Opis:
Celem artykułu jest prezentacja metodycznego podejścia w obszarze doskonalenia bezpieczeństwa placówki oświatowej, które zostało przeprowadzone w jednej ze szkół województwa wielkopolskiego. W 11 sekwencyjnie zrealizowanych etapach procesu badawczego wzięła udział społeczność szkolna. Bodźcem dla omawianego przedsięwzięcia było zaobserwowanie przez autorów artykułu stanu stagnacji w działaniach na rzecz bezpieczeństwa. Na podstawie wywiadu swobodnego w gronie pedagogicznym oraz utrzymywanych zapisów w dokumentacji szkolnej dotyczącej bezpieczeństwa szkoły wskazano na duże rozbieżności w ocenie stanu rzeczy. Zidentyfikowane problemy powiązano z powszechnie sygnalizowaną postawą braku osobistej odpowiedzialności za wspólne bezpieczeństwo, głównie w grupie uczniów. Zainicjowało to podjęcie działań w celu poprawy bezpieczeństwa z wykorzystaniem środków komunikacji interpersonalnej. Ponieważ zaangażowanie jest kluczem do sukcesu, dlatego położono nacisk na współpracę wszystkich podmiotów uczestniczących w funkcjonowaniu placówki oświatowej, tj.: uczniów, grona pedagogicznego, rodziców, pracowników administracyjnych oraz pracowników technicznych, w ciągłym doskonaleniu, które jest częścią kultury organizacji. Chcąc wzmocnić efekt oddziaływania komunikowanej informacji związanej z bezpieczeństwem społeczności szkolnej, przyjęto wytyczne w doborze środków techniczno-organizacyjnych, które wzmacniają siłę przekazu.
The aim of the article is to present a methodical approach to improving the safety of an educational institution, which was carried out in one of the schools in the Greater Poland Voivodeship. The entire school community was covered in ten sequentially implemented stages of the research process. The stimulus for the discussed undertaking was the author’s observation of the state of stagnation of activities related to safety. On the basis of a free interview with a group of teachers and on the basis of records maintained by the school regarding school safety, large discrepancies in the assessment of the state of affairs were indicated. The identified problems were related to the commonly signaled attitude of a lack of personal responsibility for common safety, mainly in the group of students. This initiated taking actions to improve safety with the use of interpersonal communication means. Since commitment is the key to success, emphasis was placed on the continuous improvement of the cooperation of all entities participating in the functioning of educational institutions, i.e. students, teaching staff, parents, administrative employees and technical employees, which is part of the organizational culture. In order to strengthen the effect of the communicated information related to the safety of the school community, guidelines were adopted in the selection of technical and organizational measures that strengthen the power of communication.

W artykule przedstawiono wyniki w zakresie wykorzystania wybranych metod i narzędzi zarządzania jakością – klasycznych i nowoczesnych – w celu analizy niezgodności spawalniczych w konstrukcjach stalowych na przykładzie wybranego elementu – członu powtarzalnego B = 2250. Artykuł wykazuje potencjał wykorzystania metod i narzędzi zarządzania jakością w służbie analizy i doskonalenia jakości. Przeprowadzono analizy ilościowe, ilościowo-jakościowe oraz jakościowe (opisowe) w celu udoskonalenia jakości konstrukcji stalowych. Wykazano, że dwie główne niezgodności spawalnicze, które najczęściej występują w spoinach w badanej konstrukcji stalowej to pory i pęcherze. Zidentyfikowano potencjalne przyczyny źródłowe problemów z jakością oraz zaproponowano działania doskonalące. Wykazano, że takie czynniki, jak wysoka jakość materiałów podstawowych i dodatkowych do spawania oraz odpowiedni ich dobór, optymalna temperatura spawanego elementu, napięcie łuku, natężenie prądu spawania, jakość przygotowanych powierzchni przeznaczonych do spawania, wykwalifikowany i kompetentny personel, mają duży wpływ na przeprowadzenie procesu spawania w sposób prawidłowy w przypadku badanej konstrukcji stalowej. Określono, że działania usprawniające pracę spawaczy powinny polegać na zatrudnianiu spawaczy o wysokich kwalifikacjach i uprawnieniach, zwróceniu uwagi na poziom szkolenia przyszłych spawaczy oraz lepszym motywowaniu pracowników.
The article presents the results of the use of selected methods and quality management tools - classic and new - in order to analyze welding nonconformities in steel structures on the example of a selected element - the repeating element B = 2250. The article shows the potential of using quality management methods and tools in the service of quality analysis and improvement. Quantitative, quantitative-qualitative and qualitative (descriptive) analyzes were carried out in order to improve the quality of steel structures. It has been shown that the two main welding nonconformities that most often occur in the welds in the tested steel structure are pores and bubbles. Potential root causes of quality problems were identified and improvement actions were proposed. It has been shown that factors such as high quality of basic and additional materials for welding and their appropriate selection, optimal temperature of the welded element, arc voltage, welding current, quality of the prepared surfaces to be welded, qualified and competent personnel, have a large impact on the process correctly welding in the case of the tested steel structure. It was determined that actions to improve the work of welders should consist of employing welders with high qualifications and qualifications, paying attention to the level of training of future welders and better motivating employees.

