Opis:: W grudniu 2018 r. opublikowano zarządzenie Ministra Sprawiedliwości wprowadzające instrukcję w sprawie organizacji i zakresu działania archiwów zakładowych m.in. w sądach powszechnych. Fakt ten przyjęto zapewne z wielkim entuzjazmem, bowiem poprzednia instrukcja archiwalna obowiązywała od 1985 r. Zmieniający się ustrój państwa, znacznie wyższy poziom świadomości społeczeństwa w kwestii roli prawidłowego zarządzania dokumentacją, w tym także sądową, oraz rozwój nowoczesnych technologii sprawiły, że instrukcja, obowiązująca przez ponad 30 lat, nie przystawała już do rzeczywistości i dostarczała sporych problemów archiwistom zatrudnionym w sądowych archiwach zakładowych. Celem artykułu jest przegląd aktów prawno-normatywnych w zakresie zarządzania dokumentacją obowiązujących w archiwach zakładowych sądów powszechnych w latach 1985–2019. Ze względu na różnorodność załatwianych przez sądy spraw oraz masowość wytwarzanej przez te jednostki dokumentacji, liczbę aktów prawnych regulujących wyżej wspomniane zagadnienia należy uznać za imponującą. Szczegółowej analizie poddano kluczowe dla zarządzania fragmenty aktualnej instrukcji archiwalnej oraz rozporządzenia Ministra Sprawiedliwości z dnia 5 marca 2004 r. w sprawie przechowywania akt spraw sądowych i ich przekazywania do archiwów państwowych lub do zniszczenia.
In December 2018, Minister of Justice issued an order with instructions on the organization and scope of activities of institutional archives, e.g. in courts of general jurisdiction. It must have been welcomed with enthusiasm because the previous archive instruction came into force in 1985. The changing political system in Poland, a significantly higher level of social awareness on the significance of documentation management, also in courts, and the development of modern technologies made the 30-year old instruction outdated, which started causing considerable problems to archivists employed in court archives. The aim of this article is to review legal and normative acts implemented in the years 1985–2019 which concerned documentation management in institutional archives in courts of general jurisdiction. Due to the variety of cases considered by courts and the fact that these institutions compile documentation in massive numbers, the number of applicable legal acts is also impressive. The author analyses in detail key excerpts from the current archive instruction and Minister of Justice Regulation of 5 March 2004 on storing case files and transferring them to state archives or to be destroyed.

Opis:: Background. The implementation of alterations to project documentation is the modification of certain solutions, assumptions or requirements. It mostly involves the verification or the specification of project documentation with regard to the actual conditions of execution or the investor’s expectations. The management of alterations in a construction project is aimed at predicting any negative consequences caused by changes in the investment process and their prevention or mitigation. Previous experience indicates that alterations to project documentation introduced during the execution of the work are widespread. They contribute to loss of time and increase in the cost of the project. For this reason, it is necessary to develop and implement an effective model for the management of such alterations.Research aims. The project manager, before construction, should be aware of any alterations to the project documentation that may have occurred during its execution, and their possible consequences. The aim of the study is to identify the causes, the structure and the consequences of alterations to project documentation with regard to water supply and sewerage construction.Methodology. The basis of the research and analyses constitute a detailed review of documentation compiled from eight projects in water supply and sewerage. Among the documents concerned, the “Records of Necessity” and “Records of Negotiations” were especially valuable for conducting the analysis.Key findings. The research conducted indicated the crucial role of the investor in the process of managing alterations to project documentation. The research revealed that proper preparation of the investment process, i.e. recruiting the best designers to prepare the project documentation, tracking changes in the nearer and farther surroundings, may significantly contribute to reducing or even eliminating many alterations to project documentation during the execution of the work.

