The efficiency of the entire transportation system depends on the capacity of the individual elements that make up the given network. Point-type elements of the road and street network include intersections of different types. Critical gaps and follow-up times related to individual movements are important determinants of the capacity of such objects. There are many ways to estimate such times. The article discusses the assumptions and scheme one of them - the Siegloch method. The objective of the article is to analyze the process of determining critical gaps and follow-up times at the median uncontrolled T-intersections that are rare in the road and street network and have been studied to a limited extent. The commonly used HCM, HBS, and Polish (MOP SBS) methods in their current form do not consider the specificity of such intersections and thus may not give reliable results. Due to their characteristics in terms of geometry conditions, there is a need for an individual approach to estimate both critical gaps and follow-up times. The article contains the results of empirical research conducted on a selected real object in the Upper Silesian agglomeration in Poland. The intersection under study is located in one of the central districts of Katowice city, in the built-up area serving commercial and service functions. The analysis of the behavior of individual drivers waiting for the possibility to continue driving was conducted separately for each minor traffic movement. The values of critical gaps and follow-up times were determined for all four subordinate movements. The values obtained are different from those contained in the Polish manual, which is recommended for use. The research should be considered as pilot studies that justify the need to develop a separate approach to the estimation of the critical gaps and follow-up times at median uncontrolled T-intersections.

Artykuł koncentruje się na problematyce dotyczącej przedstawienia narzędzia do pomiaru poziomu zarządzania jakością w przedsiębiorstwach branży obróbki metali. Celem niniejszej publikacji jest przedstawienie propozycji kryteriów, które można wykorzystać w celu oceny skuteczności systemu zarządzania jakością w branży obróbki metali. W publikacji zaprezentowano najważniejsze kryteria oceny skuteczności systemów zarządzania jakością w tej branży. Uwzględniono pięć głównych grup czynników: zdolność organizacji do poznania potrzeb klienta, zdolność organizacji do zarządzania procesami, wiedza i zdolność do jej pozyskania, zdolność do zmiany i realizacji celów oraz zdolność do kreowania i utrzymania wzajemnie korzystnych relacji z dostawcami. W dalszej części publikacji zaprezentowano najważniejsze technologiczne determinanty jakości w branży obróbki metali.
The article focuses on the issue of presenting a tool for measuring the level of quality management in companies in the metalworking industry. The purpose of this publication is to present proposals for criteria that can be used to assess the effectiveness of the quality management system in the metalworking industry. The publication presents the most important criteria for assessing the effectiveness of quality management systems in this industry. Five main groups of factors were taken into account: the organization's ability to understand the client's needs, the organization's ability to manage processes, knowledge and ability to acquire it, the ability to change and achieve goals, and the ability to create and maintain mutually beneficial relationships with suppliers. The next part of the publication presents the most important technological determinants of quality in the metal processing industry.

The tasks of transport systems include the realization of the assigned transport tasks by the utilization subsystem comprised of elementary subsystems of the man - technological object (driver - vehicle) type. In order to assure the appropriate realization of the transport task it is necessary to maintain the required number of vehicles at the state of task worthiness. It is achieved as a result of the realization of service and repair processes at the logistics subsystem posts. In case of the transport system, the task assigned to the logistics subsystem is determined by the number of technological objects (vehicles) which should be serviced as well as the length of the time interval during which they are to be serviced. The task determined in this way is realized by teams of specialists at each logistics subsystem post, equipped with appropriate devices and tools. One of the methods of the evaluation of the level of the realization of worthiness is defining the efficiency of the logistics subsystem posts. The article presents the model of defining the efficiency of logistics subsystem posts in the transport system. The presented model measures the efficiency of the logistics subsystem through the probability ofservicing of the required number of vehicles over an assigned time interval. The obtained characteristics have been presented in general terms as well as for exponential and Erlang distributions. Then, for the utilization data obtained from the tests conducted in an existing transport system, the values ofanalyzed characteristics were defined. The presented results are the effect of research conducted as part of a larger research project pertaining to the creation of a decision-making model of controlling the availability of a transport system.

