The expansion and maintenance of infrastructure has traditionally been attributed to the States. The systematic increase of the transport needs, however, requires further investment, causes the expand so-called infrastructural financing gap. So, the infrastructure has became the object of interest of investment funds, which are looking for a new targets. The infrastructure investments can take many forms, where the differentiating factors are: financial instruments (equity, debt), investment vehicles (listed, unlisted), investment routes (direct, indirect) as well as project stage, geographic location, revenue source or investment style / strategy. A special position on the market is occupied by the institutional investors, among which the most important are: investment funds, pension funds and insurance companies. These entities are investing in infrastructure directly or by creating infrastructural investment vehicles, like: close or open infrastructure funds, index or debt infrastructure funds, co-investing clubs, alliances or platforms. There is no doubt that the involvement of the infrastructure funds will increase in the future. So, the improvement of quality and quantity of infrastructure and related services should be noticed. At the same time, concentration of the decision-making centers in the framework of funds could lead also to reduction of the market competition.

Opis:: W artykule omówiony został problem bezpieczeństwa w ruchu drogowym w kontekście wydatkowania środków europejskich przeznaczonych na rozwój infrastruktury drogowej w Polsce. Zagadnienie zostało nakreślone w perspektywie lat 2005-2015, tak, aby można było uchwycić zmiany, jakie zachodzą w kwestii bezpieczeństwa na polskich drogach, w których znaczny udział miało wsparcie w postaci środków europejskich. Omówiono główne sposoby zwiększania bezpieczeństwa na drogach wynikające z polityki prowadzonej przez państwo oraz zagadnienie finansowania przedsięwzięć w tym zakresie przy wsparciu funduszy europejskich.
The article discussed the problem of road safety in the context of spending of European funds allocated for development of road infrastructure in Poland. The issue was presented in the 2005-2015 term of years, so to be able to examine the changes taking place in terms of safety on Polish roads in which a considerable part was supported by European funds. It was discussed the main ways to increase safety on the roads due to the policy pursued by the State and the issue of financing in this field with the support of European funds.

Opis:: The aim of the study was to create a method of assessing the development of pilgrim cities PCDI. During building PCDI method, a number of indicators that determine important areas of the city were subject to verification and divided into two main groups. The first group characterizes pilgrims coming to the shrine, while the other relates to infrastructure affecting the comfort of pilgrims. Using available tools such as the presented method PCDI will allow making the right management decisions and may contribute to the development of tourism and tourism-related infrastructure.
Celem pracy było stworzenie metody oceny rozwoju miast pielgrzymkowych PCDI. Budując metodę PCDI, weryfikacji poddano szereg wskaźników determinujących istotne obszary funkcjonowania miasta dzieląc je na dwie główne grupy. Pierwsza grupa charakteryzuje pielgrzymów przybywających do sanktuarium, natomiast druga odnosi się do infrastruktury wpływającej na komfort przybywających pielgrzymów. Wykorzystywanie dostępnych narzędzi jak na przykład zaprezentowanej metody PCDI, pozwali podejmować właściwe decyzje zarządcze i może przyczynić się do rozwoju infrastruktury turystycznej i okołoturystycznej.

Opis:: In this study I try to prove that the effects of economic development concentrate in the area of settlement which is underpinned by settlement infrastructure. Balancing the development of this infrastructure constitutes therefore the base for balancing the regional economy. Issues of sustainable development of settlement infrastructure can be divided into two aspects. The first is the effect of balancing the development of infrastructure for harmonious development of civilization subordinated to the principles of sustainable development. The second is to prevent increase in infrastructure disparities. The primary objective of this paper is analytical summary of saturation in flats and the number of seats in theaters, cinemas etc. by voivodships in Poland in the period 2006–2010. The results of the analysis indicate that the saturation in fl ats in Poland is increasing in all voivodships but in varying degrees. The number of seats in theaters, cinemas, etc. decreases or increases depending of region.

