Efficiency as a general description of the ownership of any system from the cognitive point of view is defined as the way of reaching a goal with an objectively expressed degree including expenditures for energy, technical and time resources. A given material uses the method of testing the effectiveness of the system by analyzing the target structure resulting from the determination and participation of the impact to assess the main goal in the entire structure of all elements of the system.

The new urban transport paradigm should be based on the following premises: A need for improving mobility for handicapped and elderly people; Quick development of ICT, smart cities idea and eco-mobility services; A need for applying in transport sector the RER rule, i.e. resilience, efficiency and remanufacturing; ARTS (Autonomic Road Transport Support Systems) development. Presented draft of a new urban transport paradigm shows the vision of transport system functioning in the future. It can be used also as a new research agenda for the EU Framework Programs in science.

Opis:: W artykule omówiono problem tzw. efektu skali w transporcie, zwłaszcza w transporcie drogowym. W praktyce jest wiele czynników, wpływających na efektywność tej gałęzi gospodarki. W większości są to czynniki zewnętrzne, niezależne od przedsiębiorstw transportowych. Ich udział jest szczególnie wysoki w sektorze drogowym. Co więcej, bardzo trudno uzyskać korzyści skali z powodu ograniczonej ładowności pojazdów. Celem artykułu jest przedstawienie praktycznych determinant efektywności ekonomicznej transportu drogowego oraz czynników umożliwiających osiąganie korzyści skali.
The paper discusses the problem of the so called “scale effect” in transport, especially in the road transport. In practice the are many factors, which influence the effectiveness in this branch of the economy. Mostly these are external factors independent of transport enterprises. The share of such factors is especially high in the road sector. What’s more it is very difficult here to obtain the benefits of scale due to the limited load capacity. The goal of the paper is to present practical determinants of the economical effectiveness of the road transport and factors enabling the obtaining scale effects.

Opis:: There is a need for vehicle relocation, whether for delivering new vehicles to their selling destinations, pulling inoperative or damaged vehicles out of traffiic, or removing illegally parked vehicles from the street. The relocation of illegally parked vehicles in the City of Zagreb is done by constantly monitoring parked vehicles or through citizen telephone alerts. The paper analyses the vehicle relocation service of the Zagrebparking company, which, in addition to overseeing car park management in public car parks and garages, is in charge of removing illegally parked vehicles. Due to the cyclic nature of its operations, a high share of empty rides, high vehicle investment costs, small quantities of cargo transported, high fuel prices, and high fuel consumption in the urban environment, Zagrebparking’s Vehicle Relocation Department operates with unnecessarily high costs. In this paper, vehicle relocation efficiency is analysed by presenting indicators of vehicle utilisation as part of a systematic evaluation of the company. Improvements to the current service are also provided.

Opis:: The development of transport infrastructure and increasing the efficiency of transport services are major factors of economic growth. The concept of transport accessibility can be analysed in various aspects. This article focuses on the accessibility of freight transport by road and rail, measured with infrastructure equipment. The primary objective of this study is to determine the efficiency of selected European countries in 2000, 2005 and 2010 in terms of transport accessibility for given expenditures and results. The efficiency will be measured with the Data Envelopment Analysis, which assesses the efficiency with which a given economy transforms expenditures into results. The hypothesis assumes the existence of differences between the efficiency in terms of transport accessibility in European countries and a possibility to increase this efficiency by using the experience of countries with a high efficiency level.