Opis:: The article analyzes the efficiency of land plot use in the event of its division based on engineering factors. The concept of a land plot and the process of its devision was determined. It was established that the division of land is made at the owner′s desire to separate one or more individual land plots. Thus, the land plot is considered to be divided into parts if each of the parts determined after devision may become a separate plot with further effective use of each of them. The possible options for the division of land were analyzed. It has been found that division (unification) of the land plot is made by developing of the technical documentation on land management concerning the division and unification of the land plot. It is possible to carry out this procedure only when the right to land is legalized. On the basis of experimental studies it was found that newly formed land plots became less compact in configuration after the division which affects the efficiency of their use. Therefore, it is necessary to develop common methods of land devision that will provide its effective use without creating inconvenience to the owners of land plots.

Opis:: W artykule opisano sposób obsługi zmian w dokumentacji technicznej wykorzystując teorię obsługi masowej. Szczególną uwagę zwrócono na zagadnienia dotyczące nanoszenia zmian na rysunkach i powiadamianie o zmianach. Opisany sposób postępowania może usprawnić realizację przedsięwzięć budowlanych oraz ułatwić wdrożenie normy PN-ISO10006:2002, w której główną uwagę zwraca się na proces zarządzania zmianą.
This paper describes the method of handling changes in technical documentation, using the theory of mass handling. Particular attention is drawn to issues relating to the making of changes to drawings, and to the giving of notification of changes. The procedure described may improve the efficient execution of building projects and facilitate implementation of the PN-ISO10006:2002 standard, in which the key focus is on the process of change management.

Opis:: Proces odbudowy niepodległej państwowości po ponad 120 latach niewoli w przypadku kraju o kilkusetletniej historii, to zjawisko skomplikowane, obejmujące cały szereg problemów. Jednym z warunków niepodległego bytu państwowego była organizacja archiwów i zapewnienie dostępu do dokumentów dotyczących zarówno odległej przeszłości, jak też bieżącego funkcjonowania administracji przejmowanej po upadku państw zaborczych. Od 1917 r., jeszcze w warunkach okupacji niemieckiej, w Polsce prowadzono prace legislacyjne, w których uczestniczyli wybitni przedstawiciele świata nauki. Byli to archiwiści, historycy i prawnicy. Dzięki temu możliwe było przyjęcie 7 II 1919 r. „Dekretu o organizacji archiwów państwowych i opiece nad archiwaliami”. Był to bardzo nowoczesny akt prawny. Umożliwił stworzenie sieci archiwów państwowych, których zarządzanie i funkcjonowanie cechował wysoki profesjonalizm doceniany w skali międzynarodowej. Dekret z 1919 r. obowiązywał w Polsce do 29 III 1951 r., kiedy w zmienionych warunkach ustrojowych nastąpiło odejście od demokratycznych zasad organizacji i funkcjonowania dziedziny archiwalnej. Zostały one przywrócone w obowiązującym obecnie prawie archiwalnym. Obchodząc jubileusz 100-lecia odzyskania niepodległości, a zarazem jubileusz 100-lecia tego dekretu, musimy być świadomi iż nie jest on „wygasłą” literą prawa. Wyciągnięcie wniosków z dokonań naszych poprzedników i twórcza kontynuacja ich dokonań to najwyższa forma uczczenia tego ważnego faktu historycznego.
The process of rebuilding sovereign statehood after more than 120 years of captivity is a complicated phenomenon for a country with several centuries of history, encompassing a whole range of problems. One of the conditions for independent statehood was organizing archives and providing access to documents concerning both the distant past and the current functioning of the administration taken over after the collapse of the partitioning states. Since 1917, while still under German occupation, legislative works were carried out in Poland with the participation of outstanding representatives of the academic world. They were archivists, historians and lawyers. Thanks to this, it was possible to adopt the Decree on the Organization of State Archives and Care of Archival Materials on 7 February 1919. It was a very modern legal act. It enabled creation of a network of state archives, managed and operated with a high level of professionalism appreciated internationally. The 1919 decree remained in force in Poland until 29 March 1951, when, under changed political conditions, the democratic principles of organizing and functioning of the archival field were abandoned. They were restored in the current archival law. Thus, when celebrating the centenary of the restoration of sovereignty, and at the same time the centenary of the decree, we must be aware that it is not an „expired” letter of the law. Drawing conclusions from the achievements of our predecessors and creatively continuing their achievements is the highest form of commemoration of this important historical fact.

