Aim. This article presents the results of research whose aim is to establish if social networks are useful tools to promote social relationships and support for the elderly citizens. Method. One hundred thirty people over the age of 65 participated in the research. For this purpose, the scale “elderly people and social network” (elaborated ad hoc) was applied. Results and conclusion. The results obtained through descriptive analysis of the gathered data indicate that social networks provide support for elderly people who had already acquired digital competence in the past. The study also reveals that there are personal variables, especially of an educational nature, that determine the acquisition of an active role as generators and producers of digital content (prosumers). In conclusion, it could be said that social networks have a positive influence on the well-being of the elderly and their fight against undesirable loneliness. The more heterogeneous the social network is, the more active the elderly people are.

Opis:
Crowdsourcing has been made possible thanks to the evolution of information and communication technology which, in turn, supports innovation and development of organizations. In cultural heritage crowdsourcing is a continuation of a longstanding tradition of inviting the public to contribute on a volunteer basis. This form of online engagement is also a promising tool to enhance the sense of civic responsibility for heritage. The article looks at crowdsourcing as a digital participation practice in cultural heritage. It investigates the case of the Polish Open Monuments crowdsourcing platform. It is an open project with a focus on refining description about historical sites in Poland and Polish historical sites abroad. The paper starts with the introduction of the crowdsourcing notion in the digital era. Then it looks at the organisational aspects of Open Monuments. Having offered an overview of the main issues regarding this paper the next sections offer the examination of the performance of the so called crowds and the analysis of financial implications of crowdsourcing in the nonprofit environment.
Uczestnictwo rozproszone w sieci, znane pod anglojęzycznym terminem „crowdsourcing” stało się możliwe dzięki ewolucji technologii informacyjno-komunikacyjnych (ICT), które z kolei wspierają procesy innowacyjne i rozwojowe organizacji. W obszarze dziedzictwa kulturowego crowdsourcing jest kontynuacją wieloletniej tradycji zapraszania do współpracy publiczności (tj. widzów, uczestników pokazu, zwiedzających) na zasadzie wolontariatu. Ta forma zaangażowana cyfrowego jest również ciekawym narzędziem wspierającym poczucie obywatelskiej odpowiedzialności za dziedzictwo. Artykuł koncentruje się na crowdsourcingu jako praktyce cyfrowej partycypacji w obszarze dziedzictwa kulturowego. Analizuje przykład polskiej platformy crowdsourcingowej Otwarte Zabytki. To projekt otwarty umożliwiający wprowadzanie (edytowanie istniejących lub przygotowanie nowych) opisów na temat historycznych obiektów w Polsce oraz polskich poza granicami kraju. Tekst rozpoczyna się wyjaśnieniem terminu „crowdsourcing” w erze cyfrowej. Następnie podejmuje opis organizacyjnych aspektów platformy Otwarte Zabytki. Po wprowadzeniu kluczowych treści kolejne części artykułu skupiają się na analizie działań tzw. tłumu i analizie finansowych implikacji crowdsourcingu w środowisku organizacji pozarządowych.

This article aims to analyze the “Robim Good” project – a digital platform for sharing urban knowledge and info about upcoming local campaigns. A vacuum among urban initiatives was established in Belarus because of the repressive policy of the authoritarian regime. As a result, around 965 non-profit organizations have been shut down. Nonetheless, there was a demand from activists to create a safe managerial organization that focused on urbanism. The “Robim Good” project became a solution. The research question is as follows: what is the value orientation of the analyzed digital platform that attracts new participants? The paper applies the value-based approach in NGO engagement. The analysis shows that one of the main promoted values and key characteristics of the digital ecosystem is security, which is directed at overcoming the dangers of the unpredictable regime. Subsequently, “Robim Good” has been able to engage volunteers and survive after a year of activity.

This study aims to investigate digital game addiction of high school students according to gender and regular sport participation. For this 398 high school students who were randomly chosen voluntarily participated in the study. In addition to personal information from the Turkish version of Lemmens and colleagues’a  game addiction scale was used as a  data gathering tool. The Turkish adaptation of the scale was done by Aylin Yalcın Irmak and Semra Erdogan in 2015. The Turkish version of the scale consists of one factor and seven items anchored with a five Likert type scale. In the evaluation of the data linear regression was used. The findings of this study revealed that there was a positive relationship between gender and digital game addiction

Advergames have been appearing alongside digital games since the very beginning. Although they had been originally created as marketing tools, their gaming nature has made from them an important part of digital-gaming industry heritage. At the same time, advergames, which persisted over time, may represent significant advantages for the brands they promote. The aim of the study is an examination of advergames’ timelessness based on a theoretical framework and a qualitative-quantitative content analysis of advergames released across their history up to 2000, taking into account aspects of both digital games’ and advertising timelessness. Besides general popularity, archetypal character, current playability and preservation, the analysis also focuses on the advergame design and brand implementation forms.

This paper’s focus is on the innovations in the urban public political agenda that are due to the interplay between participatory digital platforms, the socio-economic paths of specific urban environments, and long-term policy orientations on the national and urban levels. The context of the 2020 presidential elections in Belarus and the resulting boom of participation in the local and national political agendas is taken here as a particular configuration of the mentioned interplay and its outcomes. The first part of the paper focuses on the role of digital platforms in the studied boom of participation in 2020, the second documents the urban policy developments in Belarus during the period of 2015–2020, and the third reflects on the compatibility of the Belarusian case with wider discussions on the political impact that the spread of digital platforms has on urbanism. It is argued that the repressive state, the gradual marketization of urban development and the accompanying strengthening of urban dwellers’ economic autonomy, and the proliferation of commercial digital platforms and civic tech are the factors that have defined the studied politicization and the boom of participation in Belarus. The examined case shows the contours of emerging politics in non-democracies under conditions of ubiquitous digitalization and the pressure on the state’s redistributive capacities.

