Opis:
The aim of the paper is to present the principles of development and evaluation of educational programs and teaching aids assigned for school education of children in the range of road safety. The basis for developing road safety educational programs is determining the goals resulting from analysis of road accident data, dangers, behaviour observations and development stages of specific traffic participants, and also needs (expectations) of the society. It is crucial for these programs to have a modular structure, which enables the realization of each module by different persons, or the exchange of particular module without the necessity of changing the whole program. Classes in the field of forming skills and behaviours should be organized in the real road traffic. Road safety educational programs and teaching aids should be the subject of evaluation with the use of adequate methods and research tools, such as: inquiry, questionnaire, knowledge testing, risk awareness testing, behaviour testing, behaviour observations, road accidents data in order to maintain effectiveness and minimize the time, effort and costs regarding elaboration and implementation. Questions, which need to be answered at the evaluation stage, depend on whether the evaluation is connected with full implementation of the program or with the program in the elaboration stage and also on the stage of its elaboration. At the early stages of program's elaboration simple evaluation on small scale is crucial, while for the implemented programs or fully elaborated ones it is inevitable to have broader evaluation at applying criteria regarding behaviours and accidents. Currently, since children's education in the field of road traffic safety can be realized in schools based on the programs that have been accepted by the Ministry of National Education as well as based on the authorial programs designed by teachers, it is necessary to comply with the specific procedures and principles at development and implementation stages.

W styczniu 2008 roku zakończył się proces realizacji projektu RIS MAZOVIA. Rezultatem ponad dwuletniej pracy było opracowanie dokumentu Regionalnej Strategii Innowacji dla Mazowsza, przyjętego przez Sejmik Województwa Mazowieckiego w kwietniu 2008 roku. Głównym celem projektu była identyfikacja potrzeb oraz barier związanych z podnoszeniem poziomu innowacyjności w województwie. Kluczowe założenia strategii zostały zawarte na poziomie celu głównego, tj.: wzrostu innowacyjności przedsiębiorstw Mazowsza prowadzącego do przyspieszenia wzrostu i zwiększenia konkurencyjności w skali UE oraz poszczególnych celów strategicznych. The paper aims to determine how projects carried out as part of Poland’s National Development Plan for 2004-2006 have influenced the competitiveness of enterprises. The analysis applies to the situation in this area as of the end of December 2007. The authors use available research results including Regional Development Ministry reports on the implementation of operational programs and reports evaluating these programs. The analysis covers the results of selected measures undertaken as part of the following operational programs: Sectoral Operational Program Improvement of the Competitiveness of Enterprises, Integrated Operational Program of Regional Development, and Sectoral Operational Program Human Resources Development. The authors zeroed in on projects financed with the use of structural funds and identified measures with the greatest influence on the competitiveness of enterprises. The analysis involved issues such as the scope of assistance, the effectiveness of applying for regional funds, the structure of beneficiaries for structural funds, indicators of implementation, the influence of individual projects on the operations and competitiveness of enterprises, and the opinions of entrepreneurs about access to structural funds. The analysis showed that, despite the possibility of obtaining additional funds for development, the competitiveness of Polish enterprises has remained almost unchanged. The problem is that companies benefitting from structural funds account for a small percentage of the total number of enterprises operating in Poland, the authors say. The analysis made in the paper confirms that EU structural funds have made a difference-but mainly at the microeconomic level. They have benefited specific enterprises rather than the economy as a whole. Overall, the authors conclude, many positive changes have taken place in businesses that have used EU funds to boost their competitive potential.

