Aim: To present a condensed but inclusive discussion of the nature of the complex global system and the impediments to, but also the advantages of, means of prediction and action in a rapidly declining society to offer a compendium of the potential to assess the difficulty of predicting complex social systems. Research methods: A review and synthesis of research material on: the function of dissipative systems, most specifically the global social system; the means to discern, measure and assess three kinds of energy through functional networks; the intractable difficulties with prediction and agency. Conclusions: Regardless the inherent difficulty in prediction and agency in complex systems, there is a benefit to having some methodology. That is, it is better to understand how the system works, and to be able to identify, if just a short while in advance, what might happen and what responses we might have, and to do that we need to have an organized way to look at things. Originality / value of the article: Offers, to a broad variety of large and small organizations, a brief guide to conceptualizing the global system, its functioning parts and sources of energy, and the imperative and difficulty of predicting and strategizing for changes in a declining system. Implications of the research: There is benefit to a thorough understanding of the complex social system, if it allows prediction and response to system changes. Limitations of the research: It is a “crash course”, and ideas are explored but not exhaustively described. JEL: D91, E71, H12

Aim/purpose – Disasters or catastrophic events create unforeseen circumstances and require new approaches from local and national administrations in addressing the negative impacts on society and the economy. Determining the role of e-government in providing the kind of services that are especially needed has become particularly relevant during COVID-19. This paper aims to assess the progress and current state of research on the role of e-government during or in the aftermath of catastrophic events. The purpose of this research is twofold: one, to benefit scholars by providing directions and a basis for further research, and two, to offer guidance to decision-makers involved with disaster management. Design/methodology/approach – The methodology used in this study is a systematic literature review. Multiple databases, including EBSCO, Elsevier, Emerald, JSTOR, Google Scholar, SAGE, ScienceDirect, Scopus, Springer, Taylor and Francis, and Wiley Online Library were searched for appropriate papers. In total, 36 papers published between 2004 and 2022 met our inclusion criteria and were analyzed. Findings – The study produced three types of findings. First, an analysis of the themes and trends in the existing literature. Second, a synopsis of the published research findings in the reviewed papers. And third, a description of the needs and opportunities for further research. Research implications/limitations – This study should help other researchers in directing their efforts in further exploration, and it should help people involved with real-life disaster management to navigate through the effective role and application of e-government. The main limitation is that we found only 36 research papers that met our inclusion criteria. Originality/value/contribution – Despite the potentially critical role that e-government may have in mitigating the negative effects of catastrophic events, research on e-government in disaster management seems to be still underdeveloped, and to our knowledge, there is no published systematic review of such research.

Of late, the science of Remote Sensing has been gaining a lot of interest and attention due to its wide variety of applications. Remotely sensed data can be used in various fields such as medicine, agriculture, engineering, weather forecasting, military tactics, disaster management etc. only to name a few. This article presents a study of the two categories of sensors namely optical and microwave which are used for remotely sensing the occurrence of disasters such as earthquakes, floods, landslides, avalanches, tropical cyclones and suspicious movements. The remotely sensed data acquired either through satellites or through ground based-synthetic aperture radar systems could be used to avert or mitigate a disaster or to perform a post-disaster analysis.

This article is a joint effort of civil protection and humanitarian aid experts to compare and search for a common ground of the two relief and recovery mechanisms deployed to disasters. The hypothesis says that efficiency and close collaboration of civil protection and humanitarian aid is a key requirement to reduce the impact of major disasters on developing countries and affected populations. As a case study tropical cyclones, Idai and Kenneth that hit Mozambique in 2019 have been chosen. Strategic and operational documents, lessons learnt reports, statistics, appeals, donor response decryptions, semi-formal interviews with delegates to Mozambique, personal experiences and findings have been used. Starting from the situation analysis the authors presented needs assessment tools and different assets mobilized to the operation, then they showed how these assets were allocated to sectoral activities. The decision-making process and collaboration with the host nation were included. Lively discussion on main challenges allowed to formulate a few key recommendations for the future. Strengthening international cooperation and coordination through a complex mechanism of sharing competencies among different stakeholders, proper division of tasks and responsibilities, and reviewing lessons learnt from relief operations seem to be key factors to develop and improve the whole aid system.

The major objective of this study is to identify the flood severity level of the study area using GIS applications. By employing this map, safer habitation zones were established. Direct personal observation and face-to-face interview was done to gather the primary data and Disaster Management center reports, Census reports of Sri Lanka, images and published research reports were used as secondary data. The severity level of flooding in this area was analyzed using SRTM imagery in ArcGIS and overlaid on a Google Earth pro map. The findings of the study established that the highly affected area consisted of around 8.953003 sq·km, the moderately affected area was around 9.190781 sq·km and the lowly affected area was approximately 9.31039 sq·km within the study area. The major causes for flood disaster in this area are the lack of drainage systems in some potential flood regions, the low landscape, poorly maintained drainage systems and the geographical arrangement of the road network. By creating this map, the inhabitants will be aware of danger areas and can relocate accordingly [3, 5-9].

