The paper addresses the problem of analysing information tables which contain objects described by both attributes and criteria, i.e. attributes with preference-ordered scales. The objects contained in those tables, representing exemplary decisions made by a decision maker or a domain expert, are usually classified into one of several classes that are also often preference-ordered. Analysis of such data using the classic rough set methodology may produce improper results, as the original rough set approach is not able to discover inconsistencies originating from consideration of typical criteria, like e.g. product quality, market share or debt ratio. The paper presents the framework for the analysis of both attributes and criteria and a very promising algorithm for generating reducts. The algorithm presented is evaluated in an experiment with real-life data sets and its results are compared to those by two other reduct generating algorithms.

Inconsistent information is one of main difficulties in the explanation and recommendation tasks of decision analysis. We distinguish two kinds of such information inconsistencies : the first is related to indiscernibility of objects described by attributes defined in nominal or ordinal scales, and the other follows from violation of the dominance principle among attributes defined on preference ordered ordinal or cardinal scales, i.e. among criteria. In this paper we discuss how these two kinds of inconsistencies are handled by a new approach based on the rough sets theory. Combination of this theory with inductive learning techniques leads to generation of decision rules from rough approximations of decision classes. Particular attention is paid to numerical attribute scales and preference-ordered scales of criteria, and their influence on the syntax of induced decision rules.

The subject of this work is the defence planning of a point target against an air attack. The defence system is decomposed into a number of sectors. A direct method of coordination is used at the upper level, while the sectors use a discrete-time event-based model and the description of uncertainty by multiple scenarios of an attack. The resulting problems are solved using linear programming. A comparison of two coordination strategies for realistic attack scenarios and an analysis of effectiveness are provided.

In the paper an evaluation and optimisation framework for medical data access systems user interface is presented. User interface design seems to be of crucial importance for clinical data access applications acceptance, in particular for the applications running on handheld computers where the interface tools are significantly limited. The ease of program use depends strongly on the correct user interface design and on the algorithms which try to predict the user decisions and interactions made in the process of data access or modification. If the program is able to correctly predict the user actions and fetch him reasonable defaults then the number of interface actions which the user must do is significantly reduced. The method presented here focuses on typical functions available in clinical mobile data access systems: medication prescriptions and diagnostic and laboratory tests orders. The user interaction with an application is considered as the sequence of decisions. Using the records stored in the hospital database, the algorithm finds the most probable decisions at the subsequent stages of the interaction and uses it as defaults presented to the user. In this way instead of entering the data from the keyboard the user can much faster select it from the list.

The aim of this paper is to present a constructive methodology and algorithms for operations with fuzzy sets of type 2. The need to elaborate this methodology came from practical problems of Decision Making. To realize the methodology, some simplifications of the problem have been introduced. Particularly, only the trapezium form of membership functions was used. To highlight the difference between the proposed approach and the classical theory of fuzzy sets of type 2, the terms "hyperfuzzy set" and "hyperfuzzy function" have been introduced. Some base situations of hyperfuzzy functions with real arguments and real functions of hyperfuzzy arguments are performed.

There are advantages in considering the routing problem in integrated communication networks as a multiobjective shortest path problem, having in mind to grasp eventual conflicts and trade-offs among distinct objectives and quality of services (QoS) constraints. On the other hand the utilisation of dynamic routing methods in various types of networks is well known to have significant impact on network performance and cost, namely in overload and failure conditions. This paper presents the detailed formulation of a proposal of a multiple objective dynamic routing method (MODR) of periodic state dependent routing type, enabling to represent distinct QoS related metrics and requirements in a consistent manner. The MODR method present formulation is based on a multiple objective shortest path model with constraints and is prepared to use implied costs as one of the metrics. Alternative paths tor each traffic flow are changed as a function of periodic updates of certain QoS related parameters estimated from real time measurements on the routes and trunks of the network. Such paths are computed by a specialised and efficient variant of a bi-objective shortest path constrained algorithm, developed for the MODR, enabling to incorporate flexible requirements on the QoS metrics. The architecture of the routing system is discussed together with the features of its main modules. An illustrative example of application of the MODR path calculation module to a circuit-switched type network using blocking probability and implied cost as metrics, is also presented, considering different overload conditions.

The telecommunications operators have to manage one of the most complex systems developed by human beings. Moreover, the new technological developments, the convergence of voice and data networks and the broad range of services still increase this complexity. Such complex object as telecommunication network requires advanced software tools for their planning and management. Telecommunications operators collect large volumes of the data in various databases. They realize that the knowledge in these huge databases might significantly improve various organizational strategic and operational decisions. However, this knowledge is not given explicitly, it is hidden in data. Advanced methods and algorithms are being developed for knowledge extracting. In this paper we will focus on using data mining for solving selected problems in telecommunication industry. We will provide a systematic overview of various telecommunications applications.

