Obecnie systemy transportowe nie spełniają nie tylko oczekiwań, ale i potrzeb ich użytkowników. Z tego względu poszukiwane są innowacyjne metody zarządzania ruchem drogowym i poprawiające jego bezpieczeństwo. Wśród nich coraz większe zainteresowanie zdobywają inteligentne systemy transportowe (ITS) Stąd też celem artykułu jest próba przedstawienia definicji inteligentnych systemów transportowych oraz ich oddziaływania na bezpieczeństwo kierowców, w tym kierowców zawodowych.
Contemporary transport systems do not meet either the expectations or the needs of their users. Hence the search for new, innovative traffic management methods, which would improve traffic safety. This article discusses the definition and impact on the safety of drivers, including professional ones, of a promising idea, namely, intelligent transport systems (ITS).

Objectives The aim of this study was to investigate the prevalence of obesity, alcoholic beverage consumption, unhealthy alcohol use and sudden sleep onset at the wheel among Italian truck drivers. In addition to prevalence rates, this study also aimed at investigating potential predictors for sudden-onset sleepiness and obesity. Material and Methods A sample of truck drivers was extracted from the database of the High Risk Professional Driver Study. Data concerning demographics, anthropometry, medical information and working conditions were collected using anonymous questionnaires. Logistic regression analyses were performed to assess the association of the reported body mass index (BMI), alcohol consumption and sudden sleep onset with working conditions and general lifestyle factors. Results Three hundred and thirty-five questionnaires were collected. According to their BMI, 45% of the participants were overweight and 21.4% of them were obese. Twenty-four point two percent declared they drank alcoholic beverages during working hours or work breaks and 21.3% of the drivers had an Alcohol Use Disorders Identyfication Test Consumption (AUDIT C) score ≥ 5 (the threshold value for unhealthy alcohol use). Forty-one point six percent of the interviewees experienced one episode of sudden sleep onset at the wheel per month (5.5% per week and 0.9% daily). Predictive factors for obesity were: length of service (odds ratio (OR) = 1.09, confidence interval (95% CI): 1.04–1.15, p < 0.001) and the AUDIT C total score (OR = 1.34, 95% CI: 1.08–1.66, p = 0.008). Predictive factors for sudden-onset sleepiness at the wheel were: age > 55 years old (OR = 5.22, 95% CI: 1.29–21.1, p = 0.020), driving more than 50 000 km per year (OR = 2.89, 95% CI: 1.37–6.11, p = 0.006) and the Chalder Fatigue Questionnaire (CFQ) score > 11 (adjusted OR = 2.97, 95% CI: 1.22–7.21, p = 0.016). Conclusions This study strongly emphasizes the need for intervention in order to reduce and prevent important risk factors for the sake of road safety and truck drivers’ health.

The main categories of driver's fatigue, theirs reasons and the effect of driver's fatigue for safety driving as well as the principles of driver's fatigue prevention are presented in paper.

A pilot project ..Investment in Safety. Reeducation of drivers - methodology, human resources, effectiveness" was conducted between November 2007 and April 2008. The project was a joint task of National Road Safety Council, Polish Educational Group "Educativ" and chosen Regional Drivers' Examination Centres. Methodological support was provided by Motor Transport Institute. The aim of the project was road safety improvement by increasing competences and abilities of employees of Regional Drivers' Examination Centres responsible for reeducation courses for drivers violating traffic laws. Fifty two participants were engaged in the project - psychologists, policemen and organizers of the courses for traffic law violators. A series of trainings consisted of conference meetings and regional workshops. Participants obtained a certificate by passing the final test. The exam was organized in an online form and in that aspect it was an experiment. Each participant received a disposable login in order to access an examination program located on an indicated web page. Admission to the exam was possible anytime within two particular days. Test consisted of 50 randomly selected questions arranged in a three-choice format with one, two or three correct answers. Time for each question was limited. Analysis confirms usefulness of network instruments in knowledge verification, especially in the presence of territorially dispersed participants of training courses. Statistical data about user choices and answering time were gathered, showing correlation of answers and making possible detailed analysis of questions and feedback-driven future training improvement.