Grounded Theory (GT) is a research method that allows the researcher to make discoveries without a priori knowledge, and allows an open mind not an empty head. The use of this method is also desirable for serendipity to occur in the research process. This article therefore aims to chronologically present how serendipity has grown over time in the use of the GT method in a field of research focusing on highly demanding conditions such as disaster management and military operations. We will discuss a new concept, namely, reflexive serendipity, which encompasses the conditions required for making discoveries in the interview analysis. These may be contextual aspects and the role of the researcher, which includes having an open mind and the necessary perseverance and discipline to be able to succeed with GT and serendipity.

Opis:
Management of large debris caused by building demolition necessitates a multi-faceted approach to deal with emerging side effects. Because of emerging global challenges, such as population growth, and renovation projects, a dynamic models need to be planned and controlled. One of the key drivers of this management is determining the appropriate path for transporting waste and debris. Debris management by using the linear dynamic transportation model (LDT) is conducted to deal with the unexpected amount of debris and other solid waste. This sudden and unexpected large amount of solid waste might be produced by natural disasters or by man-made catastrophes either directly or indirectly. By computing several parameters in certain zones, a sensitivity analysis of each parameter is performed to obtain an optimal model for disaster debris management. Based on disaster debris volume, the model gave us an optimal explanation of the debris disposal by locals. According to the estimated parameters and conditions, significant findings appear by identifying the optimal dynamic transportation path of the debris truck. Thus, by applying the LDT model, the results showed that the efficiency/inefficiency of road types and networks clearly affect the handling of debris.

Natural disasters have shown humanity in the past and continue to prove the devastating strength of the Earth itself. However, in order to relieve their effects, numerous organisations which cooperate on local, national, and international levels have been appointed. The aim of the article is to outline contemporary international organisations for aid and disaster. Starting with the base structure characteristics, this article will reveal the core mission of international organisations for aid. The analysis will be supported with examples of international cooperation and specific achievements of the organisations including the perspective of the past 8 years. In the conclusions, the author argues that educational and informative actions are necessary to enhance cooperation among different organisations and their stakeholders.

Aim/purpose – This study aims to examine the impact of the COVID-19 pandemic on peer-to-peer accommodation (P2PA), investigate the potential factors related to organizational resilience based on resilience resources and consumer threat response frameworks, and revisit the tourism disaster management framework. Design/methodology/approach – The operational Key Performance Indicators (KPIs) were analyzed in relation to host professionalism (organizational resilience) and property exposure to social contact (consumer threat response) for 23,334 properties available via the Airbnb platform. A regression model was proposed to estimate the impact of government policies on P2PA business performance. Findings – The revenue, the occupancy rate, and the number of active properties decreased by –59.1%, –41.3%, and –20.4%, respectively. Professional hosts and properties offering less social contact showed lower declines in revenue and occupancy rate and their proportion in properties that survived 12 months after the pandemic breakout was higher. The consecutive waves of COVID-19 infections created a need to include a repetitive exchange of emergency and intermediate stages before the recovery stage could be started. Research implications/limitations – For P2PA hosts, this study could serve as a useful contribution to shaping their tactics given the COVID-19 pandemic continuation or similar disaster to happen in the future. For governments or local authorities, this study should contribute to a better understanding of the impacts of various types of restrictions on accommodation segment performance. The limitation of this research is that it refers to big cities, extending it to rural destinations might reveal valuable insights. Additionally, it would be interesting to compare P2PA performance with other segments of the hospitality sector (e.g., hotels). Originality/value/contribution – This study contributes to the knowledge of tourism disaster management, organizational resilience, and consumer threat response frameworks. It reveals potential factors related to property resilience in the face of disease-related disasters and proposes a revised framework for tourism disaster management.

Since tragedies caused by nuclear disasters are always a concern, it is essential that nuclear power plants be monitored on a regular basis for any irregularities in ionising radiation levels. Irrespective of leakage proof measures being deployed in the plant, ensuring the safety of these measures is necessary. Given this scenario, the present study proposes the usage of unmanned aerial vehicles (UAVs) to ensure that radiation levels in nuclear plants remain within safe limits. The UAV deployed will map the entire environment following a unique path planning algorithm and monitor the environment with an onboard radiation sensor. If any irregularities are detected, the positional coordinates are flagged, and the A* algorithm is implemented to generate the shortest path between the starting point, and the flagged coordinates, which are considered as the destination coordinates. The UAV is made to traverse the shortest path together with maintaining stability of the system while traversing.

