Przedmiotem artykułu są uwarunkowania budowy i rozwoju bazy morskiej Chińskiej Republiki Ludowej w Dżibuti. Składa się on ze wstępu, trzech części i zakończenia. We wstępie omówione zostały założenia metodyczne artykułu. W pierwszej części przedstawiono powody lokalizacji pierwszej zagranicznej bazy morskiej Chin w Dżibuti. Druga część została poświęcona kwestiom budowy i rozwoju bazy. W trzeciej części przeanalizowano konsekwencje umiejscowienia chińskiej bazy w Dżibuti dla strategicznej rywalizacji między panstwami. Badania uwzględniają zarówno perspektywę lokalną, regionalną, jak i globalną. W zakończeniu zamieszczono najważniejsze wnioski i podsumowania oraz perspektywy rozwoju bazy w Dżibuti i dalszych działań ChRL w zakresie morskiej ekspansji.
The subject of the article is the conditions for the construction and development of the People’s Republic of China’s naval base in Djibouti. It consists of an introduction, three parts and conclusion. The introduction discusses the methodological assumptions of the article. The first part presents the reasons for the location of China’s first foreign naval base in Djibouti. The second part is devoted to issues concerning the base’s construction and development. The third part examines the consequences of locating a Chinese base in Djibouti for the purpose of strategic rivalry between states. The research takes into account both the local, regional and global perspective. The most important conclusions and summaries, as well as prospects for the development of the base in Djibouti and further activities of the PRC in the field of maritime expansion, are presented at the end.

Celem artykułu jest szkicowe przedstawienie, na podstawie analiz i materiałów prasowych, wielosektorowej obecności Chin na Bałkanach i jej wpływu na sytuację ekonomiczną regionu. Bałkany są ważne dla mocarstw ze względu na położenie geopolityczne i geostrategiczne na skrzyżowaniu szlaków międzykontynentalnych. Chiny znacząco wpływają na ekonomikę poszczególnych państw region, wykorzystując dyplomację publiczną celem ograniczenia wpływów ze strony innych ważnych graczy: Unii Europejskiej, Rosji i USA. Autorka przedstawia hipotezę, że Chiny, tak jak USA pod koniec XX wieku, zmierzają do stworzenia sfery wpływów na Półwyspie Bałkańskim, w kontekście swoich interesów globalnych. Bałkany są postrzegane jako „brama” dla ekspansji chińskiej w Europie.
Chinese activity in the Balkans in the 21st century and its implications. The paper aims to present how China’s multi-sectoral engagement in the Balkans is expressed as well as to show its significance for the development of this region. The Balkans are important for powerful players, due to their geopolitical and geostrategic location at the crossroads of communication routes between continents. China strongly influences the economic sphere of the countries on the Peninsula and uses the tools of public diplomacy to reduce the influence of other important players: the EU, Russia and the United States in the region. The author hypothesizes that China, like the United States at the end of the 20th century, tries to build a sphere of its influence on the Balkan Peninsula in the era of globalization. The Balkans could be the “gateway” to further Chinese expansion in Europe.

ln this paper, we analyse the materiał structure of Polands exports of goods to the European Union and to the United States. In a general presentation of Polish exports, we aggregate all other trade partners than the EU and the U.S. to the 'Rest of the World' (RoW). We use descriptive statistics to check whatgoods are subject to export from Poland. We analyse data on various levels of aggregation. We prove that Polish exports aggregated to the CN sections and HS2 product groups to both destinations seem to be of higher technological advancement than export disaggregated to the HS6 product classification. On the higher level of aggregation, the material structure of Polands exports to the EU and the U.S. look more similar than those analysed on the more disaggregated level. We look at the material structures of exports to both partners from the point of view of the producers as well. We study Poland's exports of goods to the EU and the U.S. based on the HS6 classification and analyse the leading producers of the most important goods in sales to both partners. We show that most of them are affiliates of the foreign companies.

Miasto Atlanta i Miasto Stołeczne Warszawa mają podobne historie wojenne oddzielone o 80 lat. Te dwa miasta feniksy stworzyły od czasu zniszczenia i odbudowy nową infrastrukturę, społeczeństwo i tożsamość kulturową. Dzisiejszy obszar metropolitarny Atlanty jest większy niż Warszawa, ma większą siłę oddziaływania gospodarczego, ale ostatnie inwestycje w Warszawie sygnalizują podobną ścieżkę wzrostu w porównaniu do tego, co stało się w Atlancie w ciągu ostatnich 45 lat. Warszawa w 2015 roku – w przeciwieństwie do Atlanty w 1970 roku – ma wiele współczesnych wzorców miejsko-regionalnych służących pomyślnemu rozwojowi gospodarczemu i zarządzaniu wzrostem. Dzięki tym wzorom Warszawa ma możliwość bardziej elastycznego rozwoju i efektywniejszych decyzji w stosunku do tych, które obecnie podważa Atlanta. Warszawa jest dynamiczna i ma coraz większe znaczenie na arenie międzynarodowej.