Objectives: A high percentage of professional drivers (PDs) often report feeling fatigue during their work, and falling asleep at the wheel (FAW) is a major contributing factor to the occurrence of near-miss or actual accidents. The aim of this study is to evaluate the prevalence of FAW among Italian PDs and the effect of fatigue on this occurrence (corrected for the main predictive factors already known). Material and Methods: We performed a cross-sectional questionnaire survey. Data from PDs (N = 497) were used for analyses. Logistic regression analyses were performed to assess the association of reported sudden-onset sleep at the wheel with working conditions and general lifestyle factors. Results: Forty-one percent of the interviewees experienced at least 1 episode per month of sudden-onset sleep at the wheel (4.7% per week). Predictive factors of self-reported FAW were: age > 55 years old (odds ratio (OR) = 4.91, confidence interval (CI): 1.79–13.50, p < 0.01), traveling more than 40 thousand miles per year (OR = 1.86, 95% CI: 1.08–3.22, p < 0.05), body mass index ≥ 30 (OR = 2.16, 95% CI: 1.01–4.64, p < 0.05) and Chalder Fatigue Questionnaire score > 22 (OR = 3.93, 95% CI: 1.90–8.14, p < 0.01). Conclusions: There are different work and human factors underlying FAW among PDs. The Chalder Fatigue Questionnaire might be useful in measuring fatigue in this group and in detecting PDs at high risk of experiencing FAW.

The driver’s reaction time is one of the most important parameters for the road preaccident analysis. There are known the results of tests, in which the value of this parameter was determined in expected and unexpected road situations. But in some cases, this time may be longer e.g. in situations in which the driver’s attention may be distracted by keeping observations other than the area, in front of the car’s surroundings. There are many manoeuvres, when the driver is obliged to observe many areas at the same time. Thus, his attention must be turned away from the main area – in front of the vehicle. The paper presents the results of tests involving the measurement of the driver’s attention time focused on observing the surrounding other than the car’s path. During the test, the driver’s attention was focus on observing the side and back mirror, car radio and at the mobile phone. Certain values can be potentially considered as extending the typical driver’s reaction time. The results of the presented tests have practical applications and can be used in the process of issuing opinions on traffic accidents.

This study investigated the deterrence effect of the police patrol on the road safety in China and the research purpose was achieved by questionnaire survey and data regression. Firstly, a questionnaire survey was carried out to investigate the drivers’ illegal behaviours and attitudes to safety measures, such as police patrol, surveillance cameras and warning signs, and 137 drivers participated in the survey; the statistical results showed that 45.3%, 4.4% and 16.8% of the respondents had the experience of speeding, driving under influencing of alcohol and fatigued driving respectively; all of the participants believed that traffic police patrol would change their dangerous driving behaviours and police patrol is most effective among three road safety measures based on the investigations. Secondly, data about police patrol frequency and road crash rate on the road segment was collected from the local Transportation Administration Bureau and the regression analysis based on the data was conducted to investigate the direct effect of traffic police patrol on road safety improvement. The results indicated that increasing the frequency of police patrol has an obvious positive effect on improving the road safety and it is consistent with the results from self-reported questionnaire survey.

