The end of the twentieth century wars initiated a paradigm shift. Conflicts that emerged at the end of the last century and developed in the early 21st century revealed new aspects of the armed struggle. The classic perception of war has been blurred. In place of the bipolar symmetry appeared asymmetric threats. The former state monopoly on the use of force was lost. Some new members of armed conflict appeared, traditional battlefield setting disappeared and progressive imbalance between the parties for the disposition of potential violence leads to inequality and instability in the world. Asymmetry became a main factor in determining the image of modern warfare.

The regaining of the country’s independence, and then its revival after the war damages, including itseconomic infrastructure – these were the tasks set by the Polish government in exile, first in Paris and thenin London. The maritime economy was to play an important role here. The Polish government was fullyaware of the enormous economic and strategic benefits resulting from the fact that it had a coast, withthe port of Gdynia before the war. It was assumed that both in Gdynia and in the ports that were to belongto Poland after the war: Szczecin, Kołobrzeg, Gdańsk, Elbląg, Królewiec, the economic structure was to betransformed, and they were to become the supply points for Central and Eastern Europe. Work on thereconstruction of the post-war maritime economy was mainly carried out by the Ministry of Industry, Tradeand Shipping. In London, in 1942–1943, a number of government projects were set up to rebuild the entiremaritime infrastructure. All projects undertaken in exile were related to activities carried out by individual underground divisions of the Polish Underground State domestically, i.e. the “Alfa” Naval Department of the Home Army Headquarters, the Maritime Department of the Military Bureau of Industry and Trade of the Head of the Military Bureau of the Home Army Headquarters and the Maritime Department of the Department of Industry Trade and Trade Delegation of the Government of the Republic of Poland in Poland. The above mentioned organizational units also prepared plans for the reconstruction of the maritime economy, and the projects developed in London were sent to the country. They collaborated here and a platform for mutual understanding was found.

The result of the military, political and economic activity of the Huns in Europe was the depopulation of vast areas, massive ethnic changes, and the destruction of many previous political organisms. The question arises as to why they were so successful. They had knowledge and skills that were alien to the European civilization of that time but perfectly known among the nomadic population of Central Asia and China. Therefore, their activity can be seen as a confrontation of different cultural models. In this sense, it was a clash of civilizations – almost in a sense proposed by S. Huntington.

The aim of this article is to present John Bloch’s (1863–1902) analysis contained in the book Future War. This analyses concerns the behavior of Russian economy and society in the context of future total war (WWI). The author concludes that Tsarist Russia should better overcome war difficulties than other Western European countries. His claims were based on assumptions that societies of richer countries would hardly bear the inconvenience the war brings them. The poorer and less civilized Russian society and less developed Tsarist economy could bear more. Therefore Bloch claimed that the threat of socialist revolution refered more to Western Europe. His predictions turned out to be false. Financing and food supply for the large Russian army led to the impoverishment of society and hunger. As a result, the socialist revolution broke out in Tsarist Russia.

In this article we try to estimate the activity of the banking institution in the General Government which used the pre-war apparatus of The National Bank of Agriculture. The bank was one ofthe largest banks realising the aim delineated by the government of the Second Polish Republic, such as the support of agricultural reform in the mid-war period. German authorities in the General Government used assets of the bank for other tasks. They were eager to use The National Bank of Agriculture and the Polish staff employed in the bank in order to liquidate fast and effectively the mid-war assets of the bank. Leaving The National Bank of Agriculture was also good for Polish staff in the bank. Raising pre-war debts was the only way to guarantee salary and pensions forthe employees of the National Bank of Agriculture and taking care of them in the hard life of occupation. The activity of the National Bank of Agriculture in the General Government was also profitable for a part of debtors as they could pay the pre-war credits earlier. One reason for agriculture farms becoming poorer and even ruined was war actions and the occupation. However, the farmers could save money and gather capital more easily. When they often sold food in secret, they got a large amount of money. In many cases, paying back the pre-war debt was the only reasonable way of getting rid of almost valueless money, although it did not mean that it was done without doubts. In the beginning, many people claimed that they would give it back to whom they had borrowed from. However, after a while the patriotism of farmers who were debtors was overcome by the willingness to have no debts and leave children in a new condition. The period of German occupation and increasing inflation was used for paying back the debt in valueless money, not only by farmers but also by owners of the large mansions such as Earl Adam Branicki.