Subject and purpose of work: This study aims to analyse the main elements of the green economic development as a framework for green finance and green investment. The analysis spurs from the underlying notion that green economics is inherently a normative framework and a school of thought development of the neo-classical economic thinking with conceptual assumptions, deficiencies, and contradictions, beginning to set out the roots, aims and philosophical principles. Materials and methods: The methods used are the analytical and descriptive ones based on the critical literature review and an experiential reflective attitude on the key issues concerning the variables of green economic development, green finance, and green investment. Conclusions: It is concluded that the implementation of green economy activities have many obstacles to face. The inadequate funding and the institutional support in collaborations and coordination practices are the most crucial.

Opis:
The article examines the ways of three Baltic States development in the context of European integration. It considers some aspects of economy, especially the development and utilization of opportunities of the European market. It also estimates the prospects of foreign direct investment uses and the creation of the most favored environment for business development. It marks the difference in economic management principles, which enabled Estonia to lead the three Baltic countries, and Lithuania to rank second. Insufficient activity of Latvia in the development of those industries that are able to create a product with high added value is noted. The conclusion is drawn that, overall, the prospects for further development of the three Baltic countries are related to ensuring the high quality and productivity, ensuring competitiveness of production and productive transformation of the limited manpower resources.

Research background: There has been an extensive process of foreign and joint ownership enterprises establishment in the Russian economy since 2006. Domestic manufacturing industry has been experiencing certain pressure on behalf of foreign direct investment bringing new technologies and higher labor requirements. Purpose of the article: The aim of this paper is to investigate differences in employment strategies and labor indicators in the case of enterprises in foreign and joint ownership (FJO) and domestic enterprises in Russian ownership (RO). We analyze the manufacturing industry in Russia and its regions under conditions of stable and crisis periods. Methods: The study enhances the analysis of Rosstat's statistical data for 2005-2016 and applies ANOVA method to compare the employment results for companies with different ownership patterns. The research is carried out both at the national level of the Russian Federation and at the regional level according to the regions. Findings & Value added: The study identifies significant decline in employment and in-crease in productivity for the period of 2005-2016. In contrast to the crisis of 2008-2009, in 2014-2016 there has been no sharp drop in employment. However, there is a substantial decline in real salaries which is comparable to the crisis of 2008-2009. According to ANOVA, statistically significant differences in labor indicators between FJO and RO companies are manifested. RO companies dominate in employment and payroll funds, while FJO enter-prises have better productivity results with a higher average salary. FJO companies demonstrated faster growth in employment and payroll fund in relatively stable conditions (2012-2013). However, they reacted with a significant reduction in employment for a new crisis (2014-2016), although the creation of new FJO enterprises continued in separate regions of Russia. The results can be used in social policy to regulate the employment and earnings of industrial workers in the current economic conditions.

Artykuł podejmuje tematykę wykorzystywania rachunku ekonomicznego w ocenie inwestycji drogowych w Polsce. Podstawową funkcją systemu transportowego staje się zaspokojenie potrzeb przewozowych, do czego potrzebna jest kompletna, nowoczesna gałęziowa infrastruktura techniczna – liniowa oraz punktowa. Aby taka infrastruktura powstała należy poczynić znaczny szereg inwestycji, dla których powinno dokonać się oceny rachunku ekonomicznego. Zarówno proste jak i złożone metody rachunku ekonomicznego mogą być wykorzystywane w praktyce do oceny inwestycji drogowych, jednak obecnie w Polsce dominuje ściśle określony ramowo i proceduralnie rachunek ekonomiczny stosowany we wnioskach o dofinansowanie konkretnych projektów. Dlatego powinno się uzupełnić tę praktykę niezależnymi, możliwie kompleksowymi studiami problemowymi związanymi z rozwojem infrastrukturalnym poszczególnych gałęzi transportu oraz przestrzennych sieci infrastrukturalnych. Zwłaszcza, iż ostatnimi czasy można zauważyć także tendencję analitycznego poszukiwania wpływu infrastrukturalnych inwestycji transportowych na rozwój społeczno-gospodarczy.
The article describes the use of economic calculation in the assessment of road projects in Poland. The basic function of the transport system is to satisfy transport needs, for this purpose is needed a complete and modern technical infrastructure. To have such an infrastructure, a considerable number of investments should be made, which should be assessed with help of economic calculation. Both simple and complex method of economic calculation can be used in practice to evaluate road investments. However, today in Poland the most often is used a strictly defined economic calculations for financing specific projects. Therefore these practice should be supplemented by independent, comprehensive study related to the development of infrastructure of individual modes of transport and spatial infrastructure networks. Especially because in recent times can be seen trend to search an impact of transport infrastructure investments on socioeconomic development.