All definitions for integrated control agree that maximum emphasis should be put on prevention by using resistant cultivars and cultural measures. Moreover, the use of plant protection products should be limited to the essential minimum using Decision Support Systems (DSSs) that integrate and organise all relevant information. Computer-based DSSs that require weather information and regular late blight scouting inputs have been developed and validated in a number of European countries. In the frame of the EU concerted action “European network for development of an integrated control strategy of potato late blight (EU.NET.ICP)” several DSSs were validated in 1999-2001. The overall conclusion was that in most cases the use of DSSs combined a good disease control with a reduction of fungicide input. The DSSs can be used as a PC-version but more and more, parts of information are delivered to users by phone, fax, e-mail, SMS and websites on the Internet. An important task for the near future is to update the DSSs with information on the epidemiology of the new aggressive population of Phytophthora infestans. Issues such as (1) the influence of temperature and relative humidity on the infection process, (2) the role of primary inoculum sources (seed, oospores, volunteers, dumps), (3) the role of secondary inoculum sources (distance, severity), (4) control of early blight and (5) resistance ratings for foliar and tuber blight have to be addressed in order to be able to formulate a robust control strategy that effectively controls late (and early) blight with a minimum input of fungicides.

This article deals with the application of spatial multiple criteria evaluation (SMCE) concepts and methods to support identification and selection of proper sites for waste disposal. The process makes use of a recently developed SMCE module, integrated into ITC's existing geographic information system called ILWIS. This module supports application of SMCE in planning and decision making processes through several compensatory and non- compensatory approaches, allowing inclusion of the spatial and thematic priority of decision makers. To demonstrate the process, a landfill site selection problem around the town of Chinchina, in Colombia, is used as an example. Based on different objectives, a spatial data set consisting of several map layers, e.g., land use, geological, landslide distribution, etc., is made available and used for modeling the site selection process.

The learning vector quantization (LVQ) network was used to classify the ECG ST segment into different morphological categories. Due to the lack of data in the ST elevation categories, the classifier was only trained to identify different types of ST depressions (horizontal, upsloping and downsloping). The accuracies were 91%, 85% and 65% respectively for the training, validation and testing data respectively. Despite the low accuracy for the testing data, most of the mis-classifications were downsloping ST depression being classified as horizontal ST depression. We concluded that more data and more training are needed in order to train the LVQ to recognize other morphological types of ST deviation and to improve the accuracy.

Intelligent decision system (IDS) is a window-based software package that has been developed on the basis of the evidential reasoning (ER) approach, a recent development in handling hybrid multiple criteria decision analysis (MCDA) problems with uncertainties. In this paper, the evidential reasoning approach will be briefly described first, and its major differences from and the relationships with conventional MCDA methods will also be discussed. Then the main features, advantages and benefits of IDS will be demonstrated and explained using two application examples: supplier pre-qualification assessment and customer satisfaction survey analysis, which have been investigated as part of the research projects led by the authors and funded by the UK government and the EC. It is concluded in the paper that the ER approach can be used not only to deal with problems that traditional methods can solve, but also to model and analyse more complicated decision problems that traditional methods are incapable of handling.

Artykuł prezentuje problematykę relacji pomiędzy wdrażaniem innowacyjnych technologii inżynierii wiedzy w przedsiębiorstwach technicznej obsługi rolnictwa, a ich konkurencyjnością na rynku. Przeprowadzono przegląd współczesnych technologii informacyjnych wykorzystywanych lub mogących znaleźć zastosowanie w systemach wspomagania decyzji. Przegląd ograniczono do metod odpowiednich dla firm funkcjonujących w szeroko rozumianym otoczeniu rolnictwa. Wyodrębniono i opisano czynniki oddziałujące na przyswajanie różnych technologii informacyjnych przez rolników. Scharakteryzowano funkcje systemów wspomagania decyzji w procesach odnowy maszyn rolniczych i przedstawiono przykłady rozwiązań własnych z zakresu wspomagania doboru technologii, urządzeń i materiałów naprawczych. W podsumowaniu potwierdzono przydatność technologii informacyjnych do zintensyfikowania przepływu wiedzy technologicznej i wskazano na możliwości zastosowań praktycznych.
The paper presents aspects related to the relations between implementing innovative knowledge engineering technologies in companies providing technical services for agriculture and their competitiveness in the market. Modern information technologies, applicable, or of potential use, in decision support systems, were reviewed. The review was limited to methods applicable in companies which function in the broad sense of agricultural environment. Factors affecting learning various information technologies by farmers were identified and described. Functions of decision support systems in farm machinery refurbishment have been described, and examples of own solutions of assisting selection of technologies, equipment and materials, have been given. The usefulness of information technologies for intensifying the exchange of technology-related knowledge has been acknowledged, and practical applications have been indicated in the conclusion.

W artykule omówiono podstawowe aspekty realizacji aktywnych strategii inwestycyjnych na rynkach finansowych z wykorzystaniem systemów wspomagania decyzji (systemów transakcyjnych), w kontekście klasycznych teorii zarządzania portfelem inwestycyjnym. Wskazano zasadnicze przesłanki zastosowania metod sztucznej inteligencji, takich jak sieci neuronowe i algorytmy genetyczne, do konstrukcji inwestycyjnych systemów decyzyjnych. Przedstawiono charakterystykę sieci neuronowych oraz algorytmów genetycznych jako efektywnych narzędzi w modelowaniu i prognozowaniu rynków finansowych.
The paper discusses basic aspects of application of active investment strategies in financial markets - in the context of classic theories of portfolio management. Such active strategies are generated with the use of decision support systems (transaction systems). The main assumptions of utilisation of artificial intelligence methods, such as neural networks and genetic algorithms, in the construction of investment decision systems have been indicated. The characteristic of neural networks and genetic algorithms as effective tools in financial markets modelling and prediction has also been discussed here.

As a conclusion, the further directions of development and researches were mentioned.
