Biometric data processing and related data protection issues have gained importance as a result of a wide use of technologies using such data for the identification and verification of data subjects. Problems may arise due to the lack of awareness of the need to comply with the provisions on the protection of personal data. Such a problem could also have arisen in Poland. The Act on personal data protection, no longer in force, did not refer literally to any of the provisions on biometric data. This potentially could raise doubts, inter alia, with regard to the application of this Act, especially since only the General Regulation (Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation) introduced a definition of such data and classified them in special categories of personal data, the processing of which will require one of the conditions set out in Article 9(2) of the General Regulation. Such singularity of biometric data results from the source of their acquisition (physiological, physical and behavioural traits). This, however, should not be seen as an argument for the limiting of the processing of biometric data. It is nevertheless important that the processing of these personal data is in line with the principles set out in the General Regulation. The use of biometrics is likely to become more widespread in the long term. This trend is already taking place, but there is a noticeable concern on the part of the data subjects about the collection of these data. The legal provisions repealed in the context of the data protection reform in 2018 have also been taken into account in the deliberations.

Opis:
Data clustering is one of the most popular methods of data mining and cluster analysis. The goal of clustering algorithms is to partition a data set into a specific number of clusters for compressing or summarizing original values. There are a variety of clustering algorithms available in the related literature. However, the research on the clustering of data parametrized by unit quaternions, which are commonly used to represent 3D rotations, is limited. In this paper we present a quaternion clustering methodology including an algorithm proposal for quaternion based k-means along with quaternion clustering quality measures provided by an enhancement of known indices and an automated procedure of optimal cluster number selection. The validity of the proposed framework has been tested in experiments performed on generated and real data, including human gait sequences recorded using a motion capture technique.

Measurements of radon progeny concentration in air by a radon progeny monitor are sensitive to the concentration of particles suspended in air. Minimum detectable concentration and accuracy of the measurement are determined by random errors of the monitor. Multivariate data processing can be used to decrease these random errors. Influence of aerosol concentration on the measured results of radon progeny concentration in air, by an RGR-30 mining radiometer, operating on the principle of alpha radiation detection from radon progeny deposited on an air filter, were determined in a radon chamber experiment. The air suspended particle concentration and the radon concentration in the radon chamber were controlled and the corresponding radon progeny concentration was measured by the radon progeny monitor. Additionally, count rate from the monitor detector, originating from the alpha activity deposited on the air filter, was measured at intervals of one minute and was then used for the three-interval, and Principal Component Regression (PCR) data processing. It was found that for the aerosol concentration in air from 40 p/cm3 to approximately 9,000 p/cm3 indications of the radon progeny monitor depends considerably on the aerosol concentration. Radon daughter concentration normalized to the radon concentration against aerosol concentration varied from 0.3 to 0.9. In mines, where the aerosol concentration generally is high, this phenomenon has little effect on the indication of the radon progeny monitor. At low aerosols concentration, appropriate correction of radon progeny concentration has to be taken. Comparison of random errors when measured signal of the monitor (count rate against time) was processed employing the three-interval method and PCR data processing shows that PCR ensures a lower random error.

The article deals with the issue of controlling the autonomous mobile systems. Considered are problems focusing around the use of distributed architecture controllers. In contrary to hierarchical architecture, all layers of distributed controller are operating simultaneously, and have an access to both: the sensors (receptors), as well as to the executing systems (effectors) of controlled autonomous mobile system. Simultaneous operation of all layers of the distributed architecture controller entails arising of so called action selection problem. This problem consists in continuous taking of decisions: which one of the layers, or which layers of controller, at given moment should have an influence on the movement of controlled object. Discussed is the proposal of a new solution of this problem. Presented are results of experiments with the use of mobile robot.

