In this article, I restate the interpretation of Aristotle’s Ph. 2.5, 196b17–21, which I presented for the first time in my book I fondamenti della causalità naturale (2006). According to my reading, both the things that are due to deliberation and those that are not (Arist. Ph. 196b17–18) fall within the group of beings which come to be not for the sake of anything (Arist. Ph. 196b17). In his recent book, Aristotle’s Concept of Chance (Albany 2012), John Dudley found my interpretation laudable and original but rejected it, opting for the traditional interpretation. As he did not provide sufficient reasons for this, I deem it appropriate to discuss more broadly and in greater detail my interpretation in order to demonstrate that it is correct theoretically, linguistically and grammatically. I also discuss a reading of Neoplatonic commentators which seems to me very useful: when commenting on Aristotle, they start with a very prejudicial interpretation which comes from Alexander and which probably determined all later interpretations of the passage. According to this interpretation, beings which come to be not for the sake of anything (Arist. Ph. 196b17) are beings that have no teleology of any kind. Yet this exegetic position faces a series of difficulties which can easily be solved if one assumes, as I do, that these beings have a certain end albeit not an intrinsic one.

Since modern usage of the core terms is essential in the appropriate interpretation of ancient rhetoric texts, the paper starts from a discussion of semantic differences between the concepts of advice, counselling and deliberation in the Polish language. Ancient rhetoric takes as its starting point an overarching notion of ‘deliberative genre’ which includes not only laymen and expert advice, but also the political deliberation. It offers some theoretical categories, universal enough to address these apparently incompatible contexts of advice-giving and advice-taking. Rhetorical approach points out the relation between axiology and persuasive mechanisms. It identifies also some persuasive devices likely to enhance the efficiency of advice-giving, such as the use of examples and reasoning based on probability evaluation.

Problematyka artykułu ma wyraźny związek z pandemią COVID-19 i jej negatywnym wpływem na partycypację. W 2020 r. pandemia i związany z nią lockdown czasowo przerwały deliberację w procesach budżetowych w ponad stu polskich miastach. Jednak zarazem w ogólnym pejzażu oraz w kształcie topografii budżetowania obywatelskiego w Polsce wiele się nie zmieniło. Nadal jest to teren dla deliberacji niełatwy, choć jest ona możliwa. Autorzy artykułu podjęli próbę przybliżenia skutków oddziaływania tych elementów ustawowej regulacji budżetów obywatelskich, które nie sprzyjają rozwojowi deliberacji. Wyniki analiz odniesiono do znanej w literaturze modelowej typologii partycypacji w budżetowaniu obywatelskim, z uwzględnieniem przypadków trzech polskich miast.
The issues discussed in this article are clearly related to the COVID-19 pandemic and its negative impact on civic participation. In 2020, the pandemic and combined lockdown temporarily interrupted deliberation of budget processes in over a hundred Polish cities. However, not much has changed in the general landscape and in the shape of the topography of civic budgeting in Poland. It is still a difficult area for deliberation, although it is possible. The authors of the article have attempted to present the effects of those elements of the statutory regulation of civic budgets that are not conducive to the development of deliberation. The results of the analyzes were compared to the typology of participation in civic budgeting known in the literature, taking into account the cases of three Polish cities.

Even though participatory budgets have rather short history in Poland criticism of its unwanted side effects have pushed some municipal authorities towards quick reforms of their initial visions. Most of them have decided just for small adjustments, but some have tried to be innovative and have reformed the whole mechanism. In this article, author attempts to take a closer look at consequences that accompany changes aimed at more quality of the whole procedure. The article aims to examine how more deliberation affects legitimization of participatory budgets. It is also an attempt to find out whether it brings expected outcomes within quality and profile of selected projects. Finally, we may learn here how people deal with more advance procedures. The analysis should serve anyone who is willing to search for new solutions among direct democracy tools in Poland.
Pomimo faktu, że budżety partycypacyjne mają w Polsce dosyć krótką historię krytyka ich niekorzystnych skutków ubocznych zmusiła niektóre władze gminne do kroku w kierunku szybkich reform pierwotnych wizji. większość z nich zdecydowała się na niewielkie dostosowanie, lecz niektórzy starali się być bardziej innowacyjni i poszli w kierunku głębokich reform całości mechanizmu. W poniższym artykule autor podejmuje próbę bliższej analizy konsekwencji, które towarzyszą zmianą ukierunkowanym na zmiany jakościowe omawianej procedury. Celem jest zatem zbadanie jak zwiększenie deliberacji wpływa na problem legitymizacji w ramach budżetów partycypacyjnych. Jest to również próba wywnioskowania czy przynosi to założone rezultaty poprawy jakości i charakterystyki wyłonionych projektów. Materiał służy również sprawdzeniu poddaje się również jak mieszkańcy radzą sobie z bardziej skomplikowanymi regulacjami. Przedłożona analiza winna być pomocna każdemu, kto pragnie poszukiwać nowych rozwiązań w ramach demokracji bezpośredniej w Polsce.