The paper presents an analysis of an innovative method based on the principles of the Toyota Production System - BOST survey, which was carried out in 8 selected production companies from the plastics processing industry operating in the Silesian Voivodeship. Each question in the BOST survey relates to a given Toyota Rule and the Toyota House Roof. Thanks to this survey, you can learn the opinion of the surveyed employees on many areas of the functioning of a given enterprise, which may be an important hint to the operational and strategic activities of the enterprise. In the study, 1 question was selected for analysis, containing a set of factors (areas) closely related to process improvement and personal characteristics of the respondents was analyzed. The result of the work is to determine the position of quality in the continuous improvement process according to the surveyed employees and to propose improvement activities for selected companies.

Odpowiedź na to pytanie problemowe starano się znaleźć prowadząc badania sondażowe nie podczas rozmów w dyrektorskich szkolnych gabinetach, ale wykorzystując coraz popularniejsze wśród nauczycieli i studentów pedagogiki narzędzia internetowe. Wyniki badań potwierdziły, że mimo trudności życie w szkołach nie zamarło. Nauczyciele są nadal zainteresowani swoim rozwojem zawodowym, a dyrektorzy reprezentujący różne style zarządzania podejmują rozmaite działania, by ich w tym wspierać.
This study investigated which forms of assistance of the development of the teachers’ educational abilities are being applied by school principals at current difficult times for education. To answear this resarch question the author decided to use online questionnary that was given to the teachers and pedagogy students. Based on the results it was conducted that despite the difficult situation the teachers are still interested in self development. Furthermore, the school principals use diverse activities to support the teachers.

Opis:
Purpose: identification of possibilities of using quality management methods and tools to improve maintenance processes. Design/methodology/approach: the tools used were adjusted to the results of cognitive interview and maturity analysis of maintenance process carried out among representatives of various levels of the organization's management, based on an original tool. Findings: it was found that the level of maturity of the process is in the chaotic phase, despite the fact that the company implemented integrated management systems, quality management methods and tools are not systematically used in the process; it seems, however, the needs in this area are very large. Research limitations/implications: the study was conducted on the basis of only one process, in one workplace; only on the basis of own observations it can be concluded that other processes in this plant, as well as similar ones, will show similar deficiencies, which should, however, be subjected to a deeper analysis. Practical implications: it can be assumed that the research results presented in this paper, as well as the proposed practical solutions, may support not only the process under study, but also completely different processes; the study seems to indicate the need of educating the managers in the field of practical skills for improving the processes in the organizations. Originality/value: the study proposes the use of an original tool for measuring process maturity as an entrance to further steps, it also presents the possibility of using tools, the process of their implementation in an actual process, as well as barriers encountered.

