The paper analyzes inter- and intraregional differences in Poland in 2007 and examines the changes that have taken place within individual regions and between them since Poland’s current administrative system was introduced in 1999. The author also analyzes real regional convergence in Poland in the studied period. The author used descriptive statistics and econometric methods, along with the GDP per capita indicator. She analyzed the differences between subregions to offer a more detailed picture of development inequalities in Poland. The analysis of intraregional differences was made with the use of the Theil inequality measure for the country as a whole and by analyzing changes in the center-region relationship in selected provinces. It would be especially interesting to analyze this relationship in the context of the theory of the regional diversification of development processes, Markowska-Przybyła says, but such an analysis could not be made due to the unavailability of statistical data for half of Poland’s regions. Overall, the research carried out by Markowska-Przybyła points to increased interregional differences in Poland in 1999-2007. A β-convergence test-an estimated regression function-confirmed the existence of a regional divergence in 1999-2007, even though its statistical properties left much to be desired. Two σ-convergence tests also showed the existence of this divergence. The author concludes that processes of real regional divergence in terms of GDP per capita occurred in Poland in 1999-2007. In the studied period, in addition to growing disparities between regions, a growing diversification between subregions-Level-3 units of the Nomenclature of Units for Territorial Statistics (NUTS) routinely used by the European Union to reference the subdivisions of countries for statistical purposes-was also observed. The disparities between subregions proved to be greater than interregional differences. Intraregional inequalities revealed by the Theil inequality measure increased in 1999-2007. Development disproportions between the center and the rest of the region vary in the eight provinces analyzed. The greatest disproportions exist in Mazovia and Wielkopolska provinces, the author says, while the smallest ones are in Silesia and Łódź provinces. Lower Silesia, Łódź, Western Pomerania and Mazovia provinces showed decreased disproportions, while Silesia and Wielkopolska saw the reverse trend. In Pomerania province, center-region disproportions decreased, while disproportions between the center and the surrounding subregion increased slightly; in Małopolska province, the reverse trend was observed. The polarization of development was observed in only some provinces. No data is available on center-periphery relations in the remaining provinces, and the same goes for the position of the largest cities in these regions.

W ostatnich latach rośnie znaczenie badań i analiz obejmujących procesy rozwoju lokalnego. Jest to związane zarówno z nowymi nurtami w ramach ekonomii (tzw. nowa ekonomia geograficzna), jak i polityką rozwoju dotyczącą przede wszystkim alokacji zasobów publicznych przez regionalne programy operacyjne. Ujęcie teoretyczne i podejście pragmatyczne uzupełniają się wzajemnie, łącząc idee tradycyjnych teorii lokacji (umiejscowienia inwestycji, działalności gospodarczej itp.) oraz podkreślają potrzebę badań ewaluacyjnych, ze szczególnym uwzględnieniem zróżnicowań pomiędzy lokalnościami. W artykule tym przedstawiono odpowiednie techniki wielowymiarowego pomiaru rozmaitych aspektów rozwoju lokalnego, jak i analizę nierówności obiektywnych i subiektywnych wskaźników rozwoju. Zaprezentowano także skale subiektywnego dobrostanu lokalnego i nierówności jego rozkładu, jak również problem współzależności przestrzennej rozkładu miar obiektywnych i subiektywnych. Wyniki badań przeprowadzonych w województwie podkarpackim i mazowieckim (znacznie różniących się pod względem rozwoju społeczno-gospodarczego) pozwoliły ukazać zalety tego podejścia do problemu zróżnicowań rozwoju lokalnego.
Recent years have seen a growing importance of research and analysis related to local development processes. It is connected both with new trends within economics (the so-called new geographical economics) and development policies which primarily concern the allocation of public resources by regional operational programs. The theoretical and the pragmatic approaches complement each other by combining the ideas of the traditional theory of location (location of investment, economic activity, etc.), and emphasize the need for evaluation research, with particular attention to differences among localities. The paper presents appropriate techniques of multidimensional measurement of various aspects of local development, and an analysis of inequalities between objective and subjective indicators of development. Also discussed are scales of subjective local well-being and inequalities of its distribution, as well as the issue of spatial interdependence of distribution of objective and subjective measures. The results of the surveys carried out in Podkarpackie and Mazowieckie voivodeships, which differ significantly in terms of socio-economic development, reveal the advantages of the presented approach when applied to the disparity in local development.