Opis:: Some 90 Roman stucco fragments, coming from the Archaeological Park of Herculaneum, underwent in the conservation-restoration process within the Istituto Superiore per la Conservazione ed il Restauro (ISCR) laboratories in Matera. Before the conservation activity, the wide number of this manufacts brought us to design a data management system, suitable for stucco findings. Nowadays, the international approaches towards data management of this kind of artifacts is extremely heterogeneous and the absence of an unequivocal data sheet makes the cataloguing very complex and laborious. Our studies on the fragments allowed us to draw up a specific cataloguing instrument for this kind of material, carried out with a software structuring data collection in order to respond to different necessities, such as completeness and updatability, required by an efficient data management system.

Opis:: Technical support and management over sales process in enterprise oriented on customer particular technical demands, require new approach in current economic environment. In the face of strong competition and tendency for costs reductions of offered technical solutions, especially with low materials value - the key task is reducing cost of technical support and sales service. It is possible by reduction of time spent by specialist working out typical, simple but time consuming the most popular queries from the customers. To this end, in existing enterprise proper project was undertaken aimed at developing a computer system integrating modules of technical knowledge data base of offered solutions as well sales and customer relationship management. The subject of the paper is the company information structure-oriented integrated system of conscious resource management. Prototype version of system was developed and is running, up to full operational stage of the system, information about exact worked solution are prohibited for publishing. Worked solution is unique on the market in the range of fixing systems what a reason to limit outgoing detailed information is. Achieved prototypes generates impressive output, with reduction of 70 [%] of time necessary to designs the same solutions with traditional tools. Quantity of mistakes on product list is almost gone, and quality of designed solutions also is significantly improved with very precise and detailed drawings. Initial results allow confirming that commence of this project it was right decision.

Opis:: The article presents a definition of documentation culture understood as the motivations, attitudes and behaviours of the authors and users of documentation that occur during its planned and effective creation, gathering, storing, compiling, and sharing by using methods and rules of complex management of documentation by means of tools, techniques and technologies that are available. The article points out that the notion of documentation culture is linked with the notion of the social information order which is an essential part of the social infrastructure of a country as well as supranational and international structures. It also points out that the notion does not have its stable place in the typology of cultures nor in the hierarchy of different categories of culture. The author shows the relation between documentation culture and the information culture, IT culture, organizational culture as well as material and spiritual culture. In the summary, the author states that documentation culture is the part of culture whose creations are passed to the next generations as cultural heritage.

Opis:: Quality management systems established according to the requirements of the ISO series 9000 standard have a tradition of more than twenty years. For many companies the possession of a certificate has become a prestigious issue or a market requirement – this applies in particular to enterprises co-operating with the automotive industry. Irrespective of systems based on ISO 9001 requirements, many companies establish systems modelled on the production system of Toyota. There has been conducted an analysis of causes due to which "lean engineering" and QMS (Quality Management Systems) established according to the ISO 9001 standard are not integrated and most frequently are treated as two independent systems. This article was based on the information and observations from third party audits conducted in 148 companies having different business profiles and well-established quality management systems.
Systemy zarządzania jakością ustanawiane zgodnie z wymaganiami norm ISO serii 9000 mają już ponad dwudziestoletnią tradycję. Posiadanie certyfikatu stało się dla wielu firm sprawą prestiżową lub wymogiem rynku – szczególnie dotyczy to przedsiębiorstw współpracujących z przemysłem motoryzacyjnym. Opinie na temat skuteczności SZJ są podzielone. Wiele przedsiębiorstw niezależnie od systemów opartych o wymagania normy ISO 9001 ustanawia systemy wzorowane na systemie produkcyjnym Toyoty. Dokonano analizy przyczyn, które powodują, że „lean engineering” i SZJ ustanowione zgodnie z normą ISO 9001 nie są integrowane i najczęściej w przedsiębiorstwach są traktowane jako dwa niezależne systemy. W artykule wykorzystano informacje i spostrzeżenia z auditów trzeciej strony przeprowadzonych w 148 firmach o zróżnicowanym profilu działalności oraz posiadających ugruntowane SZJ.

