    Social and economic transformation, with which we deal in recent years in Poland, apart from the positive aspects, generated a lot of negative effects, among others, the emergence of new forms of crime. The above situation is forcing public servants, including the police, as the basic organization of the subsystem security and public order to raise to a higher level of efficiency. Her improvement determines the effectiveness of the system of public security and order and to keep up with the growing expectations of consumers of the services provided in the field of security and public order. The paper presents definitions, models and determinants of safety management and the positive and negative factors associated with the use of SWOT analysis of selected organizations to reorganize security and public order.

    Research background: In recent years, much attention in the literature has been paid to the economic and environmental conditions of energy development as a key sector for the development of national economies. The issue of availability of individual energy resources and related energy security is receding into the background, most often due to the strong globalization of economies and the associated assumption of free international flow of goods and services, and thus practically unlimited possibilities of buying on the international commodity markets and energy exchanges. Nevertheless, the importance of energy security increases significantly in crisis situations. Purpose of the article: Bearing in mind the circumstances indicated above, the main objective of this article is to assess the energy security of European countries carried out in the context of resource and economic conditions. Methods: The article proposes its own methodological approach to the assessment of energy security based on the analysis of the energy mixes of 32 European countries and the availability of their own internal energy sources. In the process of classifying the studied economies into homogeneous groups in terms of resource and economic determinants (GDP per capita), principal component analysis was used. Findings & value added: The theoretical and methodological added value of the article results from the development of the author's approach to the assessment of energy security using individual and aggregated energy sufficiency index. Empirical added value is related to the results of energy security assessment in European countries, which can be used in shaping energy policies. Therefore, most of the 32 European countries assessed have a low level of energy security, which is due to the dominant use of non-renewable energy resources in their energy mixes. Countries with a high level of energy security have their own non-renewable resources or use alternative energy carriers in the form of renewable sources, hydropower or nuclear energy.

    Opis:
    The development, transformation and restructuring of Polish banking is determined by the direct investment of foreign banking in Poland, the development of capital markets, the progressive integration of financial markets and the implementation of information and communication technologies into commercial banks. The social and economic determinants of these globalization processes also play an important role, including standards and standards transferred from Western European countries to Poland. The current financial system in Poland, including the banking sector, is considered to be almost fully aligned with the European Union standards, which also means a high level of globalization of this segment of the economy and the harmonization of security procedures. The main determinants of globalization processes in Poland include those direct investments undertaken by foreign corporations in Poland, including foreign banks taking over domestic banks. As part of these investments, the state‑financed foreign‑owned financial institution usually introduced the most up‑to‑date technological solutions and business standards developed in the previous, long‑term operation of the leading foreign company. Such investment processes, often linked also to privatization and restructuring of the operations of the acquired domestic entities in Poland, were also related to banking sector institutions. On the other hand, in the context of Poland’s accession to the European Union, the process of systematic adjustment of legal norms and banking safety procedures has been started up to Western European banking standards. The unification and integration processes in the financial sector were motivated by the need to standardize the procedural and technological standards of banking institutions, commercial banks and other financial institutions located in each European continent. The considerable scope of globalization in financial markets in Poland has been evident in the context of the recent financial crisis of 2008.

    Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.

    W artykule przedstawiono analizę badań ilościowych przeprowadzonych na próbie (N = 163) obywateli Polski i Austrii metodą testów bezpośrednich. Do badania wykorzystano kwestionariusz subiektywnej oceny poczucia bezpieczeństwa. Analiza statystyczna za pomocą testu chi-kwadrat ujawniła, że obywatele Polski oceniają swoje bezpieczeństwo na poziomie satysfakcji. Uzyskane dane traktowane są jako badanie pilotażowe, które można kontynuować na szerszej grupie respondentów.
    The article presents an analysis of quantitative research conducted on a sample (N = 163) of Polish and Austrian citizens using the direct testing method. A questionnaire for subjective assessment of the sense of security was used for the study. Statistical analysis by means of the chi-square test revealed that Polish citizens rate their security at a satisfactory level. The data obtained are treated as a pilot study that can be continued on a wider group of respondents.

