W artykule przedstawiono możliwość wykorzystania wielokryterialnej metody PVM do wyboru kraju lokalizacji i rejestracji działalności gospodarczej. W badaniach wykorzystano informacje z bazy danych udostępnionych na portalach World Bank Group z 2015 roku oraz European Social Survey z 2014 roku. Badaniami objęto 32 kraje europejskie, Kosowo oraz Izrael. Wyniki badań pozwoliły wyróżnić cztery klasy krajów ze względu na dogodne warunki dla podejmowania działalności gospodarczej.
In the article the authors present the possibility of using multi-criteria method -PVM- (Preference Vector Method) to choose country of business location and registration. In the study the authors use the information from the database available on the portals World Bank Group from 2015 years, and the European Social Survey of 2014. The study involved 32 European countries, Kosovo and Israel. In the result of the case study, the countries are classified into four classes in terms of friendliness for starting a business.

W artykule przedstawiono przykład wykorzystania wielokryterialnej metody wspomagania decyzji (Electre III) do wyboru wariantu dojazdu różnymi środkami transportu zbiorowego i indywidualnego (samochód osobowy, autobus, kolej i tramwaj). Analizie poddano 3 różne podróże z takich miejscowości aglomeracji poznańskiej jak Kórnik, Swarzędz oraz Tarnowo Podgórne, wskazując jednocześnie punkty docelowe w Poznaniu, odpowiednio: Stary Rynek, os. Kopernika oraz Kampus Politechniki Poznańskiej. Zbiór wariantów został oceniony za pomocą spójnej rodziny kryteriów: czas i koszt przejazdu, dostępność oraz liczba przesiadek. Model preferencji decydenta przyjęto zakładając, że decyzje o podróży podejmują dwie osoby (interesariusze): student oraz przedsiębiorca. Wyniki wyboru porównano ze zbieżnym eksperymentem przeprowadzonym kilkanaście lat wcześniej przez jednego ze współautorów artykułu.
Paper presents an example of using a multi-criterial method of decision support (Electre III) to choose a route variant different types of individual and collective transport (car, bus, train and tram). Authors analyzed 3 different journeys from few cities in a Poznan agglomeration (Kórnik, Swarzędz and Tarnowo Podgórne) to few places in a Poznań (Old Town, Kopernik estate and a Poznan University of Technology Campus). Compilation of variants was evaluated by group of criteria: time and cost of a journey, accessibility and number of transfers. A model of preferences was adopted that decision about a journey take two persons (stakeholders): student and entrepreneur. Results of choosing was compared with an experiment which was realized a few years ago by one of article co-author.

Risk is a category that is inseparably connected with uncertainty and probability, which means that the nature of risk as a category of science is complex, and the concept of risk is very difficult to define by one conceptual system of modern science. Due to the above, the main research hypothesis of the work is oriented to the assumption that the complexity of the risk category is determined by the diversity (variety) of reality, as a result of which in science there is currently no uniform methodology for risk assessment and estimation. As a result, the main goal of the article is to describe the research area based on selected representative methods of risk estimation and logical decision-making schemes, as well as to systematise the knowledge about the methodology used in them. In the article, the authors illustrate risk estimation with examples developed by themselves and quoted from various fields of science, differing from one another in formal terms in quantitative and qualitative (numerical and content-verbally) dimensions. Strategic risk, risk of fraction estimation, Bayesian risk, Bayesian methods for estimation of population distribution parameters, risk of econometric model assessment, interest rate risk, banking risk, and adverse event as a measure of risk are here addressed. The article also focuses on the problem of risk estimation in terms of the theory of fractals. The work is to have not only cognitive but also practical meaning. The created source of knowledge should prove helpful for decision-makers in the area of management since effective process management requires the expertise of risk estimation in various dimensions and using various mathematical tools.

In this work we shall be concerned with interactive multiple criteria decision making methods. We show how on the technical level the class of reference point methods can be reduced to the class of weight methods. Though methods from these two classes represent two different interactive decision making paradigms, the equivalence observed opens a way for a joint implementation of a pair of methods each representing a different class. This would establish a firm ground for systematic comparison of both classes of methods as well as for hybrid schemes mixing decisional tools specific for each class.