Artykuł podejmuje rozważania nad ilościowymi efektami polityki spójności w Polsce, mierzonymi poziomem PKB per capita oraz wielkością pozyskanych funduszy pochodzących z budżetu UE w podstawowym układzie NUTS 2. Przeprowadzona analiza, bazująca na publicznych danych statystycznych sięgających 2004 roku, wykazała, że dystans rozwojowy poszczególnych regionów i podregionów jest względnie stały, a ponadto pozostaje w silnej pozytywnej zależności z wielkością pozyskanych dotacji. Najwięcej funduszy europejskich trafiało dotychczas do województw o najwyższym PKB per capita.
The article discusses the quantitative effects of cohesion policy in Poland, measured among others level of GDP per capita and the amount of funds raised from the EU budget (in the basic NUTS 2 system). The analysis, based on public statistics dating back to 2004, showed that the development distance of individual regions and subregions is relatively stable, and it remains in a strong positive relation with the amount of subsidies received. The largest amount of European funds has hit voivodships with the highest GDP per capita so far.

There has been stable, though not uninterrupted socio-economic development in the European Union in recent years. However, this process was not accompanied by a corresponding decrease in income inequalities in half of the countries. The main goal of the article was to present and compare the level of inequalities and socio-economic development in member countries. The research also aimed to analyze the relationship between these two phenomena using various measures of development (GDP per capita, Human Development Index, Happy Planet Index) and inequalities (GINI, the share of income held by top 20%, the share of income held by top and bottom 20% ratio). The correlation analysis shows a weak, negative relationship between the phenomena, which is in line with the Kuznets' hypothesis. However, the fixed-effects models show that the HPI does not explain the variance of inequalities in the EU. GDP per capita and HDI provide similar, fairly good fit of the models. Considering these results, the alternative measure (HDI) has no advantage over the traditional measure (GDP per capita) when analyzing the relationship with income inequalities.
W ostatnich latach pośród krajów Unii Europejskiej można zaobserwować stabilny, choć nie nieprzerwany rozwój społeczno‑gospodarczy, jednak tylko w połowie krajów UE towarzyszył mu spadek nierówności dochodowych. Celem niniejszej pracy jest porównanie poziomu nierówności społecznych i rozwoju społeczno‑gospodarczego w krajach członkowskich Unii Europejskiej, a także próba określenia zależności pomiędzy analizowanymi zjawiskami, z wykorzystaniem różnych metod pomiaru poziomu rozwoju społeczno‑gospodarczego (PKB per capita, Human Development Index, Happy Planet Index) oraz różnych metod pomiaru nierówności dochodowych (GINI, udział dochodów w rękach 20% najbogatszych, stosunek udziału dochodów 20% najbogatszych do udziału dochodów 20% najuboższych). Analiza korelacji między różnymi kombinacjami wyżej wymienionych mierników pokazuje słabą, odwrotną zależność, co jest zgodne (co do kierunku, jeśli nie siły) z hipotezą Kuznetsa. Skonstruowane modele efektów stałych pokazują jednak, że HPI nie jest w stanie tłumaczyć zmienności poziomu nierówności w krajach UE, podczas gdy wykorzystując PKB per capita i HDI, uzyskuje się podobny, dobry poziom dopasowania modelu. Miernik alternatywny (HDI) nie ma więc przewagi nad miernikiem tradycyjnym (PKB per capita).

Development economics emerged as a separate discipline of economic science in the 1950s but it wasn’t until the 1960s and mid-1970s that it began to draw serious attention. Gradually, an extensive literature concerning economic development was built up. In the 1980s it turned out, however, that despite some successes, the economic growth in most of medium and less developed countries was not as high as expected. During the 1980s and 1990s, the so-called Washington Consensus dominated the theory and practice of economic development. This notion covered the whole range of activities that were to lead the developing countries to improved welfare and prosperity. It included strict fiscal and monetary policies, deregulation, foreign trade and capital flow liberalisation, elimination of government subsidies, moderate taxation, liberalisation of interest rates, maintaining low inflation, etc. Based on the developmental experience of over past ten years, a new paradigm of development is emerging, the elements of which can be described as follows: (1) the basic economic environment should encourage the long-term investment in (2) the economy should have a high sensitivity to market stimuli (3) human capital must complement physical capital (4) due to the fast flow and absorption of information in the rapidly changing world, the key role is played by institutions and mechanisms that jointly respond to stimuli (5) wherever market failures occur, an intervention of the state should be market-friendly 6) social equality must be guaranteed if the economic development is to take place on a sustainable basis.