    The article tries to determine the political and legal issues concerning the public safety namely the civil protection. Civil safety is one of the elements of public safety and as a state security subsystem it protects health, life ,property and environment against all kinds of natural and man – made threats. Civil Protection, as one of the elements of public safety and being the subsystem of the state security, is also heavily dependent on political environment.

    Pojęcie bezpieczeństwa jest jednym z tych zagadnień, które często pojawiają się na forum międzynarodowym oraz krajowych panelach dyskusyjnych. Częściowo jest to spowodowane nietrwałością już osiągniętego stanu bezpieczeństwa. Argumentem opowiadającym się za koniecznością poruszania tej tematyki są także składniki współczesnego bezpieczeństwa, zmieniające się wraz z postępem technologicznym, globalizacją oraz rozwojem cywilizacyjnym. Bezpieczeństwo definiowane jest na wiele sposobów, jego kontekst uzależniony jest od prowadzonych rozważań, uwarunkowań oraz występujących zagrożeń. Bez względu jednak na subiektywnie głoszone poglądy bezpieczeństwo stanowi oraz stanowić będzie funda-mentalną potrzebę, której spełnienie warunkuje odpowiednie funkcjonowanie człowieka, państwa oraz społeczności międzynarodowych. Celem opracowania jest analiza wybranych aspektów, które wydają się mieć znaczący wpływ na postrzeganie współczesnego bezpieczeństwa. Uwagę skupiono również na pojęciu cyberbezpieczeństwa oraz znaczeniu informacji dla ciągle ewoluującej cywilizacji. Realizacja wskazanego celu była możliwa na podstawie analizy dostępnej literatury przedmiotu oraz posiadanej już wiedzy fachowej, na podstawie której dokonano ważnych dla niniejszej publikacji ocen i wniosków. Opierając się na przeprowadzonych analizach, można stwierdzić, iż na kształt współczesnego bezpieczeństwa wpływają nie tylko względem jego zagrożenia, lecz także postęp w wielu dziedzinach i zmieniające się uwarunkowania natury technologicznej. Prezentowane wyniki oraz rozważania w niniejszym artykule mogą okazać się pomocne w dalszych rozważaniach podejmujących próbę kompleksowego zrozumienia zmian w obrębie bezpieczeństwa oraz próbę dokonania szacunków co do przyszłego jego kształtu.
    The concept of security is one of those topics that often appear on the international forum and national discussion panels. This is partly due to the impermanence of the already achieved security state. An argument in favor of the need to raise this subject are also the components of modern security, which change with technological progress, globalization and civilizational development. Security is defined in many ways, where its context depends on the considerations, conditions and threats that occur. However, regardless of the subjectively proclaimed views, security is and will be a fundamental need, the fulfillment of which determines the proper functioning of man, the state and international communities. The aim of this study is to analyze selected aspects that seem to have a significant impact on the perception of modern security. Attention was also focused on the concept of cybersecurity and the importance of information for an ever-evolving civilization. The achievement of the abovementioned objective was possible on the basis of an analysis of the available literature on the subject and the expertise already possessed, on the basis of which important assessments and conclusions were made for this publication. On the basis of the conducted analyses, it can be concluded that the shape of modern security is influenced not only by its threat, but also by progress in many areas and changing technological conditions. The presented results and considerations in this publication may prove helpful for further divagations attempting to comprehensively understand changes in security and attempts to make estimates of its future shape.

    Sweden has a long tradition of political neutrality. It is conditioned by a large number of factors ranging from historical tradition of military inactivity, through social conditions (strong sense of social solidarity and a tradition of respect for the law and authority), political (the essential role of socio-democratic thoughts on the expression of pacifist tendencies), and ultimately to economic (the economic and financial advantages resulting from having avoided involvement in the two world wars). Simultaneously, the characteristic pragmatism of Swedish politics has led to the evolution of the policy of neutrality alongside the changing international situation. The economic and political benefits flowing from European integration, along with the growing catalogue of real threats to international security have led to the gradual abandonment of the politics of neutrality by Sweden. It is therefore worth contemplating the future of the Swedish politics of neutrality, and the likelihood of fundamental changes in the international arena that would be inherent in a Swedish accession to NATO.