Rozwój zrównoważony obejmujący trzy obszary uwarunkowań: ekologicznych, społecznych i ekonomicznych kształtowanych w sposób harmonijny. Rola architektury i budownictwa jako jednego z największych sektorów gospodarki jest istotna w kreowaniu rozwoju zrównoważonego. Programy takie jak BREEAM, LEED skodyfikowały procedury projektowania i nadają budynkom zrealizowanym zgodnie z ustalonymi w nich standardami certyfikaty. Programy te cieszą się coraz większym prestiżem wśród inwestorów, użytkowników i projektantów. Nie wszyscy Inwestorzy głównie z przyczyn ekonomicznych będą ubiegać się o certyfikaty i poddawać rygorom oceny kwalifikacyjnej. Projektanci i inwestorzy powinni jednak stosować standardy projektowania również poza procedurami programu certyfikującego, dla osiągnięcia celów sprzyjających zrównoważonemu rozwojowi.
The sustainable development includes three areas of circumstances created in the harmonious form: ecological, social and commercial. The significance of architecture and building as one of the biggest sectors of the industry plays important role in the creation of sustainable development. Programs like BREEAM, and LEED have unified the procedures of design and now they give the certificates to the buildings raised according to the accepted standards. These programs are perceived as more and more prestigious in the eyes of investors, users and designers. Obviously not all investors will apply for such certificates and take part in the qualifying procedure - mainly for the economic reasons. Nevertheless all designers and investors should use standards of design independently from the qualifying procedures, in order to achieve goals of sustainable development.

W niniejszym artykule podjęto próbę ukazania dotychczasowych działań Polski w zakresie kierunków rozwoju obszarów wiejskich i ich uwarunkowań w powiązaniu z realizowaną polityką rolną. W celu wyjaśnienia tych zależności skupiono się na analizie następujących zagadnień: charakterystyki działalności gospodarczej na obszarach wiejskich w Polsce, charakterystyki polityki wobec rozwoju obszarów wiejskich w Polsce oraz zamierzeń produkcyjno-środowiskowo-wiejskiego wymiaru polityki rolnej dotyczących rozwoju obszarów wiejskich w Polsce w perspektywie 2020 roku. Z przeprowadzanych analiz i rozważań wynika m. in., że wejście Polski do UE zahamowało procesy rozwoju obszarów wiejskich, gdyż Wspólna Polityka Rolna nie jest czynnikiem istotnych zmian strukturalnych, ponieważ w większości krajów unijnych już się one dokonały. Polityka ta wpływa przede wszystkim na zwiększanie dochodów, a nie na poprawę konkurencyjności sektora rolnego. Oparcie polityki rolnej w Polsce na dyrektywach unijnych powoduje, że w Polsce występuje brak własnej polityki rolnej, mimo potrzeb przemian strukturalnych rolnictwa i obszarów wiejskich.
This article attempts to present the current activities in Poland in the field of rural development trends and determinate in connection with the implemented agricultural policy. In order to clarify these relationships were analyzed following topics:- the characteristic of economic activities in rural areas in Poland, the characteristics of the rural development policy in Poland and activities resulting from the production-environmentally-rural dimension of agricultural policy for the development of rural areas in Poland in 2020. Analyses and considerations, which have prepared in this article, have indicated among others., that the Polish accession to the EU slowed down the process of development of rural areas, and the Common Agricultural Policy is not a factor of significant structural changes, which in most EU countries have already made. This policy affects primarily to increase revenue, but nor applicable to improve the competitiveness of the agricultural sector. Base on agricultural policy in Poland on EU directives means that in Poland there is a lack of its agricultural policy, and also policy of structural change, despite the ppear needs of agriculture and rural areas.

Pakt na rzecz ekonomii społecznej jest propozycją umowy z rządem, którą chcieliby zawrzeć przedstawiciele środowiska polskiej ekonomii społecznej. Wśród części z nich, w tym autora, panuje silne przekonanie, że konieczna jest zmiana nastawienia administracji do problemów związanych z działalnością społeczną i stosowania instrumentów gospodarczych do rozwiązywania problemów społecznych. Dotychczasowe interwencje publiczne nie wykorzystały szansy, jaką dawały spore środki z funduszy europejskich. Kontynuacja dotychczasowej polityki publicznej w tym obszarze nie wróży nic dobrego. Dlatego pakt jest testem - zarówno dla samego środowiska ekonomii społecznej, jak i administracji. W tekście opisano nadzieje, z jakimi wiąże się praca nad zapisami paktu, pokazano rozwiązania, które mogą spowodować, że pakt przyczyni się do rzeczywistej zmiany. Czy to się uda nie zależy jedynie od tego, czy pakt zostanie zawarty. Jednak jego podpisanie mogłoby się znacząco do tej zmiany przyczynić. (abstrakt oryginalny)
Pact for social economy is a proposal of an agreement, which the representatives of Polish social economy milieu would like to conclude with the government. Among some of them, including the author, there is a strong belief that the change of public administration attitude towards the problems related to social activities and the use of economic instruments in order to deal with social problems. Hitherto public interventions have not taken advantage from the chance given by the European funds. The continuation of present public policy in this area does not portend anything good. Therefore the pact is a test - both for social economy milieu itself and for public administration. In the article the hopes attached to the work on pact provisions have been described and the solutions that can bring about the real change resulting from the pact conclusion have been presented. The question whether that will be feasible does not depend merely on the pact conclusion. However its conclusion could highly contribute to such sort of a change. (original abstract)

