This paper presents a bi-objective portfolio model with the expected return as a performance measure and the expected worst-case return as a risk measure. The problems are formulated as a bi-objective linear program. Numerical examples based on 1000, 3500 and 4020 historical daily input data from the Warsaw Stock Exchange are presented and selected computational results are provided. The computational experiments prove that the proposed linear programming approach provides the decision maker with a simple tool for evaluating the relationship between the expected and the worst-case portfolio return.

Multi-Criteria Group Decision Making (MCGDM) aims to find a unique agreement from a number of decision makers/users by evaluating the uncertainty in judgments. In this paper, we present a General Type-2 Fuzzy Logic based approach for MCGDM (GFLMCGDM). The proposed system aims to handle the high levels of uncertainties which exist due to the varying Decision Makers’ (DMs) judgments and the vagueness of the appraisal. In order to find the optimal parameters of the general type-2 fuzzy sets, we employed the Big Bang-Big Crunch (BB-BC) optimization. The aggregation operation in the proposed method aggregates the various DMs opinions which allow handling the disagreements of DMs’ opinions into a unique approval. We present results from an application for the selection of reading lighting level in an intelligent environment. We carried out various experiments in the intelligent apartment (iSpace) located at the University of Essex. We found that the proposed GFL-MCGDM effectively handle the uncertainties between the various decision makers which resulted in producing outputs which better agreed with the users’ decision compared to type 1 and interval type 2 fuzzy based systems.

Evaluation o f programs initiated by manufacturing firms that are geared toward sustainability is worthy o f attention in research due to the current global demands o f addressing not just economic growth bu t environmental and social burdens. This paper a ttempts to provide a comprehensive evaluation framework using the hierarchical structure o f sustainable manufacturing (SM) indicators set developed by the US National Institute o f Standards and Technology (US NIST) and a multi-criteria decisionmaking (MCDM) approach, the analytic network process (ANP). ANP is deemed appropriate, aside from the multi-criteria nature o f the problem, because o f the presence o f subjective components that are interrelating in complex relationships. A real case study is carried out in a semiconductor manufacturing firm in the Philippines in the evaluation o f its programs toward sustainability. The results show that the creation and implementation o f cleaner production technologies are considered the most relevant programs. Developing energy-efficient products and adopting lean six sigma programs are considered second o n the list. This paper proposes that sustainability is achieved by formulating strategies that enhance customer and community well-being v ia addressing environmental concerns especially o n toxic substance, greenhouse gas (GHG) and air emissions. The contribution o f this paper consists in providing an evaluation framework which is comprehensive enough to capture real-life complex decision-making processes. Limitations and possibilities fo r future research are also presented in this paper.

Background: This paper proposes a novel hybrid group decision making methodology to solve a coalition-formation problem for cooperative replenishment with multiple firms to achieve operational efficiency. We consider a case of horizontal cooperation between firms, and we investigate the profitability of horizontal cooperation when designing collaborative contracts. Methods: This study presents the application of a hybrid approach for group decision support for the coalition-formation problem. Multi-criteria decision making (MCDM) and intuitionistic fuzzy set (IFS) theory have been integrated to provide group decision support under consensus achievement. In addition, this study employs the entropy method to identify the weights of the decision makers. Results: The proposed integrated approach has been further studied through an illustrative example. The decision procedure used here is simply structured so that it may easily be implemented with a computer. Conclusions: This research may be beneficial to decision makers, researchers and organizations in helping them to understand project based evaluation in order to design and plan better horizontal cooperation.
Wstęp: W artykule zaproponowano nową metodologię podejmowania decyzji dotyczących tworzenia koalicji między wieloma firmami w celu osiągnięcia wydajności operacyjnej. Rozważany jest przypadek horyzontalnej współpracy między firmami, a następnie badana jest opłacalność współpracy horyzontalnej przy projektowaniu umów o współpracę. Metody: W pracy przedstawiono zastosowanie podejścia hybrydowego do wspomagania decyzji grupowych w przypadku problemu koalicji. Zintegrowano wielokryterialne podejmowanie decyzji (MCDM) i intuicyjną teorię zbiorów rozmytych (IFS), aby zapewnić grupowe wsparcie decyzji przy osiągnięciu konsensusu. Ponadto zastosowano metodę entropii do identyfikacji wag osób podejmujących decyzje. Wyniki: Proponowane zintegrowane podejście zostało poddane dalszej analizie za pomocą przykładu. Zastosowana tutaj procedura decyzyjna ma prostą strukturę, dzięki czemu można ją łatwo wdrożyć za pomocą komputera. Wnioski: Badania te mogą być korzystne dla decydentów, badaczy i organizacji, pomagając im zaprojektować i zaplanować współpracę horyzontalną.

