Posiadanie własnego środka transportu jeszcze dekadę temu stanowiło symbol zamożności i prestiżu. Współcześnie zmotoryzowanie jest niezbędne dla funkcjonowania dla znacznej części społeczeństwa. Zwiększa to komfort życia oraz możliwości zarobkowe. Ustawodawca mając na względzie istotność posiadania własnego pojazdu zezwala na jego prowadzenie również osobom z zaburzeniami psychicznymi. Celem artykułu jest zwrócenie uwagi na rażącą rozbieżność pomiędzy znaczeniem badań lekarskich, ze szczególnym uwzględnieniem kandydatów na kierowców u których występują choroby objawiające się utratą świadomości, a społecznym postrzeganiem ich znaczenia. W artykule przedstawiona została procedura wydania prawa jazdy, ze szczególnym uwzględnieniem roli lekarzy w tym postępowaniu. Całość wieńczą postulaty de lege ferenda, wskazujące możliwe środki, jakie mogłyby przyczynić się poprawie istniejącego stanu prawnego.
Nowadays motorizing plays essential role in functioning of a significant part of society. It increases living comfort and money-making abilities. The legislator bearing in mind the importance of owning a vehicle allows to be a driver also for people with mental disorders. The aim of the article is to draw attention to the discrepancy between the importance of medical examinations, with particular reference to driver candidates with diseases which symptom is loss of consciousness, and the public perception of importance of these examination. The article presents the procedure of obtaining a driving license, with particular emphasis on the role of medical examination in this procedure. The whole is crowned with de lege ferenda postulates, indicating possible measures that could contribute to improving the existing legal standing

The author distinguishes three types of evolutionary theories: 1) ahistorical theories, constructed according to the methodological patterns of classical physics (mechanics), 2) supra-historical theories, in which the historical nature of the evolutionary process is reflected in a more complete (than only in the sense of the chronology of events) and richer, but its mechanism remains unchanged—“taken out of history,” 3) fully historical theories, recognizing that the factors and mechanisms of evolution themselves are entangled in history: are subject to changes in the course of historical development. A prominent representative of the third type is the theory of Ivan I. Schmalhauzen. Some peculiarities of its methodological structure are analyzed. This analysis allowed to reveal the premises of the process of evolution understood as a process of self-organization and to determine the basis on which it can be concluded that the general theory of evolution is nothing else than a theory of biological organization.

Year to year, vehicles are becoming more advanced, and manufacturers offer newer support systems. Progressive technology development must be followed by relevant sociological changes, including establishing a proper user awareness level. Even though compulsory driver training, required before obtaining a license, consists of selected support features, e.g. ABS (Anti-lock Braking System), it does not provide novice drivers with the necessary practical skills and knowledge of all automation features available on the market. To reduce the human error factor, the European Parliament adopted new regulations, including minimum safety requirements for new vehicles. This paper identifies the gap between the current approach toward teaching automation and necessary changes that should be made to ensure road safety. It provides an overview of ADAS functions allowed to be used during driving license exam of category B in different European countries. Moreover, the publication contains results of work carried out under the Trustonomy project. Outcomes obtained from the questionnaires were used to develop new driver training curricula. The publication discusses the developments of a survey conducted among 83 Polish drivers and 91 car fleet managers. The paper reveals their attitude and expectations towards driver training. The results indicate that despite the awareness of ADAS's positive impact on safety (80% of drivers vote, 96% of car fleet managers votes), man people still didn't take part in any training and still do not know how to use systems properly. Even more worrying is the fact that more than 50% of drivers admitted they acquired knowledge about system operation based on their own mistakes. Many responders expressed their interest in acquiring new knowledge. This situation indicates an urgent need to introduce changes to the driver training system. Therefore, the publication highlights different regulatory boundaries across Europe and stresses the need to update existing curricula to introduce proper automation-related training.

Thailand had a decline in traffic fatalities even though the estimate is only approximate. This study aims to examine the factors related to the motorcycling riding performance of 69 motorcyclists aged 60 and older in Khi Lek Subdistrict, Muang District, Ubon Ratchathani Province. Data were collected from interviews on driving behavior with the participants and their driving performance from the tests modeled on the Thai driving license test. Fisher’s Exact Test was used to analyze the data. The results showed that the elderly exhibited good motorcycle driving behavior (91.30 %); however, their riding ability was at the level of “need to be improved” (85.51%). They showed poor performance on the reflex test (72.46%) and the depth perception test (69.57%). The tests the participants passed were the color blindness test (100%) and the peripheral vision test (61.82%). This study also found that the average daily motorcycle driving distance (p-value = 0.045) and motorcycle driving experience (p-value = 0.036) of the older motorcycle riders were determined to be statistically significant factors. The findings are useful for responsible organizations to decide on road safety policies to lower the risks of accidents involving elderly motorcycle riders in Thailand. They could consider revoking lifetime driver’s licenses, providing training to promote safe driving techniques, and taking into account how the elderly’s riding performance is correlated to their average daily driving distance and driving experience.