Stanowi odniesienie doaspektów prawnych, organizacyjnych, planowania, finansowania działalności,a także stanu kadrowego i zaplecza materiałowo-technicznego, jakim one dysponują. Wskazuje braki i potrzeby, występujące w ramach działania systemów,a także określa dalsze, proponowane kierunki badań i rozwoju systemów.
The subject of this study is civil protection and rescue implementedas part of the crisis management system which is the most important mechanism in Poland to monitor potential threats, prepare for effective preventionagainst their occurrence and efficient and comprehensive response in theevent of a crisis, as well as comprehensive removing the effects of extraordinary events. The implementation of the indicated tasks of the system boilsdown mainly to direct and indirect forms of civil protection and rescue, as well environment. This study presents the functioning of civil protection and rescue as well as crisis management systems in practice. It is a reference to thelegal and organizational aspects, planning, financing of activities, as well asthe human resources and material and technical facilities they have at theirdisposal. It indicates the gaps and needs occurring in the operation of systems and it also defines further directions proposed for research and development of systems

It was made the identification and of areas geneating problems from the second Toyota’s management principle point of view. Analysis of the research results was presented in the form of tables, histograms, radar chart and some statistical tools. Some production workers of the company with the help of BOST questionnaire survey showed, which factors are the most important. The aim of the analysis is to present which factors are the most important by building the significance sequences of obtained results. The results obtained for the type of small and medium-sized enterprises overlap with the results of tests verified in other enterprises.

The article presents a case study of the practical use of BOST surveys to identify the most important areas in the production process. It was made the identification of areas from the second Toyota’s management principle point of view. This principle is based on the conviction that appropriate process leads to appropriate results. If the process is designed properly, then good results will come automatically. The research object is company producing the mineral water and carbonated drinks. Some production workers of the company with the help of BOST questionnaire survey showed, which factors are the most important. In frames of the work it was made short characteristics of the research object - producer of mineral water, the presentation of research methodology and content second Toyota’s management principle. Based on the survey results of carried out on the population of production workers, a series of importance areas for improvement was formulated. The aim of the analysis is to present which factors are the most important by building the significance sequences of obtained results. In the article were presented results of analysis with using some statistical tools. The results obtained for the type of small and medium-sized enterprises overlap with the results of tests verified in other enterprises.

Celem artykułu jest przedstawienie integracji jako determinanty wzrostu gospodarczego oraz wskazanie na istotę, rolę, potrzebę i znaczenie integracji zarządzania w organizacji. Metody badawcze: analiza dostępnej literatury, wnioskowanie. Praca ma charakter przeglądowo-teoretyczny. Wyniki: wskazano na korzyści i bariery związane z wprowadzaniem zintegrowanego systemu zarządzania w organizacji. W oparciu o studia literatury stwierdzono, że integracja jako strategiczne i inherentne podejście umożliwia rozwiązanie problemów związanych z osiąganiem rzeczywistego, ciągłego doskonalenia i funkcjonowania organizacji w zmiennym otoczeniu rynkowym. Integracja systemu zarządzania przynosi organizacji korzyści ekonomiczne, a zintegrowany system zarządzania uwidacznia możliwe efekty synergii. Wskazano, że koncepcja zintegrowanego doskonalenia 5.0 umożliwia znalezienie sposobu na sukces organizacji funkcjonującej w warunkach zmienności i różnorodności otoczenia. Odniesiono się do integracji jako determinanty wzrostu gospodarczego. Wskazano na konieczność prowadzenia badań w zakresie wpływu efektywnego zarządzania wiedzą na kompleksowo rozumiane procesy integracji.
The purpose of the article is to present integration as a determinant of business growth and to indicate the essence, role, significance and relationship with management in an organization. The research methods included an analysis of the available literature and inferences. The work is theoretical in nature. The results indicate the benefits and barriers related to the introduction of integrated management system in an organization. Based on the literature studies it was found that integration as a strategic and inherent approach allows problems to be solved related to achieving real and continuous improvement, and helps an organization to navigate in a changing market environment. The integration of the management system brings economic benefits to the organization, and reveals possible synergy effects. It was pointed out that the concept of integrated improvement 5.0 makes it possible to find a route to success in the functioning of an organization in a variable and diverse environment. Integration was referred to as a determinant of economic growth. The necessity of conducting further research on the impact of effective knowledge management on the comprehensively understood integration processes was underlined.

