    Opis:
    The conference on “Listing archaeological sites, protecting the historical landscape”, which dealt with the registration of historical monuments and data digitalisation methods, took place in Târgovişte (Romania) on 6-8 March 2008. The meeting was organised by Europae Archaeologiae Consilium (EAC), a gathering of representatives of the conservation services, institutions specialising in archaeological heritage as well as archaeological organisations from 25 European countries. Poland has been a member of EAC since 1999, i.e. its establishment. The first part of the conference, reserved for members, discussed organisational matters and the budget. The participants of further parts of the meeting presented their experiences associated with the functioning and implementation of the Geographic Information System and the possibilities of its application in archaeological inventories. The Polish side was represented by Dr. Andrzej Prinke from the Archaeological Museum in Poznan, and Bartosz Wiśniewski and Michał Grabowski from the National Heritage Board of Poland. The conference agenda also included a tour of the historical monuments of Transylvania.

    W pracy przedstawiono sposób konwersji pluwiogramów do postaci plików numerycznych oraz oryginalną metodę numerycznego wyszukiwania deszczy o maksymalnych chwilowych natężeniach i różnym czasie trwania. Opracowaniu poddano dane o opadach pochodzące z lat 1975-2002 z Obserwatorium Agro- i Hydrometeorologii Akademii Rolniczej we Wrocławiu (Swojec). Na ich podstawie uzyskano formuły do obliczeń natężeń deszczów miarodajnych w funkcji czasu ich trwania dla wartości prawdopodobieństw 10%, 20%, 50% i 100%. Wykazano, że dla potrzeb hydrologii miejskiej istnieje konieczność opracowania formuł do określania natężeń deszczów miarodajnych o charakterze lokalnym.
    The method of pluviograph data conversion to the digital files format and an original method of numerical browsing for rainfalls of maximal temporal intensities and different duration are presented in the paper. Making use of the processed precipitation data from the Agro- and Hydrometeorological Station, Wrocław University of Agriculture, Wroclaw-Swojec, for the time span of 1975 to 2002, formulas for calculating rainfall intensities as a function of their duration and for probabilities 10%, 20%, 50% and 100% were modeled. It was demonstrated that urban hydrologists need to have at hand such models that describe the intensities of local design storms.

    This text contains information about the Qualitative Data Archive at the Institute of Philosophy and Sociology PAS (QDA) [Archiwum Danych Jakościowych przy IFiS PAN - ADJ; adj.ifispan.pl], which collects and digitalizes databases from a broad range of research in the social sciences and makes them accessible online. The archive was established with the idea of preserving material of a qualitative nature. There were two main aims: to initiate new methods of research using the collected resources and to stimulate theoretical and methodological reflection on the idea of archivization, renewed analysis of data, and various other forms of revisiting research. The creators of the archive have managed to save and digitalize considerable amounts of material derived from studies that are by now historical and are important for Polish sociology and anthropology. The Qualitative Data Archive also contains collections of materials from quite recent studies, which have often been processed in electronic form. For these, the QDA functions as a platform where researchers can present their analyses and findings more widely and in a secure form both for themselves and for their respondents.