The reference point method (RPM) is based on the so-called augmented max-min aggregation where the worst individual achievement maximization process is additionally regularized with the average achievement. In order to avoid inconsistencies caused by the regularization, we replace it with the ordered weighted average (OWA) which combines all the individual achievements allocating the largest weight to the worst achievement, the second largest weight to the second worst achievement, and so on. Further following the concept of the weighted OWA (WOWA) we incorporate the importance weighting of several achievements into the RPM. Such a WOWA RPM approach uses importance weights to affect achievement importance by rescaling accordingly its measure within the distribution of achievements rather than by straightforward rescaling of achievement values. The recent progress in optimization methods for ordered averages allows us to implement the WOWA RPM quite effectively as extension of the original constraints and criteria with simple linear inequalities.

Many hospital rankings are based on algorithms and weights elicited by experts. The paper attempts to build rankings of Polish district hospitals using the TOPSIS method and to examine the sensitivity of the results to the changes in weights. We considered 11 large and 34 medium-sized hospitals. The criteria set consists of man-days total, profit/loss on sales, contract with the National Health Fund, return on assets (ROA) and return on equity (ROE). Because of this, rankings take into account different spheres in which hospitals perform, including the financial aspect and their main goal, i.e. treating patients. The results show that despite the overall high similarity of rankings, the benchmarking based on rankings should be done with care as the positions of some individual hospitals changed to a great degree.

In this paper an impact of the party’s negotiation profile on the misperception of the preferential information provided to the negotiating parties is studied. In particular, the problems with determining an adequate and preferentially correct negotiation offer scoring system is analyzed, when the parties are supported in their decision analyses by means of the SAW technique. In the analyses we use the negotiation data from bilateral negotiation experiments conducted by means of the Inspire negotiation support system. To determine the negotiators’ profiles the Thomas-Kilmann Conflict Mode Instrument was used, which allows to describe their general negotiation approach using two dimensions of assertiveness and cooperativeness. The accuracy of scoring systems was defined as the extent to which the negotiator’s individual scoring system (agent’s system) is concordant to the preferential information provided by the negotiator’s superior (principal’s system) in the form of verbal and graphical descriptions, and measured by means of ordinal and cardinal accuracy indexes.

Opis:
Relevant indicators and measurement methods should be assessed in order to contribute to optimize management of an enterprise. Business performance can be measured by various indicators and various business results could be assessed. Analyses of value chains should be focused on specification of so called bottle necks which mention those activities that disable to increase business margin. At the same time, these analyses show the inefficiency caused by oversized of some activities regarding to lower level of assurance or safety and lower performance of other business activities. Importance of multi criteria decision-making methods for evaluation of alternatives doesn´t lie in definite increasing of results objectivity although it should lead to that. Priority of this method lies mainly in simplification of manager´s decision making. It allows managers to arrange alternatives according to extensive file of criteria, it describes particular steps of solution and its logical sequence, this methodology also requires from managers to express their understanding of various criteria importance. All this process of solution is transparent, repeatable and there are evident starting assumptions and also how these assumptions, situations, criteria and incidents affect reached results.

We present a new interactive procedure for multiobjective optimization problems (MOO), which involves robust ordinal regression in contraction of the preference cone in the objective space. The most preferred solution is achieved by means of a systematic dialogue with the decision maker (DM) during which (s)he species pairwise comparisons of some non-dominated solutions from a current sample. The origin of the cone is located at a reference point chosen by the DM. It is formed by all directions of isoquants of the achievement scalarizing functions compatible with the pairwise comparisons of non-dominated solutions provided by the DM. The compatibility is assured by robust ordinal regression, i.e. the DM's statements concerning strict or weak preference relations for pairs of compared solutions are represented by all compatible sets of weights of the achievement scalarizing function. In successive iterations, when new pairwise comparisons of solutions are provided, the cone is contracted and gradually focused on a subregion of the Pareto optimal set of greatest interest. The DM is allowed to change the reference point and the set of pairwise comparisons at any stage of the method. Such preference information does not need much cognitive e ort on the part of the DM. The phases of preference elicitation and cone contraction alternate until the DM nds at least one satisfactory solution, or there is no such solution for the current problem setting.