The article discusses ethical aspects and thoroughness of scientific research on the example of German excavations in Troy, conducted in 1988 by a team from Tübingen University. The author demonstrates how archaeologists became entangled in various relationships with polictical and economic circles, which subsequently yielded an interpretation of findings which ensured financial and media support. The text is an emphatic call for independence and objectivity of scientific investigations that should remain free of any pressure. Although the paper relies on an example from the milieu of archaeologists. historians and classical philologists, the appeal of the authors is a universal one.

At the dawn of the XXth century the Balkan countries were intent on waging war against Turkey. In the preparation period, however, they had severely exceeded their economic and demographic capabilities. The arms production consumed vast amounts of money, leading to an extraordinary debt of the Balkan states. The 1912-1913 wars have proved to be a veritable ordeal for the economies of the involved countries as well as their social endurance. This great sacrifice was supposed to further the national goal of defeating Turkey and finally establishing the inter-state borders, even in the face of an impending economic collapse. The Balkan conflicts turned into a war of attrition, a harbinger of what was to come during the World War I. The pre-war efforts and the cost of the actual warfare brought Bulgaria, Greece,Serbia, Montenegro as well as Turkey to the brink of economical breakdown and major social turbulence. The calling of 1.3 million men to arms resulted in halting the industrial production and an agricultural crisis in the countries of the Balkan Alliance. The civilian transport sector was non-existent (since all the means and assets had been requisitioned by the military) which proved fatal to the commerce. This in turn greatly diminished the states’ tax income, further worsening the financial repercussions of the war. The number of soldiers fallen, wounded or killed by cholera were reaching hundreds of thousands. Due to the harsh war conditions and the lack of suitable attention many of the wounded have become disabled, which banned them from the work market and doomed them to social benefits. Amongst the consequences of the war were also migrations of the civilians, forced by the war itself and the following border changes. The Christian refugees alone numbered hundreds of thousands, while any real means of administering to the basic needs of the displaced masses were actually non-existent. On the Muslim side the losses amounted to 620,000 Turkish soldiers and civilians. A further 440,000 have been displaced and moved to Anatolia. Moreover the pillage, the atrocity, as well as the destruction of private property have engraved the feelings of mutual hatred and longing for a vendetta in the minds of the Balkan people.

The aim of this paper is to examine the role of the protected areas (PAs) as investment codes, and their position in the investment landscape of the region as well as in the context of a balanced and eco-oriented postwar market. The authors conducted a quantitative literature review to investigate the market and investment flows, and they used a comparative method to identify the main vectors for renovating the postwar eco-oriented market, attracting investment flows and adapting these tools to the Ukrainian economy. The study reveals that investment coding can be a digital tool for attracting potential investors to cooperate by providing access to important information such as economic, ecological, and statistical data. The introduction of investment coding can increase the amount of investments in the field of protected areas, allowing for faster turnover and more efficient use, and enabling national and foreign investors to enter a renewed eco-oriented area of the national economy, increase profits, and diversify risks. The paper suggests a bilateral business system for the PAs, consisting of both traditional and digital business models. The authors argue that private legal investment tools can stimulate the development of new vectors of entrepreneurial activity, including inclusive eco-business. Overall, this paper highlights the potential benefits of investment coding and private legal investment tools for the development of protected areas and eco-business in the region, and offers insights for policymakers and investors looking to promote sustainable economic growth.

The article presents the sources of financing war expenses in Japan in the years 1937-1945. It also offers an analysis of selected elements of the economic system of the country. In the late 1920s and early 1930s, under the pressure of the military circles, Japan’s economy underwent a major overhaul whereby the liberal model was abandoned and a heavily statecontrolled model was adopted. These solutions were in use for several decades in the Japanese economy after the War, leading to Japan becoming a second largest economy in the world.