The paper is concerned with multi-criteria decision-making under uncertainty with scenario planning. This topic has been explored by many researchers since almost all real-world decision problems contain multiple conflicting criteria and a deterministic evaluation of criteria is often impossible. We propose a procedure for uncertain multi-objective optimization which can be applied when seeking a pure strategy. A pure strategy, as opposed to a mixed strategy, allows the decision-maker to select and perform only one accessible alternative. The new approach takes into account the decision-maker’s preference structure (importance of particular goals) and nature (pessimistic, moderate or optimistic attitude towards a given problem). It is designed for one-shot decisions made under uncertainty with unknown probabilities (frequencies), see decision-making under complete uncertainty or decision-making under strategic uncertainty. The novel approach can be used in the case of totally independent payoff matrices for particular targets.

A mixed strategy, as opposed to a pure strategy, allows the decision maker to select and perform a weighted combination of several accessible alternatives. The new approach takes into account the decision maker’s preference structure and attitude towards risk. This attitude is measured by the coefficient of optimism on the basis of which a set of the most probable events is suggested and an optimization problem is formulated and solved.

In multicriteria problem solving, much can be learned by observing the decision-making process. Some, if not many, of the theoretical constructs used in some academically-generated models are simply not necessary. Taking this into account, we generalize the Zionts-Wallenius Multiple Criteria Decision Making Algorithm. We generalize the approach so that it can solve general convex problems. We do this by drawing from other methods, and by incorporating what we have learned in our work. To deal with the class of convex problems we face, we broaden the concept of tradeoff, and use global tradeoffs. Theory is developed, and then a method incorporating the theory is presented. A small example is included. We discuss how our development enriches decision-making tools currently available. We discuss applications in finance and technology.

The paper proposes a methodology for fuzzy multi-criteria analysis of decisions in a raster-based geographical information system (GIS) to determine the optimal locations for territorial objects. Recommendations about the stages of choosing alternatives for spatial and non-spatial constraints are given. It is shown that the fuzzyfication of criteria, that is, the conversion of their attribute values into a fuzzy set, based on expert evaluation of a fuzzy membership function, allows screening alternatives by determining thresholds of alpha-cut of fuzzy sets for each criterion, followed by combining criteria attributes using aggregation operators: minimum, maximum, weighted sum, OWA operator Jager. Adding to the procedure of multicriteria analysis of the additional stage of filtration of alternatives gives the opportunity to reduce the number of alternatives, and in the future and the processing time of the criteria layers by aggregator operators. The proposed algorithm for screening alternatives can be performed in a GIS environment using Fuzzy Membership, Overlay and raster calculators tools.

Opis:
Multi-criteria decision-making (MCDM) is one of the most popular problems handled by researchers in the literature. Since the interval-valued intuitionistic fuzzy set (IVIFS) theory generates as realistic as possible evaluation of linguistic expressions, researchers have been expanding traditional MCDM methods to the IVIF environment, especially in the last decade. This study provides a literature review of the relevant articles from several academic databases on applications of IVIF-MCDM methods. The review of 131 publications addresses specific research questions. To understand the research publication trend, this review offers a visual analysis that examines the studies from different perspectives, such as application areas, IVIF-MCDM methods, citations, most relevant journals, and validation methods. One of the most remarkable results of the literature review is that most publications in this field are published in SCIE indexed journals. Another noteworthy issue is that China is the country that produces the most articles in this field. In addition, English journals are mostly selected for the publication of articles. While it is seen that the investment selection problem is chosen mostly as the application area, the TOPSIS method is preferred mostly in the applications. This study stands out as the most comprehensive one that compiles publications containing extended traditional MCDM methods for IVIF sets. This review will be an important reference for future researchers and decision-makers involved in advancing MCDM methods considering vagueness and ambiguity.

Occupational accidents on board criteria determining is a challenging procedure in shipping industry as the ideal safety ship management strategy depends on many factors involving in shipping transportation There are many legislations, agreements and practices to obtain series of security measures in order to ensure safety and security of seafarers. Causes of on-board occupational accidents need to be evaluated in a correct manner to regulate more functional practices and also to lower the on-board accident rates. However, causes of on-board accidents can be extremely complex. Therefore, scientific methods should be used to evaluate the causes and to determine the measures to be taken. The evaluation of the parameters is of great importance for the future of the maritime sector and in terms of development. In this study, factors have been identified that lead to seafarers? occupational accidents on board and we tried to present alternative solutions which can be applied on this issue. Severity of the reasons that led to the accidents and their relationships with each other are identified to be able to sort through the alternative solutions with a model using the fuzzy AHP (Analytic Hierarchy Process) method approach. Results of the study revealed that the most important criteria for the occupational accidents on board criteria selection are respectively; human factors, lack of management, ship-borne troubles, cargo troubles and environmental factors.