Purpose: Contemporary management seeks ways to foster competitiveness and to enhance organizational development. This can often be achieved by carrying out activities that identify and monitor stakeholder expectations and requirements. This article aims to show the importance of stakeholders in the improvement of quality in an organization. Design/methodology/approach: The multi-faced and multi-dimensional nature of the issue (the role of a stakeholder in the quality improvement) and the identification of the covered research areas was accomplished by means of a two surveys conducted in years 2011-2014 in the Central Pomeranian region. The first survey was done in January-April 2011 and the second in November 2013-April 2014. Therein, 600 organizations were interviewed in the first and 1107 in the second survey. Findings: The study shows that stakeholders consciously influence quality in an organization, which directly affects the need to improve quality (e.g. by the implementation of management systems), enhancing trust, the satisfaction of the entities and the competitiveness of the organizations. The use of management systems by organizations (e.g. ISO 9001), allows companies to adapt to the identified market needs. Originality/value: The results confirmed a correlation between the stakeholder and quality, as the relationship between the quality and the internal/external stakeholder determine improvement of an organization (perceived as a process). This results in, inter alia, the need to continuously monitor and improve the processes, as well as to assess the level of parameterization through the implementation of the management system (e.g. ISO 9001). The stakeholders are important determinant of quality.

According to this principle it is crucial to determine the causes of problem by solving technical issues. The research object is company from illumination branch. Some production workers of the company with the help of BOST questionnaire survey showed, which factors can bring the best effect after being improved. In frames of the work it was made characteristics of the research object - producer of illumination, the presentation of research methodology and content fourteenth Toyota’s management principle. Based on the survey results of carried out on the population of production workers, a series of importance areas for improvement was formulated. The aim of the analysis is to present which factors are the most important by building the significance sequences of obtained results. In the article were presented results of analysis with using circular charts, box-and-whisker plots and some statistical tools. The results obtained for the type of small and medium-sized enterprises overlap with the results of tests verified in other enterprises.

Opis:
The analysis of the problem of the mechanical damage was made for a company manufacturing furniture and furniture fronts. From January to September the company identified 285 pieces of mechanically damaged products. The management of the company wanted to identify the source of the incompatibility; therefore, it was purposeful to analyse the problem of the mechanical damage using the sequence of the selected instruments of the quality management that enable this. Additionally, until now the company has not used the instruments of the quality managements to analyse the problems involving nonconformity, so it was important to show the company their practical use. The aim was to analyse the problem of the occurrence of the mechanical damage in fronts and furniture and to identify the root cause of the problem. Also to show the effective use of the sequence of the quality management instruments (i.e. 52WH method, Pareto-Lorenz diagram, Ishikawa diagram, 5Why method) to solve the problem of incompatibility. It was concluded that the root cause of the mechanical damage of fronts and furniture was the lack of management knowledge and awareness of the need to implement visualization principles in the company. The analysis and the proposed improvement actions may be practiced in other companies from both the production and service industries.

Opis:
The paper discusses options for assessing risks with a view to identifying the nature and scope of the impacts of non-conformities and defining improvement opportunities. Such options are described in terms of hazards and opportunities. The opportunities reflect the measures required to increase the chances of establishing more effective safety management systems. The hazards reflect the circumstances that may prevent organizations achieving the desired benefits and that must therefore be eliminated in the course of system deployment and operation. Once identified, the above will help build the capacity to improve the existing management system in any organization that seeks to systemically modify its occupational safety system. The paper invokes the requirements set forth in ISO 45001, which it cross-references with binding legislation (including Directive 89/391/EEC). The approach helps define the benefits to be derived from assessing risks with a view to identify improvement opportunities and hazards by methods best suited to an organization’s environment.

