Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

In a permanent changing security environment, the Republic of Moldova, a small state situated at the Eastern flank of Europe, is struggling to find her path in between two possible strategic ways – either towards Europe, or coming back to the Russian sphere of influence. The political situation and international influence from these areas are not easing decisions of the Moldovan leaders. On one hand, there is a real and permanent political and military support being received by the Moldovan Authorities from NATO, the EU, Romania and the United States in key domains like: migration and asylum, justice, local administration, transparency and e-governance, and Sector Security Reform (SSR). On the other hand, the pressure put by Moscow on central authorities from Chisinau, as well as the anti-European measures undertaken by proRussian parties from Moldova, balanced all positive reactions of pro-European population and negatively influenced the political, social and cultural life of Moldavians. SSR is the most developed and supported domain that has a strong impact on the possible future position of the Republic of Moldova in Europe.

Opis:
Court speeches can be regarded as public speaking whose recipient is a certain group of people, not just one person. This kind of speech is addressed at the clearly specified recipient – the court and other trial participants, both lawyers and laymen. Taking into consideration the assumed effectiveness of a specific statement type and its extralinguistic consequences, an author of a speech must obtain prior knowledge of the audience. A strategy in a specific discourse type is understood as an art of managing a defence process. It must incorporate actions of the defence lawyer as well as actions of other trial and criminal investigation participants. Defence strategy reflects an ability of the defence lawyer to conduct operational activities, make forecasts, create different versions or plans, make a rational assessment of performed activities and correct instantly potential errors and mistakes.

Opis:
Celem artykułu jest określenie zależności pomiędzy oceną poznawczą a wyborem strategii obronnych (agresja, unik) i strategii zadaniowej stosowanych przez młodzież w trudnych sytuacjach społecznych. W badaniach posłużono się własnym (autorskim) kwestionariuszem do badania radzenia sobie młodzieży w trudnych sytuacjach społecznych ( KNO) oraz Kwestionariuszem Oceny Stresu ( KOS) autorstwa K. Wrześniewskiego, A. Jakubowskiej-Winieckiej i D. Włodarczyk. Badania empiryczne prowadzone były w szkołach gimnazjalnych województwa dolnośląskiego. Objęły 300 gimnazjalistów (150 chłopców, 150 dziewcząt) w wieku 13 –15 lat. W świetle przeprowadzonych badań stwierdzono, że ocena poznawcza (w kategoriach wyzwania, krzywdy/straty i zagrożenia) determinuje stosowanie obronnych (agresja/unik) i zadaniowych sposobów reagowania młodzieży w sytuacjach społecznie trudnych.
The aim of the following article is to establish the relation between cognitive appraisal and the selection of defence strategy (aggression, evasion) and task-based strategy applied by the youth in difficult social situations. In the research process two questionnaires were in use, one questionnaire of my own which was designed to learn how the youth copes with difficult social situations ( kNO) and the other named The Stress Evaluation Questionnaire ( kOS) by Wrześniewski, Jakubowska-Winnicka and Włodarczyk. Empirical research was conducted in junior high schools of the Lower Silesia region. It covered 300 junior high school students (150 boys and 150 girls) at the ages between 13-15. In the light of the carried out research it was concluded that cognitive appraisal in the categories of challenge, injury/loss and threat determine the selection of defensive (aggression/evasion) and task-based ways of students reacting to difficult social situations.

The research objective of the paper is to analyse the recent, ever more pronounced shifts and changes in security dynamics between China and its “Wests”. The methods used in the study consist of in-depth going qualitative research and analysis of Western journals as well as an investigation and translation of primary Chinese sources. Each cooperation effort and security partnership between China and the analysed partners means that the defence capabilities of one player will affect those of the other. This is a matter of concern for those who are currently in a position that relies on the import of military and intelligence equipment from stronger actors, as such a relationship may provide easier access and leverage for giants such as China to influence their domestic foreign policy and security agendas. The results of the study shed light on the on-going relevance of the question: is it possible to find space in which actors can achieve their own security objectives that is beneficial for the development of their defence industries without challenging the foreign policies of one another? Can competition between China and the actors it interacts with be conducted primarily in the political and economic field, with security relations only focusing on peaceful imports and exports instead of an arms race? One may only speculate.