In recent years the role of the surveillance and security of Polish boundaries has significantly increased. Polish coastal zone monitoring requires various approaches using various technological means in order to ensure the protection of Polish boundaries. In this paper, the authors discuss and present alternatives to underwater surveillance methods of coastal area analysis and monitoring using data retrieved from the newly developed and operational Synthetic Aperture Radar (SAR) Sentinel-1 (ESA S-1) satellite. The authors discuss whether the proposed data source is a valid and reliable source of data that can be utilized in the current Polish coastline monitoring strategy and increase the safety of the country. A description of the various parameters concerning the data for the sea surface, sea objects and technical infrastructure are also discussed and presented.

In this paper, a DSP based computer system for FM-CW radar applications is described. Besides data acquisition and storage, the computer system will also be used for front-end data processing and system control. Processing includes filtering and clutter suppression. The radar for which the computer is designed is a multi parameter atmospheric profiler capable of doing Doppler and polarimetric measurements. The computer system will allow for a measurement of the full polarimetric scattering matrix over 512 range cells and 512 Doppler cells in 2 s. Radar system control includes the timing and the settings of the radar system together with linearity correction of the sweep oscillator.

Gravimeter with two-dimensional digital data processing about acceleration of gravity is considered in a paper. The result of measurements in gyroscopic gravimeter contains errors. An influence on gravimeter inertial absolute acceleration and other disturbing influences cause the errors of measurements. These of acceleration arise by work gravimeter onboard the plane in structure of air gravimetric system. The structural scheme of gyroscopic gravimeter is proposed in a paper for multiple precision. This construction is providing immediate measurements of acceleration of gravity. The possibility of digital data processing is considered in view of a two-dimensional character of an array of measuring information.

The article deals with auditing of personal data processing by the body responsible for protection of personal data – the Inspector General for Personal Data Protection (GIODO). The analysis of this issue is preceded with a presentation of the system of personal data processing audit, on the basis of the act on personal data protection. The system comprises not only GIODO audits, but also audits conducted by entities that participate in data processing, data protection officers, persons whose data is concerned, and numerous organs of legal protection that, during their activities, make an assessment of the compliance of data processing with the regulations on data protection. In her article, the author discusses GIODO audits – their scope, stages, audit competence of inspectors, and audit documentation, as well as legal measures that aim to restore the state compliant with the law, and consequences for persons responsible for irregularities. Moreover, the article presents the issue of GIODO audits from a broader perspective, comprising issues related to the duties of data protection officers and their appointment, which have been recently regulated anew.

Data-aware scheduling in today’s large-scale heterogeneous environments has become a major research and engineering issue. Data Grids (DGs), Data Clouds (DCs) and Data Centers are designed for supporting the processing and analysis of massive data, which can be generated by distributed users, devices and computing centers. Data scheduling must be considered jointly with the application scheduling process. It generates a wide family of global optimization problems with the new scheduling criteria including data transmission time, data access and processing times, reliability of the data servers, security in the data processing and data access processes. In this paper, a new version of the Expected Time to Compute Matrix (ETC Matrix) model is defined for independent batch scheduling in physical network in DG and DC environments. In this model, the completion times of the computing nodes are estimated based on the standard ETC Matrix and data transmission times. The proposed model has been empirically evaluated on the static grid scheduling benchmark by using the simple genetic-based schedulers. A simple comparison of the achieved results for two basic scheduling metrics, namely makespan and average flowtime, with the results generated in the case of ignoring the data scheduling phase show the significant impact of the data processing model on the schedule execution times.

Single-epoch positioning is a great challenge in recent research related to GNSS data processing. The Modified Ambiguity Function Approach (MAFA) method can be applied to perform this task. This method does not contain a stage of ambiguity resolution. However the final results take into account their integer nature. The functional model of the adjustment problem contains the conditions ensuring the integer nature of the ambiguities. A prerequisite for obtaining the correct solution is a mechanism ensuring appropriate convergence of the computational process. One of such mechanisms is a cascade adjustment, applying the linear combinations of the L1 and L2 signals with the integer coefficients and various wavelengths. Another method of increasing the efficiency of the MAFA method is based on the application of the integer de-correlation matrix to transform observation equations into equivalent, but better conditioned, observation equations. The next technique of improving the MAFA method is search procedure. This technique together with the de-correlation procedure allows to reduce the number of stages of the cascade adjustment and to obtain correct solution even in the case when a priori position is a few meters away from the actual position. This paper presents some problems related to search procedure. The results of single-epoch positioning using improved MAFA method are presented.

