In the last decade, one can notice the huge interest of researchers in the field of cyberpolicy, which is primarily due to the widespread use of the Internet in the public space. This fact is also an impulse for conducting interdisciplinary research that combines knowledge from social sciences on the one hand, and uses content from technical sciences on the other. Compared to the form of conducting election campaigns in the 20th century in the U.S., during the 2016 election campaign there were significant changes in the conduct of political struggle. These changes consist above all in the use of cybernetic tools, which to a large extent, however difficult to determine, shaped electoral behavior. The contemporary political competition is more and more dependent on technology, which becomes the main element of the professionalization of election campaigns. Investigating the impact of cyberspace on electoral results is a big challenge, considering the fact that the area of cybertechnology is extremely complex. Cyberspace has now become a field for many political phenomena that are constantly evolving and in most cases their importance is immense for the functioning of the political system. The article is intended to deal with selected phenomena related to cybertechnology that were compared with other events from the U.S. election campaign in 2016. The article aims to investigate selected events resulting from the use of cybertechnology, which had an impact on electoral behavior.

This paper’s focus is on the innovations in the urban public political agenda that are due to the interplay between participatory digital platforms, the socio-economic paths of specific urban environments, and long-term policy orientations on the national and urban levels. The context of the 2020 presidential elections in Belarus and the resulting boom of participation in the local and national political agendas is taken here as a particular configuration of the mentioned interplay and its outcomes. The first part of the paper focuses on the role of digital platforms in the studied boom of participation in 2020, the second documents the urban policy developments in Belarus during the period of 2015–2020, and the third reflects on the compatibility of the Belarusian case with wider discussions on the political impact that the spread of digital platforms has on urbanism. It is argued that the repressive state, the gradual marketization of urban development and the accompanying strengthening of urban dwellers’ economic autonomy, and the proliferation of commercial digital platforms and civic tech are the factors that have defined the studied politicization and the boom of participation in Belarus. The examined case shows the contours of emerging politics in non-democracies under conditions of ubiquitous digitalization and the pressure on the state’s redistributive capacities.

Opis:
Based on a dialogue with authors of pragmatist philosophy, game studies, and communication, this article intends to understand the relationship between aesthetic experience and ludic media, in particular digital games, in what this relationship distinguishes from the aesthetic experiences provided by different media, such as literature, music, film and the arts in general. To better understand this relationship, we propose the presentation and development of three epistemological axes (or keys), namely: i) aesthetics and agency, ii) aesthetics and appropriation, and iii) aesthetics and politics. Furthermore, this article intends to present and comment on selected works of digital games to illustrate the relationship between play and aesthetic experience in each of those respective axes.

This paper explores the historical challenge of social inclusion relying on the example of the Japanese social security system. The current public assistance system in Japan is grounded on the Public Assistance Act of 1951, which was originally constituted in 1946 and already declared equal treatment of all citizens. We will focus on a hidden aspect in this introductory period of the public assistance system, the actual situations of people who depend on it. We have digitally restored a survey data for households receiving public assistance. This data was collected in a Japanese prefecture in 1952. The results of this survey indicate that differences in poverty by gender are remarkable. For male householders, the total number of events that caused the onset of public assistance, principally injured or diseases, in 1950 or 1951 was more than that of 1944 or 1945. On the other hand, for female householders, the events of 1944 or 1945 were related to the Second World War, principally the death of male breadwinners, which induced poverty. Moreover, we broke down recipients by gender, age, and household types and revealed, in particular, two facts. First, many widows were receiving public assistance, but not all had lost their spouses in the war. Second, the largest age cluster of recipients was composed of children in the compulsory education age group. The increasing inclusion of the ‘standard’ type of household indicates the success of the Public Assistance Act’s universalism. This digitally restored sample has much potential to provide detailed descriptions of life courses and information on the jobs of household members.

In the last 20 years the digital revolution has brought a number of changes in the methods of dissemination of cultural works, particularly in the distribution of audiovisual works. An integration of electronic devices and content brings new opportunities for the development of cultural activity. An important example illustrating the range of changes in the domain of cultural management is the Malopolska Digital Cinema Network. It was created in part with funds from MROP 2007–2013 and exemplifies the use of technological innovation as an indicator of cultural mobilization. This text is a case study of local digital cinema network and attempts to define the scope of the impact of the use of digital tools in cultural and viewing practices in the cities belonging to MSKC.