Passenger cars are a means of transportation used widely for various purposes. The category that a vehicle belongs to is largely responsible for determining its size and storage capacity. There are situations when the capacity of a passenger vehicle is not sufficient. On the one hand, this insufficient capacity is related to a paucity in the space needed for stowing luggage. It is possible to mount a rooftop cargo carrier or a roof basket on the roof of a vehicle. If a vehicle is equipped with a towbar, a towbar cargo carrier can be used for improving its space capacity. These accessories, however, offer limited additional space, and the maximal load is determined by the maximal payload of the concerned vehicle. If, on the other hand, there is a requirement for transporting a load with a mass or dimensions that are greater than what could be supported using these accessories, then, provided the vehicle is equipped with a towbar, a trailer represents an elegant solution for such demanding requirements. A standard flat trailer allows the transportation of goods of various characters, such as goods on pallets, bulk material, etc. However, the towing of a trailer changes the distribution of the loads, together with changes of loads of individual axes of the vehicle–trailer axles. The distribution of the loads is one of the key factors affecting the driving properties of a vehicle–trailer combination in terms of driving stability, which is mainly a function of the distribution of the load on the trailer. This research introduces a study into how the distribution of the load on a trailer influences the driving stability of a vehicle–trailer combination. The research activities are based on simulation computations performed in a commercial multibody software. While the results presented in the article are reached for a particular vehicle–trailer combination as well as for a particular set of driving conditions, the applicability of the findings can also be extended more generally to the impact that the load distributions corresponding to various vehicle–trailer combinations have on the related parameters and other driving properties.

Przedmiotem rozważań są takie zagadnienia jak: przestępstwo niezawiadomienia o przestępstwie (art. 240 § 1 k.k.); zawieszenie biegu przedawnienia karalności w związku z epidemią COVID-19; słuchacz lub student Wydziału Porządku Publicznego w Szczytnie Akademii Spraw Wewnętrznych jako osoba niepełniąca służby w organach bezpieczeństwa państwa oraz zatrzymanie prawa jazdy osobie wchodzącej w skład jednostki wojskowej wykonującej zadania poza granicami państwa, popełniającej za granicą czyn polegający na prowadzeniu pojazdu mechanicznego w stanie nietrzeźwości (art. 135 ust. 1 p.r.d.). Podstawowym celem naukowym była ocena zasadności dokonanych przez ten organ interpretacji przepisów regulujących zagadnienia prawne poddane Sądowi Najwyższemu do rozstrzygnięcia. Główną tezą badawczą było wykazanie, że tzw. instytucja pytań prawnych kierowanych do Sądu Najwyższego spełnia ważną rolę w zapewnieniu jednolitości orzecznictwa sądów powszechnych i wojskowych, gdyż argumentacja stanowiska tego organu jest pogłębiona. Wyniki badania mają oryginalny charakter, ponieważ rozwijają twórczo interpretację zawartą w analizowanych rozstrzygnięciach. Badania mają przede wszystkim zasięg krajowy. Artykuł ma istotne znaczenie dla nauki – zawiera pogłębioną analizę dogmatyczną oraz duży ładunek myśli teoretycznej, a także jest przydatny dla praktyki, wzbogacając argumentację Sądu Najwyższego lub przytaczając okoliczności uzasadniające poglądy odmienne.
The article is of scientific research nature and it aims to analyse resolutions and rulings of the Supreme Court Criminal Chamber concerning substantive criminal law passed in 2022 as a response to the so-called legal questions. The subject of the analysis covers such issues as: the crime of failure to report a crime (Article 240 § 1 of the Criminal Code); suspension of the statute of limitations for criminal offenses due to the Covid-19 pandemic; a student of the Faculty of Public Order of the Academy of Internal Affairs in Szczytno as a person not serving in the state security bodies; and revocation of a driving licence in the event its holder who is a member of a military unit performing tasks outside the country commits an act consisting in driving a motor vehicle under the influence of alcohol (Article 135(1) of the Road Traffic Act). The basic scientific research aim is to evaluate the legitimacy of this body’s interpretation of the regulations covering the legal issues referred to the Supreme Court for resolution. The main research theses consist in showing that the so-called legal questions referred to the Supreme Court play an important role in ensuring the uniformity of common and military courts’ judgements because the body’s stance is based on in-depth reasoning. The research findings are original in nature as they creatively develop the interpretation contained in the resolutions analysed. The research is mainly national in scope. The article is especially important for science because it contains a deepened dogmatic analysis and a big load of theoretical thought, as well as it is practically useful as it enriches the Supreme Court’s arguments or refers to circumstances justifying different opinions.

