Opis:: This paper presents the findings of research carried out by the author, concerning the development of tourist function in the period 1995-2005. Tourist function was defined by means of two features: the number of tourists using lodging facilities and the number of companies registered in the REGON system, section H. In order to quantify the tourist function, a synthetic measure (Ft) was employed according to the procedure of Z. Zioło (1973). Based on this measure, five levels of tourist function development were specified. Next, an analysis was carried out on what changes (quantitative and spatial) occurred in the development of tourist function in rural areas. Special attention was paid to the so-called tourist communes (gmina), i.e. those where the tourist function is developed to at least an intermediate level. For these communes, nine functional types were identified, based on two features – the average length of visitors’ stay and the percentage of all-year lodging). Moreover, changes taking place in the studied period were specified.

Opis:: The problem of optimization of investment projects related to the development of modern production systems is considered. The tasks of managing of operation and development of production systems considering external resources – the synthesis and analysis of optimal credit strategies – are posed and solved. An analysis of analogs – solutions of the variational problem of optimal development, the disadvantage of which is the difficulty of obtaining information about the state of production and the external environment, was carried out. The new solution is based on the resource approach, when external resources are taken into account in the cost of production resources. A generalized model of optimal development is used, in which the planned period of the investment project is divided into intervals. At the beginning of each interval, the optimal development strategy is adjusted taking into account the clarification of information about the future state of the active environment: actions of competitors, consumers, world markets. To determine the optimal amount and optimal distribution of credits between subsystems, the maxima of the criterion – the parameterized function of the system's efficiency – are determined at each interval. A new model has been developed based on the model of optimal development, which takes into account the use of external resources, such as loans. The method of including an external resource in the development function and the production function is considered. Examples of modeling are given.
Rozpatrywany jest problem optymalizacji przedsięwzięć inwestycyjnych związanych z rozwojem nowoczesnych systemów produkcyjnych. Postawiono i rozwiązano zadania zarządzania funkcjonowaniem i rozwojem systemów produkcyjnych z uwzględnieniem zasobów zewnętrznych – synteza i analiza optymalnych strategii kredytowych. Przeprowadzono analizę analogów – rozwiązań wariacyjnego problemu optymalnego rozwoju, którego wadą jest trudność uzyskania informacji o stanie produkcji i otoczeniu zewnętrznym. Nowe rozwiązanie oparte jest na podejściu zasobowym, kiedy to zasoby zewnętrzne są uwzględniane w kosztach zasobów produkcyjnych. Wykorzystano uogólniony model optymalnego rozwoju, w którym planowany okres realizacji projektu inwestycyjnego podzielono na przedziały. Na początku każdego interwału optymalna strategia rozwoju jest korygowana z uwzględnieniem doprecyzowania informacji o przyszłym stanie otoczenia aktywnego: działań konkurentów, konsumentów, rynków światowych. W celu określenia optymalnej ilości i optymalnej dystrybucji kredytów pomiędzy podsystemami, w każdym interwale wyznaczane są maksima kryterium – sparametryzowanej funkcji efektywności systemu. Na podstawie modelu optymalnego rozwoju opracowano nowy model, który uwzględnia wykorzystanie zasobów zewnętrznych, takich jak kredyty. Rozpatrzono metodę uwzględniania zasobu zewnętrznego w funkcji rozwoju i funkcji produkcji. Podano przykłady modelowania.

Opis:: Pomoc społeczna w polskiej doktrynie polityki społecznej traktowana jest jako uzupełniający element sytemu zabezpieczenia społecznego. Tymczasem z dwóch przypisanych systemowi pomocy społecznej funkcji, całkowicie zresztą odmiennych: kompensacyjno-protekcyjnej i promocyjno-rozwojowej, tylko ta pierwsza odpowiada logice zabezpieczenia społecznego i – w związku z tym – ma względnie odpowiednie warunki. Druga nie mieści się ani w systemie zabezpieczenia społecznego, ani w żadnym innym sektorze polityki społecznej, pozostając zaś w instytucjonalnym powiązaniu z funkcją kompensacyjno-protekcyjną, skazana jest na marginalizację. Dlatego też konieczna jest rewizja obowiązującej koncepcji pomocy społecznej i jej miejsca w ładzie instytucjonalnym polityki społecznej w kierunku autonomizacji (uznania odrębności i tożsamości) funkcji promocyjno-rozwojowej. Zmiana na poziomie doktryny jest konieczna jako pierwszy krok w procesie reformowania pomocy społecznej, każe bowiem ponownie postawić pytanie o sposób instytucjonalizacji obu przypisanych obecnie pomocy społecznej funkcji, stwarzając tym samym możliwość nadania im odrębnych formuł instytucjonalnych. Reformy polegające na instytucjonalnej autonomizacji funkcji promocyjno-rozwojowej w rozwiniętych welfare states zostały przeprowadzone w latach 60. i 70. ubiegłego wieku. W Polsce w tamtym czasie możliwość tego typu zmian implicite zakładały, niestety dziś już jakby zapoznane, poglądy niektórych ekspertów.
In the Polish social policy doctrine, welfare assistance is treated as a complementary component of the social security system with two quite different functions to perform: the compensation/protection function and the promotion/development function. However, only the first one complies with the logic of social security. The second function is comprised neither in social security system nor in any other established sector of social policy. Institutionally linked to the compensation/protection function, it is doomed to be marginalized. That is why the current concept of welfare assistance and welfare assistance positions in the institutional regime of social policy need to be reconsidered with the aim to recognize the status of the promotion/development function as the new social policy sector. The change in the doctrine is the necessary first step in a process of welfare assistance reform. It would reopen the question of each function’s institutionalization, hence adopting for them new institutional frameworks would become possible. In developed welfare states, reforms of this kind were implemented in 1960s and 1970s. Similar ideas can be found in some Polish experts’ works published at that time.

