This paper investigates state estimation of linear time-invariant systems where the sensors and controllers are geographically separated and connected over limited capacity, additive white Gaussian noise (AWGN) communication channels. Such channels are viewed as dropout (erasure) channels. In particular, we consider the case with limited data rates, present a necessary and sufficient condition on the data rate for mean square observability over an AWGN channel. The system is mean square observable if the data rate of the channel is larger than the lower bound given. It is shown in our results that there exist the inherent tradeoffs among the limited data rate, dropout probability, and observability. An illustrative example is given to demonstrate the effectiveness of the proposed scheme.

Aim. The aim of this paper is to examine the impact of education on the rate of suicides in India. The paper further attempts to take a global outlook on how prevalent is suicide among countries with high education indicators. Methodology. The paper is based on secondary research with data collected from National Databases like National Crime Records Bureau and International databases of World Health Organization and Organisation for Economic Co-operation and Development (OECD). Data analysis is done using statistical technique like Correlation and using Microsoft Excel. Results. The study reveals that in India, the increase education levels of people have had negligible impact on the number of suicides in the country. Across states, the suicide rate and literacy rate have a positive correlation of 0.35; while correlation doesn’t mean causation and the two are mildly correlated, it does establish the fact that education doesn’t have a direct impact on the suicide rate. Also, the analysis indicates that even though the education levels in the country have risen, subsequently, the educational level among people who committed suicides also increased. Further, it is found that the countries that are ranked higher on PISA ranking and tertiary education attainment have mostly higher rates of suicide. Conclusions. As shown throughout the study, education hasn’t been an effective instrument in equipping people with life skills: with the increase in education levels across the country, there has been an increase in the education level of people who commit suicides concomitantly, as if the education is happening in vacuum with no effect on the persona of people committing suicides. Thus, it’s significant we question our educational practices; and re-align our goals of education such that it leads to overall development of an individual.

Opis:
Long-run impact of economic growth on fertility trends is ambiguous and sensitive for in-time variations. Noticeably, over last decades, economic growth has led to significant falls in total fertility rates in many countries. However, recently, in high-income economies a kind of ‘fertility rebound’ emerged (Gold-stein, 2009; Luci and Thevenon, 2011; Day, 2012), which supports the hypothesis that reversal trends in total fertility rates are mainly attributed to economic growth. The paper unveils the relationship between total fertility rate changes and economic growth in 18 selected countries with fertility rebound observed, over the period 1970–2011, and detects the GDP-threshold at which the fertility rebound emerged. To report on the relationship we deploy longitudinal data analysis assuming non-linearity between examined variables. The data applied are exclusively derived from World Development Indicators 2013. Our main findings support the hypothesis on U-shaped relationship between the total fertility rate and economic growth in analyzed countries in 1970-2011. Along with the previous, we project the minimum level of GDP per capita (GDP-threshold) when the fertility rebound takes place.

A comparative study was performed to reveal the differences of three nuclear data libraries for gamma dose rate calculations when applied to heterogeneous environment in the case of decommission of the Ignalina Nuclear Power Plant (INPP). The following libraries were investigated by employing the Monte Carlo n-particle transport code (MCNP): ENDF/B-VII, JEFF-3.1 and JENDL-3.3, based on the experiments performed for gamma radiation dose rate measurements inside the emergency core cooling system (ECCS) tank with surface radioactive contamination up to 54 Bq/cm2. MCNP precise simulation and the benchmark between the libraries highlighted the differences of results for the selected case of this investigation. The results revealed that the ENDF library is trustworthy for various dose and shielding calculations and similar applications since it showed a statistically satisfied agreement between the simulation results and experimental data.

