Considerations devoted to postmodern diplomacy should be preceded by reflection on the phenomenon of postmodernity, because everything, what it expresses, creates some kind of depth of causative powers of changes, which affect diplomacy, traditionally connected with state, its foreign policy, raison d’état, reasons and interests, to realisation of which it should serve. The diplomat’s mandate is still a mandate coming from state, which they represent and on behalf of which they act. However, on the other hand, diplomatic functions are more and more often attributed to non-state subjects, which have different objectives and tasks to accomplish.

Opis:
Due to changes in internal and international situation PRC's politics and tactics in the field of international relations was also changing in order to make the country a global power. To achieve this aim, establishing diplomatic relations with other countries was a key assumption of international politics. The author of the article has attempted to analyze the strategy and tactics of normalizingPRC's relations with other countries during the years 1949—1969 and has tried to present how they developed. Another aim of the article has been to present the process of PRC's coming out of the isolation which occurred as a result of the new government's decisions as well as other countries' 'shock' at the establishment of the communist China. The first thirty years of PRC that have been analyzed have been divided into four periods that differed from one another in the aims of home and international politics. The first period is the years 1949-1956. These years were marked by the rebuilding of the country and the growing power of the Communist Party of China (CPC) at home whereas abroad the characteristic of this period was the 'lean-to-one-side' strategy, i.e. alliance with the USSR and new relations with socialist countries, mainly with the countries of Asia. The second period is the years 1957—1960 during which the power of Mao Zedong grew as he got rid of his political opponents. Home and internal politics became more radical. The Republic of China was aiming at becoming a strong international player with powers equal to those of other socialist countries. Another aim was becoming the leader of the countries of the Third World. In the third period (1961—1965) Mao's position became less conspicuous and the country's economic situation improved. Inter-nationally, this period was characterized by the attempts to build a third direction of international politics. PRC was trying to lead in the establishment of the Third World countries' block and become the centre of the world revolution. The most radical and destructive was the fourth period of 1966-1969, i.e. the cultural revolution in¬itiated by Mao. The revolution brought about a disaster in the economic situation. Its other effect was the country's isolation. In order to stop that impasse, PRC finally turned 'right' i.e. towards the capitalist countries. Intensive actions were taken that normalized the relations with those countries. Owing to that flexibility, already in 1970 PRC initiated the process by establishing diplomatic relations with Canada.

The diplomatic relations between Poland and China had been established before World War II. The new stage in the relations has started on October 7, 1949, when Poland oficially recognized the People’s Republic of China (PRC), which was declared on October 1, 1949. Therefore, in 2009, we had two anniversaries: the 60th anniversary of the founding of the People’s Republic of china and the 60th anniversary of establishing the diplomatic relations between Poland and PRC. This gives the opportunity to summarize mutual relations. Those 60 years have been filled with positive stories, which had significant influence on the development of bilateral relations. However, one can also find dificult, even tragic moments during the history of these two nations. Those uneasy moments had also direct impact on mutual relations.

The 1860s were marked by an exceptional affection and friendship in the bilateral relations between the United States, a young American republic, and the long‑established tsarist Russia. This phenomenon, which had never occurred with such intensity before or since, inspired Russian and American researchers and politicians to organize The Tsar and the President: Alexander II and Abraham Lincoln, Liberator and Emancipator exhibition which was displayed, inter alia, in Moscow in 2011. The following article analyses (on the basis of numerous source materials from the period) the reasons of this mutual amity and trust, as well as their military and economic cooperation–both internal (the Civil War in the U.S., the January Uprising in the Russian Empire), and external (the rivalry with Great Britain and France, and political calculations in the search for suitable alliances)–in the period of world power rivalry for global spheres of influence.

Officially, diplomatic relations between Poland and Yugoslavia commenced mid-January 1919. However, representatives of both countries had established and nurtured close cooperation already in the last quarter of 1918. As a matter of fact, the Polish and Serbian nations established some forms of cooperation with in the mid-nineteenth century, when both sought to implement major policy objectives. Circumstances surrounding the establishment of Polish-Yugoslavian diplomatic relations were reflected in the complicated political situation of both the Polish and Yugoslav peoples after the end of World War I. The present study focuses mainly on this particular issue and its aspects.

influence of American isolationism on Polish diplomacy

The author of this article has analyzed the diaries of Jan Szembek, Polands Deputy Foreign Minister and the 1937–1939 reports from Warsaws of the U.S Ambassador to Poland, A.J.Drexel-Biddle. Basing on this material, the author concludes that the Polish–U.S. relations in that period were rather shallow, and were mostly restricted to Warsaws informing Washington about the growing military threat posed by nazi Germany. This state of things stemmed from the fact that, consistent with principle of isolationism, Franklin D.Roosevelt and the State Department were not ready, prior to 1939, to pledge any support for Europe, and for East-Central Europe in particular.