The paper presents an innovative method of data processing from the measurement device – Ballbar QC20W. It was created with a program for data transformation (Visual Basic.NET) and it used Fourier transformation. The paper deals with the measuring method of CNC machine tools using Ballbar QC20W. There is an influence between qualitative parameters of machine tools and qualitative parameters of products (tolerances, roughness, etc.). It is very important to hold the stability of qualitative parameters of products as a key factor of production quality. Therefore, is also important to evaluate the accuracy of machine tools and make prediction of possible accuracy.

Opis:
Remote sensing of the seafloor constitutes an important topic in exploration, management, protection and other investigations of the marine environment. In the paper, a combined approach to seafloor characterisation is presented. It relies on calculation of several descriptors related to seabed type using three different types of multibeam sonar data obtained during seafloor sensing, viz.: 1) the grey-level sonar images (echograms) of the seabed, 2) the 3D model of the seabed surface which consists of bathymetric data, 3) the set of time domain bottom echo envelopes received in the consecutive sonar beams. The proposed methodology has been tested using field data records acquired from several bottom types in the Southern Baltic Sea. Using the examples of particular parameters, the influence on the specific manner and details regarding their calculation, i.e. the size of the applied current local window to a sonar image, on the obtained classification performance, is discussed.

The sonar based on cylindrical transducer compared with linear transducer has few advantages. Particularly its omni-directional central symmetry enables simplification of the echo signal Direction of Arrival (DOA) estimation. When the number of transducer staves is the power of two the efficient Fast Fourier Transformation can be used to calculate spatial convolution. The article presents theoretical and technological principles of the real time digital data processing of the wideband echo signals received by cylindrical hydroacoustic transducer. Described procedures enable high resolution underwater target location and precise data display. The implementation of effective broadband pulse compression technique with high range resolution will be presented. The results of signal processing modeling and examples of application will be also discussed.

Nowadays, effective protection of personal data is one of the fundamental issues of a democratic state under the rule of law. Therefore, the legislator should be very precise about the principles and standards of data processing. In the last few decades, in particular, the development of new technologies, digitalisation and the increase in the need for electronic communication has become evident, which leads to the adoption of appropriate regulations for the handling of personal data. In addition, the EU legislator has introduced the General Data Protection Regulation (GDPR) in order to harmonise the regulations of EU Member States regarding the protection of personal data. This provides a framework for the proper functioning of legal provisions across the European Union regarding the handling of personal data of its citizens.The aim of the article is to identify the legal changes resulting from the Personal Data Protection Regulation, with a particular focus on the persons to which they apply and then to analyse the regulation of ‘the right to be forgotten’. In the first part of the article, attention is drawn to the way personal data are processed and the scope of obligations incumbent on data controllers. This is because data controllers are, together with the personal data protection officer, responsible for recording data processing activities, including ongoing monitoring and responding to situations of inaccurate data processing. The second part focuses on the right to be forgotten and the assessment of this entitlement in the perspective of Regulation 2016/679. The research methods include an analysis of legal acts, at the same time using the subject literature.

The necessities of processing of spatial data require developing new feature-sensitive tools such as extensions of the wavelet transform. Considering the advantages of the application of complex wavelets and their extension to quaternionic wavelets for twodimensional data structures, the new octonion discrete wavelet transform for the analysis of three-dimensional data structures was introduced in this paper. The construction of the wavelet pyramid as well as octonionic wavelets were presented.