Opis:: Posiadając dane ilościowe i jakościowe, podjęto próbę zbadania zależności i związków zachodzących między rozwojem transportu a efektywnością wykorzystania zasobów paliwowych, co stanowiło zasadniczy cel artykułu. Przeprowadzona analiza pozwoliła stwierdzić, że transport drogowy zyskał obecnie szczególny status w życiu codziennym społeczeństwa. Wzrost mobilności mieszkańców Europy spowodował, że samochody osobowe są aktualnie w największym stopniu odpowiedzialne za potrzeby energetyczne transportu drogowego. Stało się tak mimo poprawy efektywności energetycznej tych samochodów oraz wzrostu przewozów towarowych. Prognozowany wzrost przewozów towarowych spowoduje dalsze zmiany w strukturze zużycia energii przez transport samochodowy. Poprawa efektywności energetycznej transportu osobowego i ciężarowego nie zrównoważy wzrostu zapotrzebowania na energię w transporcie drogowym. Przedstawione powyżej prawidłowości wyznaczają kluczowe wyzwanie stojące przed systemem transportowym – sprostanie ciągle rosnącemu zapotrzebowaniu na energię.
With quantitative and qualitative data, and knowing, at a glance, goal, it was an attempt to examine the relationship between the development of road transport and the efficiency of resource use. The analysis has shown that road transport now gained a special status in people’s daily lives. The increased mobility of European citizens caused the greatest responsibility for the transport of energy. This spite of improving the efficiency of these cars and freight transport growth. The projected continued growth of freight transport will contribute to the further changes in the structure of energy consumption by road transport. Despite the high growth rate of energy efficiency improvement of truck drives, the share of demand for fuel by those vehicles will increase in total fuel demand for road transport sector. At the same time the energy consumption of cars will reduce its share in total fuel needs transport. Improvmrnt of energy efficiency of passenger and truck will not offset the increase in demand for energy in road transport. The above regularities define a key challenge facing the transport system – meeting the ever growing demand for energy.

Opis:: The tasks of transport systems include the realization of the assigned transport tasks by the utilization subsystem comprised of elementary subsystems of the man - technological object (driver - vehicle) type. In order to assure the appropriate realization of the transport task it is necessary to maintain the required number of vehicles at the state of task worthiness. It is achieved as a result of the realization of service and repair processes at the logistics subsystem posts. In case of the transport system, the task assigned to the logistics subsystem is determined by the number of technological objects (vehicles) which should be serviced as well as the length of the time interval during which they are to be serviced. The task determined in this way is realized by teams of specialists at each logistics subsystem post, equipped with appropriate devices and tools. One of the methods of the evaluation of the level of the realization of worthiness is defining the efficiency of the logistics subsystem posts. The article presents the model of defining the efficiency of logistics subsystem posts in the transport system. The presented model measures the efficiency of the logistics subsystem through the probability ofservicing of the required number of vehicles over an assigned time interval. The obtained characteristics have been presented in general terms as well as for exponential and Erlang distributions. Then, for the utilization data obtained from the tests conducted in an existing transport system, the values ofanalyzed characteristics were defined. The presented results are the effect of research conducted as part of a larger research project pertaining to the creation of a decision-making model of controlling the availability of a transport system.