За підсумками компаративного аналізу зовнішньої політики і дипломатії європейських держав раннього Нового часу (XVI-XVIII ст.) подано модель європейської дипломатії досліджуваного періоду. Особлива увага приділяється інституціональному розвиткові суспільно-політичної думки та інституційно-дипломатичної практики в Західній і Центральній Європі. Визначено напрями розвитку теорії та практики зовнішньої політики і дипломатії в Європі раннього Нового часу (XVI-XVIII ст.), особливості їх формування і становлення у провідних державах Європи. У статті проаналізовано Віденський конгрес (1814-1815 рр.) як визначну історичну подію для політико-дипломатичного та інституційного розвитку Європи. Увагу акцентовано на дипломатичному інструментарії, національній специфіці та особливостях переговорного процесу європейських держав на конгресі. Підсумки Віденського конгресу слугували важливим стимулом для подальшого соціально-економічного, безпекового, політичного та дипломатичного європейського розвитку. Практичні здобутки Віденського конгресу і досвід, набутий європейською дипломатією кінця XVIII – початку XIX ст., визначили майбутній інституціональний розвиток світової дипломатії та міжнародного права, не втративши своєї актуальності й нині.
The article deals with the analysis of the foreign policy and diplomacy of the European states of the early Modern period (XVI-XVIII centuries). Particular attention is given to the institutional development of public and political opinion as well as to the institutional and diplomatic practices in Western and Central Europe. The author defines the directions of the theoretical and practical development of diplomacy and foreign policy in Europe of the early Modern period (XVI-XVIII centuries) as well as their formation peculiarities in the leading countries of Europe. The Congress of Vienna (1814-1815) as an important historical event for political, diplomatic and institutional development of Europe is analyzed. The attention is paid to the diplomatic tools, national  peculiarities of negotiations at the Congress. The results of the Congress of Vienna served as an important stimulus for the further socio-economic, political and diplomatic  development of Europe. Practical achievements of the Congress of Vienna and the experience gained by the European diplomacy of the late XVIII – early XIX century determined the future institutional development of world diplomacy and international law, having its relevance for today.

Polish politicians had appreciated the importance of relations with Romania since the beginning of the independent Poland, indicating the need for close political and economic cooperation with that country which would serve to resist the Soviet expansion in Central and Eastern Europe. The establishment of official diplomatic relations between Poland and Romania proved to be a rather complex process. It was essentially affected by the lack of agreement between the two centers competing for leadership in Poland, that is the authorities in Warsaw and the Polish National Committee (KNP) in Paris. It was manifested by keeping in Bucharest their own representatives, more or less tolerated by the Romanian, the so-called Legation headed by Marian Linde and the delegate of KNP Stanisław Koźmiński. In the end, Alexander Skrzyński was appointed the envoy of the Republic of Poland and officially recognized by the Romanian authorities. The establishment of official diplomatic relations did not mean, however, immediate rapprochement between the two countries. It was a process lasting almost two years which, thanks to the merits of Alexander Skrzyński, was crowned by signing the Polish-Romanian alliance in March 1921. The next stage consisted of the efforts to strengthen and extend this alliance made by Skrzyński as Minister of Foreign Affairs and Paweł Jurjewicz – his successor to the position of chargé d’affaires, and then an envoy in Bucharest. The process was slowed down by the inept policy of Marian Seyda, the next foreign minister of Poland.

While considering the issues associated with diplomacy it can be stated that its establishment in the context of international relations is a key element. However, in the description of international interactions diplomacy represents just one of the aspects in this area. This paper presents the information concerning the theory of international relations as a scientific discipline dealing with the cultural, economic and political reality. It clarifies who the participants of international interactions are, what interactions come into play and which methods, tools and techniques can be employed to achieve the set objectives. In the contemporary international arena relations between the states are being manifested in numerous forms and, therefore, the knowledge of the basic modi operandi used by their diplomatic service representatives is an essential aspect leading to the resolution of potential disputes and conflicts.

