Opis:: The article presents the initiatives, that the European Commission has undertaken with regard to the European defence sector, which traditionally was in the member states domain. The article describes the process in which the Commission strengthens its competences on various aspects of internal market that influence defence enterprises and the way that member States procure military systems. At the same time, the existing prerogatives concerning the essential security interests enshrined in the EU Treaties received a new interpretation, which stimulates integration process of defence sector leading to an increase in EU competitiveness.

Opis:: ‘On the issue of responsibility for issuance and execution of an order’ is the study dedicated to an important, although little explored in Polish conditions, problem of orders. The complexity, due to a different basis of liability and its multi-subject, is presented according to two aspects. The first one is liability for issuing the order, the other is liability for enforcement of the order. Due to the strict bound of basic issues related to the matter of responsibility for the issuance and enforcement of the order with criminal responsibility, the article is recognized from an international legal and criminal standpoint, shown mainly on the basis of the jurisprudence of international tribunals. A general emphasis is put on a discussion and familiarization with matters relating to the fields of command responsibility and superior order defense, which are the essential notions concerning matters of individual responsibility for the issuance and enforcement of orders.

Opis:: The subject of the opinion is the admissibility of consideration by a committee of motions to carry out a control in connection with the lack of general principles of carrying it out set out in the Standing Orders of the Sejm. Motions to carry out the control submitted to the National Defence Committee stay within the scope of the subject matter of activities of the committee. The author claims that one of the motions rises some concerns of a legal nature. The subject of the request was defined in a problem way, whereas committee’s control relates to enforcement and executing statutes and Sejm resolutions, what leads to a conclusion that the scope of the control should be related to a given act or resolution.