In 2021 global arms spending reached a record-breaking level of $ 2,11 trillion. This trend can be expected to develop due to the ongoing war between Russia and Ukraine. The Russian invasion has undoubtedly contributed to increased demand in the arms industry. The capabilities of domestic arms markets of conflicting parties is not a determining factor of the result of the war. Opponents’ activities in the information environment are also greatly important, as they often determine the response of the international community, and influence the support awarded by individual states. The financing of arms supplies to Ukraine may serve as a good example of such correlation. The arms that Ukraine is acquiring surely improve the country’s defence capabilities, with the support gained by Ukraine being the result of Kyiv’s well thought-out and consistent actions in the information sphere. This paper aims to explain the effects of wartime information strategy on Ukrainian defence capabilities.

The 2016 faces the adoption of the new security strategy of the European Union – the second in the Union’s history. Although the Common Security and Defence Policy is one of the youngest of the EU policies, its role rapidly intensifi es in the world of growing political and social instability in the EU’s neighbourhood. How does the EU defi ne the threats to its security and is it capable of preventing them? The European Security Strategy of 2003 both describes the threats and recommends the principles that should be implemented in the EU’s policies in order to raise their effectiveness. Thirteen years after the publication of the first security strategy and shortly before the second one is announced it is interesting to check, how much the fi rst strategy inspired the changes in the way of thinking about the European security and the economisation of the European defences. In the article, there are analysed both the political milestones leading to the establishment of the defence policy of the EU and the provisions of the new Global Strategy of the Union. What can be anticipated from the new strategy given the experience with the realisation of the previous one? Does the new security strategy fit well into the reality of the contemporary international relations? Is the new strategy possible to implement?

Due to Russia’s aggressive actions in their neighbourhood, Eastern and Northern European countries were forced to take a critical look at their homeland defence capabilities and realised that their defence capabilities have significant gaps. However, instead of developing strategies and designing defence organisations that reflect their available resources and fit the challenges they are facing, these countries once again implemented solutions that reflect the dominant Western conventional military norms. Although through the implementation of the so-called “total defence” strategies some of these countries have augmented their conventional approach with some paramilitary, unconventional formations, their solutions still reflect how the West thinks wars should be waged and professional military organisations should act and be organised. This article suggests that these countries need to abandon their military orthodoxy and completely redesign their defence approaches based on unconventional warfare foundations and build a new version of state-owned, standardised, and professional military that is organised, equipped, and trained to fight based on different norms than our current ones. To propose some ideas to such changes, the article draws lessons from the case studies of the First Russo-Chechen War and the Second Lebanese War.

Limited energy resources, EU member countries’ budget capabilities impaired by the financial and debt crisis, Brexit, or the migration crisis that is causing serious consequences, are but a few serious challenges that the Union is going to face within the short-term perspective. One ought not forget about the increasingly powerful and meaningful threats to the Project Europe: rampant terrorism, increasing military activity of Russia (including its actions in eastern Ukraine, Crimea, or on the Sea of Azov), as well as the ambivalent (to say the least) attitude of the current President of the USA towards NATO. Even these few challenges and threats ought to cause for an increase in the decisive and, later on, organizational effort for the purpose of transforming the EU into an entity that shall be able to counteract and react to them. The intention of the author of this article is to provide an attempt to answer the question whether the indicated process is actually taking place.
Ograniczone zasoby energetyczne, nadszarpnięte kryzysem finansowym i zadłużeniowym możliwości budżetowe państw członkowskich Unii Europejskiej, brexit, wywołujący poważne konsekwencje kryzys migracyjny – to tylko kilka pospiesznie wskazanych poważnych wyzwań stojących przed Unią w najbliższym czasie. Nie należy zapominać także o rosnących w siłę i znaczenie zagrożeniach dla bezpieczeństwa projektu Europa: panoszącym się terroryzmie, rosnącej aktywności wojskowej Rosji (w tym o jej poczynaniach we wschodniej Ukrainie, na Krymie czy Morzu Azowskim), a także o co najmniej ambiwalentnym stosunku urzędującego prezydenta USA wobec NATO. Już tylko tych kilka wyzwań i zagrożeń skutkować powinno wzmożeniem wysiłku decyzyjnego, a potem organizacyjnego na rzecz przekształcenia UE w podmiot zdolny do przeciwdziałania im i reagowania na nie. W zamierzeniu autora niniejszy artykuł ma być próbą udzielenia odpowiedzi na pytanie, czy wskazany proces rzeczywiście zachodzi.