Reforma polskiego systemu ubezpieczeń społecznych wdrożona w 1999 r. była niekompletna, chaotyczna. Konsekwencją tej reformy jest pogarszający się stan finansów Funduszu Ubezpieczeń Społecznych. Do zniwelowania deficytu finansowego FUS wykorzystać można jedną z metod zarządzania finansami. Do podstawowych metod zarządzania finansami ubezpieczeń społecznych zaliczyć można metodę dochodową i metodę kosztową. Aby poprawić efektywność finansową systemu ubezpieczeń społecznych w Polsce, konieczne jest ze względów społeczno-politycznych wykorzystanie metody kosztowej. Polega ona na obniżeniu wysokości wypłacanych świadczeń. Wykorzystano ją już w 1999 r . w reformie ubezpieczenia emerytalnego. Celem artykułu jest wskazanie możliwości wprowadzenia zmian systemowych i parametrycznych w polskich ubezpieczeniach społecznych, by zniwelować istniejący deficyt finansowy. Jako metodę badawczą zastosowano analizę ekonomiczną i analizę literatury przedmiotu. W zdiagnozowaniu kondycji finansowej FUS jako narzędzie badawcze wykorzystano miernik efektywności systemu. W zakończeniu stwierdzono, że ujednolicenie systemu, rekonstrukcja chronionych ryzyk socjalnych oraz zastosowanie Indywidualnego Konta Społecznego umożliwią poprawę efektywności finansowej systemu ubezpieczeń społecznych w Polsce.
The reform of the Polish social security system implemented in 1999 was incomplete and chaotic. The consequence of this reform is the deteriorating financial condition of the Social Insurance Fund. Financial management methods can be used to reduce the financial deficit of the Social Insurance Fund. The basic methods of managing social security’s finances include the income method and the cost method. To improve the financial efficiency of the social insurance system in Poland, it is necessary for socio-political reasons to use the cost method. This method involves a reduction in the amount of paid benefits and has already been used in 1999 in pension reform. The aim of the article is to indicate what systemic and parametric changes should be introduced to the Polish social insurance system in order to overcome the existing financial deficit. The research methods used in the article include an economic analysis and an analysis of the literature. In diagnosing the financial condition of the Social Insurance Fund, the system efficiency measure was used as a research tool. The conclusion offers the unification of the system, social protection reform, and the use of Individual Social Accounts as means of improving the financial efficiency of the social insurance system in Poland.

In this paper there have been presented results of an analysis of repair efficiency for an emergency repair subsystem (technical service units) in a selected transportation system. The research object was a real system of municipal transportation, in a given urban agglomeration. Experimental data, necessary to determine values of indexes describing efficiency of repairs performed by the technical service units, come from a selected group of technical objects (city buses) used in the analyzed system. The data was obtained on the basis of experimental tests conducted within the studied system, employing a method of passive experiment, in conditions natural for the technical objects functioning. This work presents a method according to which the values have been determined and the analysis of efficiency of repairs performed within the emergency subsystem has been made. The values of repair efficiency assessment concern selected systems of the analyzed buses. The selection of these systems was made taking into consideration the number of the studied systems failures. The obtained results have been demonstrated in the form of tables and graphically, in charts. On this basis, there has been made an analysis of efficiency of repairs performed by emergency repair units. Due to its general character, the presented method can be used for an assessment of repair efficiency both within operation and maintenance systems of technical objects of different types and efficiency of repairs performed at particular repair stations, groups of stations or subsystems providing vehicles with serviceability.

Estimating dependence effectiveness of well-known strategy of exploitation was introduced also.

The world used several solutions exhaust systems of motor vehicles. Today, in addition to the core function of which is to discharge exhaust gases from a combustion engine and noise reduction, these systems must comply with the functions associated with aftertreatment and impact on the characteristics of the engine. Requirements increase for noise suppression, at the tendency to increase engine efficiency and reduce fuel consumption. On the other hand, it seeks to reduce production costs. All this forces the search for new solutions and improve existing ones. In the process of the combustion gases discharge it is also important to eliminate frequency bands especially harmful to people and the environment (including other living organisms). Our goal is to develop a new design muffler of exhaust system that will meet these expectations of producers and users of vehicles. For this purpose, mathematical analysis of a classical systems with circular holes in the perforated pipes and proposed by the authors of the longitudinal gaps systems was performed. The paper presents some aspects of mufflers modeling for reducing acoustic noise emitted from the vehicle. Basic criterion for assessing was therefore the damping effect. Built theoretical models have allowed a rough estimate of acoustic performance at specific frequency bands by determining the transfer impedances. Because the noise reduction in automobiles is a complex, for the construction of such systems one of the important elements is to eliminate these frequency bands of acoustic waves in the process of the exhaust gases discharge which are the most dangerous to humans. The comparative analysis of these systems has allowed to determine the direction of further structural changes.