Artykuł przedstawia wyniki badania przeprowadzonego w powiatach: krakowskim, lubelskim, sandomierskim, starogardzkim, tucholskim oraz wrocławskim na temat wykonywanych zadań z zakresu zarządzania kryzysowego. Badania odbywały się w okresie badawczym od maja do grudnia 2012 r. na próbie badawczej mającej charakter losowy, obejmujący 628 respondentów. W opracowaniu przedstawiono definicje zarządzania kryzysowego, określono jego główny cel. Następnie opisano proces zarządzania kryzysowego składający się z faz zapobiegania, przygotowania, reagowania i odbudowy, aby zaraz po nich określić priorytetowe zadania dla poszczególnych faz, jakie winny być realizowane w powiatach. Kolejno przedstawiono zadania starosty z zakresu zarządzania kryzysowego wynikające z Ustawy z 26 kwietnia 2007 r. o zarządzaniu kryzysowym (DzU z 2007 r. nr 89 poz. 590 z późn. zm.) oraz Ustawy z 5 czerwca 1998 r. o samorządzie powiatowym (DzU z 2001 r. nr 142, poz. 1592), a następnie przedstawiono i opisano wyniki badania, zwracając uwagę na różnice w wykonywaniu zadań z zakresu zarządzania kryzysowego w powiatach.
This article presents the results of research carried out in the districts of Kraków, Lublin, Sandomierz, Starogard, Tuchola and Wroclaw considering the tasks in the field of crisis management. The study took place in the study period from May to December 2012, the study sample having random nature of the number of six hundred twenty-eight respondents. In this paper, the definitions of the crisis management are shown and the main objective of the crisis management is determined. The paper describes the process of the crisis management phase consisting of prevention, preparedness, response and recovery. It also identifies the priority goals for each phase, which should be carried out in the districts. Then, one by one, it presents the tasks for the head of the district in crisis management under the Act of 26 April 2007 Crisis Management (Journal of Laws No. 89, item. 590, as amended.) and the Act of June 5, 1998 on the district government (Journal of Laws of 2001 No. 142, item. 1592), and it describes the results of the study, noticing the differences in the carried out tasks of the crisis management in the districts.

Celem niniejszego artykułu było uporządkowanie istniejących wyników badań w zakresie zarządzania wiedzą w zarządzaniu kryzysowym w sektorze publicznym w wyniku systematycznego przeglądu literatury. W toku przeprowadzonych analiz zidentyfikowano trzy obszary badań nad zarządzaniem wiedzą w zarządzaniu kryzysowym w sektorze publicznym, a tematy badań w tym zakresie zanalizowano w ujęciu podstawowych, napędzających, wyłaniających się i niszowych obszarów tematycznych. Ustalono aktualne zagadnienia podejmowane w zakresie zarządzania wiedzą w zarządzaniu kryzysowym w sektorze publicznym. W rezultacie artykuł ten dostarcza podstaw teoretycznych i ważnych informacji na temat zarządzania wiedzą w zarządzaniu kryzysowym w sektorze publicznym z teoretycznej i praktycznej perspektywy.
This paper aims to systematize and explore the understanding of knowledge management in crisis management as a result of a systematic literature review. Three dimensions of research on knowledge management in crisis management were identified during the conducted analyses. Research topics in this area were analyzed in terms of basic, motor, emerging, and niche thematic areas. The current issues taken up in the field of knowledge management in crisis management were determined, and the topics requiring research in the future were identified. As a result, this article provides the theoretical background and important information on knowledge management in crisis management from a theoretical and practical perspective.

The experience of different countries demonstrates that community involvement in response phase of disaster management actions increase the resources of authorities and allow to eliminate consequences with lower costs as well as to earn public trust. The aim of this article is to assess the possibilities of involving communities in incident management system of disasters for effective disaster management from the point of view of management, public administration and law. The authors analyze incident management structure within a disaster and the Lithuanian and Ukrainian legal regulation whether regulations applicable in the aforementioned countries provide for community involvement in disaster management.
Doświadczenia różnych krajów pokazują, że zaangażowanie społeczności w fazę reagowania w przypadku działań związanych z zarządzaniem katastrofami zwiększa zasoby władz i pozwala eliminować konsekwencje związane z niższymi kosztami, a także zdobyć zaufanie publiczne. Celem tego artykułu jest ocena możliwości zaangażowania społeczności w system zarządzania incydentami w celu skutecznego zarządzania katastrofami z punktu widzenia zarządzania, administracji publicznej i prawa. Autorzy analizują strukturę zarządzania incydentami w czasie katastrofy oraz litewskie i ukraińskie regulacje prawne zapewniające zaangażowanie społeczności w zarządzanie katastrofami.

Materiał obejmuje informacje z zakresu działalności grupy roboczej ds. ochrony ludności PROCIV ze szczególnym uwzględnieniem okresu prezydencji hiszpańskiej w Radzie UE (I połowa 2010 r.). W związku z przygotowaniami Polski do objęcia prezydencji w II połowie 2011 r. istotnym jest, by ze szczególną uwagą przyjrzeć się tendencjom oraz inicjatywom podejmowanym aktualnie w obszarze ochrony ludności w UE.
The article contains complex information about activities of the working group for civil protection (PROCIV) with particular emphasis on the period of Spanish presidency in the Council of European Union (the first half of 2010). Having in mind the incoming Polish presidency (the second half of 2011) and all preparations connected with this large-scale event, it is essential to familiarize with tendencies and initiatives that are currently being discussed in the area of civil protection in the EU.