Opis:
The article presents the issues that arise in the establishment and actual activation of Quality Policies. The first part of the article describes the essence of the Quality Policy and its implications for the structure, functioning and effectiveness of the enterprise management system in the area of quality. It also describes selected factors that mainly determine the Quality Policy, and includes the results of research carried out in 2015-2019 among 166 industrial enterprises operating in Poland. The aim of the research was to assess the actual Quality Policy put in place in each enterprise. The data was obtained on the basis of a survey conducted among persons representing middle management. The article contains the results of research on the assessment of selected aspects of the Quality Policy in the area of enterprise improvement. Statistical analysis of the research results allowed an assessment of the level of focus on improvement of enterprises and to compare the results in groups of enterprises with different employment levels and various degrees of independence in determining and implementing Quality Policy.

Dług publiczny stwarza obecnie (2018 r.) wiele istotnych problemów w finansach Polski. Obejmują one: nadmierny poziom zadłużenia, a zwłaszcza zadłużenia zagranicznego (wg rezydencji), wysoki poziom rentowności długu (wskutek niskiego ratingu), znaczny deficyt sektora finansów publicznych, a zwłaszcza rządu centralnego, oraz pozostawanie poza strefą euro. Sytuacja ta ma wiele negatywów: permanentne napięcie w finansach publicznych, ograniczenie pola manewru w budżecie państwa oraz niedostateczny poziom oszczędności krajowych. Konieczne są działania na rzecz usunięcia tych negatywów; w obszarze długu publicznego dotyczy to m.in.: modernizacji zarządzania i strategii długu. Podstawowe kierunki poprawy stanu zadłużenia muszą obejmować: • opracowanie średnio- i długofalowej strategii długu nakierowanej na (m.in.) podniesienie ratingu o dwa stopnie i obniżającej trwale relację koszty obsługi/PKB poniżej 1,5%; docelowo osiągnięcie co najmniej trzeciego poziomu (w S&P) i kosztów nieprzekraczających 0,5% PKB; realizacja strategii musi być monitorowana, a odstępstwa korygowane, • nowelizację ustawodawstwa dot. długu publicznego w kierunku stałej, trwałej poprawy sytuacji, z uwzględnieniem wymogów paktu fiskalnego, • konsekwentne wywiązywanie się z wymogów procedury nadmiernego deficytu oraz rekomendacji KE w przypadku przekroczenia poziomów deficytu i długu (3% i 60%), • działania na rzecz wysokiej dynamiki: wzrostu ekonomicznego i inwestycji zagranicznych oraz możliwie najszybsze przystąpienie do strefy euro, • usunięcie zagrożeń wiążących się z praworządnością i poprawę pozycji w rankingu korupcyjności; ponadto konstruktywne współdziałanie z instytucjami międzynarodowymi, a przede wszystkim organami UE, zgodnie z duchem i literą prawa.
Public debt creates currently (2018 year) many important problems for the public finance of Poland. They comprise: excessive debt level, especially foreign debt (residents), high level of profitability of the debt (because of low rating), significant level of the deficit of public sector and lack of accession to EURO. Such a state of affairs produces many disadvantages: permanent tension in public finance, confinement of the area of activity within state budget and insufficient level of national savings. It is necessary to eliminate these effects; in the area of public debt modernization of debt management and strategy is needed. Improvements regarding the issue of the debt need to be as follows: • development of the middle- and long-term debt strategy directed at improvement of rating by at least two levels and stable decreasing of the relation between costs of debt and GDP (below 1,5%); finally – achievement of at least the third level (S&P) and servicing costs below 0,5% GDP; the strategy has to be under constant monitoring and necessary corrections should be done, • amendment to the law concerning the public debt directed at stable improvement of a situation, taking into account the fiscal pact, • consistent implementation of requirements of the excessive deficit procedure and recommendation of UE Commission in case of exceeding the limits of deficit and debt (3% and 60%), • implementation of a strategy of high dynamics of: economic growth and foreign investments and the quickest access to EURO countries, • elimination of a risk concerning breaking the rules of law and improvement of the position as far as the corruption ranking is concerned; moreover – constructive cooperation with international institutions, especially with units of EU, consistent with the spirit and rules of law.
