    The aim of the study is to present an assessment of the international competitive position and development of competitiveness of Polish economy compared to the Visegrád Group countries in years 2015-2019, and to identify the key indicators that formed those aforementioned. The data used for the analysis come from the reports published by International Institute for Management Development and World Economic Forum. On the basis of the assessment, it can be concluded that in the time considered Polish economy was the second most competitive among the Visegrád Group economies, behind the Czech economy, which was determined primarily by criteria assessing business dynamism, institutions, as well as public finance, and health and environment.

    Artykuł jest prezentacją wyników analizy, której celem była ocena wpływu najważniejszych czynników (filarów) na międzynarodową pozycję oraz zdolność konkurencyjną gospodarki Polski i pozostałych krajów Grupy Wyszehradzkiej (GW–4). W badaniu podjęto próbę zweryfikowania hipotezy, że kraje GW–4 powinny w większym stopniu kształtować międzynarodową pozycję konkurencyjną gospodarek przez czynniki proefektywnościowe oraz proinnowacyjne. Pozycję konkurencyjną analizowanych gospodarek i jej zmiany określono wykorzystując raporty Global Competitiveness Report (GCR), publikowane przez World Economic Forum. Okres badawczy obejmuje lata 2004–2017, jednak w przypadku braku porównywalnych danych został zawężony do lat 2006–2017. Artykuł kończy zestawienie najważniejszych wniosków wynikających z przeprowadzonej analizy.
    The article presents the results of an analysis aimed at assessing the effects of fundamental factors (pillars) on the international positions and competitiveness of the economies of Poland and the other Visegrad Group (V4) countries. It attempts to verify the hypothesis that in shaping their international competitive position, the V4 economies should rely more on efficiency enhancers as well as innovation and sophistication factors. The competitive positions of the economies covered  and the changes thereof were determined on the basis of the Global Competitiveness Report (GCR) editions published by the World Economic Forum. The period under examination includes the years 2004–2017, but owing to the lack of comparable data, it was narrowed to the years 2006–2017. The article ends with a summary of the most important conclusions from the analysis.

    Opis:
    The paper focusses on selected aspects of economic security of states in the open economy. The battle for dominance and security primarily takes place in the field of economics (regardless of temporary disraptions in this regard). Participation in distribution of benefits from international division of labour is analyzed from the perspective of export competitiveness, based on modern production factors. The export of products from the techno- and scienceintensive industries is also seen as a basis for intensifying the state’s participation in the dominant intra-industry model of international trade (including between highly developed EU countries). The economic security of the state is also analysed in the context of mamaging the financial and economic crisis in the world and in EU itself. In the context of the issues raised above, it is therefore important to answer the question about the challenges facing Poland in view of economic security in a globalized world. An attempt to answer the questions posed is presented at the end of the study, after a theoretical and empirical analysis of the abovementioned cases.
    Referat koncentruje się na wybranych aspektach bezpieczeństwa ekonomicznego państwa w warunkach postępującej liberalizacji rynków i ogólnoświatowej tendencji do integracji gospodarczej (mimo chwilowych zakłóceń w tym względzie). Udział w podziale korzyści z międzynarodowego podziału pracy jest analizowany z perspektywy konkurencyjności strukturalnej produkcji zatem m.in. eksportu, opartego na nowoczesnych czynnikach produkcji. Eksport produktów z branży technointensywnej i naukochłonnej jest jednocześnie rozpatrywany jako baza dla intensyfikacji udziału państwa w dominującym na świecie - nowoczesnym wewnatrzgałęziowym – modelu handlu międzynarodowego (w tym w handlu między krajami wysoko rozwiniętymi w UE). Bezpieczeństwo ekonomiczne państwa w gospodarce otwartej jest analizowane również w kontekście zarządzania kryzysem finansowo-gospodarczym w świecie oraz w samej UE. W kontekście wyżej podnoszonych zagadnień istotnym jest zatem odpowiedź na pytanie co do wyzwań jakie stoją przed Polską, mając na względzie bezpieczeństwo ekonomiczne w zglobalizowanym świecie. Próba odpowiedzi na postawione pytania jest zaprezentowana w zakończeniu opracowania, po uprzedniej teoretyczno-empirycznej analizie rzeczonych wyżej przypadków w zarysie.

    Opis:
    This article looks at the problem of measuring economic competitiveness of countries. It begins with describing various definitions of this phenomenon which are sometimes quite vague and close to tautology. The indicators of competitiveness which are most commonly used lack theoretical background, while the results depend on arbitrary choice of variables used for their construction. The author makes a proposal of an alternative way of measuring the competitiveness which is simple and well rooted in the theory. However, given the complexity of the problem, the proposed measurement does not solve all the problems. Its results allow for making the assessment of the development model of Poland and, in particular, formulating a hypothesis that Poland is underperforming in the field of the competitiveness given its level of economic and institutional development.