Opis:: In the systems of the exploitation of means of transport in order to assure correct carrying out of the assigned transport tasks, it is necessary to maintain the required number of vehicles in the state of task availability. It is obtained as a result of carrying out of service and repair processes at the traffic maintenance subsystem posts. From the point of view of the effectiveness of the operation of the systems of the exploitation of means of transport, the damaged technological objects should be serviced in the shortest possible time. In the case of the system of the exploitation of means of transport the task of the traffic maintenance subsystem is the servicing of the required number of damaged means of transport over the assigned time interval defined by the transport task timetable. One of the methods of the evaluation of the degree of carrying out of the processes at the traffic maintenance subsystem posts is defining the efficiency of the posts of the subsystem. This paper presents the method of defining the efficiency of traffic maintenance subsystem in the system of the exploitation of means of transport measured by the probability value of servicing of the required number of technological objects over the assigned time interval. The resulting characteristics were presented on a general basis as well as in the form of exponential distribution and Erlang distribution. Moreover, for the utilization data obtained in tests carried out in an actual means of transport system the values of the analyzed characteristics were defined. The evaluation of the efficiency of the traffic maintenance subsystem posts may serve as the basis of decision making as to the change of the number and type of the used service and repair posts in the tested system as well as modification of the carried out exploitation strategy. The suggested method may be used for individual post, a group of posts of a given type as well as for a subsystem of traffic maintenance analyzed as a whole.
W systemach eksploatacji środków transportu, w celu zapewnienia prawidłowej realizacji przydzielonych zadań przewozowych, konieczne jest utrzymywanie wymaganej liczby pojazdów w stanie zdatności zadaniowej. Uzyskiwane jest to w wyniku realizacji procesów obsługowo-naprawczych na stanowiskach podsystemu utrzymania ruchu. Z punktu widzenia efektywności działania systemu eksploatacji środków transportu, uszkodzone obiekty techniczne powinny zostać uzdatnione w możliwie najkrótszym czasie. W przypadku systemu eksploatacji środków transportu, zadaniem podsystemu utrzymania ruchu jest uzdatnienie wymaganej liczby uszkodzonych środków transportu, w przeznaczonym na ten cel przedziale czasu, określonym harmonogramem realizowanych zadań przewozowych. Jednym ze sposobów oceny stopnia realizacji procesów na stanowiskach podsystemu utrzymania ruchu jest wyznaczenie wydajności stanowisk tego podsystemu. W artykule przedstawiono metodę wyznaczania wydajności stanowisk podsystemu utrzymania ruchu w systemie eksploatacji środków transportu, mierzonej wartością prawdopodobieństwa uzdatnienia wymaganej liczby obiektów technicznych w przeznaczonym na ten cel przedziale czasu. Opracowane charakterystyki zostały przedstawione w sposób ogólny oraz dla rozkładu wykładniczego i rozkładu Erlanga. Następnie dla danych eksploatacyjnych, uzyskanych z badań przeprowadzonych w rzeczywistym systemie eksploatacji środków transportu, wyznaczono wartości analizowanych charakterystyk. Ocena wydajności stanowisk podsystemu utrzymania ruchu może stanowić podstawę podjęcia decyzji o zmianie liczby i typu stosowanych stanowisk obsługowo-naprawczych w badanym systemie oraz modyfikacji realizowanej strategii eksploatacyjnej. Zaproponowana metoda może być zastosowana zarówno dla pojedynczego stanowiska, zespołu stanowisk danego typu oraz dla podsystemu utrzymania ruchu analizowanego jako całość.

Opis:: Celem artykułu jest zaprezentowanie kolejnego etapu wyników badań ankietowych dotyczących stosowania empowermentu w komunikacji interpersonalnej i organizacyjnej w pracy zawodowej pracowników i kadry kierowniczej w organizacjach. Upełnomocnienie pracowników i kadry kierowniczej w pracy zawodowej odbywa się również w takich obszarach jak: sprawność komunikacji interpersonalnej, techniki i formy komunikacji interpersonalnej oraz bariery sprawności komunikacji interpersonalnej w pracy zawodowej pracowników i kadry kierowniczej w organizacjach. Badania uwiarygodniają wcześniej postawioną tezę, iż pracownicy partycypując w rolach kierowników: interpersonalnej, informacyjnej i decyzyjnej przyczyniają się do podniesienia sprawności funkcjonowania organizacji oraz identyfikują się z jej celami.
Presenting the next stage of results of the questionnaire survey concerning applying is a purpose of the article empowerment in the interpersonal and organizational communication in the career of employees and the senior staff in organizations. Authorizing employees and the senior staff in the career also takes place in such areas as: fitness of the interpersonal communication, the technique and the form of the interpersonal communication and the barrier of the fitness of the interpersonal communication in the career of employees and the senior staff in organizations. Examinations are lending credence to the thesis earlier put forward, that for the worker participating in roles of managers: interpersonal, information and decision-making they are contributing to raise the efficiency of functioning of the organization as well as are identifying themselves with her purposes.