Opis:: Celem pracy była analiza stanu infrastruktury wodno-melioracyjnej w aspekcie intensywnej realizacji zabudowy mieszkaniowej na terenach uprzednio użytkowanych rolniczo. Jako obszar badań wybrano obręb geodezyjny Skórzewo w gminie Dopiewo, położony na terenie zlewni cieku Skórzynka. Wyniki analiz materiałów archiwalnych i kartograficznych zweryfikowano wizją terenową przeprowadzoną w dniach 1÷8.09.2010 roku, podczas której wykonano szczegółową dokumentację fotograficzną, zweryfikowano parametry techniczne budowli oraz oceniono ich stan techniczny (drożność, stopień zamulenia).
Encroachment of housing and service and industrial building development on previously used agricultural areas is conducting changes in the aquatic environment among others changes of the hydrographical network and water relationships in the soil. In the paper changes of the land management and their influence on the state of the waterdrainage infrastructure were analysed. The research was carried out on the example of the geodetic range Skórzewo within the limits of Skórzynka catchment area being liable to an intensive process of suburbanization associated with the development of Poznan agglomeration. In analysed area an increase of the population number was documented. Besides rise of the share in builtup areas which were driving simultaneously to disappearance of farmlands and natural water relation was included. Also further planned directions of changes in the population number and spatial planning were indicated. Against this background an evaluation of the state of the existing water-drainage infrastructure was carried out, its patency among others. Special attention was drown attention to the fact that the process of converting previously used agriculturally areas into builtup areas must be preceded by a detailed analysis of possibilities of the effective functioning of the existing water-drainage infrastructure in changed conditions. First of all parameters of devices must be adapted for fast draining rain waters. Investment projects every time should include a detailed analysis of the layout of the existing drainage network. Those should be joined in the new agreement during the earth work and strictly documented.

Opis:: The article provides an analysis of the complex subjects of the entrepreneurship support infrastructure on the national level on the example of the Republic of Moldova. Presented studies described the development of entrepreneurship support infrastructure (ESI) on the example of a development region - Autonomous Territorial Unit of Gagauzia. The issues of improving the effectiveness of existing subjects of ESI are considered: the pooling of efforts and coordination of activities of subjects of ESI; creation of information resources of the IPP through the development of a regional information-analytical system (RIAS), focused on serving SMEs; diversification of services of subjects of ESI through retraining and staff development using the potential of formal and non-formal education structures; creation of subjects of ESI, which act as binding elements of business processes; the development of networking between business structures - MLAA - science and education - ESI and the expansion of international integration. The general goals and objectives of the development of this type of infrastructure focused on stimulating of the sustainable economic growth and improving the competitiveness of small and medium-sized enterprises in the region.
В статье приводится анализ совокупности субъектов инфраструктуры поддержки предпринимательства на национальном уровне на примере Республики Молдова. Представлены исследования проблем развития инфраструктуры поддержки предпринимательства (ИПП) на примере отдельно взятого региона развития - Автономно-Территориальное Образование Гагаузия. Рассмотрены вопросы повышения эффективности действующих субъектов ИПП: объединение усилий и координация деятельности субъектов ИПП; создание информацион-ных ресурсов ИПП посредством развития региональной информационно-аналитической системы (РИАС), ориентированной на обслуживание субъектов МСП; диверсификация услуг субъектов ИПП посредством переподготовки и повышения квалификации кадров с использованием потенциала структур формального и неформального обучения; создание субъектов ИПП, выступающих в качестве связующих элементов бизнес-процессов; развитие сетевого взаимодействия между структурами бизнеса - ОМПУ - науки и образования- ИПП и расширение международной интеграции. Представлены общие цели и задачи развития данного типа инфраструктуры, направленные на стимулирование устойчивого экономического роста и повышения конкурентоспособности малых и средних предприятий региона.

The major objective of the paper was to determine the spatial diversity of linear road transport infrastructure development in Poland in 2004–2019. The paper explained definitions, characteristics and classifications of transport and transport infrastructure. The study presented specific methods of research on transport infrastructure and showed criteria for the classification of public roads in Poland. Moreover, the thesis indicated the main reasons for road spatial diversity. The paper identified a list of voivodships with the highest level of linear road transport infrastructure development by various measures.

Opis:: Sektor technologii informacyjno-komunikacyjnych ICT stanowi bardzo ważny element w działalności gospodarczej. Jego rozwój pozwala zwiększyć wzrost gospodarczy, innowacyjność i konkurencyjność gospodarki, a także zatrudnienie. Infrastruktura ICT jest nierozerwalnie związana z dostępem do Internetu oraz możliwościami jego upowszechniania, tj. techniczną dostępnością łączy internetowych oraz kosztem dostępu do nich, kosztem sprzętu do obsługi Internetu. W opracowaniu została przeprowadzona analiza dostępności do technologii ICT w Polsce, z uwzględnieniem podziału na województwa, za pomocą statystyk przestrzennych. W badaniach wykorzystano dane pochodzące z banku danych lokalnych GUS.
The ICT sector is a very important element in economic activity. Its development can boost economic growth, innovation and competitiveness of the economy and increase employment. The ICT infrastructure is inextricably linked to the Internet and the possibilities of its dissemination, ie. the technical availability and the cost of access to the Internet as well as the cost of Internet equipment. The paper presents an analysis of the accessibility of ICT in Poland using spatial statistics. The data used in the study come from the Local Data Bank of the Central Statistical Office. All calcula-tions and maps were made in the R CRAN.

