    Opis:
    The text is an analysis of the socio-political situation in Western Pomerania during the political crisis in the Polish People’s Republic at the turn of 1971. Szczecin lay in the heart of the workers’ protests, however, it was the events in Gdańsk that received the most spotlight at that time and later on. The article aims to gather and analyse information from primary sources on how the inhabitants of the country learned about social unrest in big cities, how they interpreted and commented on it, and how it all translated into social sentiments. Such an approach to the problem also provides an opportunity to carry out an analysis based on the dichotomy between the ‘core’ and ‘peripheral’ areas. This is possible due to the accessibility of appropriate primary sources, which in the examined cases are constituted mostly by the documentation gathered by the Security Service, so far used to a small extent. It should also be stressed that the documents on the events of December 1970 in the context of the country in Western Pomerania were rather scant. The analysis of the documentation demonstrates how important Szczecin and Gdańsk were for social sentiments in 1970 and 1971. The incidents in ‘core’ cities were closely observed, and the patterns of protesting were then copied by the country. The scale of those ‘peripheral’ protests was smaller, and they usually did not turn into street fights, but their impact was felt, heard and seen. The methods of protesting in the country involved distributing leaflets, making inscriptions, conversing on related topics and, above all, sharing a desire to bring about a socio-political change expressed by strikes and public protests. These occurrences showed how much the ‘peripheral’ areas were inspired by the ‘core’ ones. There is no doubt that December 1970 left a lasting mark on the memory of the inhabitants of the country in Western Pomerania.

    What is commonly referred to in Poland as ‘December 1970’ was one of the most important and most tragic moments in the history of this country after the Second World War. Then, a violent suppression of workers’ revolts in several Polish cities on the Baltic coast, by the Citizens’ Militia and the army, and the subsequent changes in the leadership of the Polish United Workers’ Party took place. After fourteen years in power, the First Secretary of the Central Committee, Władysław Gomułka, was replaced by the former member of the Politburo and also the First Secretary of the Voivodship Committee in Katowice, Edward Gierek. The military operations on the Polish coast, alongside the Citizens’ Militia, involved some 27,000 soldiers and 550 tanks, 750 armoured carriers and 2,100 cars. Also, 108 aircraft and helicopters, as well as 40 vessels of the Polish Navy were deployed. Apart from the period of martial law (1981–1983), never during peacetime has the Polish Army been put on standby on such a scale and used to such an extent to pacify the society. According to official data, a total of 45 people were killed and 1,165 wounded on the Baltic coast. Although over 80 books and brochures have already been published on ‘December 1970’, we still do not know the answers to all the questions. The role played by the Soviet authorities at that time has been researched the least. However, without free access to the post-Soviet archives stored in Russia, which seems hardly possible in the near future, it will be difficult to make new findings on this issue.

    W artykule omówiono sytuację społeczno-polityczną w województwie katowickim w grudniu 1970 r., po ogłoszeniu podwyżki cen artykułów spożywczych, działania prewencyjne i porządkowe podejmowane przez MO i aparat bezpieczeństwa w dniach kryzysu oraz reakcję PZPR na wzrastające wzburzenie społeczeństwa. Mimo narastającego napięcia, wzmacnianego przez wieści o robotniczej rewolcie w miastach Wybrzeża, siły policyjne skutecznie paraliżowały słabe próby wzniecenia strajków i manifestacji w województwie katowickim. Polityczne zmiany w kierownictwie PZPR zapobiegły eskalacji kryzysu. Na postawy mieszkańców regionu wpłynęły ponadto: silna pozycja PZPR, prewencyjne aresztowanie blisko tysiąca potencjalnych liderów protestów i zamieszek, relatywnie nie najgorsze warunki życia w województwie katowickim, rozbieżne interesy różnych grup ludności województwa.
    The paper discusses the social and political situation in the Katowice Voivodeship in December 1970 after the announcement of the increase in food prices, prevention and order activities undertaken by the Citizens’ Militia (MO) and the security apparatus during the crisis and the reaction of the Polish United Workers’ Party (PZPR) to the growing agitation of society. Despite mounting tension, reinforced by the news of workers’ revolt in the cities of the Coast, the police forces effectively paralysed weak attempts to stir up strikes and demonstrations in the Katowice Voivodeship. Political changes in the PZPR leadership prevented the crisis from escalating. The attitudes of the region’s inhabitants were also influenced by: the strong position of the PZPR, the preventive arrest of nearly a thousand potential leaders of protests and riots, relatively good living conditions in the Katowice Voivodeship, and the divergent interests of various groups of the province’s population.

    Artykuł opisuje sytuację panującą wewnątrz powiatowej i miejskiej struktury PZPR w Pruszczu Gdańskim w trzech przełomowych momentach historii PRL: Październiku ’56, Grudniu ’70 i Sierpniu ’80. Stanowi też próbę znalezienia cech wspólnych dla reakcji lokalnych władz partyjnych na kolejne wybuchy społecznego niezadowolenia i w mikroskali ukazuje przebieg tzw. polskich miesięcy w niewielkim mieście powiatowym, funkcjonującym w cieniu trójmiejskiej aglomeracji. Z racji bliskości Trójmiasta mieszkańcy Pruszcza Gdańskiego byli często świadkami rozgrywającej się tu wielkiej historii. Wielu z nich pracowało w trójmiejskich zakładach lub uczyło się w tamtejszych szkołach i uczelniach. Tym samym toczące się w Trójmieście dramatyczne wydarzenia historyczne bezpośrednio rzutowały na ich życie. Artykuł oparty jest na fragmentach wydanej w końcu 2016 r. książki Pruszcz Gdański w latach 1945–1990. Partia, bezpieka, „Solidarność”, której autorami są Piotr Brzeziński, Arkadiusz Kazański i Marcin Węgliński.
    The article describes the situation within the county and urban structures of the Party in Pruszcz Gdański at the three turning points of the history of the Polish People’s Republic: October ’56, December ’70, and August ’80. It is also an attempt at finding common traits within the local Party authorities’ responses to the subsequent outbreaks of social dissent and on a small scale, the course of the so-called Polish Months in a small provincial town living in the shadow of the Tri-City Agglomeration. Due to the proximity of the Tri-City, the residents of Pruszcz Gdański often witnessed the grand history that happened there. Many of them worked in factories or attended schools or universities that were located in Gdańsk, Gdynia, or Sopot. Thus, the dramatic historical events that took place in the Tri-City directly affected their lives. The article is based on fragments of Pruszcz Gdański w latach 1945–1990. Partia, bezpieka, „Solidarność” by Piotr Brzeziński, Arkadiusz Kazański, Marcin Węgliński, which was published in late 2016.
