Opis:: The article describes a phenomenon of offset in a general outline. Offset is a new concept in the Polish arms industry. This phenomenon has many supporters and critics, as well as being a tool in the hands if lobbyists. It is also assessed through the prism of political events. It has played an important role in the Polish defense industry in recent years. As a result, the access to new technologies and markets has been greater. Offset has a significant importance on the macroeconomic view but it is not the only way of developing the Polish defense industry.

Opis:: The last decade of 20th century as well as last 15 years were two frames of time where armed forces went under major transformation. Since 1999 almost all fields of regulations in Polish Army has been changed: organizational culture, professionalization of staff, drafting of women, procedures, technologies, armament and training. In spite of the above, some changes are still under debate, concerning mainly organizational structures, economic and political conditioning of its functioning. Transformation in military aspect has a special meaning, and due to universal coverage it is interpret in many different ways. Colloquially transformation identifies change and alteration, therefore we can differentiate political or system transformation and on the other hand military or Armed Forces. The objective of this article is to describe transformation process of the Polish Armed Forces, since Poland became a member of the North Atlantic Treaty Organization, indication of important changes concerning professionalization, budget structure, financing and military expenditures of the Ministry of National Defense, as well as analysis of technical modernization process.

Opis:: This article focuses on the sources of Israeli economic success. There were two main sources of Israeli success. Firstly, a large inflow of funds from abroad, mainly from the Jewish diaspora, enabled consecutive governments to make huge investment outlays. Secondly, effective integration of immigrants into social life provided the economy with highly qualified specialists. Traditionally, an important role in the economy of Israel is played by the financial sector and tourism. The defense industry, electronics industry and gem-cutting (in which Israel is the world undisputed leader) occupy a prominent position in the Israeli economy. An important factor that propels the Israeli economy is innovation.

Opis:: The article aims to identify and analyze the underlying dynamics of military-technical cooperation between the Russian Federation and the People’s Republic of China – an important topic due to both states’ roles as great powers and potential challengers to the Western-led liberal international order. The author identifies the main political, military and economic drivers of Sino-Russian military-technical cooperation. By introducing the context of contemporary global trends that shape the defense-industrial landscape, the text addresses the question of the continued relevance of this particular relationship. Finally, the author offers some foundations for forecasting the future trajectory of Sino-Russian military-technical cooperation.

Opis:: This paper aims to analyse the military-industrial aspects of Turkish defence policy. A sophisticated and profitable defence industry is a useful tool for a state’s foreign and security policy. It not only supplies the armed forces with the necessary weapons and military equipment, but can also bring political influence on the international arena through arms transfers and military-industrial cooperation. These realities are not lost on Turkish decision makers. That is why they have made the nurturing of an indigenous defence-industrial base a distinct state policy. In this paper, the defence industry’s functions in the framework of Turkish defence and security policy are defined, the condition and structure of Turkish defence and aerospace sector is analysed and conclusions regarding its future prospects are presented. This provides the basis for a wider analysis of the defence-industrial aspects of Turkish defence and security policy.

Opis:: An important tendency in managerial decisions is the focus on taking into account the law of the community and local communities. Managers, in accordance with the theory of stakeholders, should take into account the needs of various players. We also support for this in the concept of corporate social responsibility, sustainability or creating shared value. The aim of the article is to present the essence of the influence of secondary stakeholders on the creation of the value of defense enterprises resulting from public relations using digitization and socio-economic globalization. The results of the conducted research will allow to confirm the legitimacy of decisions made by defense companies, taking into account the maintenance of social relations, especially in the new communication and information environment.

Opis:: The geopolitical situation after February 24, 2022 changed rapidly. The issues of globalization and industrial linkages have taken on new importance. Cooperation in supply chains is no longer based solely on cost minimization. The economic aspect was relegated to the background in favor of the availability of raw materials and goods. Against this background, the arms industry is taking on a new dimension and its effectiveness, operational efficiency and innovation become the conditions for maintaining a sense of security within NATO and the European Union. The aim of this article is an attempt to identify the determinants of the armaments industry strategy of the times of war and unrest. The speed of action becomes a determinant of the armaments industry functioning. It is necessary to cooperate with enterprises that were not active in the processes of arms production so far.

Opis:: Przedsiębiorstwa produkujące sprzęt i uzbrojenie wojskowe z reguły zaliczane są do najnowocześniejszych i najbardziej innowacyjnych firm na świecie. Dość często zastosowane w tych przedsiębiorstwach innowacyjne rozwiązania organizacyjne i techniczne, w szczególności nowe technologie, są później adaptowane dla potrzeb produkcji niezwiązanej z obronnością. Artykuł jest próbą oceny stanu innowacyjności polskiego przemysłu obronnego. W pierwszym rozdziale omówiono poziom innowacyjności przemysłów obronnych innych krajów na tle światowego przemysłu zbrojeniowego, w szczególności USA. W drugim dokonano porównania poziomu innowacyjności krajowego przemysłu obronnego z innymi krajami. Scharakteryzowano także bariery rozwoju innowacji w tej branży oraz wskazano przesłanki, jakie powinny zostać spełnione dla poprawy sytuacji w tym w zakresie w Polsce. Podstawowy wniosek – mimo dużych trudności w ostatnich 25 latach wiele polskich przedsiębiorstw nie utraciło zdolności w zakresie rozwoju produktów. Podstawowe przesłanki, jakie jednak powinny zaistnieć dla poprawy sytuacji w zakresie innowacyjności, to: większa specjalizacja przemysłu, ciągłość zamówień na sprzęt i uzbrojenie polskiego MON, promocja na szczeblu rządowym polskiej produkcji na rynkach zagranicznych wsparta instrumentami finansowania odbiorców, finansowanie programów badawczych mających realne szanse wdrożenia do produkcji, zakupu przez MON oraz eksportu. Artykuł napisany został na podstawie wywiadów z szefami firm przemysłu obronnego w Polsce oraz ekspertami tej tematyki prowadzonych w latach 2013–2015 oraz innych publikowanych i niepublikowanych materiałów.
The companies producing the military equipment and the weapons are generally classified as the most modern and most innovative companies in the world. Quite often used in these enterprises innovative organizational and technical solutions, in particular new technology, are later adapted for the production not related to the defense. The article is an attempt to assess the level of innovation of the Polish defense industry. The first chapter discusses the level of innovation in the defense industries in other countries, particularly the United States. In the second, there is a comparison between the level of national innovation industry to other countries. Additionally, the main constraints to the development of innovation were mentioned and the author identifies prerequisites that must be achieved to improve the situation in Poland. The main conclusion – despite the major difficulties in the last 25 years, many Polish companies have not lost the ability in product development. However, the basic elements which should occur to ameliorate the situation in terms of innovation are: higher specialization of industry, the continuity of orders for equipment and armament Polish Ministry of National Defence, promotion at government level, Polish production on foreign markets supported by financing instruments for the recipients, funding of research programs with a realistic chance of implementation to production, purchase and export by the Ministry of Defence. The article was written based on interviews conducted in the years 2013–2015 with Chief Executive Officers of defense industry companies in Poland and the experts in this subject as well as other published and unpublished materials.