Opis:: W artykule przedstawiono w krótkim opisie powiązania występujące między rozwojem gospodarczym regionu, a stanem infrastruktury drogowej. Regionem wybranym do porównań i analizy badanych związków jest Polska Wschodnia. W pierwszej kolejności omówiono charakterystykę wytypowanego regionu. Następnie opisano ogólny stan zagospodarowania transportowego kraju w aspekcie infrastruktury drogowej. W ostatniej części artykułu omówiono kwestie wzrostu gospodarczego regionu w odniesieniu do jego sytuacji infrastrukturalnej, w związku ze stanem i rozwojem sieci drogowej. Przedstawiony materiał został zakończony podsumowaniem, w którym uwypuklono fakt istnienia badanych związków.
The article presents, in the short description, a link between the economic development of the region and the condition of its road infrastructure. The region selected for comparisons and analysis of this compounds is Eastern Poland. First, the characteristics of the selected region were discussed. Next, the general state of transport development of the country was described, in aspect of road infrastructure. The last part of the article discusses the issues of the region's economic growth in relation to its infrastructure situation, in connection with the condition and development of the road network. The presented material was concluded with a summary, which emphasized the existence of the tested compounds.

Opis:: Jeśli chcemy zatrzymać spadek udziału transportu kolejowego w rynku przewozu towarów, niewątpliwie należy postawić tezę, iż infrastruktura, jej parametry jakościowe, poziom pobieranych opłat za dostęp do tej infrastruktury - są instrumentami sprzyjającymi osiągnięciu tego celu. Natomiast realizacja celu zawartego w polityce transportowej Unii Europejskiej z 2011 roku, "że do 2030 roku 30% drogowego transportu towarów na odległościach większych niż 300 km należy przenieść na inne środki transportu, np. kolej lub transport wodny, zaś do 2050 powinno to być 50%"2, wymaga kolejnej tezy - mówiącej, że rola infrastruktury transportu kolejowego musi rosnąć. Niezbędnym warunkiem rozwoju przepływów produktów w czasie i przestrzeni w systemach logistycznych jest bowiem występowanie drożnej i rozwiniętej infrastruktury. Podstawą zaś każdego systemu logistycznego jest system transportowy: rozumiany w kontekście uporządkowanej całości wszystkich gałęzi transportu funkcjonujących na danym obszarze z wykorzystaniem infrastruktury. Autor w artykule wskazuje na rolę infrastruktury transportu kolejowego w rozwoju przewozów ładunków transportem kolejowym.
If one ponders how to reverse the trend of decreasing market share of railway transport, one has to propose a thesis that infrastructure, with its quality parameters and the fees charged for the access to this infrastructure, are the tools which can only facilitate the attainment of this goal. Furthermore, given the aims of the EU transport policy of 2011 - that by 2030, 30% of long-distance (over 300 km) road freight services must be shifted onto other modes of transport such as rail or water, and, by 2050 this value will have to increase to 50% - one needs to propose another thesis, namely that the role of rail transport infrastructure must systematically gain in importance. What preconditions undisturbed freight in time and space in logistic systems is the high efficiency and capacity of infrastructure. Obviously, transport system is the foundation of every logistic system. Transport system is here understood as a systematic entirety of all branches of transport which operate on a given area with the use infrastructure. The author of the article indicates the role of rail transport infrastructure in the development of freight transport by rail.

