Opis:
The aim of this paper is to determine the current development status of individual NATO development areas as well as to indicate further research directions. Six research areas in which NATO develops its technologies that influence the high militarization level of the alliance were shown. These include Big Data, Artificial Intelligence, autonomy, quantum technology, space technology and hypersonic capabilities of the alliance, as well as Biotechnology and Human Enhancement. The development of Big Data will significantly increase the alliance’s threat detection, reconnaissance, and identification capabilities and allow for the diagnosis of anomalies and internal threats. Artificial Intelligence can be used for effective military operations (aircraft air combat) and also in intelligence analysis for data collection, processing and search. Autonomy in allied operations will allow the use of unmanned aerial systems and their operations in urbanized terrain and increase situational awareness through continuous monitoring of the combat environment. Quantum technology will allow for increased allied capabilities in the areas of communications, information technology, precision navigation and time delivery systems, and sensing. Space technologies and the acquisition of hypersonic technologies will contribute to reconnaissance and intelligence capabilities, and hypersonic missiles will further provide strategic warfare assets. The research results on biotechnology and Human Enhancement by NATO will provide knowledge for enhancing the psychophysical capabilities of soldiers.

The results of this study substantiate and compare the trends observed in the global labour market and the corresponding trends in the Ukrainian labour market in 2017–2022. With regard to the annual trend specification, this study has established the extent to which the Ukrainian labour market participants focus on the key areas of its development and has identified the problematic aspects that hinder the socio-economic recovery of the country. These findings have important implications for substantiating the course for the strategic development of the Ukrainian labour market, which should form the base for enhancing both life quality for the population and the socio-economic growth of the country.

The aim of the paper is to discuss the arrangement of the existing and new high-rise buildings in Wrocław, as well as to determine the impact of their location on spatial order. The author uses a descriptive method, simple statistical methods, a deductive method and empirical inference. The subject of the research is Wrocław, with special attention to high-rise objects location. The basic research covers the period of 2010-2017. The question of planning and building high-rise objects was discussed in Wrocław studies of conditions and directions of spatial development (2010 and 2017). As the recent years reveal, the number of very high buildings in Wrocław is not on the rise. However, Wrocław is prepared for their arrival.

Celem artykułu jest przedstawienie translatoryki jako nauki interdyscyplinarnej ulokowanej w obszarze nauk humanistycznych z ambicjami transdyscyplinarnymi. Autor artykułu przedstawia zarys myśli przekładoznawczej, która od lat kształtuje translatorykę i inspiruje teoretyków przekładu do podejmowania coraz nowszych badań przyczyniających się do wzbogacenia translatoryki o nowe propozycje rozwiązań elementów spornych w przekładzie. Artykuł przedstawia również czytelnikowi kierunki, którymi translatoryka podążała i podąża nadal w swej wędrówce ku przyszłym nie podjętym dotąd badaniom. Kolejnym celem artykułu było przedstawienie polskiej bazy translatorycznej w postaci centrów kształcenia przyszłych adeptów zawodu tłumacza, a także zarysowanie najnowszego stanu wiedzy co do wymogów z tym związanych.
The aim of the article is to present translation theory as a science located in the area of interdisciplinary humanities with a trans-disciplinary ambition. The article outlines the history of translation tendencies that for years have shaped translation theory and inspired translation theorists to pursue new research that would contribute to suggesting solutions to complex problems in translation. The following article also presents the reader with directions that translation theory has been following on its way towards the future research that has not yet been carried out. Another purpose of the article was to present main Polish translation training centers for future students of the translation profession, as well as to provide the recent state of knowledge concerning the requirements in this respect.