Psychologiczne badania kierujących pojazdami pełnią istotną rolę w systemie bezpieczeństwa ruchu drogowego. Ich podstawę prawną stanowi ustawa o kierujących pojazdami, ustawa o transporcie drogowym oraz stosowne rozporządzenia. Badania te przeprowadza się w różnych grupach kierowców m.in.: wykonującym transport drogowy, kierowców pojazdów uprzywilejowanych lub przewożących wartości pieniężne, kandydatów na instruktorów nauki jazdy i egzaminatorów oraz osób pracujących w tych zawodach. Ponadto, obowiązek poddania się badaniom sprawności psychofizycznej spoczywa także na osobach skierowanym w drodze decyzji przez starostę w związku z przekroczeniem dopuszczalnej liczby punktów karnych, spowodowaniem wypadku drogowego lub prowadzeniem pojazdu pod wpływem alkoholu lub środka działającego podobnie do alkoholu. Badania te, poprzez swoją rolę selekcyjną, mają za zadanie eliminować z ruchu drogowego te osoby, których poziom sprawności i/lub cechy osobowości czy temperamentu wskazują na istnienie niedomogów lub cech mających istotny wpływ na bezpieczne uczestnictwo w ruchu drogowym. W przypadku badań kierowców z grup ryzyka (kierowanych na badania przez starostę), mają odpowiedzieć na pytanie o związek pomiędzy zachowaniem kierowcy (sprawnościami psychicznymi), a przyczynami wypadku drogowego, bądź podejmowaniem zachowań ryzykownych (np. naruszaniem przepisów ruchu drogowego). Psycholog ma zatem na podstawie badania przewidzieć ewentualne niebezpieczne zachowanie kierowcy i zapobiec mu, albo poprzez eliminację (w przypadku wyraźnych przeciwwskazań), albo przez psychoedukację, czyli dostarczenie badanemu kierowcy określonej wiedzy na temat poziomu jego sprawności oraz indywidualnych mechanizmów funkcjonowania w ruchu drogowym. W artykule omówiono uwarunkowania prawne i metodologiczne psychologicznych badań kierowców wraz z historią ich zmian na przestrzeni ostatnich lat.
Psychological tests of drivers play an important role in the road safety system. Their legal basis is Vehicle Drivers Act, The Law on Road Transport and appropriate regulation. These psychological research carrying out in diverse groups of drivers: all persons performing mobile road transport, drivers of privileged vehicles or those carrying monetary values, candidates for driving instructors, examiners and the people working in these professions. They also include of-fenders in road accidents as a result of which other people died or were injured, drivers who exceed 24 penalty points received for violation of the traffic laws and vehicle drivers in a state of intoxication, under the influence of alcohol or substance acting similarly to alcohol. Psychological tests are designed to eliminate those drivers from road traffic, whose psychical condition (mental abilities, attributes, personality) cannot guarantee proper behaviour on the road. In the case of the high-risk drivers, psychological tests have to answer the question about the relationship between driver behavior (mental efficiency) and causes a traffic accident, or making risky behaviors (eg. the violation of traffic regulations). The psychologist, based on test results has to predict possible dangerous driving behavior and prevent him through the elimination (in the case of clear contraindications) or by psychoeducation and gives driver a specific knowledge about its efficiency and individual mechanisms functioning in traffic. This paper discusses legal and methodological basis psychological testing of drivers and history of changes in recent years.

The reports of committees investigating the causes of rail accidents indicate the significance of the so-called human factor (e.g. UTK, 2019). In addition to issues related to perso nality functioning, the organization and culture of work, this also includes variables related to the cognitive functioning of train drivers themselves. These are significant factors that determine the occurrence of accidents that result from ignoring or not spotting railway signals and signs. The purpose of this study was to verify the relationship between cognitive functioning and safety determinants, which was measured using an eye-tracking technique. The application of this technique was intended to check its usefulness in the field of railway traffic safety and to achieve an approximate simulation environment of the real working conditions of a train driver. In the present study, the Vienna Test System was used as a me - thod for the determination of cognitive functioning. Based on the variables described in the subject literature, the following tests were applied: Determination Test, Visual Memory Test, Visual Pursuit Test, Reaction Time, Cognitrone, Signal Detection and Vigilance. In addition to computer cognitive tests, an eye-tracking test method was designed based on a film recorded in real train-driving situation. Measures describing areas of interest (AOI) that are crucial for safety were analysed. Due to the pilot nature of the research, only 10 passenger train drivers participated in the study. The results of the study showed a link between the cognitive functioning of the train drivers and visual security determinants. Significant correlations were found with stress tolerance resulting from cognitive overload, visual memory, alertness and concentration ability under time pressure. The study confirmed the significant role of the train driver's cogni- tive functioning in the analysis and perception of safety-critical signals. The use of an eye-tracking method has delivered results that are in agreement with studies based on other methods. This pro- vides a sound basis for the continuation of research using eye- tracking in the assessment of rail transport safety. In the future, the research should be extended to include an analysis of the effect of demographic and situational variables (types of signalling devices and signage) and a broader model of the relationship between cog- nitive functioning and the driver's visual attention. This will provide data that is crucial for the prevention of railway incidents and the development of training plans for train drivers.