Opis:: The article presents a computer-aided tool for quality management support, on the example of a farm involved in breeding cattle. The motivation for a tool to support farm management was the need to standardize the documentation including different types of records, discrepancies and to facilitate the archiving process. The project was developed in an Excel spreadsheet, with the principle of the most user-friendly interface between the user and the used support tool. The advantage of the project is the possibility to use it analogically in other farming industries, and the possibility of tool expansion, possible by adding modules depending on particular requirements of the farmer. The main reason to address the issue presented in the article is the lack of applicable IT solutions that would support farmers in farm management, and the willingness to show that a huge step may be done easily, as regards improvement in work, raising its quality and time-saving

Opis:: W pracy przedstawiono implementację komputerowego systemu wspomagającego zarządzanie wersyjnością dokumentacji projektowej, którego koncepcja przedstawiona została pracy autorów [Fitowski, Molenda 2008]. System zrealizowano z wykorzystaniem open source'owych i darmowych komponentów. Aplikacje wykorzystywane do edycji dokumentów projektowych (CAD, Office) dostosowano dla potrzeb obsługi wersyjności (autoryzacja, zapis i odczyt dokumentów). Testy systemu potwierdziły jego praktyczną przydatność w utrzymaniu standardów prowadzenia dokumentacji projektowej zaś niski jego koszt, elastyczność i prostota pozwala dostosować go do wymagań każdego, nawet najbardziej wymagającego użytkownika.
The paper presents implementation of a computer system supporting management of design documentation multiple versions. The system concept has been shown in paper [Fitowski, Molenda 2008]. The system was developed using open source and free of charge components. Applications used to edit design documents (CAD, Office) were adapted in order to operate their multiple versions (authorisation, writing and reading of files). The system tests confirm its practical usefulness for maintaining the standards regarding keeping of design documentation, while its low cost, flexibility and simplicity allows to adapt it to the requirements of any, even most demanding user.

Opis:: Jednym z elementów szeroko rozumianego otoczenia ekonomicznego, jest otoczenia fiskalne. Prawo podatkowe, służąc głównie celom fiskalnym państwa, realizuje jedną z podstawowych funkcji systemu podatkowego, do których należy funkcja fiskalna. Pozostawia jednak jednostkom gospodarczym możliwości wyboru, na przykład co do formy współpracy pomiędzy przedsiębiorstwami, realizującymi różne strategie gospodarcze. Powiązania przedsiębiorstw wpływają na możliwości kooperacji przedsiębiorstw, stanowiąc zarazem źródło ryzyka podatkowego. Istotnym problemem wydaje się być jego identyfikacja i opis w zakresie niezbędnym dla rzetelności dokumentacji cen transferowych. Celem opracowania jest identyfikacja wybranych strategii biznesowych w aspekcie regulacji prawa podatkowego w obszarze cen transferowych. W artykule zawarto monograficzną metodologię badania, wykorzystując informacje w formie jakościowo - opisowej. Poddano metodzie analizy i konstrukcji logicznej piśmiennictwo istniejące w zakresie badanego zagadnienia, uwzględniając istniejący zakres prawa podatkowego.
Company’s fiscal environment is one of the elements of widely understood business environment. Tax law, serving mainly for state’s fiscal goals, realizes one of the basic tax system functions which is fiscal function. It leaves though the possibilities of choice to business entities, for example with regard to the form of cooperation between companies which realizes different economic strategies. The links between companies influence the possibilities of cooperation, at the same time constituting the source of tax risks. Its identification and description in terms of transfer pricing documentation reliability seems to be an important problem. The purpose of this article is identification of selected business strategies in the aspect of tax law regulations in the area of transfer pricing. This article includes monographic research methodology, using qualitatively-descriptive information. The existing literature concerning the issue in question is subject to analysis and logical construction method, considering the existing extent of tax law.