Miasta borykają się z wieloma trudnościami, również w zakresie transportu. Ich generatorem jest przede wszystkim wzrost wskaźnika motoryzacji. Chcąc przeciwdziałać problemom, samorządy podejmują starania, dzięki którym miejska komunikacja publiczna ma stać się konkurencyjna wobec samochodów. Wdrażane są m.in. innowacje technologiczne oraz rozbudowywana jest infrastruktura transportu szynowego (tramwajowa, kolei miejskiej i aglomeracyjnej). Celem pracy jest próba określenia głównych kierunków rozwojowych miejskiej komunikacji publicznej, które mają za zadanie zniwelowanie kwestii problemowych w zakresie transportu. Badanie oparto na analizie literatury – naukowej, branżowej i portali informacyjnych oraz danych statystycznych. Dopełnienie stanowił przegląd przykładów rozwiązań z polskich samorządów miejskich (studium przypadku). Pozwoliło to wykazać ogólne zyski płynące z rozwoju transportu zbiorowego. Miejska komunikacja publiczna posiada większą zdolność przewozową niż samochody osobowe, dzięki czemu jest bardziej efektywna. Wpływa to na zminimalizowanie zjawiska kongestii transportowej oraz emisję zanieczyszczeń i hałasu. Zmniejszenie liczby aut także poprawić może bezpieczeństwo na drogach oraz spowoduje mniejszą eksploatację infrastruktury drogowej.
Cities face many difficulties, particularly with regard to transport. Their source is above all a rise in the rate of motorization. In order to counteract the problems, local governments undertake efforts to make public transport competitive in relation to cars. They are implemented, among others technological innovations and the rail transport infrastructure (tram, city and agglomeration railway) is being developed. The aim of the work was an attempt to determine the main directions of development of urban public transport, which are designed to eliminate problematic issues in the field of transport. The study was based on analysis of the literature – scientific, industry and information portals together with statistical data. It was completed with a review of examples of Polish municipal government solutions (case study). As a result, the overall benefits of the development of public transport have been demonstrated. Urban transit capacity exceeds that of passenger cars, making it more efficient. This contributes to the minimization of traffic congestion and emissions of pollutants and noise. Reducing the numer of cars can also increase road safety and reduce the use of road infrastructure.

The article presents a cross-sectional view of the development of the HEV car market over the last two decades. Hybrid cars are currently the widest group of cars equipped with alternative to classic drive systems. They are also the most numerous group among electric vehicles. The historical meanders of HEV development were described, as well as the current level of development of this market and the real prospects for the popularization of HEV cars. The level of world production of this category of motor vehicles in the twenty-year period 2001-2020 was also characterized. The article attempts to estimate the real size of the world's HEV fleet. The level of sales of this category of vehicles by individual countries and their changing percentage share in the passenger car market were also presented. Sales of electric hybrids even in the crisis year 2020 increased from 3.2 million to approx. 4 million vehicles, despite a decrease in sales of new passenger cars from 64 to 54 million units. The above fact also proves the market attractiveness of this type of vehicles and the constantly growing interest in them.
W artykule przedstawiono przekrojowy obraz rozwoju rynku samochodów HEV na przestrzeni ostatnich dwóch dekad. Samochody hybrydowe to obecnie najszersza grupa samochodów wyposażonych w alternatywne dla klasycznych układów napędowych rozwiązania. Stanowią też najliczniejszą grupę wśród pojazdów elektrycznych. Opisano historyczne meandry rozwoju HEV, obecny poziom rozwoju tego rynku oraz realne perspektywy spopularyzowania samochodów HEV. Scharakteryzowano również poziom światowej produkcji tej kategorii pojazdów samochodowych w dwudziestoleciu 2001-2020. W artykule podjęto próbę oszacowania rzeczywistej wielkości światowej floty HEV. Przedstawiono również poziom sprzedaży tej kategorii pojazdów przez poszczególne kraje oraz zmieniający się ich udział procentowy w rynku samochodów osobowych. Sprzedaż hybryd elektrycznych nawet w kryzysowym roku 2020 wzrosła z 3,2 mln do ok. 4 mln pojazdów, pomimo spadku sprzedaży nowych aut osobowych z 64 do 54 mln sztuk. Powyższy fakt świadczy również o atrakcyjności rynkowej tego typu pojazdów i stale rosnącym zainteresowaniu nimi.

In the years 2016-2020, there has been a significant acceleration in the development of technologies for the hydrogen energy use and their popularization in practice. The value of the global hydrogen market in 2018 was estimated at US $122 billion, predicted that it will increase to US $155 billion by the 2022. The appropriate policy framework has a major impact on the development of new technologies, in particular during research, prototype implementations and the initial phase of their commercialization. Of course, this also fully applies to hydrogen technologies, which was confirmed, i.a., in its study by The Hydrogen Council, a leading global organization in this field. The spearheading countries intensively involved in the development and dissemination of hydrogen technologies are primarily: Japan, China, South Korea, Germany, France, Great Britain, Scandinavian and Benelux countries, as well as Canada and the USA. A dozen more countries making up the leading group, such as: Italy, Spain, Portugal, Australia, New Zealand, Brazil, India and South Africa are making efforts to join the global hydrogen race and complete the leading group. The scale of the global development of hydrogen technologies is illustrated by the fact that at the end of 2019, vehicles with hydrogen fuel cells and the publicly accessible hydrogen refuelling stations serving them already operated in 18 countries. An effective use of the incurred expenditures undoubtedly requires the interested states to formulate an appropriate policy (strategy) for the hydrogenation of the economy, including, in addition to precisely defined long-term objectives, e.g. elements of support from public administration, assurance of: stable investment conditions and the necessary regulatory conditions. The article attempts to synthetically present the political framework, i.e. the functioning plans and programs as well as national strategies for the development of hydrogen technology and economy in 19 countries.