The reverted demographic pyramid makes youth a decreasing percentage of our increasingly ageing population, leaving youth groups with less power and chances to influence the future of public policies and services through established participation channels. There is a potential risk of losing the interests of broader, including less heard, youth groups in democratic decision-making and implementation. Research evidence shows that we need to broaden knowledge and accountability towards these groups by including them more in co-creation to secure their trust and meaningful policy impact. One major way to improve trust in the public sector is by enhancing the abilities of professionals, managers, politicians and NGOs to co-create public and individual values with youth groups for better services and solutions instead of acting and making decisions on their behalf. Also, cross-sector collaboration among institutional units or stakeholders from different sectors on a local scale is often required to enhance the value of services or local community decisions. This paper explores from a comparative perspective the readiness of the local governments for enhanced democratic participation and co-creation of public services and public value with youth. Based on document studies, interviews and cross-sectoral learning dialogues between engaged researchers, public sector and NGO representatives conducted in three countries – Sweden, Finland, and Estonia – the paper illustrates the current perceptions of public professionals and managers regarding their approach to co-creation with youth and the public.

The present essay aims to reflect on the questions of how the BBC news website discussion forum Have your say is organized and to what extent it can be considered as a transnational or global public sphere for public deliberation. In order to do so, one must firstly look at this discussion forum in terms of its structure, so that we can comprehend in a descriptive and formal way what is Have your say. Then, to try to understand and suggest what exactly Have your say is in terms of the possibility of being a global public sphere for public deliberation, one must tackle into a reflection that encompasses the concepts of transnational/global public sphere (Habermas, 1996; Castells, 2008), public deliberation (Pateman, 1970; Drvzek, 2000; Abelson et al., 2003), as well as some mediation/mediatization paradigms. The goal of this essay is to provide an objective academic reflection by attempting to frame this specific online phenomenon within the concepts above mentioned, to ultimately argue and prove that online discussion forums such as Have your say are by definition ambivalent.

Most philosophers and psychologists assume that habitual acts do not ensue from deliberation, but are direct responses to the circumstances: habit essentially involves a variety of automaticity. My objective in this paper is to show that this view is unduly restrictive. A habit can explain an act in various ways. Pointing to the operation of automaticity is only one of them. I draw attention to the fact that acquired automaticity is one outgrowth of habituation that is relevant to explanation, but not the only one. Habituation shapes our emotional and motivational make up in ways that affect deliberation itself. Hence mentioning a habit might be indispensable in explaining an act which nevertheless ensues from deliberation. The view that habitual acts are direct responses to the circumstances implies an impoverished conception of habit, which fails to do justice to its rich explanatory potential in theoretical and pre-theoretical contexts, as well as to its role in the history of philosophy.

A deliberative debate is a process of communication focused on finding good arguments for specific evaluations and solutions to the issues discussed, and addressing important stakeholder issues. The aim of the article is to present the course and results of observations made with regards to the theoretical and scientific discourse of deliberation that took place in September 2016. Participants were academic experts, thinkers and representatives of civil society organisations working in European affairs, as well as doctoral students and other activists. The questions concerned the way to understand the guiding motto of the meeting: More Europe and the way to define and to perceive the crisis in the process of European integration. Deliberation concerned the assessment of the model of European integration and the question whether the current formula is endorsed or contested. In addition, arguments on the best and worst effects of the integration process should be identified, who can challenge the integration process and for what reasons. The purpose of the deliberation was to assess the process of European integration, identify the ground for the criticism thereof, diagnose crisis situations and indicate the desired target model.