Zadania stojące przed polityka mieszkaniową państwa powinny uwzględniacć prócz budowania nowych mieszkań problemy własciwego utrzymania i wykorzystania istniejących obiektów budowlanych. W rządowych programach funkcjonowania mieszkalnictwa należy racjonalnie uwzględniać remonty i modernizacje istniejących zasobów. Istotnym elementem działań powinny być przedsięwziecia termomodernizacyjne, ochrona środowiska oraz oparta na zasadzie partycypacji społecznej rewitalizacja miast. Ustawa z dnia 21 czerwca 2001 r. o ochronie praw lokatorów, mieszkaniowym zasobie gminy i zmianie Kodeksu cywilnego zobowiazuje gminy do tworzenia warunków do zaspokajania potrzeb mieszkaniowych wspólnoty samorządowej. Kierunki rozwoju mieszkalnictwa w gminie powinna wytyczać strategia mieszkaniowa, będaąca integralną częścią strategii rozwoju gospodarczego gminy. Lokalne strategie mieszkaniowe powinny uwzględniać problematykę remontów i modernizacji istniejacych zasobów budowlanych. Dostepną w Polsce literatura przedmiotu dotyczaca sanacji istniejącej substancji budowlanej jest bogata, dlatego celem artykułu jest zwrócenie uwagi na wybrane aspekty remontów i modernizacji powojennych zasobów mieszkaniowych, związane z jednoznaczną definicja problemu, cyklem życia obiektu budowlanego, przesłaniem tzw. Karty atenskiej, globalizacja gospodarki, a także uwarunkowaniami społecznymi. Obszar sanacji istniejącej substancji budowlanej wytworzył własną terminologię i słownictwo zawodowe, wykraczające poza ramy jezyka potocznego i istniejącej terminologii. W artykule przedstawiono próbe uporządkowania podstawowych pojęć związanych z sanacją powojennych zasobów mieszkaniowych w Polsce. Ważny dla problemu remontów i modernizacji istniejacych zasobów mieszkaniowych jest cykl życia obiektu budowlanego. W artykule przytoczono stanowisko w tej sprawie L. Kałkowskiego i J. Gorynskiego, naświetląjace m.in. zagadnienie utraty wartosci obiektów budowlanych, zużycia i wyboru momentu zakończenia użytkowania oraz „echa inwestycyjnego”. Rozpatrując problemy remontów i modernizacji powojennych zasobów mieszkaniowych w Polsce, należy wspomnieć o uchwalonej przez IV Kongres Architektury Nowoczesnej CIAM (Les Congrès Internationaux de l'Architecture Moderne) w 1933 r. w Atenach Karcie ateńskiej. Przygotowana pod przewodnictwem Le Corbusiera Karta ateńska analizowała środowisko mieszkaniowe mieszkanców wielkich miast, wytyczała nowoczesne zasady projektowania urbanistycznego, umożliwiajacego tworzenie w miastach racjonalnej i zdrowej przestrzeni życia. Na kształtowaniu rozwoju mieszkalnictwa wyciska piętno globalizacja gospodarki, w tym uwzględnianie wpływu procesów zachodzacych w kraju i za granicą na traktowana lokalnie gospodarke przestrzenną. Istotna jest cecha globalizacji polegająca na świadomej lub podąwiadomej unifikacji zachowań ekonomicznych i społecznych, w tym związanych z modelem potrzeb mieszkaniowych i konsumpcji lub poziomu techniki i technologii. Nowa fala rozwarstwienia społeczeństwa, rzutuje na potrzeby zgłaszane na rynku nieruchomości mieszkaniowych, zwłaszcza w zakresie: – położenia jednostki osadniczej; – standardu jednostki osadniczej, jej wyposażenia w infrastrukturę techniczna i społeczna, a także standardu powierzchniowego, technicznego i wyposażenia poszczególnych obiektów budowlanych; – standardu eksploatacji, utrzymania i bezpieczenstwa danej jednostki osadniczej i poszczególnych obiektów. Zachowania rynkowe inwestorów sa wyznaczane przez czynniki lokalizacyjne nieruchomosci. W centralnej części miast liczba nieruchomości gruntowych niezabudowanych, przeznaczonych w planach zagospodarowania przestrzennego dla budownictwa mieszkaniowego jest ograniczona. Świadomi konsumenci i inwestorzy wiedzą, że odpowiadająca im nieruchomość w wielu przypadkach jest tzw. dobrem rzadkim, możliwym do nabycia tylko w określonym czasie i na warunkach dyktowanych przez rynek. W przypadku nieruchomości, zwłaszcza luksusowych, w zachowaniach rynkowych liczą się również konkretne preferencje konsumentów i inwestorów, moda, snobizm i prestiż (w tym ostatnim przypadku mamy do czynienia z tzw. paradoksem Veblena, stanowiącym wyjątek w prawie popytu). Ważne są również długookresowe prognozy gospodarcze i polityczne, a w skrajnym przypadku zachowania spekulacyjne. Coraz częściej posiadanie mieszkania lub firmy oraz prowadzenie działalności gospodarczej w sródmieściu historycznego miasta jest swoistym symbolem pozycji społecznej i wyznacznikiem osiąganej efektywności ekonomicznej. W wielu przypadkach aspiracje te mogą zostać zaspokojone tylko poprzez sanacje i dostosowanie do nowych potrzeb istniejacej substancji budowlanej. Na rynku mieszkaniowym mamy również do czynienia z lokatami nieruchomościowymi. Polega to na zamianie wolnych środków pieniężnych na atrakcyjne zdaniem inwestora parcele budowlane i tereny, a także domy lub mieszkania, stanowiące relatywnie bezpieczną formę lokowania kapitału. Powoduje to, że rynek nieruchomości popytowo coraz cześciej wiązany jest z rynkiem kapitałowym.
