    The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.

    Dzięki przystąpieniu Polski do Unii Europejskiej w 2004 roku widoczne różnice instytucjonalne i prawne między naszym krajem a zachodnią Europą zaczęły się zacierać. Ustanowienie Europejskiej Przestrzeni Administracyjnej, jako ogólnego modelu administracji publicznej zmierzającego do podobnych lub wspólnych rozwiązań administracyjnych, miało wpływ na rozwój administracji publicznej i jej struktur organizacyjnych. W Polsce, podobnie jak w większości krajów europejskich, system władzy lokalnej oparty jest na zasadzie dualizmu, tzn. część zadań lokalnych wykonuje bezpośrednio administracja rządowa podporządkowana właściwym ministrom, zaś pozostałe zadania realizuje samorząd terytorialny reprezentujący interesy konkretnej wspólnoty lokalnej. Celem artykułu jest omówienie zagadnienia wzajemnej współpracy administracji rządowej z przedstawicielami samorządów terytorialnych na przykładzie realizacji inwestycji o znaczeniu międzynarodowym oraz krajowym, jakimi są planowane do wykonania newralgiczne drogowe inwestycje liniowe, które przebiegają przez teren Polski, oraz przedstawienie konfliktów interesów lokalnego społeczeństwa z globalnymi korzyściami państwa, które często są zasadniczo różne i nie zawsze rozumiane we właściwy sposób. Intensywny rozwój infrastruktury transportu drogowego, jaki obecnie odbywa się w Polsce, przy udziale polityki unijnej, ma znaczący wpływ na rozwój gospodarczy mikroregionów zarządzanych przez lokalne samorządy terytorialne, zasadne jest więc podjęcie jednolitych działań rządowych i samorządowych celem wypracowania wspólnego porozumienia zmierzającego w kierunku osiągnięcia sukcesu gospodarczego kraju w ujęciu globalnym.
    With Poland's accession to the European Union in 2004, the visible institutional and legal differences between our country and Western Europe began to blur. The establishment of the European Administrative Space, as a general model of public administration  aiming at similar or common administrative solutions, influenced the development of public administration and its organisational structures. In Poland, as in most European countries, the system of local government is based on the principle of dualism, i.e.: some local tasks are performed directly by the government administration subordinated to the relevant ministers, while the remaining tasks are performed by the local government representing the interests of a particular local community. The aim of the article is to discuss the issue of mutual cooperation between the government administration with representatives of local governments on the example of realization of investments. The aim of the article is to discuss the issue of mutual cooperation of the government administration with the representatives of local self-governments, on the example of implementation of investments of international and national importance, such as key linear road investments planned to be carried out, which run through the territory of Poland and to present the conflicts of interests of the local society with the global benefits of the state, which are often fundamentally different and not always properly understood. The intensive development of road transport infrastructure currently taking place in Poland, with the participation of EU policy, has a significant impact on the economic development of micro-regions managed by local self-governments.

    The article examines the evolution of the concept of sustainable development and the implementation of its principles at different levels of government in Ukraine. It is proved that decentralization is an instrument of realization of the state policy to ensure sustainable development of territorial communities. The territorial community is seen as a complex dynamic weakly structured self-regulating system. The task of management of sustainable development of the territorial community, based on the tasks and principles of decentralization, is proposed.

    Opis:
    This article provides a characteristic of the basic principles underlying organisation of executive power bodies. Their tasks performed in a new sphere of public life defined as ‘conducting a development policy’ have been discussed. What has been emphasised is the normative approach to this public duty seen as a set of interconnected actions undertaken and implemented with a view of ensuring a stable and sustainable development of the country, social-economic spatial cohesion at the regional level, enhanced competitiveness of the economy and creation of new jobs at a local and regional level as well as nation-wide. Of essential importance for shaping legal relations between organs of public authority, i.e. the Council of Ministers, self-governing regional authorities and local authorities are the constitutional foundations of the territorial regime of the state. What is also emphasised is that the constitutional principle of decentralised public power determines the manner in which development policy is being organised both in terms of its structure and procedural issues. Implementation of the development policy defined in statute as executing a public duty is based on the principles specified in the Act on the Principles of Conducting Development Policy. They constitute a network of mutual relationships among individual bodies holding executive power called ‘interconnected public duties’ that are determined by a public goal (development policy) and the political regime adopted for the enforcement of authority in a state.
    Artykuł obejmuje charakterystykę podstawowych zasad związanych ze zorganizowaniem podmiotów władzy wykonawczej i ich zadań w szczególnej, nowej sferze ustawowo określonej jako „prowadzenie polityki rozwoju”. Podkreśla się przede wszystkim normatywny sposób ujęcia tej powinności publicznej jako „zespołu wzajemnie powiązanych działań podejmowanych i realizowanych w celu zapewnienia trwałego i zrównoważonego rozwoju kraju, spójności społeczno-gospodarczej, regionalnej i przestrzennej, podnoszenia konkurencyjności gospodarki oraz tworzenia nowych miejsc pracy w skali krajowej, regionalnej lub lokalnej”, przy jednoczesnym szerokim zakreśleniu podmiotów prowadzenia tej polityki. Istotne jest, że fundamentem kształtowania prawnych relacji pomiędzy podmiotami prowadzenia polityki rozwoju: Radą Ministrów, samorządem województwa oraz samorządem powiatowym i gminnym, są konstytucyjne podstawy ustroju terytorialnego państwa. W opracowaniu podkreśla się, że konstytucyjna zasada decentralizacji władzy publicznej wyznacza organizację prowadzenia polityki rozwoju, i to zarówno od strony podmiotowej (organizacja struktury), jak i proceduralnej, w tym prawnych form współdziałania (organizacja działania). Sposób prowadzenia polityki rozwoju – jako ustawowo określonej powinności władzy publicznej ‒ na zasadach określonych w ustawie o zasadach prowadzenia polityki rozwoju, oparty na wzajemnie powiązanych działaniach określony został jako „publicznoprawne działania powiązane”. Działania te tworzą sieć powiązań i współzależności pomiędzy organami władzy wykonawczej, wyznaczonych celem publicznym prowadzenia polityki rozwoju oraz założeniami ustrojowymi sprawowania władzy w państwie.

    The article is devoted to the reform of local self-government and territorial organisation of power in Ukraine, which took place in 2014–2020, combining three important tasks: improving the system of public authority, strengthening local self-government, and streamlining the administrative-territorial system in the state. The analysis conducted in the study concerns: the main problems to be addressed by the relevant reform; the chronology of the adoption of key regulations and their role in this process; the results of the amalgamation of territorial communities; and the communities’ ability to ensure the sustainable development of territories. As a result, the article highlights the stages of the implementation of the reform of local self-government and territorial organisation of power in Ukraine, as well as outlines several unresolved issues in this area.