    Gerson Digital is the first of the digital monographies published on-line by the Dutch Rijksbureau voor Kunsthistorische Dokumentatie (RKD) in The Hague. The monography is a revised and updated version of the now classical work by Horst Gerson, Ausbreitung und Nachwirkung der holländischen Malerei des 17. Jahrhunderts, Haarlem 1942). The scope of the so far published fragment is the chapter on Poland and the influences of the Dutch painting here. Gerson Digital is a very fine and scrupulous piece of editorial and translation work, but its novelty lies rather in the form: it has been published as a digital text interlaced with data (pictures, bibliography, person and artist indexes) that are drawn directly from vast databases which RKD has been building up for the past decades. The text is not therefore enclosed within the borders encircled by the author and his editors, but opens up to other resources. Reader may at some point abandon the text to follow an interesting thread by themselves. Gerson Digital clearly demonstrates the importance of databases for research in art history. Bibliographies, indexes, digital libraries, digital photo collections, and the like should no longer be understood as tools appropriate only for data storage and retrieval but also – and with time maybe primarily – as cornerstones of synthetic interpretation.
    Gerson Digital to pierwsza z serii monografi cyfrowych publikowanych przez holenderskie Rijksbureau voor Kunsthistorische Dokumentatie (RKD) w Hadze. Monografia jest przejrzaną i uzupełnioną wersją klasycznej już dziś pracy Horsta Gersona, Ausbreitung und Nachwirkung der holländischen Malerei des 17. Jahrhunderts (Haarlem 1942). Dotychczas opublikowany fragment obejmuje swym zasięgiem Polskę. Gerson Digital to edycja przygotowana bardzo pieczołowicie pod względem przekładu i redakcji, lecz jej nowatorstwo tkwi raczej w formie: jest to tekst w postaci cyfrowej, przepleciony rozmaitymi danymi (fotografiami, bibliografią, indeksami osobowymi), które odsyłają wprost do bogatych zasobów bazodanowych, zgromadzonych przez RKD w minionych dziesięcioleciach. Tekst nie jest przez to ograniczony ramami nakreślonymi przez autora i wydawców, lecz pozwala na przechodzenie do zasobów zewnętrznych. Czytelnik może więc porzucić lekturę na rzecz samodzielnego poszukiwania informacji w interesującej go kwestii. Gerson Digital jasno pokazuje, jak ważne są zasoby bazodanowe dla badań w zakresie historii sztuki. Bibliografie, indeksy, biblioteki cyfrowe i cyfrowe fototeki, nie powinny być odtąd postrzegane jedynie jako narzędzia do przechowywania i wyszukiwania danych, lecz raczej – a z czasem może: przede wszystkim – jako budulec, z którego powstają opracowania o syntetycznym charakterze.

    The article presents issues concerning the project of creation of the Atlas of East Slavic dialects of Bialystok Region (Atlas gwar wschodniosłowiańskich Białostocczyzny – AGWB) and its realization. The crucial issues are shown from linguistic, information and computer points of view, taking into account the special features of dialectal material. Information referring to the Atlas of East Slavic dialects of Bialystok Region, a publication significant for Slavic linguistic geography, is also presented. The consecutive stages of preparing the base, i.a. preliminary choice of computer tools, suggested database structure, its subsequent modifications along with the ER model and initial stages of system implementation (export of data, the choice of database administration system), are presented in the text. The problem of creation/modification of the phonetic alphabet (socalled ZRCola typeface vs. AGWB typeface) and the aspect of sorting data saved in this alphabet constitute separate issues for consideration. Modifications of data representation system in relation to the initial objec tives are discussed in the article, taking into account the future needs of users (connection with GoogleMaps application, hipermedial connections with the system of scanned source materials, etc.).

Scharakteryzowano główne trendy procesu digitalizacji, które silnie oddziałują na lokalny sektor publiczny. Szczególną uwagę poświęcono zagadnieniu bezpieczeństwa danych gromadzonych i przetwarzanych przez podmioty miejskiej struktury organizacyjnej.
    The article deals with issues related to technological development and its impact on the functioning of urban entities. There were described some IT problems, that enterprises and institutions of the public sector have to face nowadays. The main trends in the digitization process, which influence strong the local public sector, were identified. The attention was paid to the issue of collecting and processing the data by urban organizational entities, and the security of these data.

    The article is devoted to the development of an information system for automating business processes of a modern enterprise with ensuring stability and reliability, which are implemented by the applications developed by the authors. Goal is to develop improvements to the core digitalization processes of enterprises for sustainable functioning. The authors carried out a deep analysis and described the main stages of the enterprise digitalization process: the process of document approval, business processes of personnel management, etc. The architecture of the information system, a description of business processes and the principles of reliability and fault tolerance of the system being developed have been developed. The developed desktop-client application provides connection to the information system with the help of working computers of the enterprise through a local network with access to the application server. This allows you to reduce damage from accidental or deliberate incorrect actions of users and administrators; separation of protection; a variety of means of protection; simplicity and manageability of the information system and its security system.
    Artykuł poświęcony jest opracowaniu systemu informatycznego do automatyzacji procesów biznesowych nowoczesnego przedsiębiorstwa z zapewnieniem stabilności i niezawodności, które są realizowane przez opracowane przez autorów aplikacje. Celem jest rozwijanie usprawnień podstawowych procesów cyfryzacji przedsiębiorstw dla zrównoważonego funkcjonowania. Autorzy przeprowadzili dogłębną analizę i opisali główne etapy procesu cyfryzacji przedsiębiorstwa: proces akceptacji dokumentów, procesy biznesowe zarządzania personelem itp. Zostały opracowane architektura systemu informatycznego, opis procesów biznesowych oraz zasady niezawodności i odporności na błędy tworzonego systemu. Opracowana aplikacja typu desktop-client zapewnia połączenie z systemem informacyjnym za pomocą pracujących komputerów przedsiębiorstwa poprzez sieć lokalną z dostępem do serwera aplikacji. Pozwala to na ograniczenie szkód wynikających z przypadkowych lub celowych nieprawidłowych działań użytkowników i administratorów; rozdzielenie ochrony; różnorodność środków ochrony; prostotę i łatwość zarządzania systemem informatycznym i jego systemu zabezpieczeń.

