The history of AIIB and SRF is shorter than most of institutes, however so far the two institutes have earned their reputation through business development, and enhanced the confidence of world to B&R initiative. The key hypothesis of this paper is that the two institutes are not some kinds of economic weapons invented to destroy existing world order but new organizations to improve cooperation of countries. The AIIB and SRF are welcomed widely especially by the members in core region of B&R initiative for several reasons. First, they play indispensable role as the public financing institutes, separately being classed as MDB (multilateral development bank) and SWF (sovereign wealth funds) ,both are important for Sustainable development investments .Second , they may help to transfer experiences of China and other fast growing countries to undeveloped countries. The third and may be the most important point is, the two institutes may help more cooperation to be realized following B & R initiative. The missions and functions of the two institutes are fostering sustainable development, promoting regional cooperation, and decreasing the barrier of infrastructure financing. By provide debt financing and capital financing respectively, the two institutes may satisfy different customers with demands of the infrastructure financing in the region. With the transparency process/governance, the two institutes will act not only new pools of development financing in belt and road region, but also a promoter and organizer of development financing industry, which may bring more opportunities to the countries in the region, and improve both intergovernmental and non-GOV cooperation to boost infrastructure financing. The scale of the business of the two institutes has been increased apparently since founded, mainly attributed to regenerative feedback effect caused by multi-win strategy, and the unique position pegged with one belt one road initiative. One interesting thing for IR scholars is , the two new institutes, as long as China the initiator of B & R initiative, have been doubted by some countries while embraced by some others, for being labeled as challengers of the existing world order. This may remind scholars the metaphor of the trap of Thucydides: the trap did exist for those who thought the threat was there and tried to prevent it happened.

This article presents the concept of sustainable development that might be defined as a tool leading to not only a favorable economic growth, but also the elimination of disproportions within a society in the long run. Such practices, known as an inclusive growth, are frequently practiced by public and private institutions. In this publication, the special focus is put on the importance of finance in the concept of sustainable development. The authors try to prove the hypothesis that it is the financial system (financial institutions, financial markets and avoidable regulations) that plays a main role in the realization of goals of sustainable development.

The paper concentrates on budgetary income of Polish gminas. The text is part of larger study on Polish local government budgetary policies. In the period beginning in 2004 and ending in 2011 no significant shrinking of disparities between regions have been observed and in some cases they have even increased. At the same time income of local government in Poland increased. Main reasons why the disparities persists are twofold: 1. different dynamics of development and 2. different economic foundations. Although the disparities in income between gimans increased, incomes of all gimnas increased at the same time. This allowed for implementation of new local policies which led to new impulses for growth, financed either by gminas or by the EU

After Poland’s accession to EU regional and local development as well as public administration actions for improvement of conditions of living were tied with the necessity to invest heavily, especially in infrastructure. Providing necessary funds meant combining funds from different sources, particularly from public resources and from the EU budget. In the present system of financing the tasks of local government, external income, transferred to the local government through national budget, is important part of development policy, even though it limits financial self-reliance of local government. Income transferred to gminas from national budget, especially the gminas’ share of personal income tax, still plays important part in their budgets. The amount of money transferred to gminas to co-finance with EU different projects and programs shows large spatial differences which influences the level of investments, especially in infrastructure.

The experience of systemic transformation in Poland and the progressing socio-economic development prove that the importance of organizational units classified conventionally as a part of the public sector has increased significantly. It turned out that during rapid economic and social changes, the development of technical and social infrastructure became one of the drivers of development. In the conditions of the market economy in Poland, two important areas related to the functioning of the public sector have come to the fore: quantification of objectives and tasks necessary for the proper functioning of the state and society and ensuring efficient sources of financing these tasks. In this paper the aim of the research was to analyse and assess the financial situation of municipal territorial self-government units in Poland in 2007–2015. The research results clearly indicate the existence of differences in the level of budget revenues between differentiated territorial self-government units in the years 2007–2015. In that time the budget revenues of communes increased and significant positive changes in the budgetary situation of municipal local government units took place, in almost all regions these incomes doubled. This increase was accompanied by persistence of disproportions between less developed regions and regions that were economically and socially developing faster. In the discussed period, we had to deal with the improvement of the income situation of the budgets of local government units, with the simultaneous increase in the differences in the level of income with all the consequences associated with this for future development.