Zapewnienie bezpieczeństwa w transporcie publicznym to skomplikowane zadanie. Bezpieczeństwo komunikacyjne jest związane z ruchem drogowym. Coraz większe znaczenie zyskuje bezpieczeństwo osobiste pasażerów, kierujących pojazdami i kontrolerów. Do tego dochodzi bezpieczeństwo mienia: pojazdów, przystanków i pozostałej infrastruktury. Artykuł przedstawia działania prowadzone przez przewoźnika na tym polu. Podstawą jest utrzymywanie kompetentnej załogi, która poradzi sobie w skomplikowanych warunkach drogowych wielkiego miasta oraz w przypadku pojawiających się problemów ze strony pasażerów. Drugim znaczącym obszarem działań jest współpraca z instytucjami odpowiedzialnymi w mieście za bezpieczeństwo - w artykule omówiono wspólne akcje przeprowadzane z policją i strażą miejską. Przedstawiono działania przeprowadzane w zakresie infrastruktury przystankowej, w Krakowie bowiem przewoźnik jest odpowiedzialny za jej funkcjonowanie i utrzymanie. Poza tym skrótowo przedstawiono wybrane statystyki dotyczące: ofiar wypadków, struktury przeprowadzanych kontroli i współpracy z innymi instytucjami.
Protection of security in public transport is a complicated challenge. Transport safety is related to the road traffic. Personal passengers' as well as drivers and inspectors safety gains bigger importance. To this catalogue one should add property safety: vehicles, stops and other infrastructure elements. This article presents activities undertaken by the carrier in this scope. The basis is to employ competent staff who can manage in complicated road conditions occurring in a big city and in case of problems with passengers as well. The second important area of activities is cooperation with institutions responsible for the safety in the city. Actions executed together with the Police and the City Guard (municipal police unit) have been presented in the article. Since in Cracow it is the carrier which is responsible for maintaining of the public transport stops infrastructure, the activities related to this task have been discussed in the article as well. Besides, selected statistics concerning victims of accidents, structure of inspections and cooperation with other institutions have been presented in short.

According to the Central Statistical Office in Poland, for the last 10 years (2009 - 2018), the number of trucks has increased by as much as 25%. More than 6 million trucks drive in the European Union, and Poland, followed by Italy, boasts of the largest fleet (over one million trucks) . For some time, freight transportation companies have been signaling the problem of lack of staff. The Polish Road Transport Inspectorate and the National Labor Inspectorate supervise the transportation sector. All issues related to drivers’ working time are law-regulated. The main objective of introducing regulations on drivers’ working time is to improve road safety and drivers’ working conditions. The top-down imposition of break and rest periods prevents drivers’ fatigue and serves to regenerate forces. Fatigue reduces psychomotor skills, and the speed of reaction is particularly important in this profession. The practical goal of this article is to show how drivers perceive these problems, this scientific problem but in a different approach was also presented in the works. The analyzed results come from research conducted by the authors of the article. The research was conducted in the form of a multidirectional survey, 100 people (professional trucks drivers) answered each question. Each of them declared that they are a driver and work in Poland. The study was conducted in December 2018.

In city traffic, the driver's visual tasks are not just limited to observing the road. Visual information from the driver's immediate vicinity is also important for effective and safe driving. There may be objects of various luminance in the driver's field of vision, such as shop windows, conventional billboards and LED billboards. Excessive luminance of surfaces in the road's vicinity, especially at night, may lead to reduced visual performance of drivers. Special hazard comes from LED billboards that, apart from very high luminance levels, also feature large surfaces, high luminance contrast and colour contrast, and whose content (animated or video) is very dynamic. The article presents results of pilot study completed with the use of a driving simulator, analyses the obtained results and discusses the applied test method.

Opis:
The aim of the paper is to present the European Project "MODULE CLOSE TO". The project is executed in eleven European Union countries. The paper describes main objectives and guidelines of the project. The project's main result in the final stage should be the development of conditions for unification of drivers''training system across Europe by introducing into drivers' training new educational module. The module consists in realization of educational method called "peer-to-peer" during drivers' training, which is taken from addiction treatment prevention in which a peer reports on a problem to another peer. In drivers' training, the course participants are confronted with road accident offenders (course participants' peers) and their stories, which should lead to positive changes in attitudes and behaviours of young, beginning drivers and therefore to permanent reduction in number of both road accidents and their victims. The preliminary research confirmed that classes with road accident offenders have a positive influence on developing proper attitudes of young drivers. A discussion concentrated on offender, his/her susceptibility to risky behaviours, accident's circumstances, confrontation with its consequences and on serving an adjudged sentence makes an impression on young course participants. The project anticipates introduction of pilot classes in driving schools, high schools, etc. within the framework of drivers' training with participation of road accident offenders and also evaluation of its influence on course participants. The final effect of the project will be the development of conditions for introducing a new educational module into existing drivers' training system as well as developing conditions for recruiting accident offenders and actions motivating them to join the project realization.