У статті досліджуються події, що відбувались після Першої світової війни та безпосередньо впливали на долю Західноукраїнської Народної Республіки. Особлива увага приділяється глибокому переосмисленню зовнішньополітичних чинників визвольних змагань у 1918-1921 рр. Аналізуються дипломатичні заходи ЗУНР в обороні державності на Паризькій мирній конференції. Детально розглянуто діяльність українських дипломатів на конференції, їх намагання захистити право галицьких українців на самовизначення. Це був перший вихід дипломатії ЗУНР на міжнародну арену й активна участь української делегації в роботі конференції поряд із провідними державами світу. Підкреслено, що в Парижі держави-переможниці розглядали українську проблему в антибільшовицькому аспекті, покладаючись здебільшого на Польщу, Румунію та білу Росію, ніж на ЗУНР.
The article investigates the events that took place after World War I, and directly affect the fate of the West Ukrainian People's Republic. Particular attention is paid to foreign factors profound rethinking of the liberation struggle in 1918-1921. ZUNR diplomatic action in defense of statehood at the Paris Peace Conference is analyzed. The activities of Ukrainian diplomats at the conference, their attempts to protect the right to self-determination of the Galician Ukrainian are considered in details. It was the first outing ZUNR diplomacy on the international scene and the active participation of the Ukrainian delegation at the conference, along with the leading states of the world. It is noticed that in Paris the victorious powers regarded Ukrainian problem in the anti-Bolshevik aspect, relying mainly on Poland, Romania and Russia white than ZUNR.

The activity of the Holy See in favor of peace has developed throughout History. This work focuses on the work developed by Pope Benedict XVI in this matter. The first part refers to the pacification activity carried out by Benedict XVI through diplomatic relations, and other international activities such as mediation, good offices and international arbitration, although the brevity of his pontificate only allowed him to continue with the diplomatic relations and the signing of international agreements with the States. The second part focuses on the many appeals for peace that Benedict XVI has made in many occasions during his pontificate, with the Diplomatic Corps, the ambassadors of the different States, the Heads of State, receiving the bishops in ad limina visit, or during the Angelus prayer in St. Peter’s Square. O Brasil foi o primeiro país da América Latina a reconhecer a independência da Polônia, o que foi um grande sucesso da comunidade polônica brasileira, e sobretudo de Kazimierz War-chałowski. A sua energia, obstinação e devotamento conduziram a efeitos em que poucos an-teriormente acreditavam. Isso foi o coroamento dos quinze anos da sua estada no Brasil, du-rante os quais conheceu preeminentes políticos brasileiros, entre os quais Rui Barbosa e os presidentes do Brasil Venceslau Brás e Nilo Peçanha. O envolvimento deles na causa da Po-lônia era também o sinal das crescentes aspirações do Brasil a desem¬pe¬nhar um papel mais importante na arena internacional. A I Guerra Mundial trouxe para a Po¬lônia a independência, e para o Brasil, um lugar à mesa da Conferência da Paz em Versalhes. Todos os postulados do Brasil foram aceitos. Graças ao envolvimento na guerra, ampliou-se o significado interna-cional do Brasil.
Brazil was the first country in Latin America that after World War I recognized Poland’s in-dependence. This was a great success for the Brazilian Polonia, especially for Kazimierz Warchałowski. His energy, obstinacy and dedication led to effects in which few previously had believed. This meant the completion of the fifteen years of his stay in Brazil. He had known during this period preeminent Brazilian politicians, such as Rui Barbosa, the presi-dents Venceslau Brás and Nilo Peçanha. Their engagement in the Polish cause was also a sign of Brazil’s growing aspirations to play a more important role in the international arena. World War I brought Independence to Poland and, to Brazil, a place at the Peace Conference table in Versailles. All Brazilian postulates were accepted there. Thanks to the involvement in the war Brazil saw a growth in its international significance.

W grudniu 2014 roku, po ponad półwieczu nawiązano stosunki dyplomatyczne między Stanami Zjednoczonymi a Kubą. Był to jeden z sukcesów w polityce zagranicznej prezydenta Baracka Obamy, który w marcu 2015 roku złożył wizytę w Hawanie. Wizyta ta oznaczała koniec izolacji Kuby, ale nie doprowadziła do pełnej normalizacji stosunków ani do zniesienia embarga handlowego nałożonego przez USA na Kubę w 1962 roku. Będzie to możliwe dopiero wtedy, kiedy władze Kuby spełnią wymogi ustawy Helmsa-Burtona i wypłacą odszkodowania za znacjonalizowane mienie firm amerykańskich, oraz znacznie zliberalizują obecny system polityczno-gospodarczy.
The political and economic relations between the United States and Cuba have been “frozen” for over 50 years. Only in December 2014 the diplomatic relations between those two states were restored. It was one of the rare achievements of the foreign policy of the president Barack Obama, who in March 2015 paid an official visit in Havana. That visit has brought about in practice the end of Cuba's isolation, but has not led to the full normalization of the political and economic relations. The trade embargo was laid on Cuba by the United States in 1962 and can be eliminated (removed) only by the Congress when the Cuban government will meet the requirements of the Helms-Burton law. They include financial compensation for the nationalized property of the American companies and significant change in the existing political and economic system.