Within the last few years, social media have emerged and offer network possibilities for political communication. There are large expectations of social media in campaigning and many politicians turned to such networks in the 2010 Swedish election. In spite of the high level of internet penetration and use in Sweden, people seem reluctant to go online for politics. Survey data collected in an e-panel was analyzed with a focus on social media to reveal to what extent internet users contact politicians, the information value of these channels and what users expect from politicians during campaigning. Even among frequent users such as the e-panel members, involvement in politics and politicians in social media is rather low. People tend to view social media as an information channel for politics rather than a conversation medium. Politicians should respond to questions if requested, but not assume the position of friends in peoples’ networks.

The article analyzes the peculiarities and problems of introducing e-democracy in Ukraine. It is noted that separate e-democracy tools, namely, e-reception of the mayor, possibility to submit e-appeals, holding on-line polls etc. have been introduced in many cities of Ukraine. A common e-appeal portal, “e-parliament” have been created, the system of e-petitions has been introduced. The article looks into the development of e-democracy in the context of four components: transparency, accountability, civic education and e-participation. Attention is drawn to the fact that under certain circumstances e democracy may become an imitation of democracy, a technology for manipulation. It is stated that introduction of e-participation tools alone does not guarantee their wide usage by the population, and what is most important – their usage with the aim of causing quality changes in governance. That is why a very important task is to raise the level of civic education with regard to e-democracy. This may be proved by the results of the first year after the introduction of the system of e-petitions to the central bodies of executive power and the single system of local petitions in Ukraine. Many of the submitted petitions either contradicted the norms of Ukrainian legislation or were sent to those bodies of power, which are not competent to solve the issue. The article draws attention to the problem of digital inequality, i.e. the level of Internet access among the citizens of Ukraine. According to different evaluations, form 14 to 26 million people are active Internet users in Ukraine, and from21% to 29% of those constantly visit the sites of the bodies of power and local self-governing. Even though a mass introduction of various electronic services may be observed, it is also necessary to increase the popularity and the level of trust to electronic systems of the society in general as it is one of the least computerized ones in Europe. According to Google data, a bit more than 60% of Ukrainians are Internet-users. The authors insist that for effective e-democracy functioning, it is necessary to strengthen the infrastructural component. The existence of the material and technical base is the necessary condition for the development e-literacy among the population, which, in its turn, will lead to their active participation in e-democracy processes. It is obvious that the citizens of Ukraine cannot effectively use the existing and potential possibilities in the sphere of e-governance unless they have the sufficient competence level and have the access to the information-communication technologies. The article analyzes the situation in which the paradox of creating a “false democracy” arouses, meaning the situation when specialists make an effort to form e-democracy tools and the target group does not know about them, people do not have the necessary competence level for using these resources, there is no interest in using the concrete instruments. So it becomes understandable that attention should be focused on using effective practices of e-democracy functioning, on raising citizen competence and on encouraging them to actively participate in state building through e-democracy, e-participation etc. It has been determined that in case of uniting the efforts of IT-specialists, public activists and representatives of the authorities and business, a complex evaluation of the needs of modern society and effective mechanisms of e-democracy introduction will be received. Internet-technologies have unbelievable possibilities, and searching for like-minded people online and attracting people to common activity (“crowdsourcing”) may become one of effective mechanisms of introduction of e-democracy instruments. One of the best examples of its usage in Ukraine was the so-called “e-Maydan”. A conclusion has been made that the existence of considerable restrictions in Internet access (electronic inequality), low level of interest in e-communication the public bodies of power among Internet-users, lack of competence in e-governance and e-democracy, low level of interest among the citizens to e-communication in general; absence of Internet-platforms for mass deliberation and selection of acute sociopolitical issues etc. are all among the problems of implementation of e-democracy. Transparency, decrease of bureaucracy levels, increasing the efficiency of state institutions etc. should be the results of e-democracy introduction.

Environmental and social injustices in the extractive sector in Kwale County are rampant and there are limited citizen participatory mechanisms to address the injustices to enhance dialogue among stakeholders. Community exclusion from corporate governance has perpetuated environmental and social injustice causing mistrust and conflicts between communities and investors in mining areas. This study aimed to evaluate a digital mapping platform as a tool for community engagement. A participatory study approach was used where selected stakeholders were trained to use the digital mapping platform and then participated in the study. Mobile phone digital applications and Poi mapper data collection and management applications were used to generate and quantitatively analyse stakeholder responses which were instantly transmitted to a computer server. Digital mapping is interactive, elicited effective interactions among stakeholders and supported citizen participation to enforce corporate accountability.

Celem tekstu natomiast jest próba wskazania koniecznego rozszerzenia zbioru narzędzi badawczych stosowanych w badaniach kompetencji cyfrowych. W artykule przedstawiono również normatywny model kompetencji cyfrowych oraz narzędzia wykorzystywane w badaniach prowadzonych w tym ujęciu. Rozważania osadzono w polu nauk o mediach i powiązano je z przedmiotem informatologii.
This article deals with relational model of digital skills, derived from both relational sociology and relational concept of culture. The overall goal is to indicate the necessary extension of the collection of research tools used in studies of digital skills. The article also presents a normative model of digital skills and tools. It connects reflections from media studies and information science.