Research background: The main objective of this paper is to analyse the employment rates in the context of spatial connectivity of the EU regions. Employment rate is declared as one of the important indicators of the strategic document Europe 2020. The achievement of high levels of employment in individual regions plays therefore an important role. Purpose of the article: The aim of the paper is to verify the possible spill-over effects within the EU regions and their territorial interconnection in the context of employment rates. Methods: Analysis is based on tools of the Exploratory Spatial Data Analysis (ESDA) to consider spatial connectivity of the EU regions. Findings & Value added: The results show that the statistically significant clusters of regions with high employment rates are situated mainly in the central, northern and north-western part of the EU while the clusters with low values are located mainly in Greece, Spain, Italy, Portugal, Bulgaria, Romania and some French regions.

Evaporation is one of the main essential components of the hydrologic cycle. The study of this parameter has significant consequences for knowing reservoir level forecasts and water resource management. This study aimed to test the three artificial neural networks (feed-forward, Elman and nonlinear autoregressive network with exogenous inputs (NARX) models) and multiple linear regression to predict the rate of evaporation in the Boudaroua reservoir using the calculated values obtained from the energy budget method. The various combinations of meteorological data, including solar radiation, air temperature, relative humidity, and wind speed, are used for the training and testing of the model’s studies. The architecture that was finally chosen for three types of neural networks has the 4-10-1 structure, with contents of 4 neurons in the input layer, 10 neurons in the hidden layer and 1 neuron in the output layer. The calculated evaporation rate presents a typical annual cycle, with low values in winter and high values in summer. Moreover, air temperature and solar radiation were identified as meteorological variables that mostly influenced the rate of evaporation in this reservoir, with an annual average equal to 4.67 mm∙d-1. The performance evaluation criteria, including the coefficient of determination (R2), root mean square error (RMSE) and mean absolute error (MAE) approved that all the networks studied were valid for the simulation of evaporation rate and gave better results than the multiple linear regression (MLR) models in the study area.

One of the most important factors affecting international trade is exchange rate fluctuations. To date, studies that have analyzed the effect of exchange rates have shown that the effect can vary from sector to sector and from country to country. The fact that this relationship has not been extensively studied in the fisheries industry is the motivation for this study. In this regard, the aim of this study is to determine whether changes in the real exchange rates of countries affect their fisheries production levels. Accordingly, we used the causality test developed by Emirmahmutoglu and Kose (2011), which takes into account both cross-sectional dependencies and heterogeneity. The data set used in this study consisted of 27 annual observations from 38 countries from 1990–2016. The results revealed that changes in the real exchange rate affected fisheries production. This situation shows that changes in exchange rates may affect the international demand for fisheries and serve as a source of motivation for producers.

Exchange rates are highly fluctuating by nature; thus, they are difficult to forecast. Artificial neural networks (ANNs) have proven to be better than statistical methods. Inadequate training data may lead the model to reach sub-optimal solutions, resulting in poor accuracy (as ANN-based forecasts are data-driven). To enhance forecasting accuracy, we suggests a method of enriching training datasets through exploring and incorporating virtual data points (VDPs) by an evolutionary method called the fireworks algorithm-trained functional link artificial neural network (FWA-FLN). The model maintains a correlation between current and past data, especially at the oscillation point on the time series. The exploration of a VDP and forecast of the succeeding term go consecutively by FWA-FLN. Real exchange rate time series are used to train and validate the proposed model. The efficiency of the proposed technique is related to other similarly trained models and produces far better prediction accuracy.

The paper addresses the research of data transmission technologies in telecommunication access networks. These networks are characterized by limited bandwidth and are suitable for high speed data transmission. Particular attention is paid on the data transmission technologies in telecommunication access networks based on symmetrical telecommunication lines. Paper proposes the method of adaptive data transmission in telecommunication access networks using amplitude modulation of many components. The results of mathematical modeling are presented, which allows estimating the bit error rate decrease in telecommunication access networks using this method.

Opis:
A new method of optimizing decision feedback parameters for intersymbol interference equalizers is described. The coefficient existing in the decision feedback loop depends on risk qualification of the received decision. We prove that bit error probability can be decreased with this method for any channel with a single interference sample and small Gaussian noise. Experimental results are presented for selected channels. The dependences of optimal feedback parameters on channel interference samples and noise power are presented, too.