In addition to constructing new dwellings, tasks faced by the housing policy of the state should also concern problems of proper maintenance and utilisation of the existing housing stock. Government housing programmes should rationally include repair and modernisation of the existing stock. Thermal modernisation projects, as well as environmental protection and renewal of cities based on the principle of social participation should be essential elements of any action in that field. The Law of 21 June 2001 on the Protection of Tenants' Rights, Commune's Housing Stock and change of the Civil Code obligates communes to create conditions for fulfilling the housing needs of local government communities. Directions for housing development within the commune should be set out by the housing strategy, which is an integral part of the commune's strategy of economic development. Local housing strategies should give consideration to the issues of repair and modernisation of existing housing stock. The professional literature, which is available in Poland, and which concerns the sanification of the existing building substance is abundant Therefore, the goal of this paper is to draw attention to the selected aspects of repair and modernisation of the post-war housing stock, related to an unambiguous definition of the problem, message conveyed by the socalled "Chart of Athens", globalisation of economy, as well as social determinants. The area of sanification of the existing building substance has created its own terminology and professional vocabulary, which go beyond the framework of everyday language and existing terminology. The article presents an attempt to put straight basic notions related to the sanification of the post-war housing stock in Poland. Another issue, which is important for the problem of repair and modernisation of the existing housing stock, is the life cycle of a building structure. The paper quotes the positions of L. Kałkowski and J. Gorynski, who explain, among other things, the question of the loss of value by buildings, their wear, and selection of the moment in which to end the use of buildings, as well as the "investment echo". When considering the problems of repair and modernisation of the post-war housing stock in Poland, one should mention the Chart of Athens, which was adopted by the 4th Congress of Modern Architecture CIAM (Les Congrès Internationaux de l'Architecture Moderne) in 1933 in Athens. The Chart of Athens, which was prepared under the guidance of Le Corbusier, analysed the living environment of large city dwellers, and established modern rules of urban planning to enable the creation of rational and healthy life space in cities. The development of housing is branded with economy globalisation, including consideration that is given to the impact of nationwide and worldwide processes on spatial economy, which is viewed from a local point of view. An essential feature of globalisation consists in conscious or subconscious unification of economic and social behaviours, including also those connected with models of housing needs and consumption, or of the levels of engineering and technology. The new wave of social stratification impinges on needs communicated on the housing property market, especially as regards: – location of a settlement unit; – standard of a settlement unit, its furnishing with technical and social infrastructure elements, as well as surface area, technical and furnishing standards of specific buildings; – standards of operation, maintenance and safety of a given settlement unit and its particular objects. Property location factors determine market behaviours of the investors. In central parts of cities, the number of undeveloped land properties, designed for housing projects in zoning plans is limited. Conscious consumers and investors know that the property which suits their needs is in many cases the so-called rare good, which can be acquired only in a specific time moment and on conditions imposed by the market. In the case of properties, especially those luxurious ones, these are also specific preferences of consumers and investors, fashion, snobbery and prestige that matter in their market behaviours (here we have come across the so-called Veblen's paradox, which is an exception to the demand law). Also important are long-term economic and political predictions, and, in extreme cases, speculation activities. It happens more and more often that owning a flat or business located in the city centre and running one's business there is a sort of symbol of one's social position and a determinant of achieved economic effectiveness. In many situations, those ambitions can be satisfied only by the renewal of the existing building substance and adjusting it to new needs. We also encounter real estate investments on the housing market, when free capitals are exchanged for attractive (in the investors' opinion) building plots and areas, as well as houses or flats, which constitute a relatively safe form of capital investing. This causes that, as far as demand is concerned, the property market is more and more often linked with the capital market.