The paper considers major principles of methods based on quantitative measurements. The problem of construction investments is of paramount importance because they determine the potential of construction and the structure of expenses. The calculation of investments is an expensive tool of enterprise management used in planning the investments. It can be perceived as the harmonization and evaluation of the models for investment decision-making. Methods based on a single criterion can hardly be used in solving the problems associated with sophisticated technological or marketing systems. It is a multiple attribute decision method, taking into consideration major efficiency criteria, that enables the effective methods of solving complicated problems. When the quantitative criteria are precisely defined, the developed quantitative multiple criteria decision making (MCDM-1) method can be successfully applied. The present paper is devoted to the analysis of the algorithm and methods of application of the suggested technique.

W pracy rozpatrzono problemy związane z wyznaczaniem optymalnych decyzji zapewnienia bezpieczeństwa funkcjonowania podmiotu. Zaproponowano wieloskładnikową miarę jakości decyzji w zagadnieniach bezpieczeństwa. Dokonano analizy podstawowych metod optymalizacji wielokryterialnej pod kątem ich zastosowania w zarządzaniu bezpieczeństwem. Wpływ metody optymalizacji na wybór decyzji optymalnej spośród dopuszczalnych zilustrowano na przykładzie zapewnienia bezpieczeństwa aglomeracji położonej w dolinie, przez którą przepływa rzeka.
This paper analyzes the optimization of decisions regarding an entity's operational safety based on a multicriteria measure of decision quality. The adopted measure of decision quality comprises the following components: losses borne by an entity, decision-making cost and risk. Basic multicriteria optimization methods were analyzed to evaluate their suitability for internal safety management and rescue operation management. The effect of the optimization method on the choice of an optimal decision was illustrated on the example of an urban agglomeration situated in a valley intersected by a river.

Happy Planet Index (HPI) is an aggregated index that measures the extent to which each nation produces long and happy lives per unit of environmental input. The HPI uses global data on life expectancy, experienced well-being, and ecological footprint to rank countries. The last HPI report was published in 2012 and it contains data for 151 countries from all continents. The aim of the paper is to re-calculate the HPI using DEA models and other multiple criteria decision making techniques and compare the results obtained results. MCDM methods evaluate alternatives (countries) according to the set of criteria with respect to given preferences. Most of them allow ranking of alternatives according to aggregated indices defined by various methods. DEA models compare the countries with the best performers in the data set and measure the efficiency of transformation of multiple inputs into multiple outputs. Even though they are based on different principles than MCDM methods they allow ranking of evaluated units according to their efficiency or super-efficiency scores. The paper analyzes both methodological approaches and compares their results.

This article presents a tool for reaching consensus in the participatory planning of the conversion and renovation of an urban space. It is based on the main assumption of combining descriptive and normative approaches in the actions of experts. It is an innovative way to strengthen the possibility of expert assessment in the decision-making process concerning desired spatial transformations. The authors hereof resorted to their own long-term experience when elaborating a tool that can easily support the selection of the optimal solution for maximizing benefits and minimizing outlay. The issues presented herein refer to the Central European context, which is characterized by a low level of social trust and by contentiousness in making joint decisions. The tool presented herein can contribute to participatory planning practice by enabling an expert to select solutions that meet the highest eficiency criteria on more objective grounds. It can be used to identify the convergent expectations of various social groups, thus facilitating conflict mitigation and arrival at a consensus. As a result, it can underlie the process of building social trust.

This study aims to analyse the sensitivity in decision-making which results in the selection of the appropriate underground metal mining method using the fuzzy-analytical hierarchy process (FAHP) model. The proposed model considers sixteen criteria for the selection of the most appropriate mining method out of the seven. The model consists of three-layer viz. the first layer represents the criteria (factors which influence the mining method), the second layer represents the sub-criteria (categorisation of the factors) and the third layer represents the alternatives (mining methods). The priority of the different mining methods was determined based on global weights. The global weights of seven mining method were determined using a different fuzzification factor under different decision-making attitudes (optimistic, pessimistic and unbiased). The sensitivity of the decision-making results was analysed in order to understand the robustness of the model.