Recycling is a final stage closing the life cycle of vehicles. The quality of this process affects the combined impact of automobiles on the environment. Recycling networks differ in the level of efficiency due to the differences in how the recycling system is organized, their environment, and the characteristics of the entities taking part in recycling process. The article presents an algorithm of a method for assessing the effectiveness of a vehicle-recycling network, which can be used in a comparative analysis of networks, or for evaluating changes over time. A set of indicators relating to the technical, economic, environmental, and social aspects was proposed. The article presents the variety of aspects involved in assessing, the efficiency of a vehicle-recycling network the best solution seems to be the inclusion of selected indicators for the assessment model, which will also act as a tool to assess the state of the network and conduct rankings of available solutions. The model for assessing the efficiency has to be preceded by determining the purpose and scope of the assessment and analysis of available evaluation tools.

Paper presents graphical interpretation of the power of energy losses in the hydrostatic drive and control system elements and also of the power developed by those elements. An individual system fed by a constant capacity pump, where rotational hydraulic motor speed control is effected by a parallel throttling control system, is analyzed and also a system with the rotational hydraulic motor speed volumetric control by a variable capacity pump, an individual system with a rotational hydraulic motor volumetric speed control by means of a simultaneous change of the pump capacity per one revolution and change of the motor capacity per one revolution, the system operating at the constant pressure in the pump discharge conduit equal to the nominal pressure of the system: pP2 = pn and central system (with situated in parallel and simultaneously operating motors) with volumetric speed control of each rotational hydraulic motor by a motor secondary circuit assembly, the system fed by a pump with variable capacity per one shaft revolution fitted with pressure regulator pP2 = pn.

The presence of water, food and energy crises, both at the global and regional levels, as well as their deterioration under conditions of climate change, with an insufficient level of technical condition of existing irrigation systems, increase the strategic importance of irrigation as the guarantor of the agricultural sector sustainable development. This makes it necessary to increase, foremost, energy and overall (technical, technological, economic, and environmental) efficiency of the closed irrigation network of irrigation systems. In this regard, the complex that includes organisational-technological, technical, and resource-saving groups of measures was developed. Estimation of energy and overall efficiency of the closed irrigation network of irrigation systems at the implementation of developed complex were executed on the example of the agricultural enterprise located in the Petropavlovsk district of the Dnipropetrovsk region of Ukraine. For this purpose, machine experiment based on a use of the set of optimisation, forecasting and simulation models was implemented, including the model of climatic conditions, the model of water regime and water regulation technologies, as well as the model of crop yields on reclaimed lands. According to the obtained results, established that implementation of the complex reduces the consumption of irrigation water by 2.2-30.7% and electricity consumption by 12.9-38.2%. The rate of specific costs decreases from 1.6 to 1.32-1.47, and the coefficient of environmental reliability increases by 5.6-16.7%. At the same time, the profitability index increases from 1.07 to 1.75-2.57, and the discounted payback period decreases from 18 to 8-5 years.

Opis:
Paper proposes and justifies a diagram of the direction of increase of power stream from the shaft or piston rod of a hydraulic motor to the pump shaft, power increasing as an effect of the imposed power of energy losses in the hydrostatic drive and control system elements. Graphical interpretation of the power of energy losses in the hydrostatic drive and control system elements and also of the power developed by those elements is presented. An individual system with the rotational hydraulic motor speed series throttling control fed by a constant capacity pump cooperating with an overflow valve in a constant pressure system p = cte . pn is analyzed and also an individual system with the rotational hydraulic motor speed series throttling control fed by a constant capacity pump cooperating with an overflow valve controlled in a variable pressure system: p = var, an individual system with the rotational hydraulic motor speed series throttling control fed by a variable capacity pump cooperating with a pressure regulator in a constant pressure system p = cte . pn and an individual system with the rotational hydraulic motor speed series throttling control fed by a variable capacity pump cooperating with the Load Sensing regulator in a variable pressure p = var system.