In Europe and across the world, many countries are turning to deliberative democracy to reform their constitutions, and in many others this question is high on the political agenda. Such transformation also shuffles quite radically the role of the citizenry regarding constitutional changes. Traditionally such changes are the sole responsibility of elected officials in collaboration with experts. With the deliberative turn, many more actors may be involved in the designing of constitutions, from citizens both individually and collectively in the forms of informal associations to various civil society organisations. The main aim of this paper is to analyse potential of deliberative democracy in Slovenian national setting, therefore authors are analysing a) framework of constitution making dynamics and b) most successful deliberative democratic tools and opportunities developed so far on both national and sub-national levels of the Slovenian government. As deliberative democracy is well known political phenomenon, we will start not by yet another theoretical pandemonium, but with less-known Slovenian contribution to the global development of deliberative model.

Different processes in creating policies of development can be observed, some of which need to be supported. One of the most important issues of new policies is empowering citizens provided by various methods. The research is based on literature studies that show how broad this subject is. Other methods include statistical analyses which made it possible to perceive a correlation between different factors and a benchmark based on the example of the deliberation process in a project prepared by NGOs and the municipality of Warsaw. The aim of the research was to describe the relations and connections between empowering citizens, the deliberation processes and building trust in the local authorities. An interesting outcome of the research was creating a recommendation for policy makers based on the observation that building a dialogue between local governance and citizens can be significant for future sustainable development.
Różne procesy mają wpływ na tworzenie polityk rozwoju, które czasami wymagają wsparcia. Jedną z najważniejszych kwestii nowych polityk jest wzmacnianie pozycji obywateli, co można zapewnić poprzez wykorzystanie różnych metod. Przeprowadzone badania opierają się na studiach literaturowych, które pokazują, jak szeroka jest to tematyka. Kolejną metodą badawczą są analizy statystyczne, które pozwoliły dostrzec korelację między różnymi czynnikami, oraz benchmark bazujący na przykładzie procesu deliberacji w projekcie przygotowanym przez organizacje pozarządowe oraz władze Warszawy. Celem badań było opisanie relacji i powiązań między wzmacnianiem pozycji obywateli, procesami deliberacji i budowaniem zaufania do władz. Ciekawym wynikiem badania była obserwacja wskazująca, że budowanie dialogu między lokalnymi władzami a obywatelami może mieć znaczenie dla przyszłego zrównoważonego rozwoju.

A crisis of contemporary democracy, long proclaimed by political analysts, and the growing discontent with its practice have given a stimulus for various remedial actions. One of these actions is the idea of deliberative democracy. Deliberative democracy is not only a multi-facet theoretical project (outlined briefly in the present article) but also a practice of promoting community participation and of introducing various, even non-standard, methods of participation. Such was the idea behind a presidential initiative in 2010 for setting up a platform for public discussion, Forum for Public Debate. The aims and objectives of the platform, its focus, underlying principles, as well as procedures in place and the results of what has been undertaken within its framework – they all show that the initiative is a clear manifestation of what is called deliberative democracy.

Improving national strategic foresight can help the formation of more robust and informed policies, including foreign policy. Predicated upon the theory behind peer-prediction elicitation methods such as Reciprocal Scoring, we combined two foresight methods - Forecasting tournaments and a Delphi method - into a design in which a forecasting tournament predicted the results of a Delphi. Experts in a Delphi could take into account the arguments of participants from a prior forecasting tournament and thus make better-informed decisions. This methodological article aims to validate the feasibility of this design. It describes how we implemented it for identifying and prioritizing global megatrends as part of a strategic foresight project for the Czech government. We found this design practically applicable, while the forecasting tournament also seems to improve the ability of participants to predict a group consensus. Similar combinations of foresight methods could be used to enhance the study of international relations.

Opis:
This article tries to diagnose possibilities and limitations of the online media as a digital agora — a virtual space for citizens’ deliberation which could potentially strengthen and enhance democracy in Poland, as well as in other Central European countries. Considering the key features of the public sphere indicated by Habermas (inclusiveness, rationality, autonomy, lack of hierarchy), the analysis focuses on three problem areas. The first one includes the impact of digital exclusion upon availability of the digital public sphere for citizens. The second part of the study is devoted to rationality and interactivity of online discourse. The last part of the analysis addresses the impact of the relative anonymity of online communication on the equality and autonomy of citizens’ deliberation on the internet.

The article discusses the issues related to the participatory Technology Assessment (pTA). The author highlights that in order to conduct pTA one not only needs to be convinced that there is a point in this activity, but also should have techniques and tools that convert ideas into effective social actions. The author defines the concept of public consultation in the field of legal sciences, identifies the legal basis for the process of public consultation, describes the principles, stages and process of conducting public consultations in Poland. In the paper the dogmatic-legal method and the method of legal functionalism are used.