Opis:
Air quality problems in cities are often a cause for worry. The air quality index is increasing daily, leading to an increase in cancer and many respiratory problems. Road transport in an urban area is a significant cause of air pollution. The vehicles must meet Indian emission regulations for which the emissions are measured using legally mandated standard driving cycles that did not accurately reflect real-world driving emissions because of varying traffic conditions, meteorological conditions, driving behaviour, vehicle power, performance, etc. This study focuses on real-time emissions of gaseous pollutants hydrocarbon (HC), carbon dioxide (CO2), carbon monoxide (CO), and nitric oxide (NO) from vehicle exhaust pipes under heterogeneous traffic conditions. The emissions were measured using a Portable Emission Measurement System (PEMS). The PEMS used was an AVL MDS 450 analyser mounted on the vehicle, and onroad emissions were captured. The test sample consists of four passenger vehicles with varying engine sizes, manufacturers, and fuel. The test route comprises city and highway areas, and it was discovered that the emissions were reduced by 40 to 70% on highways compared to the city. In petrol BSIV and BSVI engines, the emission was reduced to 41.73% for CO, 46.90% for HC, and 64% for NO in the city area. Speed and emissions scatter graphs were plotted for the vehicles, and it was found that in the city area, the optimum speed for less emission is between 30-40 km/h, and on highways, the optimum speed is 80-90 km/h. The emissions were also sensitive to the rate and frequency of acceleration and decelerations. This type of study is very limited in India, and more such studies are required for the assessment of air quality in metropolitan areas and successful traffic management strategies, as well as for determining instantaneous projections of pollutant emissions.

The primary research theses aim to demonstrate that the so-called legal questions referred to the Supreme Court play an important role in ensuring the uniformity of common and military courts’ judgements, given that the body’s stance relies on in-depth reasoning. The research findings present an original perspective developing the interpretation found in the analysed resolutions in a creative way. While the research primarily focuses on national aspects, the article holds significant importance for the scientific community. This is due to its detailed dogmatic analysis and substantial theoretical discourse. Moreover, its practical utility is evident as it enriches the Supreme Court’s arguments and addresses circumstances that justify diverse opinions.

The demand for electric vehicles is high due to the fact of their low travel costs. Meanwhile, an increase in the car driving range is expected. Hence, this paper examines different concepts related to driving a battery electric vehicle. The driving scenarios were divided into two parts. The first part consisted of four stages: driving in a mixed cycle, charging the battery, driving a very short distance, and driving distances that were within the maximum theoretical range of the batteries. The second part involved driving a distance until the range extender system was activated. The outcomes of these experimental investigations are described and the key findings are presented in the discussion.
Popyt na pojazdy elektryczne jest duży ze względu na niskie koszty podróży. Jednocześnie spodziewany jest wzrost zasięgu. Dlatego w niniejszym artykule przeanalizowano różne koncepcje związane z prowadzeniem pojazdu elektrycznego. Scenariusze jazdy zostały podzielone na dwie części. Pierwsza część składała się z czterech etapów: jazdy w cyklu mieszanym, ładowania pakietu bateryjnego, przejazdu bardzo krótkiego odcinka oraz przejazdu odcinków o różnej długości, mniejszej niż maksymalny zasięg teoretyczny. Druga część polegała na przejechaniu odcinka do momentu aktywacji systemu REx. Wyniki przeprowadzonych badań zostały zaprezentowane, a kluczowe ustalenia przedstawiono w sekcji dyskusji.

Research work on the new assessment of environmental indicators using equipment from the PEMS group (Portable Emission Measurement Systems) with motor vehicles is being developed. Due to the miniaturization of equipment, there are new measurement possibilities for more and more numerous groups of vehicles, including two-wheelers. The article presents the research and a summary of the results of a moped equipped with a two-stroke engine, approved in accordance with the Euro 3 standard. The research object is mainly used for driving in urban traffic. Therefore, the research route was created as the first communication frame in the Poznań agglomeration. In the analysis of the results, the author’s M toxicity index was proposed, which is based on the assumption that CO2 emission is a measure of the correctness of the combustion process. The equipment from the PEMS-AxionR/S+ group, characterized by small dimensions and low weight, was used to determine the actual motion parameters and the emission of toxic compounds. In the analysis of the measurement results, dimensionless indicators of toxicity M of gaseous compounds were determined and a comparative analysis was made with the values of other objects obtained in the course of previous research (motorcycle, passenger car, off-road vehicle, hybrid bus and agricultural tractor). Due to the engine design (two-stroke type), the worst environmental indicators were obtained for CO and HC compared to other tested vehicles.