This paper takes Yakuza 0, a retrospective prequel and standalone entry to the Yakuza digital game franchise from Japan, as a case study for disabled feminine bodies vis-à-vis their male counterparts in game narratives. Of note is Makimura Makoto, a downtrodden Chinese-Japanese woman experiencing post-traumatic psychogenic blindness, who serves as the unwitting kingpin of the yakuza’s schemes. This paper posits that a reading of the game’s narrative (as supplemented by its gameplay mechanics) through the critical lens of disability studies offers a more affective and recuperative understanding of the game’s treatment of its marginalised characters. This paper first seeks to intervene in the game’s embodied and gendered power dynamics by attending to the body politics of its fictitious criminal underworld. Correspondingly, this paper troubles the game’s presentation of disability as a gendered performance, wherein feminine bodies disproportionately experience the material consequences and trauma of their disabilities, framed as pivotal narrative movements that spur the game’s male protagonists forward. Ultimately, this paper works towards a more empathetic reading of Yakuza 0 as a roadmap for how the franchise and digital games at large can address disability as a compounding, ever-evolving relational condition in addition to its physical and/or mental dimensions.

In the information society, the digital divide may result in political exclusion, while the access to new technologies may reinforce civic activity. The purpose of the article is determining whether political presence on the Internet (defined as both conscious and unconscious contact with online political content) has any influence on voting independent of socio-demographic factors influencing both voting and Internet use. The analysis was conducted on data from survey conducted by CBOS Public Opinion Research Centre after 2011 parliamentary elections on N=969 respondents representative for adult population of Poland. Statistical analysis revealed that there is independent effect of political activity on the Internet on voting behavior. However, the hypothesis about unconscious effect of Internet on voting was rejected.
W społeczeństwie informacyjnym wykluczenie cyfrowe może przekładać się na wykluczenie polityczne. Z kolei dostęp do nowych technologii może wzmacniać postawy obywatelskie. Celem artykułu jest ustalenie, czy obecność w Internecie – polegająca zarówno na świadomym, jak i nieświadomym kontakcie z treściami politycznymi online – wywiera wpływ na zachowania wyborcze niezależny od wpływu czynników socjdemograficznych, determinujących zarówno korzystanie z Internetu, jak i zachowania wyborcze. Do analizy zostały wykorzystane dane sondażu CBOS przeprowadzonego po wyborach parlamentarnych w 2011 roku na reprezentatywnej próbie losowej dorosłych mieszkańców Polski, liczącej 969 osób. Statystyczna analiza danych potwierdziła istnienie niezależnego, samodzielnego związku między korzystaniem z treści politycznych w Internecie a deklarowanym udziałem w wyborach parlamentarnych. Nie potwierdziła się natomiast hipoteza o nieświadomym, mimowolnym wpływie korzystania z Internetu na frekwencję wyborczą.

Polityka komunikacyjna obejmuje zestaw zasad i środków ukierunkowanych na obiektywne i bezstronne upowszechnienie informacji, ustanowienie przejrzystych stosunków między władzą a społeczeństwem obywatelskim i biznesem, przysłuchiwanie się potrzebom i wymaganiom obywateli, udział obywateli w procesie podejmowania ważnych decyzji. Unia Europejska opracowuje zasady i sposoby realizacji polityki komunikacyjnej poprzez szereg regulaminów. Państwa członkowskie na podstawie ustalonych zasad rozwijają przejrzyste stosunki między rządem i społecznością, licząc się z potrzebami i interesami swoich obywateli. Celem przeprowadzonego badania jest analiza konkretnych działań polityki komunikacyjnej Danii jako kraju, który zajmuje pierwsze miejsce wśród krajów członkowskich UE w zakresie poziomu umiejętności elektronicznych ludności. Badanie przeprowadzono na podstawie analizy aktów prawnych i stron internetowych.
Communication policy covers the set of principles and measures directed at objective and unprejudiced dissemination of information, establishment of transparent relations between the authority and civil society and business, listening to citizens’ needs and requirements, involving citizens in the decision-making process. The European Union elaborates the principles and directions of the communication policy implementation in a number of normative documents. The EU member-states take the defined principles as the basis and develop transparent relations between the authority bodies and society, paying great attention to the needs and interests of their citizens. The aim of the article is to analyze the specific measures of Denmark’s communication policy as the state that occupies the top ranking position according to the citizens’ e-skills level. The research is grounded on the analyses of normative documents and sites.