Development economics became a separate discipline in economic science in the 50s but only in the 60s and mid-70s can one note a bigger interest in those issues. Gradually, there has appeared an extensive literature concerning economic development. In the 80s it turned out, however, that despite some successes, the economic development of the majority of mid- and less developed countries was less satisfactory than expected. During most of the 80s and 90s the so-called Washington consensus dominated theory and practice of economic development. This notion covered the whole range of activities that were to lead the developing countries to greater welfare and prosperity. It included tough fiscal and monetary policy, deregulation, foreign trade and capital flow liberalisation, elimination of government subsidies, moderate taxation, liberalisation of interest rates, maintaining low inflation, etc. From the developmental experience of the past years, a new developmental paradigm is emerging, the elements of which can be described in the following way: • basic economic environment should support investments in the long term • economy should be very sensitive to market stimuli • human resources should complement physical capital • information quick flow and absorption in the fast changing world attribute the key role to the institutions and mechanisms which jointly react to the stimuli. • Wherever there are market imperfections, state intervention should be market friendly. • Social equality must be guaranteed if the economic development is supposed to last on a sustainable basis.

The article examines the economic determinants of interregional migrations in Poland in 1995-2006. The author describes selected theoretical issues linked with the process and analyzes the influence of economic factors on interregional migration flows. Roszkowska evaluates the influence of selected macroeconomic variables on interregional migration flows using gravity models and data such as GDP per capita, labor productivity, unemployment, and the level of urbanization in individual provinces in Poland in 1995-2006. The analysis enabled the author to identify the most popular destinations for migration. These are chiefly provinces with a relatively well-developed infrastructure, a modern labor force structure by sector, and high economic development indicators. Outlying and poor provinces are the least popular destinations as far as migration is concerned, Roszkowska says. She concludes that the economic development of individual provinces-measured with indicators such as GDP per capita, the situation on regional labor markets, including differences in pay and unemployment rates, and the size of urban centers-has a statistically significant impact on interregional migration flows in Poland.

The problem of modern society is that it does not integrate its members into functional systems as a collectivity of individuals with a sense of community and interdependence, but makes them a group of consumers who want to achieve success on their own and for their own benefits. However, not everyone is able to achieve the desired goal. As a result, we have social inequalities that significantly affect relationships and social processes. For many years, economists and sociologists have pointed to the fact that economic success does not necessarily translate into welfare (or quality of life) of societies. They even talk about the “breakdown of society” phenomenon, i.e., an increase in antisocial behaviour and a loss of a sense of community. In the current social reality, we can identify many examples of the fact that their fears are justified. All this makes the need for educational measures to stop or even reverse these phenomena threatening social cohesion seem reasonable.

The text is devoted to new trends and changes emerging in the economic sciences, focused on growth, socio-economic development and income inequalities in the context of the idea of global rationality, understood as the ability to sustain the long-term existence of civilization on the entire planet. The thematic scope of this problem is broad; thus it is impossible to cover all its complexity in one study. Hence, attention is focused on selected aspects of the issues raised: on issues related to growth and development as well as economic inequalities, the economic foundations of growth, and the issue of substituting natural capital by human capital. A critical diagnosis and postulates for the future, with regard to measures of well-being in the context of the idea of sustainable development, are also considered as well as including the issue of sustainable development in development economics. The article ends with concluding remarks highlighting the thesis that economic growth should now be acceptable only when it does not excessively exploit natural capital and does contribute to deteriorating the quality of life. As for the methodological side of the text, it was created mainly through analysing the literature on the subject, but attention should be paid to the original nature of some predictions and recommendations, which were made as a result of the assumptions of the so-called diagnostic and prognostic analysis.

The primary goals of the study were a critical analysis of the concepts associated with health from the perspective of sustainable development, and empirical analysis of health and health- related issues among the rural and urban residents of Eastern Poland in the context of the sustainable development of the region. The study was based on the following research methods: a systemic approach, selection and analysis of the literature and statistical data, developing a special questionnaire concerning socio-economic and health inequalities among the population in the studied area, field research with an interview questionnaire conducted on randomly-selected respondents (N=1,103) in randomly selected areas of the Lubelskie, Podkarpackie, Podlaskie and eastern part of Mazowieckie Provinces (with the division between provincial capital cities – county capital cities – other cities – rural areas). The results of statistical surveys in the studied area with the use of chi-square test and contingence quotients indicated a correlation between the state of health and the following independent variables: age, life quality, social position and financial situation (C-Pearson’s coefficient over 0,300); a statistically significant yet weak correlation was recorded for gender, household size, place of residence and amount of free time. The conducted analysis proved the existence of a huge gap between state of health of the population in urban and rural areas. In order to eliminate unfavourable differences in the state iof health among the residents of Eastern Poland, and provide equal sustainable development in urban and rural areas of the examined areas, special preventive programmes aimed at the residents of peripheral, marginalized rural areas should be implemented. In these programmes, attention should be paid to preventive measures, early diagnosis of basic civilization and social diseases, and better accessibility to medical services for the residents.