Objective: The aim of this article is to evaluate alternative finance for the implementation of the basic assumptions and goals of sustainable development. Methodology: Using the comparative analysis the most frequent mentioned forms of alternative finance have been assessed. The analysis took into account both the assumptions and the basic goals of sustainable development. Results: The conducted analysis show that despite many features that indicate the inclusion of alternative finance in philosophy of sustainable development, the implementation of the basic assumptions and goals are arbitrary. Many of the alternative forms do almost realized nothing.Originality/Value: An juxtaposition of sources of financing with the concept of sustainable development is usually carried out when analyzing the funding opportunities for relevant initiatives. However, in this case, the assessment is concentrating on the sources of financing and implementation by them of the adopted sustainability assumptions and goals.

Projects and programmes realized in the public sector, including self-government entities, are supposed, above all, to satisfy the needs of the society. From the perspective of self-government entity the objective of the task is a given local or regional community. The vast majority of projects and programmes are realized with the use of debt instruments. Self-government public debt is subject to limitation; therefore, it is important not only to comply with the legally binding limits in terms of incurred debt but also to plan the structure of self-government public debt together with the instalments due for payment in a given period and together with the buyout of debt instruments. The purpose of the following paper is to present the significance of the planning approach in creating stable and balanced local development in the perspective of empirical study, and the current approach towards debt planning by self-government entities (SGE).

The objective of the paper was to research farmers' interest in the measures of Polish Rural Development Program 2004-2006 considering its macroregional differentiation. The results show significant regional differentiation in the number of application for PROW measures in four analysed macroregion of Poland. The highest percentage of holding applied for PROW measures in areas already better developed. In particular it concerned the innovative and prospective pro-grams which required more commitment from farmers. The macroregion where the farmers' interest in structural programs was the lowest was the South-Eastern area of Poland, which among all analysed macroregions is characterised by the worst agricultural potential.
Celem badań jest analiza zróżnicowania regionalnego aktywności rolników w ubieganiu się o środki finansowe Planu Rozwoju Obszarów Wiejskich 2004-2006 nadanych przez rolników. Wyniki badań wskazują na istotne zróżnicowanie zainteresowania rolników działaniami PROW w wyodrębnionych w pracy makroregionach rolniczych kraju. Największą aktywnością wykazywali się rolnicy z makroregionów lepiej rozwiniętych. Dotyczyło to w szczególności działań prorozwojowych lub wymagających pewnego zaangażowania ze strony rolników. Natomiast w makroregionie Południowo-Wschodnim odnotowano najmniejszą aktywność rolników. Ten makroregion charakteryzuje się niekorzystną, wręcz anachroniczną, strukturą agrarną, przeludnieniem i rozdrobnieniem gospodarstw, co powoduje niską produktywność rolnictwa.

Financial markets are undergoing a transformation process, which is determined by the growing impact of non-financial risk, particularly the threat of climate change. Financial institutions, taking into account the effects of climate risk on their operations, take several adjustment measures to reduce the impact of this risk. These activities result from the applicable regulations and legal conditions on the one hand and initiatives undertaken by and for financial institutions on the other. Sustainable Development Goals (SDGs) are a strong stimulus determining activity for the climate. The implementation of the SDGs is monitored at the level of Member States. The SDGs are integrated into public policies, and their assumptions are present in the decisions of financial and non-financial sector entities, which affects the allocation and the flow of financial capital. The article aims to show changes in the functioning of financial markets in the conditions of climate change risk and also through the prism of sustainable development goals. The paper uses the triangulation method (apart from conventional research methods).

Individual debt ratio limits the possibility of borrowing by local government units. The changes that occurred in 2014 will have an impact on the financing of current tasks, but primarily they affect the realization of investment projects, which are the basis of local development. The purpose of the paper is to present the results and limitations resulting from changing regulations concerning the possibility of incurring debt and also to present self-government entities’ opinion on the changes that the Public Finance Law is going to bring about. The study was conducted among self-government entities. The method that was used to gather the data was a questionnaire. A total of 397 questionnaires were obtained, which means that the answer was given by 397 local government units.