Zadania państwowej służby hydrogeologicznej (PSH) w Państwowym Instytucie Geologicznym – Państwowym Instytucie Badawczym wynikają z aktów prawnych w randze ustaw, strategii i programów a także rozporządzeń i zarządzeń ministerialnych. Powołując państwową służbę hydrogeologiczną ustawodawca przekazał jej obowiązki Państwa w zakresie wód podziemnych, co z jednej strony świadczy o wysokiej randze hydrogeologii, a z drugiej o dużym znaczeniu zasobów wód podziemnych dla społeczeństwa i gospodarki. Misją służby jest ograniczenie degradacji wód podziemnych w kraju oraz dążenie do zrównoważonego gospodarowania ich zasobami, stanowiącymi podstawę zaopatrzenia ludności w najwyższej jakości wodę pitną. Realizacja zadań państwowej służby hydrogeologicznej jest prowadzona pod nadzorem prezesa Krajowego Zarządu Gospodarki Wodnej. Środki finansowe są wypłacane przez Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej na podstawie zawartych umów dwustronnych z PIG-PIB. Zakres prac państwowej służby hydrogeologicznej określa ustawa Prawo wodne z dnia 18 lipca 2001 r. oraz Rozporządzenie Ministra Środowiska z dnia 6 listopada 2008 r. w sprawie standardowych procedur zbierania i przetwarzania informacji przez państwową służbę hydrologiczno-meteorologiczną oraz państwową służbę hydrogeologiczną.
Projects of Polish Hydrogeological Survey (PSH) in Polish Geological Institute – National Research Institute – resulting from acts established by Parliament and dispositions given by the Government and Minister of Environment. The PSH was brought into being by Water Act Law, that means duties of state in the subject of groundwater resources have been delivered to specially organized survey, thanks to the important role of groundwater for the country and good status of hydrogeologists. Restraining groundwater deterioration and sustainable management of groundwater resources, main source of potable water are the mission of PSH. Activities of PSH is under control of President of the National Water Management Board (KZGW). The budged comes from the National Found of Environment Protection and Water Management in forms of bilateral contracts between PGI and National Found for approved projects. The scope of tasks be undertaken by PSH resulting from the Water law and disposition of the Minister of Environment dated 6th November 2008 dedicated to standard procedures of data collection and processing by hydrological-meteorological survey and hydrogeological survey of Poland.

Celem opracowania jest analiza realizowanego w Polsce od 2004 r. programu rolnośrodowiskowego, umożliwiająca wskazanie kierunku zmian i perspektyw rozwoju tego programu po 2013 r. W analizie wykorzystano dane Agencji Restrukturyzacji i Modernizacji Rolnictwa (ARiMR). Zwrócono uwagę na potrzebę regionalizacji niektórych pakietów (ekstensywne trwałe użytki zielone), konieczność łączenia produkcji roślinnej i zwierzęcej w obrębie gospodarstwa (pakiety rolnictwo zrównoważone i ekologiczne), konieczność ściślejszego powiązania wsparcia produkcji ekologicznej z wielkością produkcji oraz zaproponowano wsparcie rolnictwa precyzyjnego.
The aim of this article was to analyse agri-environmental programme which has been realized in Poland since 2004 and to show the direction of changes and evolution of this programme after the year 2013. Studied data were taken from the Agency for Agriculture Restructuring and Modernisation. Attention was paid to the need of regional treatment of some packages (extensive permanent grasslands), to the necessity of combining plant and animal production within a farm (sustainable agriculture, ecological agriculture) and of closer connection between the subsiding of ecological production with its amount. The support of precision farming was proposed.

The article attempts to systematize the process of the evolution of occupational safety using the directions of development of organization and management.
