Opis:
The paper presents regression formulas that allow us to estimate the final price of new container ships, based on TEU and deadweight capacity, service speed, length between perpendiculars and gross tonnage of container ships built from 2005 to 2015. The formulas were developed using the author’s own method based on curve fitting techniques and regression methods. The study shows that utilising the author’s method to predict the final price could offer greater accuracy solutions than any standard methods presented in literature. This method was implemented properly with ndCurveMaster curve fitting software which was developed by the author and was applied to develop regression equations presented in the article. The formulas presented in the article have practical application for estimation of container ship final price needed in transport studies or preliminary parametric container ship design. These equations refer to the most up to date vessels and offer the chance to advance ship design theory.

Opis:
This paper describes a method useful for determination of load carrying capacity of underwater vehicle, elaborated on the basis of investigations of series of vehicles of systematically changed geometrical dimensions. By using the set of the series of vehicles their structural mass and displacement – at a given structural material and assumed maximum permissible submersion depth – were determined, and next – approximation formulae for deadweight of vehicles were obtained. Vehicle’s form may be consisted of one or a few cylindrical floats of circular cross-section, ended with caps. The floats are joined together with a space pipe frame. Acceptability of design solutions results from comparison of working stress values in float’s shell plating with permissible stresses as well as critical stresses. The presented method may be useful in the preliminary stage of designing the underwater vehicles - i.e. may serve for preliminary determination of a vehicle deadweight – at its given, or determined, geometrical dimensions, maximum permissible submersion depth, as well as a selected structural material.

The paper presents a method of choosing the optimal value of the cargo ships deadweight. The method may be useful at the stage of establishing the main owners requirements concerning the ship design parameters as well as for choosing a proper ship for a given transportation task. The deadweight is determined on the basis of a selected economic measure of the transport effectiveness of ship – the Required Freight Rate (RFR). The mathematical model of the problem is of a deterministic character and the simplifying assumptions are justified for ships operating in the liner trade. The assumptions are so selected that solution of the problem is obtained in analytical closed form. The presented method can be useful for application in the pre-investment ships designing parameters simulation or transportation task studies.

The method may be useful at the stage of establishing the main owners requirements concerning the ship design parameters as well as for choosing a proper second hand ship for a given transportation task. The paper presents a method for preliminary estimation of the length of the midship body block, which inserted in the original hull, increases the deadweight of the ship in line with a required quantity. The method may be useful for establishing the scope of conversion to better adjust the ship for transportation tasks. The problem is formulated by using a mathematical model so selected that its solution, under set of assumptions, is obtained in a closed analytical form. The presented method can be useful for application to pre-investment analysis of the ship conversion costs and functional profits.

This paper is an extension of work originally presented in 2019 EUROPEAN NAVIGATION CONFERENCE (ENC) [4]. The paper has described the important role of the Stockholm Agreement in safety of the Ro-Ro/Passenger ships in the north European waters. The present work describes the way in which we can improve the safety in strong chance of destruction of ship at sea. All results are generalized for a given group of ships. The specific construction of the RO-RO/ Passenger ships, being characterized by flat vehicle decks which are practically open, un-subdivided, and additional passenger accommodation space, with ramp fitted astern and in some cases in fore or side of the ship, giving access to cars, trucks and trailers, or specific trains which remain on board in their laden state, has resulted in international regulation requiring, amongst other things, strengthening the damage stability requirements for this type of ships. The more stringent damage stability criteria has been adopted on a regional basis by northern European countries as STOCKHOLM Agreement, in 1996. The paper concerns an analyze of damage stability calculations results in compliance with the STOCKHOLM Agreement, when the Ro-Ro/ Passenger ship is fully loaded, with maximum Deadweight (DWT) and maximum draught, or partly loaded, with reduced DWT, and occurs Minor or Major penetration of destroyed compartments.

The aim of the article is to analyse the effectiveness of decision-making in the disbursement of funds from the ERDF for the selected tourism services. In the theoretical part of the article, the model for the assessment of the effectiveness of the ERDF management system was developed. This model is built based on the Propensity Score Matching (PSM) method, used to assess the effectiveness of community programmes. In the empirical part of the article, the verification of the model was carried out following the example of the tourism sector of the NUTS 2 region of Podlasie. The obtained results allow concluding that the developed deadweight assessment model can be used in practice for the evaluation of the efficiency of the ERDF management. The conducted research indicates that the method of Propensity Score Matching (PSM), using the Neyman-Rubin model based on counterfactual studies, allows assessing the decision-making effectiveness in the disbursement of funds from the ERDF. Creating counterfactual situations in the models of evaluation of infrastructural actions serves for the identification of the effect of an independent event. The effect of an independent event measures the negative, unintended consequences of the undertaken decisions. It informs about the loss of alternative possibilities of allocating funds for other purposes.

Oddziaływanie chorób i ich leczenia na gospodarkę i społeczeństwo odbywa się za pomocą skomplikowanych mechanizmów transmisji. Zalicza się do nich koszty leczenia, czyli bezpośrednie oraz koszty pośrednie, czyli niewytworzony PKB. Ponadto trzeba uwzględnić ich wpływ na dochody i wydatki finansów publicznych. Ze względu na rangę problem, jakim jest zdrowie i jakość oraz efektywność funkcjonowania ochrony zdrowia, uwzględniane są dodatkowe mierniki, jak strata dobrobytu oraz pogarszanie się jakości życia. Nie można pominąć skutków wzajemnego oddziaływania zdrowia i wzrostu gospodarczego. Złożoność zachodzących procesów dodatkowo komplikuje się na skutek oddziaływań sektora publicznego i prywatnego, między którymi nie można w sposób jednoznaczny wyznaczyć granicy w ochronie zdrowia. Diseases and their treatment affect the economy and the society by means of complicated transmission mechanisms. They include costs of treatment, i.e. direct costs, and indirect costs, i.e. lost GDP. Their impact on public finance revenues and expenditures should also be taken into account. Due to the importance of the problem of health as well as the quality and efficiency of the operation of the health care system, additional measures like a deadweight loss and a loss of wellbeing are considered. The effects of the mutual interaction of health and economic growth cannot be overlooked. The complexity of the on-going processes is further exacerbated as a result of the influence of the public and private sectors, which cannot be clearly demarcated in health care.