    Opis:
    In the current technological environment, operation of every institution, museum included, requires the use of IT networks, among them the internet. This results from the fact that museums have their respective websites and web addresses. Regardless of the technological aspects, the use of the internet by museums has to bear in mind legal requirements resulting in particular from the Act on Access to Public Information, this including the BIP page, namely that of the Bulletin of Public Information that allows to provide access to this kind of information within the range as defined in the above Act. The requirements of the accessibility of digital websites of public museums taking into account the needs of disabled citizens is specified by the Act on Accessibility of the Websites and Mobile Applications of Public Sector Bodies. Some of the provisions of the Act with respect to websites published before 23 September 2018 will come into force as of 23 September 2020. In the discussed context it also legal provisions related to IT assets that are of importance; these contain computer software and electronic databases. The legal status of these assets is specified in the provisions of the Act on Copyright and Related Rights (see its Arts. 3 and 7) as well as of the Act on Database Protection. Apart from the above, which, however, do not exhaust the whole range of the topic-related issues, it is also important to tackle the question of the digitizing of the assets (collections) that museums have at their disposal, in particular museum objects and images of people that constitute personal rights, which are digitized and disseminated online. Apart from the Act on Museums, particularly its Art. 25a, it is the Act on Copyright and Related Rights as well as the Civil Code that through the general provisions on the protection of personal rights, these also including images of people, give the prescriptive context to the problem.
    W obecnych uwarunkowaniach technicznych działalność każdej instytucji, także muzeum, wymaga korzystania z sieci informatycznych, w tym z internetu. Jest to związane z posiadaniem przez muzea własnych stron WWW i adresów internetowych. Niezależnie od aspektu technicznego, korzystanie przez muzea z internetu rozpatrywać należy z uwzględnieniem wymogów prawnych wynikających w szczególności z Ustawy o dostępie do informacji publicznej, w tym posiadania przez publiczne muzea strony Biuletynu Informacji Publicznej (BIP), za pośrednictwem której udostępniane są tego rodzaju informacje w zakresie określonym w powyższej ustawie. Wymogi dotyczące dostępności cyfrowej stron internetowych publicznych muzeów, uwzględniające potrzeby osób niepełnosprawnych, określa Ustawa o dostępności cyfrowej stron internetowych i aplikacji mobilnych podmiotów publicznych. Część przepisów tej ustawy, w zakresie stron internetowych opublikowanych przed dniem 23 września 2018 r., wejdzie w życie z dniem 23 września 2020 roku. W omawianym kontekście na uwagę zasługują też unormowania dotyczące dóbr informatycznych istotnych dla działalności muzeów, czyli programów komputerowych i elektronicznych baz danych. Status prawny tych dóbr uregulowany jest w przepisach Ustawy o prawie autorskim i prawach pokrewnych (por. art. 3. i rozdz. 7. tej ustawy) oraz Ustawy o ochronie baz danych. Poza powyższymi aspektami, które nie wyczerpują całego spektrum przedmiotowych zagadnień, na wyróżnienie zasługuje niewątpliwie kwestia digitalizacji dóbr (zbiorów) znajdujących się w dyspozycji muzeów, w szczególności muzealiów oraz stanowiących dobra osobiste wizerunków osób, utrwalonych elektronicznie i rozpowszechnianych z wykorzystaniem internetu. Kontekst normatywny dla tych kwestii stanowią, poza przepisami Ustawy o muzeach, w tym jej art. 25.a, przepisy Ustawy o prawie autorskim i prawach pokrewnych oraz przepisy Kodeksu cywilnego, zawierające ogólne zasady ochrony dóbr osobistych, czyli także wizerunków osób.