Subject and purpose of work: This study aims to analyse the main elements of the green economic development as a framework for green finance and green investment. The analysis spurs from the underlying notion that green economics is inherently a normative framework and a school of thought development of the neo-classical economic thinking with conceptual assumptions, deficiencies, and contradictions, beginning to set out the roots, aims and philosophical principles. Materials and methods: The methods used are the analytical and descriptive ones based on the critical literature review and an experiential reflective attitude on the key issues concerning the variables of green economic development, green finance, and green investment. Conclusions: It is concluded that the implementation of green economy activities have many obstacles to face. The inadequate funding and the institutional support in collaborations and coordination practices are the most crucial.

Aim: Despite the implementation of the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) to reduce climate change vulnerability and inequality particularly in the Global South, it is probable that the SDGs and NDCs might not achieve their objectives. The aim of this article is to identify how countries in Sub-Saharan Africa (SSA) can address their climate change governance and cross-sector coordination challenges in order to reduce climate change vulnerability and augment SDG 7 (universal energy access) implementation.   Design / Research methods: A qualitative content analysis was undertaken using research articles, project reports, a case study and policy briefs exploring the nexus of climate change governance, SDG 7 implementation and SDG 13 implementation in the context of SSA and Malawi.   Conclusions / findings: The study suggests that climate change governance and attaining SDG 7 in the Global South might be improved by harmonising NDC activities so that NDC activities can be aggregated and monitored from a regional perspective similar to the case of the Clean Development Mechanism (CDM) Programmes of Activities (PoAs).   Originality / value of the article: The paper is of value to global policy makers as it shows that increasing climate change ambitions and ratcheting-up in the context of SSA should include increasing the deployment of renewable energy technologies as well as initiating new international institutional arrangements for climate change governance through South-South Climate Change Cooperation modalities. In recent years, the banking sector has started to prioritize sustainable development, recognizing the growing benefits of sustainable investment. However, they e ncounter many obstacles on the road, among others, the time horizon, waiting for regulatory proposals, and a lack of understanding of the potential effects of climate change. To strengthen its sustainability policy, the ESMA decided to harmonize transparency rules that should have a significant impact on the entire banking sector. The purpose of the article is to organize basic definitions related to the sustainable development policy, to show the role of finance in the whole process, to present important changes in the regulation, and to approximate current changes in the field of sustainable development in the banking sector.

The research focuses on the setting-up of a free zone strengthening the economic diversification of the Grand Duchy of Luxembourg. Dedicated to storage, handling and trading of high value items and in particular artworks and jewellery. The Luxembourg Freeport was inaugurated in September 2014. Using the Resource-Based View as theoretical framework, the paper aims to show what combinations of resources can have a positive impact on economic activities in connection with the Freeport. The research confirms that these activities go beyond pure logistical and operational sights. The findings highlight a triptych of resources justifying this location in an environment where art, finance and logistics seem to create a virtuous circle benefiting economic development of the country and promoting the rise of clustering effects.

Poniższe opracowanie zawiera propozycję dynamicznego modelu nadwyżki finansowej firmy deweloperskiej. W rozważaniach uwzględniono strukturę zarówno uruchomienia, jak i spłaty kredytu, losowy charakter procesu sprzedaży nieruchomości (moment sprzedaży oraz cena sprzedaży - złożony proces Poissona), a także przewidywalne oraz nieprzewidywalne koszty działalności. Zaprezentowano wyniki symulacyjne dla założonych a priori wartości parametrów.
Recent events taking place in the Polish developer market provide a strong impetus to the study of the risk of development of housing projects. This issue is important not only from the point of view of the developer but also his client. This paper proposes a dynamic model of the financial surplus process. The model takes into account structure of the credit payments, the random nature of the process of sale of real estate (the moment of sale, and sale price), predictable and unpredictable expenses. Monte Carlo simulations have been performed in order to present the model.