This article refers to the impact the war in Ukraine had on the policy of the Middle East countries in the international and domestic aspects and what development of events can be expected in this connection. The Middle East countries reacted quickly to the war in Ukraine; most condemned Russia’s aggression. However, none sided with Ukraine, and Iran firmly sided with Russia. How to explain it? Also, Arab public opinion did not accept the Western narrative about the causes of the war in Ukraine. Was it the result of Russian propaganda, or were there more profound reasons? Washington strongly pressured its Middle Eastern allies to move away from their policy of neutrality. Still, a year after the aggression, the Middle East not only continued to maintain relations with Russia but also expanded its scope. Was it the result of the rejection of American paternalism or the greater autonomy of the region’s countries in the conditions of multipolarity in international relations? The article tries to explain these questions within the methodology and terminology of constructing scenarios of future trends in international relations.

Opis:
The purpose of the study is to analyze the principle of limited trust as a guarantee of ensuring road safety in the light of current legal solutions. The analyzed principle is a rule of appropriate behavior of the driver of a vehicle in situations involving the traffic of pedestrians, and provides a normative basis for acting in confidence to other traffic participants. It should be emphasized that its observance guarantees the safety of pedestrians, while its violation poses a serious threat. It is also worth noting that the driver of a vehicle is not obliged to anticipate all unusual and dangerous behavior towards other traffic participants, as this would result in constant obstruction and paralysis of traffic flow.
Celem pracy jest analiza zasady ograniczonego zaufania jako gwarancji zapewnienia bezpieczeństwa drogowego w świetle obowiązujących rozwiązań prawnych. Analizowana zasada stanowi regułę odpowiedniego zachowania się kierującego pojazdem w sytuacjach związanych z ruchem pieszych oraz stanowi normatywną podstawę do działania w zaufaniu do innych uczestników ruchu. Podkreślić należy, że jej przestrzeganie gwarantuje bezpieczeństwo pieszym, zaś jej naruszenie stanowi poważne dla nich zagrożenie. Warto także zaznaczyć, iż kierowca pojazdu nie ma obowiązku przewidywania wszelkich nietypowych oraz niebezpiecznych zachowań w stosunku do pozostałych uczestników ruchu, gdyż skutkowałoby to nieustannym tamowaniem i paraliżowaniem ruchu drogowego.

Opis:
The paper presents an experimental stand for testing the front car camera S-CAM with embedded image recognition systems. The camera sends CAN messages these are converted to USART messages by microprocessor based system. The messages are interpreted by MATLAB script on the basis of database of traffic signs in accordance with Polish Road Code. The testing stand is mainly aimed for educating students interested in the fields of electronics and technologies related to automotive branch, as well. The second objective is a research on efficiency of traffic sign recognition system being one of functionalities of S-CAM camera. The technical specification of testing stand, its functionality and limitations were also discussed. The bench operation was illustrated with examples of stiff images, animation and real movies.

Internal combustion engines represent the largest share of motor vehicle propulsion types. Despite the introduction of alternative drives (hybrid and electric), combustion engines will continue to be the main factor in the development of transport. Therefore, work related to their technological development and reduction of their harmful effects on human health and the environment is required. The development of internal combustion engines can be seen in two directions: technological changes resulting in increased efficiency of such engines and the second direction connected with limitation of exhaust gas emission. The present work is included in the second direction of research interests and concerns the analysis of various operating conditions of internal combustion engines. The operating states, both static and dynamic, determine the operational properties of internal combustion engines, such as fuel and energy consumption as well as pollutant emissions. Sofar, such operating conditions have only been mapped on a chassis dynamometer in various homologation tests. The course of the type approval test was known and the conditions of measurement were also known, which made it impossible to introduce a random factor into such tests. Currently, these properties are determined in tests performed in real vehicle operating conditions – RDE (Real Driving Emissions). Such tests are representing real operating conditions of motor vehicles. Limitations for performing tests in real traffic conditions are, apart from formal requirements concerning the duration and distance of individual parts, the dynamic conditions of vehicles determined by the speed and acceleration of the vehicle. The study analyzed the properties of vehicle speed processes and engine operating states in the RDE test, taking into account its individual phases – driving in urban, rural and motorway conditions. Engine operation states are the processes of the engine rotational speed and its relative torque. It was found that the dynamic properties of the vehicle speed process are much more significant than the engine operating states. It was also found that the road emission of pollutants in the RDE test, which is the property of vehicles measured in the test, the motorway phase properties have greatest impact.

Opis:
Driving comfort and performance is of vital importance to evaluate the control quality of an automatic driving system. The control quality and calibration of the automatic driving system not only affects comfort but also psychological load and tension. Therefore, this paper proposed an analysis method of driving comfort combined with subjective and objec- tive factors, including multidimensional analysis based on the velocity domain, acceleration energy and power analysis, perceived risk and deviation analysis. Moreover, the feature of typical uncomfortable manoeuvres is analysed and generates an intelligent identification al- gorithm. It has been found that the uncomfortable identification performance is excellent (the accuracy reached 99%).
