal operators and pilots worldwide for strategic port planning, design and 24/7 operational vessel traffic management. The paper focus on presenting the underlying equational framework and validation of the underlying physical response engines and provide a brief introduction to how they are integrated and operated through a series of user-friendly web dashboards.

    W artykule przedstawiono bazę danych charakterystyk energetycznych i operacyjnych budynków użyteczności publicznej jako skuteczne narzędzie informacyjno-techniczne wdrażania polityki energooszczędnej modernizacji budynków. Na podstawie wyników państwowego projektu pilotażowego utworzenia bazy budynków rządowych i budynków wojewódzkich urzędów administracji w artykule zaproponowano wykaz potencjalnych użytkowników bazy w przypadku jej skalowania i na inne typy budynków do poziomu krajowego. Autor określił pożądane elementy konstrukcyjne bazy budynków, źródła informacji do wypełnienia. Na podstawie odpowiednich doświadczeń zagranicznych wskazano strategiczne perspektywy rozwoju bazy budynków, przedstawiono zasady jej prowadzenia. Określono multiplikatywny efekt wdrożenia krajowej bazy budynków i dalsze kierunki badań.
    В статье представлена база данных энергетических и эксплуатационных харак- теристик общественных зданий как действенный информационно-технический инструмент внедрения политики энергоэффективной модернизации зданий. Основываясь на итогах государственного пилотного проекта создания базы правительственных зданий и зданий областных государственных администраций, в статье предложен перечень потенциальных пользователей базы в случае ее масштабирования и на другие типы зданий до уровня национальной. Автором определены желаемые структурные элементы базы зданий, источники инфор- мации для наполнения. На основании соответствующего зарубежного опыта обозначены стратегические перспективы развития базы зданий, представлены принципы ее ведения. Определены мультипликативный эффект внедрения национальной базы зданий и дальнейшие направления исследований.