Opis:: The aim of the article is to compare the operational efficiency of the city buses in various stages of their operational life. Technical readiness tests, repair costs and revenues during the six years of operation were conducted using two popular bus makes as an example (domestic and imported). Based on these tests, the characteristics of the operational efficiency of buses was determined. It has been shown that the service life has a significant effect on the operational efficiency. The division of the total operational period of the vehicle into the warranty and post-warranty period was considered and a new division was introduced, of the „period of full operational usefulness” and “period of limited operational usefulness”. This new division of service life into stages makes it possible to determine the most reasonable limit of the vehicle usage until it is taken out of service. It can also be used when choosing a vehicle make as part of a fleet renewal or extension program.
Celem artykułu jest porównanie efektywności eksploatacyjnej autobusów miejskich w różnych etapach okresu użytkowania. Przeprowadzono badania gotowości technicznej, kosztów napraw i przychodów w czasie sześciu lat eksploatacji na przykładzie dwóch popularnych marek autobusów (krajowych i importowanych). Na podstawie tych badań wyznaczono charakterystykę efektywności eksploatacyjnej autobusów. Wykazano, że czas użytkowania wpływa znacząco na efektywność eksploatacji. Rozpatrzono podział całkowitego okresu użytkowania pojazdów na okres gwarancyjny i pogwarancyjny oraz wprowadzono nowy podział na „okres pełnej przydatności eksploatacyjnej” i „okres ograniczonej przydatności eksploatacyjnej”. Ten nowy podział czasu użytkowania na etapy umożliwia wyznaczenie najbardziej racjonalnej granicy użytkowania pojazdu do chwili wycofania go z eksploatacji. Może być także wykorzystany przy wyborze marki pojazdu w ramach programu odnowy lub rozbudowy floty.

Sprawność funkcjonowania transportu samochodowego pasażerów to przede wszystkim poziom złożoności zorganizowania tych usług. Złożoność i różnorodność występujących na tych rynkach struktur zarządzających i przewozowych powoduje, że sprawność systemowa w transporcie samochodowym pasażerów współkształtowana jest bezpośrednio przez formalizm i operacjonalizację usług przemieszczania, jak również skuteczność i ekonomiczną efektywność ich organizacji i wykonywania.
Functional effectiveness of road cargo transport is an effect of relatively strong decentralisation of haulage potential management and highly developed market organisational structures. Its leading attributes are the effectiveness of market activity and financial efficiency, which is a result of economic independence of enterprises in the road transport supply chains. A high complexity of service organisation is correlated with the functional effectiveness. Complexity and variety of management and haulage structures on these markets result in the fact that the system efficiency in road passenger transport is co-created directly by the formalism and operationalisation of transport services and the effectiveness and efficiency of their organisation and performance.

The transport of cargo forces appropriate experience from the freight forwarder in planning and implementing the transport process, as the fundamental goal of managing the transport process is to constantly improve the efficiency and effectiveness of freight organization while ensuring the highest of customer service. In the article, the authors carried out research of a transport process on a real object. The Jasło-Berlin-Szczecin-Jasło route was subject to research by implementing a monitoring system for the purposes of freight improvement. The analysis presents practical aspects of planning, organizing and coordinating transport.

Opis:: The research objective is to increase the efficiency of export railway transportation of grain freights in Ukraine by the introduction of consignor routing, a concentration of loading of grain on junction elevators and the organization of the movement of grain routes according to the schedule. According to the researchers in USA and EU, one of the effective directions for decreasing the expenses in a logistic chain of grain delivery to ports is consignor routing of railway transportation. Consignor routing of transportations of grain freights provides a concentration of their loading at junctions. The choice of junctions is proposed to be carried out on the basis of methods of the cluster analysis. For formation of regions for a concentration of grain loading the theory of sets and multicriteria optimization are used. As a result, on the basis of the modified simplex method are chosen 24 regions of possible concentration of grain loading that cover 70 stations on Ukrainian railways providing 7,5 million t consignor routing for grain in a year with minimal additional expenses. The assessment of the efficiency of railway transportation routing of grain freights is calculated with use of the developed simulation model. Researches showed that application of consignor routing allows to reduce a turn-round cycle for grain wagon in a logistic chain of deliveries up to 27%, and application of the schedule for consignor routes allows to reduce a turn-round cycle up to 62%, in comparison with transportation by car loading. Thus, as showed the calculations executed for one of the directions of grain transportation for export, the necessary operation park of grain-carrier wagons is reduced twice, thereby allowing to cut logistic expenses on a delivery of the Ukrainian grain through seaports to the world markets.