    Niniejsze opracowanie jest próbą identyfikacji i określenia współdziałania prawnych i ekonomicznych determinant innowacyjności polskiej gospodarki, a zatem konkurencyjności polskiego handlu na wspólnym rynku Unii Europejskiej, a szerzej rzecz ujmując – w zglobalizowanej gospodarce światowej. Na bazie dogłębnej analizy dynamiki zmian w poziomie konkurencyjności strukturalno-czynnikowej polskiego handlu na rynku UE (wskaźniki RCA oraz IIT w latach 2002–2012) autorzy systematyzują wewnętrzne i zewnętrzne determinanty innowacyjności na poziomie mikro- i makroekonomicznym oraz wskazują na istotę, znaczenie i obszary wyzwań stojących przed polską gospodarką w tym względzie. Obok aspektów polityczno-ekonomicznych (polityka ekonomiczna państwa w krótkim i długim okresie), opracowanie zawiera również wskazania co do uwarunkowań i pożądanych zmian w zakresie prawa krajowego, unijnego i międzynarodowego.
    This study is an attempt to identify and define the cooperation of legal and economic determinants of innovativeness of the Polish economy, and thus the competitiveness of Polish trade in the single market, the European Union and, more broadly speaking – in a globalized world economy. On the basis of thorough analysis of the dynamics of changes in the level of structural competitiveness of Polish trade on the EU market (RCA and IIT indicators in the period of 2002–2012), the authors systematize internal and external determinants of innovation at macro- and microeconomics level and point out the essence, signifi cance and areas of challenges facing the Polish economy in this regard. In addition to political and economic aspects (economic policy in the short and long term), the study also includes indications as to the conditions and desired changes in national, EU and international law.

    The topic of “urban shrinkage” is receiving increasing attention in the political urban agendas of many countries. In the global market, cities, which suffer from consequences of urban decline, confront with new challenges in finding and applying creative solutions to strengthen their economic development and competitiveness. Shrinkage processes are especially widespread in the cities which are smaller and less attractive to live and work. The same tendencies are seen at national border regions. The article explains the general causes and consequences of urban shrinkage process emphasizing problems that have a direct impact on the improvement of urban economic competitiveness. The urban economic competitiveness evaluation methodology under the context of shrinkage is developed and its practical applicability is verified on the example of border cities. Various strategies of solving problems of shrinkage are overlooked. Recommendations to improve the economic development and competitiveness of Lithuanian-Polish cross border cities Alytus and Ełk in the context of urban shrinkage are introduced.

    Artykuł jest poświęcony konkurencyjności gospodarki Polski oraz jej wpływowi na wzrost jakości życia Polaków. Na początku autor wskazuje na zróżnicowane ujęcie pojęcia konkurencyj-ność gospodarki w literaturze przedmiotu, która może być m.in. rozpatrywana jako dynamiczny, nieustanny proces, jak też jako statyczny efekt podejmowanych działań. W oparciu o dostępne publikacje i rankingi międzynarodowych instytucji, autor dokonuje charakterystyki poszczegól-nych aspektów konkurencyjności polskiej gospodarki oraz poziomu jakości życia w Polsce. Zwraca uwagę na niską innowacyjność polskiego przemysłu, a także na fakt, iż pod tym względem na arenie międzynarodowej Polska traci dystans do czołówki państw, ale także zaczyna ustępować miejsca kolejnym, w tym także mniejszym pod względem potencjału gospodarczego państwom regionu Europy Środkowo-Wschodniej. W efekcie konkurencyjność polskich produktów na rynku globalnym oparta jest głównie na wymiarze kosztowym, co znajduje przełożenie także na relatywnie niską jakość życia w Polsce na tle innych państw OECD. Chociaż niewątpliwie można mówić o wzroście jakości życia Polaków na przestrzeni lat 2001–2014, to jednak zarówno w ocenach ekspertów, jak i w powszechnym odczuciu społecznym wzrost ten jest dalece niewystarczający. W artykule autor wskazuje również zagrożenia dla procesu rozwoju gospodarczego w Polsce oraz wzrostu jakości życia Polaków, zauważając przy tym niebezpieczeństwo wejścia w pułapkę średniego dochodu, charakteryzującą m.in. gospodarki państw Ameryki Południowej. Wśród głównych zagrożeń prorozwojowych wymienia zależność polskiej gospodarki od bezpośrednich inwestycji zagranicznych, niską innowacyjność przemysłu, obniżający się poziom edukacji, niekorzystną w dłuższym okresie strukturę eksportu oraz nieefektywny system redystrybucji dochodu narodowego.
    The article is devoted to the competitiveness of the Polish economy and its impact on im-proving the quality of life in Poland. At the beginning the author points to the varied approach the concept of competitiveness in the theory, which can be considered as a dynamic process, as well as the static effect. Based on the available publications and rankings of international institutions, the author characterizes the competitiveness of the Polish economy and quality level of living in Po-land. The author draws attention to the low innovativeness of Polish industry and also to the fact that the distance between Poland and the best countries increased. As a result, the competitiveness of Polish products on the global market is mainly based on lowcost production. It has a significant influence on the relatively low quality of life in Poland, compared to other OECD countries. Alt-hough the increase in the quality of life in Poland in 2001–2014 was noticeable, its size was far from satisfactory. In the article the author also shows threats for the economic development and the quality of life in Poland. In the article the author also shows the quality of life threatening to the economic development and the height in Poland, including: dependence of the Polish economy on the foreign direct investment, low innovation of the industry, decreasing level of education, disadvantageous in a long term the structure of the export and the ineffective system of the redis-tribution of national income