With the wide use of AIS system in the world, especially in ports and the waters with heavy traffic, AIS message loss may be related to environmental conditions, obstacle, limitation of VHF technology and AIS network overload, thereby reducing the AIS signal successful reception rate. This paper selected typical AIS data received by Yagi and Omni antennas at the same time in specific waters, uses grid and AIS data recovery technology, establishes the AIS signal coverage model, analyzes signal reception rate of Yagi antenna and Omni antenna of AIS base station, and verified the superiority of Yagi antenna in AIS signal reception rate.

When a firm has better disclosure policy of financial accounting information it will attract more investment. Many factors affecting accounting information disclosure policy include firm size, leverage, industry characteristics, investor types, etc. And good financial accounting data disclosure will help to reduce risk level of firms. At micro level, cost and net sale factors will affect net profit while at macro levels, risk free rate and exchange rate will impact. According to Nikkei Asian Review, Vinamilk (VNM) is the only brand in F&B industry and the domestic industry leader which ranked 25th among 300 listed companies in the List of ASIA300 Power Performers. It leads the organic trend in milk industry and has made very positive contributions to the overall achievements of economic and social values. Good business management requires us to consider the impacts of multi macro and micro factors on net profit, both internal and external factors, and it contributes to promoting business plan and economic policies for economic growth and stabilizing business operation. By data collection method through statistics, analysis, synthesis, comparison, quantitative analysis to generate qualitative comments and discussion; using econometric method to perform regression equation and evaluate quantitative results, the article analyzed and evaluated the impacts of ten (10) macroeconomic factors such as: stock price, VNIndex, risk free rate, lending rate, cost, sale, inflation, GPD growth, S&P500, exchange rate, etc. on net profit of a leading milk listed company, Vinamilk (VNM) in Vietnam in the 10-year period of 2010-2019, both positive and negative sides. From that regression model and analysis, it will draw leadership features, strengths of this industrial leader. The results of quantitative research, in a ten factor model, show that the decrease in GDP growth and risk free rate, inflation and increase in net sale will have a significant effect and increase VNM net profit, with the highest impact coefficient, the second is decreasing cost. This research finding and recommended policy also can be used as reference in policy for F&B system in many developing countries.

Global Navigation Satellite Systems (GNSS) are increasingly used as the main source of Positioning, Navigation and Timing (PNT) information for inland water navigation. In order to enable automated driving and facilitate driver assistant functions, it becomes of crucial importance to ensure high reliability and accuracy of the GNSS-based navigation solution, especially in challenging environments. One challenging phase of inland waterway navigation is bridge passing which leads to non-line-of-sight (NLOS) effects such as multipath and loss of tracking. This work presents a Precise Point Positioning (PPP) based algorithm in a two-antenna system where one antenna is at the bow and the other is at the stern. Additionally, gyroscope data from an IMU is used. In contrast to a separated position calculation of the two antennas, only one antenna position is estimated and the other is derived from the baseline between the antennas. This allows for accurate positioning even if one antenna does not receive any GNSS measurements. The presented scheme is evaluated using real measurement data from an inland water scenario with multiple bridges. In comparison with a standard PPP scheme as well as an RTK algorithm, the presented approach shows clear advantages in challenging scenarios.

The paper considers the forecasting of the euro/Polish złoty (EUR/PLN) spot exchange rate by applying state space wavelet network and econometric forecast combination models. Both prediction methods are applied to produce one-trading-day-ahead forecasts of the EUR/PLN exchange rate. The paper presents the general state space wavelet network and forecast combination models as well as their underlying principles. The state space wavelet network model is, in contrast to econometric forecast combinations, a non-parametric prediction technique which does not make any distributional assumptions regarding the underlying input variables. Both methods can be used as forecasting tools in portfolio investment management, asset valuation, IT security and integrated business risk intelligence in volatile market conditions.
