    Opracowanie to składa się, poza wstępem i zakończeniem, z trzech części merytorycznych. We wstępie przedstawiono najważniejsze założenia polityki strukturalnej Unii Europejskiej. W kolejnej części opracowania scharakteryzowano rozwój prac Wspólnoty służących zdefiniowaniu wymiaru terytorialnego Europy, realizowanych od czasu reformy Delorsa z roku 1988, uwzględniając konsekwencje wejścia w życie traktatu lizbońskiego i zapisy strategii Europa 2020. Następnie przedstawiono najważniejsze problemy negocjacyjne dotyczące polityki strukturalnej Unii Europejskiej po roku 2013. Czwartą część opracowania poświęcono najważniejszym wnioskom dla Polski, wynikającym z traktatowego charakteru spójności terytorialnej od 1 grudnia 2009 roku. W zakończeniu podkreślono znaczenie europejskiej polityki
    The paper, apart from introduction and conclusions, includes three subject-of-the-matter parts. The introduction presents major assumptions of the EU’s structural policy. The next part characterises the progress of the Community undertakings aimed to define the territorial dimension of Europe, pursued since the launch of the 1988 Delors reform, taking into consideration the consequences of the Lisbon Treaty implementation and provision of the Europe 2020 Strategy. Further in the paper the most important negotiation issues concerning structural policy of the EU after 2013 are presented. The fourth part focuses on the most significant conclusions for Poland resulting from the treaty based territorial cohesion since 1 December 2009. The conclusions underline the significance of structural policy for enhancing socio-economic growth of Poland.

    Opis:
    The paper discusses the evolution of regional policy in Poland from 1990 to 2010 and examines guidelines for modifying this policy in 2010-2020. Poland’s entry to the European Union in 2004 and European cohesion policy have had a substantial impact on regional policy in Poland. In recent years new important theoretical inspirations have appeared for regional policymakers, including new economic geography and the economics of location. International organizations such as the OECD, the World Bank and the EU are formulating proposals for a major modification of regional policy in the world. The research method is based on a benchmarking analysis and qualitative assessment of program documents. The results obtained by the researchers point to a shortage of theoretical foundations and the growing importance of regional policy to Poland’s socioeconomic development. Szlachta and Zaleski identify various risks connected with the implementation of a modern regional policy in Poland and formulate a set of questions about the theory of regional policymaking. In the first part of the paper, the authors discuss the experience of regional development programming in Poland since 1990. The next part focuses on the financial and institutional dilemmas of regional policymaking in Poland in the coming years. Later on the authors propose benchmarks for a National Regional Development Strategy until 2020. The paper ends with the formulation of key conclusions, recommendations and questions about the theory of regional policymaking.

    Presented paper consists of two parts: (1) experiences of spatial policy formulation on EU level and (2) preparation of new EU Territorial Agenda until 2030. In first part were elaborated milestones of previous activities on spatial policy in EU: European Spatial Development Perspective from 1999 and Territorial Agenda approved by member states in Godollo in 2011. Important element of paper was also description of changing background of spatial policy, primarily related to Lisbon Treaty introducing territorial cohesion. In XXI century crucial role was played by three generations of ESPON programme, embracing spatial pattern of European space, but also forecasting future of European territory until 2050. Catalysing role was played by the World Bank and OECD activities. In second part evidence concerning new Territorial Agenda was presented. Issue of spatial patterns of megatrends implies priorities of new Territorial Agenda. Using territorial potentials and overcoming territorial barriers gives additional impetus to EU development. Problems which should be tackled are: risk of fragmentation, growing interdependencies between places and functional mismatch. For Poland involvement in activities leading to next Territorial Agenda of EU is of key importance.