Opis:: In the European Union, Council Directive 96/82/EC requires operators producing, using, or handling significant amounts of dangerous substances to improve their safety management systems in order to better manage the major accident potentials deriving from human error. A new safety management system for the Viikinmäki wastewater treatment plant in Helsinki, Finland, was implemented in this study. The system was designed to comply with both the new safety liabilities and the requirements of OHSAS 18001 (British Standards Institute, 1999). During the implementation phase experiences were gathered from the development processes in this small organisation. The complete documentation was placed in the intranet of the plant. Hyperlinks between documents were created to ensure convenience of use. Documentation was made accessible for all workers from every workstation.

Opis:: Writing comments is as important as writing code. The main purpose of using comments is to improve readability of our code but frequently thoughtless comment writing decrease understandability of source code. Comments must be concise and precise simultaneously. Also, when our code is changed, comments for this code must be changed too. While using comments in our code we must realize that if expressiveness of our programming language allows us to express clearly what we want in code, there is no need to write comments at all. And if we decide to use comments, they must be extremely accurate and understandable, because another person must understand, what we do and most importantly, why we do it. Frequently comments can be replaced with good clear names of variables, functions or classes. Also, we can replace our comments with assertions. Comments should clarify and explain our intentions. Copyrights and an authorship can be implemented using comments too. But our IDE can do these things automatically.

Opis:: Jednym z rodzajów dokumentacji, które posiada przedsiębiorca górniczy, jest dokumentacja mierniczo-geologiczna. Jest ona sporządzana i uzupełniana przez osoby posiadające odpowiednie kwalifikacje. Mierniczy górniczy oraz geolog górniczy wykonują na potrzeby ruchu zakładu górniczego różnego rodzaju pomiary, obmiary czy też obliczenia. Wyniki tych prac są wykorzystywane między innymi do tworzenia map wyrobisk górniczych. W celu realizacji zadań związanych z obsługą mierniczą i geologiczną zakładu górniczego wykorzystywane są również metody i narzędzia informatyczne. Duża dostępność oprogramowania związanego z wizualizacją wyników pomiarów geodezyjnych czy też geologicznych pozwala na zmianę formy sporządzania dokumentów kartograficznych i tekstowych wchodzących w skład dokumentacji mierniczo-geologicznej. W celu spełnienia wymogów, jakie stawia się dokumentacji mierniczo-geologicznej zakładu górniczego, niezbędne jest zapewnienie sporządzanym dokumentom odpowiednich cech. Przejście z tradycyjnego sposobu sporządzania i aktualizacji map górniczych na elektroniczny system obsługi zasobu mapowego wymaga podjęcia szeregu skomplikowanych i czasochłonnych działań. Polegają one na przenoszeniu zasobu map w środowisko cyfrowe, standaryzacji w zakresie warstw tematycznych oraz aktualizacji postępu wyrobisk i innych elementów stanowiących treść map górniczych. W artykule przedstawiono i scharakteryzowano również poszczególne elementy wpływające na sposób zarządzania cyfrową dokumentacją mierniczo-geologiczną.
One of the kind of documentation's which mine entrepreneur has, is a surveyor-geological documentation. The documentation can be made up or completed only by certificated mine surveyors and geologist in accordance with their qualifications. The surveyor and the geologist do for a mining establishment many kinds of measurements, quantity surveys and calculations. Results of these works can be used, among other for creating maps of mining excavations. To realize this tasks, which are connected with surveyor-geological documentation the computer methods and tools also can be used. The large accessibility of the software connected with visualisation of results of survey or geological measurements allows to change the form of preparing the cartographic and textual documents which compose of the surveyor-geological documentation. For meeting the obligations, which are needed in the surveyor-geological documentation it is necessary, that the documents have special features. The passage from traditional way to electronic system of documents preparing and updating needs special methods and demands time-consuming works. The digital surveyor-geological documentation needs to transfer traditional maps in to digital environment, standardize thematic layers as well as to prepare special procedures for actualization of excavations progress as well as other elements on the mining maps. The paper presents and characterises also individual elements influencing essentially management of digital records referring to survey and geological data.