In the article, an analysis of the impact of outlays for R&D and intellectual property products on the GDP dynamics in European Union countries from 2009–2018 was made based on a theoretical foundation. Two hypotheses were formulated: (1) The higher the share of outlays for R&D in the GDP, the higher the GDP dynamics; (2) The higher the share of investments in intellectual property products in GDP, the higher the GDP dynamics. The hypotheses were not confirmed by statistical data analysis.

Research concerns causality between FDI inflows and real GDP growth in ten countries: France, Germany, Japan, U.S., U.K., Brazil, China, India, Russia and South Africa during the period 1971-2012. The analysis is based on Granger-causality tests. The study is aimed at answering a question whether there is one way or two-way causality (or no causality at all) between FDI inflows and real GDP growth in G-5 and BRICS countries. According to the Granger-causality tests one-way causality occurs only in the case of Japan and India. Thus, Granger-causality between FDI inflows and real GDP growth seems to be a country-specific issue and any genral conlusions concerning developed or developing economies are not justified.

The article deals with contemporary economic relations between Russia and Ukraine. It is said that Russia remains the main foreign trade partner of Ukraine. Adequate replacement of the Russian market of European market did not happen. But it is pointed out that for the first six months of 2015 60 percent of trade turnover with Ukraine were lost. The most sensible loss for Russian – Ukrainian gas market. Also according to the calculations of the Moscow World Trade Center many non-commodity exports fell. Examples are shown. It is also said that there are products whose export from Russia to Ukraine in the last year managed to increase. At the end it is stating what trade relations between Ukraine and Russia might be in 2016. Some examples of Russian investments in Ukrainian companies and Ukrainian into Russian are shown

W artykule przedstawiono wyniki analizy gospodarki wodno-ściekowej na przykładzie planowanych inwestycji w gminie Czarny Bór. Zaprezentowano modele rozwiązań w oparciu o bilans ładunków zanieczyszczeń oraz zestawienia nakładów inwestycyjnych. Prawodopodobieństwo wykonania inwestycji porównano z możliwościami finansowymi budżetu gminy oraz potencjalnymi źródłami dofinansowań.
In the paper it was described the results of water and wastewater management analysis on the example of the development strategy of the commune. The models present solutions based on balance of pollution loads and the investments cost. Probability of the investment realization were comparised with the financial possibilities of the municipal budget and potential grants sources.

The article is focused on the political and economic relations between Poland and Great Britain in last three decades. In first part of the article it was introduced the evolution of the most important political events in bilateral relations and convergent and divergent matters relates to the business of both states before and after the obtainment by the Poland of the membership in NATO and the European Union. Asymmetry among both countries in the political and economic aspect was also underlined. In second part of the article, the attention was concentrated on the analysis of mutual economic relations, in this the growth of trade turnover, services and investments. Consequences for Poland connected with the exit of Great Britain from European Union become also approximate. Four principal conclusions were introduced in the end of the article.

The complexity of forecasting in this area, namely the dependence of the results on the changing weather and climate conditions, does not allow to effectively use the standard instruments for justifying the investment for agricultural and land reclamation innovation. The necessity of improving methodological approaches to evaluating the effectiveness of investments in projects in the field of agricultural production and land reclamation was substantiated. The proposed approaches were tested on the advanced technology of water treatment in irrigation based on using a vibrating gravitation filter enabling to perform simultaneously the processes of water treatment and filter element regeneration. The obtained results clearly show that the advanced technology of irrigation water treatment and the developed for this technology design of the vibrating gravity filter are cost-effective. The current payback period for irrigation projects when using the purified water under this advanced technology is 5 years. It is the same as for the irrigation projects when using clean irrigation water. Thus, our proposed approaches to the evaluation of investments in new water treatment technologies applied in irrigation enable to adapt the modern methodology of analysis of economic and investment efficiency of projects to the domestic needs of agricultural production, namely to take into account the impact of changing weather and climate conditions on the resulting economic parameters.