Deriving efficient variants in complex multiple criteria decision making problems requires optimization. This hampers greatly broad use of any multiple criteria decision making method. In multiple criteria decision making Pareto sets, i.e. sets of efficient vectors of criteria values corresponding to feasible decision alternatives, are of primal interest. Recently, methods have been proposed to calculate assessments for any implicit element of a Pareto set (i.e. element which has not been derived explicitly but has been designated in a form which allows its explicit derivation, if required) when a finite representation of the Pareto set is known. In that case calculating respective bounds involves only elementary operations on numbers and does not require optimization. In this paper the problem of approximating Pareto sets by finite representations which assure required tightness of bounds is considered for bicriteria decision making problems. Properties of a procedure to derive such representations and its numerical behavior are investigated.

Research background: technology development and its application for human activities - R&D - have been recognized as the basis of economic performance, a source of technological solutions and of high value-added supply both in scientific literature as well as in the strategic documents of the Government and international organizations. In order to ensure the harmonious activity of the institutions engaged in R&D and to reduce the uncertainty of the commercialization of technologies, an advanced tool for verifying decisions on technology development at early stages of commercialization, i.e. an instrument for assessing the commercial potential of technology, is needed. Over the last decade, the analysis of the tools on a global scale led to the unequivocal conclusion - so far developed methodical basis has suffered from lack of maturity for its practical use in business, a need for assessing commercial potential at an early stage of technology commercialization has been ignored, and the assessment of commercial potential has not considered the specificity of high technology. Purpose of the article: This article discusses in detail the preparation and application pro-cesses of the model for assessment the commercial potential of high technologies. Methods: in the model the multiple criteria method is applied the selection of which was determined by the motive related to the goal of assessment - assess the commercial potential of high technologies. Findings & Value added: The essence of scientific novelty embraces the creation of a qualitatively new, original, science-based model for assessing the commercial potential of technologies thus flexibly applying it to assessing different levels of technologies. The original model is based on: the focus on the specificity of high technologies in assessment the commercial potential of technologies; the focus on the early stage of technology commercialization by assessing the commercial potential of technologies; flexibility in the application of the model taking into account the technological level, legal status, opportunity to assess the commercial potential of technologies in different countries and institutions; mathematical calculations based on assessing commercial potential.

Analytical hierarchy process, developed by Saaty, is a multi-criteria decision making method. It creates a hierarchy using the goal, decision criteria and decision alternatives, and sorts the various alternatives according to their relative importance. The aim in AHP is to choose the most suitable and important alternative, by making an arrangement from the most important to the least. In this study, a real life material selection application in a hotel building is described by using AHP method. Wall materials such as brick blocks, pumice concrete block, sand autoclaved aerated concrete blocks are decision alternatives and mechanical properties, physical properties, ease of application and costs of these materials are the decision factors. The analysis was performed based on the opinion of an expert and the most suitable alternative is selected. Also, it is concluded that the order related to the alternatives is reliable for the decision markers. Thus, a decision supporting method for a construction company using AHP applications is developed.

Human error is recognized as the most common factor that causes maritime accidents. The human error assessment and reduction technique (HEART) is a human reliability assessment (HRA) that has been widely applied in various industries. Furthermore, the HEART – 4M method has been proposed to assess maritime accidents. The HEART – 4M method can clearly define the relationship between man, machine, media, and management factors and the human error. However, the calculation process to determine the weight of every selected error-producing condition (EPC) suffers from the uncertainty of the assessor's estimation in practical applications, which may affect the objectivity of its result. In this study, a modification of the HEART – 4M method with the technique for order preference by similarity to ideal solution (TOPSIS) is proposed. TOPSIS is a multi-criteria decision making (MCDM) tool. This study aims to develop the HEART – 4M method to make it more comprehensive and objective when assessing maritime accidents. First, the parameter of the generic task is determined as in the conventional HEART method. Second, the causal factors are converted to the suitable EPC – 4M, and there are four classification factors for the 38 standard EPCs, which are divided into man, machine, media, and management factors. Third, the TOPSIS is applied to handle the problems of interdependencies and interaction among EPC – 4M and the uncertainty that exists in the assessor´s judgment. The proportion effect of each EPC – 4M is determined through TOPSIS by considering the correlation among EPC – 4M. Finally, thirteen collision data obtained from the National Transportation and Safety Committee of Indonesia are assessed to apply the proposed method.