Opis:: In the Bełchatów lignite deposit, together with the main mineral, which is lignite, there are a number of accompanying minerals. The exploitation of these minerals is carried out by KWB Bełchatów in accordance with the provisions contained in the concession and in accordance with the mining plant operation plan.The development of accompanying minerals is an important element of rational deposit management conducted by the Mine. In order to prevent the irretrievable loss of significant amounts of some of these minerals extracted, they are accumulated as secondary deposits. The characteristics of particular types of accompanying minerals presented in the article allows to know the regions of their occurrence, quantitative and qualitative parameters, volume of extraction, method of storage and directions of development. Information on the acquired accompanying minerals is recorded in the collections of the Uniform Geological Database (JBDG) existing in the Bełchatów Mine. A large amount of collected information, research and analysis results can be used on an ongoing basis for rational planning of mining works. Mining of accompanying minerals from the Bełchatów Field was completed in 2012, while the selective exploitation of accompanying minerals from the Szczerców Field, started in 2002, is still ongoing. The landfill of accompanying minerals is located in the immediate vicinity of the Aggregate Production Plant.
W złożu węgla brunatnego Bełchatów wraz z kopaliną główną, którą stanowi węgiel brunatny, występuje szereg kopalin towarzyszących. Eksploatacja tych kopalin jest prowadzona przez KWB Bełchatów zgodnie z zapisami zawartymi w koncesji oraz zgodnie z planem ruchu Zakładu Górniczego. Zagospodarowanie kopalin towarzyszących stanowi ważny element racjonalnej gospodarki złożem prowadzonej przez Kopalnię. Aby zapobiec bezpowrotnej utracie znacznych ilości wydobywanych niektórych z tych kopalin, są one gromadzone jako złoża wtórne. Przedstawiona w artykule charakterystyka poszczególnych rodzajów kopalin towarzyszących pozwala poznać rejony ich występowania, parametry ilościowo-jakościowe, wielkość wydobycia, sposób składowania oraz kierunki zagospodarowania. Informacje o pozyskiwanych kopalinach towarzyszących są zapisywane w zbiorach istniejącej w Kopalni Bełchatów Jednolitej Bazy Danych Geologicznych (JBDG). Duża ilość zgromadzonych informacji, wyników badań i analiz, może być wykorzystywana na bieżąco do racjonalnego planowania robót wydobywczych. Wydobycie kopalin towarzyszących z Pola Bełchatów zostało zakończone w 2012 r., natomiast selektywna eksploatacja kopalin towarzyszących z Pola Szczerców, rozpoczęta w 2002 r. trwa do chwili obecnej. Składowisko kopalin towarzyszących jest zlokalizowane w bezpośrednim sąsiedztwie Zakładu Produkcji Kruszyw.