Opis:: This paper analyses the impact of international competitiveness on economic development, based on the World Economic Forum Global Competitiveness Index (GCI) and GDP/capita of 125 countries during the period 2007-2010. The results reveal two phases of the evolution of competitiveness. When GCI < 4.5 (on 1-7 scale), any improvement of a country’s competitiveness affects current development more than future development. When a country’s GCI rises above 4.5, further improvements of competitiveness will affect future development more than current development. The 4.5 competitiveness threshold is remarkably stable throughout analyzed period.

Rezultatem badań jest określenie najważniejszych obszarów zmian w zarządzaniu kapitałem ludzkim na poziomie realizacji procesu personalnego w Siłach Zbrojnych RP.
The purpose of this work is to present the links of the human capital management to the strategic tasks in the system of Polish national security. The subject of the article as the results of the project carried out in 2016 as part of the research and scientific work II.2.23.7.0 titled. The search for innovative solutions in the field of the human capital management of the armed forces of Poland in the organizational, process and individual perspective, to assess the current state of the human capital management from the perspective of key professional group which consists of the commanders in the armed forces. The result of the research is identifying the most important areas of change in the human capital management at the level of implementation of personnel process in the Armed Forces of Poland.

Based on their morphological differentiation, two forms of seaside resort in Poland can be distinguished: locations with a clearly heterogeneous spatial-functional structure, in which areas used for tourism are adjacent to others; and locations with a heterogeneous spatial-functional structure in which the tourism function is, to a certain extent, spatially isolated.

Development of the personnel function may be a successive phase in company development. The sales departments of FMCG companies are of key importance in generating income as well as building company position on the market. It is in this department that people are of greatest importance, while technologies and procedures are of lesser weight. It is for this reason that the management of these departments is first to signal a need for enhancing personnel activities and implementing modern HRM tools. This article presents a project aimed at the development of the personnel function in a company in the cosmetic industry. It is a voice in the discussion on the objective of the functioning and the scope of relations of the personnel department and sales department.

Opis:: The modern turbulent environment and threats to resources of an organization create uncertainty. The conditions of organizational functioning, including complexity and dynamics of change, give rise to searching for ways of counteracting the “generalized uncertainty”. The development of the trend and practice called “risk management” is undoubtedly one of the ways. The phenomenon grows in importance, which results in more entities using this man-agreement method. Taking into consideration the unquestioned and key human factor for all the processes, also the ones involving risk, the efficiency of the personnel function determines the efficiency of organization management. Cohesion of risk management and human resource management constitutes a synergistic success of an organization at a strategic, tactical and operational level and guarantees both the company and employee development.

Opis:: Purpose: The objective of successful companies is the integration of customer requirements in the development process of a new product. Therefore, the Quality Function Deployment method has proven useful several times. The customer requirements often contain contradictions, which are mostly solved by compromises. The aim should be to integrate all customers’ demands and wishes into future products. Methodology: The theory of inventive problem solving can be applied to eliminate compromises in the product development. The method’s different tools enable a goal-oriented and systematic conflict resolution and may help to uncover trends. This paper displays an approach where individual tools of TRIZ are integrated into the Quality Function Deployment. Results: The result of this work is the presentation of the resulting benefits from combining the two methods. For this reason, individual tools of TRIZ are used in different points of the QFD process. The paper shows examples of starting points. Value of paper: In the context of this paper, the benefits from the interaction of QFD and TRIZ are presented. These are particularly evident in the initial phase of project implementation. In this phase the goal of the QFD process is to succeed in translating the voice of the customer for the company and then integrating it into the product development.