Opis:: Our national security, economic prosperity and national welfare depend on a set of highly interdependent elements of critical infrastructure. Examples of critical infrastructure facilities include the national electricity grid, oil and gas systems, telecommunication and information networks, transportation networks, water systems and banking and financial systems. Given their importance, it is crucial to maintain the reliability of critical infrastructure facilities, especially power plants, both in times of peace and also in times of crisis or under conditions of attack. For this purpose, on the one hand, it is possible to improve and create new technical solutions supporting the restoration of the proper functioning of critical infrastructure facilities, such as remotely controlled mobile robots for example. On the other hand, it is important to prepare employees to operate in unusual conditions by organising appropriate training. In both cases, it can be useful to apply virtual reality techniques.
Nasze bezpieczeństwo narodowe, dobrobyt gospodarczy i dobrobyt narodowy zależą od zestawu wysoce zależnych od siebie infrastruktur krytycznych. Przykładem obiektów infrastruktury krytycznej jest krajowa sieć elektryczną, systemy naftowe i gazowe, sieci telekomunikacyjne i informacyjne, sieci transportowe, systemy wodne oraz systemy bankowe i finansowe. Biorąc pod uwagę ich znaczenie kluczowe jest zachowanie niezawodności obiektów infrastruktury krytycznej, zwłaszcza elektrowni, również w warunkach kryzysowych lub ataku. W tym celu z jednej strony mogą być udoskonalane i tworzone nowe rozwiązania techniczne wspomagające przywrócenie prawidłowego funkcjonowania obiektów infrastruktury krytycznej, takie jak np. zdalnie sterowane roboty mobilne. Z drugiej ważne jest aby przygotować pracowników do działania w nietypowych warunkach organizując odpowiednie szkolenia. W obu przypadkach przydatne może okazać się zastosowanie technik rzeczywistości wirtualnej.

Opis:: Koncepcja wielofunkcyjnego rozwoju obszarów wiejskich od dłuższego czasu stanowi jeden z głównych priorytetów polityki krajowej, a także polityk regionalnych i lokalnych realizowanych przez władze publiczne w Polsce. 52 Obecnie jest ona warunkiem koniecznym do efektywnego rozwoju terytorium. W przypadku niektórych obszarów kierunki rozwoju w ramach wspierania pozarolniczej działalności gospodarczej wydają się być oczywiste (tereny wiejskie położone wokół największych miast, tereny atrakcyjne turystycznie, tereny o silnej tradycji przedsiębiorczości koncentrującej się wokół konkretnej branży). Jednak większość terenów wiejskich w Polsce w dalszym ciągu boryka się z problemem nieefektywnego rolnictwa, będącego efektem m.in.: rozdrobnienia gospodarstw rolnych, słabej specjalizacji produkcji, niewystarczającej mechanizacji. Dodatkowo na obszarach peryferyjnych wyraźny jest brak perspektyw na rozwijanie pozarolniczej działalności gospodarczej, stanowiącej źródło dochodów lokalnej społeczności.
The idea of multifunctional development of rural areas has recently been one of the priorities of policies implemented by public authorities in Poland on all levels: national, regional and local. Today this idea is a necessary condition for effective development of a territory. For this paper, it was assumed that a certain level of technical infrastructure (including transport accessibility) is necessary for stimulation of economic growth in rural areas with dominant position of the non-agricultural sectors. On the other hand, the development of the non-agricultural sectors generates new development incentives, that should result in further development of technical infrastructure. The purpose of this paper is answering the question of how strong is the interdependence between the development of multifunctional economy and development level of technical infrastructure and transport accessibility in rural areas. The research conducted as a basis for this paper have been conducted in rural areas in Małopolskie Voivodeship in Poland.

Opis:: Niniejszy artykuł prezentuje poglądy na temat wspierania interesu publicznego przez regulacje dotyczące prywatnych podmiotów w kontekście zagospodarowania przestrzennego. Amerykańscy współautorzy artykułu zaznaczyli, że w wielu południowoamerykańskich i europejskich krajach koncepcje społecznej funkcji własności oraz „value capture” odgrywają główną rolę w rządowych regulacjach zagospodarowania przestrzennego. W USA żadne z tych pojęć nie jest powszechnie używane, lecz koncepcja „value capture” jest implementowana przez opłaty zwane „impact fees”, które zobowiązują dewelopera do finansowania infrastruktury. Autorzy amerykańscy stawiają pytanie, czy wspomniane wyżej teorie są obecnie realizowane w Polsce. Polski autor wyjaśnia, że obecne podejście do teorii funkcji społecznej jest uwarunkowane doświadczeniami Polski z czasów komunizmu, kiedy własność państwowa była szczególnie chroniona w stosunku do własności prywatnej. Po upadku komunizmu ten podział zanikł, a własność prywatna otrzymała znaczną ochronę jako filar nowego systemu gospodarczego. Mimo tej teoretycznej akceptacji funkcji społecznej doktryna “nienaruszalności” Prawa własności silnie wpływa na politykę i ustawodawstwo. Polski autor zauważa, że nie ma obecnie dość woli politycznej w Polsce do wprowadzenia tzw. impact fees.