Autor uzasadnia tezę, iż dokumentacja geologiczna złoża oraz obliczenie zasobów niezbędne dla projektowania przyszłego wydobycia, a więc projekt zagospodarowania złoża, a także uwarunkowania dla budowy kopalni muszą uwzględniać regulacje, które będą obowiązywać w chwili udzielania koncesji wydobywczej i zatwierdzania planu ruchu zakładu górniczego. Artykuł przedstawia aktualne kierunki zmian w podstawowych dokumentach związanych z rozwojem kraju i regulacjami działalności gospodarczej, wskazując na rolę regulacji takich nowych instytucji, jak inwestycje celu publicznego, obszary funkcjonalne, nowe narzędzia dla reglamentacji inwestycji oraz szczególne regulacje w odrębnych ustawach dla specjalnych przedsięwzięć (przykładowo: autostrady o znaczeniu krajowym, sieci transgraniczne i interkonektory, czy elektrownia atomowa). Autor formułuje wnioski co do niezbędnych uzupełnień regulacji, zarówno w obszarze, o którym mowa wyżej, jak i dla kompatybilności w postanowieniach prawa geologicznego i górniczego.
The article presents new regulations that are coming now into effect or that are being designed under regulations of spatial planning, development, construction and infrastructural investments as well as some other important ones such as: environmental and nature protection, waste management, water law and energy law which have an huge impact on future investments of the mining sector. Author justifies the thesis that the geological documentation of the deposit and the calculation of resources are necessary for designing future extraction and that the deposit development plan must take into account regulations that will apply at the time of granting the mining license and approval of the mining plant’s plan of operation. The article also presents current directions of changes in the basic documents related to the development of the country and business regulations, indicating the role of regulation of new institutions such as a public purpose investment, functional areas, new tools for investment regulation and special regulations in separate acts for special projects (for example: motorways of national importance, cross-border networks and interconnectors or a nuclear power plant). In the end, author formulates conclusions as to the necessary complements of the regulations of geological and mining law.

Inspektor Ochrony Danych zajmuje się przede wszystkim należytym postępowaniem z dokumentacją, która jest wytarzana w toku działalności każdej jednostki organizacyjnej, w tym również archiwom państwowym. Rola i zadania Inspektora Ochrony Danych w archiwach państwowych jest taka sama jak w innych jednostkach organizacyjnych. Ze względu na specyfikę działalności państwowej sieci archiwalnej i specyfiką instytucji jaką są archiwa państwowe zadania Inspektora Ochrony Danych są niezwykle ważne. Z jednej strony państwowa służba archiwalna posiada dokumentację o wieczystym przechowywaniu tzn. kategorię A, a z drugiej strony działa jak normalny urząd obsługujący petentów oraz ze swoją strukturą organizacyjną. Właśnie zarządzanie bezpieczeństwem informacji w dobie społeczeństwa opartego na wiedzy jest kluczowym problemem w każdej instytucji, za który odpowiada Inspektor Ochrony Danych. Sam system bezpieczeństwa informacji musi być systemowy i dobrze przemyślany. Ustawodawca unijny w swoim zamyśle stworzył funkcję Inspektora Ochrony Danych, aby chronić także naszą prywatność. System ochrony danych osobowych działa w Polsce od dwudziestu pięciu lat, a po wdrożeniu RODO (wraz z karami o nienależyte przetwarzanie danych osobowych) coraz bardziej podchodzimy do tego jako naszego niezbywanego prawa, aby nasze dane osobowe były dobrze przetwarzane i nie udostępniane osobom nieupoważnionym.
This article aims to assess the issue of data protection and the role and tasks of theData Protection Offi cer in the National Archives. With the introduction of the EU Data Protection Regulation (GDPR), much has changed in the perception of those who deal with these issues. The Data Protection Offi cer’s main concern is the proper handling ofrecords that are produced in the process of any organizational unit’s activities, including those of the State Archives. The role and responsibilities of the Data Protection Offi cer in the state archives are the same as in other organizations. Due to the nature of the activities of the state archive network and the specifi c nature of an institution such as the archives, the duties of the Data Protection Offi cer are extremely important. On the one hand, the state archives service holds records with permanent retention, i.e. category A, and on the other hand it operates like a normal offi ce serving the public with its organizational structure. The management of information security in the age of the knowledge societyis the key issue in any institution, for which the Data Protection Offi cer is responsible. The information security system itself must be well designed and thought out. The EU legislator intended the function of the Data Protection Offi cer to protect our privacy as well. The system of personal data protection has been in place in Poland for twenty-six years, and after the implementation of the GDPR (along with penalties for improperprocessing of personal data), we are increasingly considering it as our inalienable right to have our personal data well processed and not shared with unauthorized persons.