Odpowiedzią na potrzeby organizacji zmagających się ze zmiennością otoczenia i nowymi wymogami rynku jest zarządzanie talentami – podejście oparte na potencjale utalentowanych i efektywnie realizujących cele organizacji pracowników. Artykuł podejmuje próbę wskazania roli kultury organizacyjnej w procesie zarządzania talentami. Przyjęto tezę, iż kultura organizacyjna ma wpływ, zarówno na tworzenie, jak i wykorzystanie praktyczne systemu zarządzania talentami. Źródłem danych była literatura z zakresu zarządzania talentami oraz raport z badań przeprowadzonych na rynku polskim i zagranicznym. Analiza danych wskazuje, że w przypadku firm, które chcą konkurować na rynkach krajowych i międzynarodowych, dostrzeżenie wymiaru kulturowego w zarządzaniu jest pierwszym krokiem we właściwym kierunku. Obecnie za klucz sukcesu uznaje się utalentowanych pracowników, którzy są zarówno źródłem działań o strategicznym znaczeniu dla organizacji, jak i wyznacznikiem konkurencyjności przedsiębiorstw w gospodarce opartej na wiedzy.
The answer to the needs of organizations faced with changes of environment and new requirements of the market is talent management-an approach based on the wealth of talent and effectively implementing the objectives of the organization employees. The article attempts to identify the role of culture in the process of talent management. A concept has been adopted that organizational culture has an effect on both the formation and the use of practical talent management system. The data source was literature in the field of talent management and test report on the Polish and foreign markets. Analysis of the data indicates that in the case of companies that want to compete in domestic and international markets, noticing the cultural dimension in management is the first step in the right direction. Currently, the key of success is considered talented employees who are both a source of activities of strategic importance to the organization and the determinant of competitiveness in the knowledge economy.

The objective of this paper is to present the assumptions and conditions of the implementation of development programs for suppliers. For many companies, especially for multinationals forming partnerships with suppliers is a very important element of mutual building a competitive advantage based on the principle of win-win. The implementation of these programs have been initiated by car manufacturers in order to improve the quality of technical and organizational capabilities of suppliers and lowering costs. Currently, more and more international OEM conducting the global expansion developed such programs to support local suppliers, evolving their capabilities through transfer of knowledge.

The article is a report from the fieldwork carried out in a Bedouin village of Qasr al-Sir in the Negev in Israel. The aim of the realized research field project was to critically analyze the sustainable development programs which have been implemented in the village by Bustan – a non-governmental organization from Be’er Sheva. In the first section of the paper’s main body there is a description of historical, cultural, social and economic aspects of the current situation of the Bedouins living in the region. The second part focuses solely on the village where the research was carried out, i.e. Qasr al-Sir. It is followed by a section providing a report on Bustan’s activities in the village. The forth section consists of descriptions of five sustainable development programs, which have been implemented in the Bedouin community, i.e. PermaNegev, Negev Unplugged Tours, Eco Khan, empowering of Bedouin women, and teaching English. The article is concluded with a sketch of problems stemming from the cultural differences between Bedouins and Bustan’s westerners, which may be held responsible for delays or failures in implementation of the planned programs.

This paper considers the important role of developmental programs designed and run specifically for women, not as the only training offer recommended for them but as an addition to other leadership courses. The author examines first companies engagement in the idea of promoting women leadership and their strategies of achieving tangible effects in this matter. Based on a survey, the author checks whether female employees in Poland are provided with women‑dedicated leadership programs and whether the newest scien‑ tific findings on the benefits of women‑dedicated programs are considered by companies when they plan development paths for women‑employees. At the end the author inves‑ tigates on attractiveness of the idea of women‑dedicated leadership programs for female employees in Poland and what kind of benefits they would expect from participating in such programs.
